The purpose of this paper is to develop a new strategy from a different angle to become a preferred transshipment hub for sustainable growth. This study would derive new competitive factors through the case study on a global carrier 'A' who shows constant growth in transshipment via Busan and the questionnaire survey was conducted. As to analysis results by matrix, Busan Port needs to strengthen its competitiveness against North China ports due to less local import/export cargo volume and less government support while North China ports continue to be developed with incremental direct calling and government's flexible cabotage rule.

항만간 허브항 경쟁이 극심해 지고 있는 오늘날, 컨테이너 선사는 M&A 및 전략적 제휴로 컨테이너터미널 운영사와의 가격 협상력의 우월적 지위를 갖게 되어 컨테이너터미널 운영사간 선사 및 화물유치를 경쟁을 더욱 부추기고 있다. 그러나 수요측면에서 컨테이너물동량 증가율 둔화로 컨테이너터미널에서 처리해야 할 물동량은 한정되어 있는 반면, 공급 측면에서 항만터미널의 지속적인 건설은 항만간 또는 터미널간 물량 유치경쟁을 과열시키고 있다. 특히 부산항은 신항 개장이후 북항과 신항간 물동량 유치경쟁으로 인하여 항만하역시장의 교란을 가져오고 있다. 본 연구에서는 부산항 컨테이너 항만하역시장의 구조적 특성분석과 설문조사 방법론을 통하여 향후 부산항 항만하역시장의 안정화 방안을 제시하고자 한다. 시장구조 분석결과 부산항은 한정된 처리물량과 신항의 개장으로 인한 공급과잉, 그리고 정부의 지역항만개발정책에 따른 컨테이너화물의 분산처리로 지속적인 부산항의 비중 감소로 선석당 처리물량이 감소하고 있다. 이에 따라 선사의 우월적 지위를 이용한 하역료 인하요구로 터미널운영사간에 서비스경쟁이 아닌 비협력적인 가격경쟁으로 재정수지가 악화되고 있고, 또한 '10년 외국적선사의 처리물량이 60%를 차지하고 있어 국부유출이 심각한 실정이다. 따라서 하역시장 안정화 방안으로 항만시설 수요 및 공급의 불균형을 조정하기 위하여 항만풀링공동기금관리를 통한 재정수지를 확보할 수 있는 항만풀링제도를 제안하며, 이 제도의 운영을 위하여 한시적으로 컨테이너터미널 운영사별 처리물량 상한제를 도입하는 것이 바람직하다고 판단된다.

LNG(Liquefied Natural Gas) bunkering has become an important issue with the enforcement of environment regulations in shipping industry required by the International Maritime Organization (IMO). With increased attention on LNG bunkering, many studies that focus on safety, regulation, demand forecasting, and the feasibility of LNG fueled ships have been carried out. However, most of the existing research has not included considerations of the price of LNG bunkering and its competitiveness. This paper, therefore, suggests ways to increase price competitiveness in the LNG bunkering market in the Busan Port. This paper analyzes the LNG bunkering supply mechanism by investigating various LNG bunkering terminal business in the LNG supply market. Factors that determine LNG bunkering price and its elasticity are also identified. Market players who want to operate LNG bunkering terminals in the Busan Port should introduce a merchandising trade method that is able to exclude the "Korea premium" in order to increase price competitiveness. This paper also suggests adoptable strategies such as the use of TPS (Terminal to Ship via Pipeline) type of bunkering service and the importance of location for minimizing initial investment cost.

As the has been brought out in 1997, many ports pay attention to greenhouse gas emission reduction and try to develop the port as an Green Port. The purpose of this paper is to establish the activities priority for Green Port construction and analysis its efficiency for the port competition. First of all, the activities for Green Port is introduced and showed its characteristics. To analysis these effectiveness for Green Port, the questionnaire survey is done by considering the opinion of port specialists. And by using AHP analysis method, the priority between the port activities is obtained and its effect for Green Port is taken by considering port competitiveness.

The purpose of this paper is tthe first, diagnosing the effect of terminal operating strategy which Busan Port container operators established and executed by the strategy execution process (XPP) model, second, enhancing the competitiveness of Busan Port Container Terminal by presenting ways to improve the executive ability of strategies. In order to achieve the purpose, this study utilized XPP 6 steps diagnostic variables of Kaplan and Dr. Norton for problems of the strategy execution of Busan Port container operators and conducted the survey of 7-point scale targeting employees of Busan Port container operators for the variable measurement.

현재 우리나라 물류 산업을 살펴보면 대기업이 차지하는 비중은 날이 갈수록 커져가고 있다. 물류서비스 시장의 고질적인 문제인 다단계 재위탁 구조로 인하여 중소물류기업들의 수익 구조는 더욱 악화될 것으로 전망된다. 이에 본 논문은 현재 정부 및 기관에서 추진하고 있는 중소기업 지원시책을 알아보고, 다양한 지원 정책 중 물류업을 행하고 있는 중소기업들이 시급하다고 생각하는 요인을 도출하여 중소형 물류기업들을 지원할 수 있는 방안을 제시하고자 한다.

This study aims at improving Korea's competitiveness in port logistics through marketing strategy with integrating the conceptual approach into the empirical one and combining both the oldest military treatise and the newest evaluating model in social science that was applied by the HFP(hierarchical fuzzy process) model enhanced by the KJ method. The empirical results of this study show Busan in the middle among subject ports. At present, Korea plays a reciprocal role in the port market in East Asia, but in the medium- and long-term, Korea's ports will vie together with most major ports in the East Asian region. A descriptive investigation shows that Korea's developing tasks in port logistics must be considered in the context of the direction for developing port policies, the necessity of expanding port facilities in the capital region, securing the sufficient traffic volume through the establishment of the hinterland linking system and its positive utilization, and reforming the direction for developing the global logistics through increased port competitiveness. In the short- and medium-term, Korea must use the opportunity factor of 'Growth and open door policy of China' as a geoeconomic advantage and to utilize Korea's ports as a gate to Chinese foreign trade. With the rise of China's economy, China also plays a significant role in both port and airport markets. Hence, the linking system between the two must be established to meet the expanding traffic volume, especially in the capital area. Moreover, it is necessary for Korea to secure port logistics through the establishment of the hinterland linking system and its positive utilization. The great accomplishment of this paper is to present strategies to increase Korea's port competitiveness in the rapidly changing environments of world logistics with the focus on both the oldest military strategic treatise and the newest empirical method in social science. In order to reinforce this study, it needs further compensative research because the evaluation structure could be subdivided with more extensive and precise criteria.
