자율운항선박 관제를 위한 제도적 개선방향에 관한 연구

  • 오늘날 자율운항선박의 성능시험이 관제구역 내에서 시행되고 있으며 상용화를 앞두고 있다. 국제항로표지협회(IALA)에서는 자율운항선박 관제에 관한 지침을 마련하고 있으며 외국의 사례를 고려하였을 때 자율운항선박의 성능시험 단계부터 VTS의 참여 및 개입은 해상교통안전을 위하여 중요한 의미를 지닌다. 따라서 관제구역 내 해상교통안전을 도모하고 비상 상황 시 효과적으로 대응할 수 있도록 자율운항선박을 고려한 선박교통관제에 관한 제도적 개선방향을 제시하였다.

Long marine facilities marine observation sensors cover the routes developed by installing marine meteorological monitoring system, build management, and vessel safety is giving much help to navigate. The further development of the marine meteorological monitoring system analyzes the situation both at home and abroad, in order to study the safety of the vessel in navigable and marine accidents because the prevention and optimal marine meteorological monitoring system regarding the future development plan for discussion.

  • In this paper, a solar power tracking method using the solar cells is proposed, which has 3 solar cell located at an interval of $60^{\circ}$ in azimuth so that the sunlight may almost be perpendicular to the solar cells without excessive mechanical operation. Compared with the solar cell voltages in each azimuth, there is the highest voltage in time interval. As a results, this solar cell system achieve higher relative efficiency of $1.6{\sim}11.5%$ than fixed solar cell system. Therefore, it is verifying that this solar cell tracking system obtain more relative efficiency than fixed solar cell system for aid to navigation.

  • Aids to Navigation (AtoN) is marine traffic safety facility to facilitate the safe and efficient movement of shipping and enhance the protection of the marine environment by the regulation or guideline of The International Association of Marine Aids to Navigation and Lighthouse Authorities (IALA). By IALA NAVGUIDE, the term "New Danger" is defined as newly discovered hazards not yet shown in nautical documents and includes naturally occurring obstructions such as sandbanks or rocks or man-made dangers such as wrecks. 'New Dangers' should be appropriately marked using Lateral, Cardinal, Isolated Danger marks or by using the Emergency Wreck Marking Buoy. However, the Emergency Wreck Marking Buoy has difficulties with implementation conditions in terms of speed and accuracy to install the buoy. In case of sinking accidents, it is difficult immediately to install the Emergency Wreck Marking Buoy because of weather conditions, marine environments and accident position. This paper studies Auto Releasing New Danger Mark Buoy on the deck which can be automatically to release from the deck of a vessel and float in the water and quickly install the accident position in case of sinking accidents. The buoy will be to reduce the risk of navigation and prevent secondary collisions.

Analysis of Long-Term Variation in Marine Traffic Volume and Characteristics of Ship Traffic Routes in Yeosu Gwangyang Port (여수광양항 해상교통량의 장기변동 및 통항 특성)

  • The characteristics of ship traffic routes and the long term fluctuation in marine traf ic volume of the incoming and outgoing routes of the Yeosu Gwangyang Port were analyzed using vessel traffic data from the past 22 years and a real-time vessel traffic volume survey performed for 72 hours per year, for three years, between 2015 and 2017. As of 2017, the number of vessels passing through Yeosu Gwangyang Port was about 66,000 and the total tonnage of these ships was about 804,564 thousand tons, which is a 400 % increase from the 189,906 thousand tons shipped in 1996. Specifically, the dangerous cargo volume was 140,000 thousand tons, which is a 250 % increase compared to 1996. According to the real-time vessel traffic volume survey, the average daily number of vessels was 357, and traf ic route utilization rates were 28.1 % in the Nakpo sea area, 43.8 % in the specified sea area, and the coastal area traf ic route, Dolsan coastal area, and Kumhodo sea area showed the same rate of 6.8 %. Many routes meet in the Nakpo sea area and, parallel and cross passing were frequent. Many small work vessels entered the specific sea area from the neighboring coastal area traffic route and frequently intersected the path of larger vessels. The anchorage waiting rate for cargo ships was about 24 %, and the nightly passing rate for dangerous cargo ships such as chemical vessels and tankers was about 20 %. Although the vessel traffic volume of Yeosu Gwangyang Port increases every year, the vessel traffic routes remain the same. Therefore, the risk of accidents is constantly increasing. The route conditions must be improved by dredging and expanding the available routes to reduce the high risk of ship accidents due to overlapping routes, by removing reefs, and by reinforcing navigational aids. In addition, the entry and exit time for dangerous cargo ships at high-risk ports must be strictly regulated. Advancements in the VTS system can help to actively manage the traffic of small vessels using the coastal area traffic route.

  • On the crisis of international economy, the government is making an effort to seek economic growing motivation with the method of overcoming economic crisis and 'low carbon green growth'. Furthermore, to promote maritime vessel traffic service related inefficient energy wastage was revealed and eco-friendly alternative energy was accepted because of high price of oil in the beginning of 2008. In this situation, I'm going to discuss the possibility of eco-friendly energy system in maritime vessel traffic service with the way of cutting the budget and expansion of solar power generation system which was promoted to meet governmental 'energy saving plan for high price of oil'.

  • The usability of marine lantern has been improved significantly by using the LED bulb and applying IT technology, However it is hard to fix immediately when the failure occurs, and there would be some additional costs in maintenance. Therefore, alternatives for those problems are required. In this regard, in this paper, we proposed the integrated duel-function LED marine lantern that has main and auxiliary light source at the same time so that it can operate auxiliary light source when the main light source has breakdowns or malfunctions.

  • Aids to Navigation have been operated and placed along coasts and navigable waters as guides to mark safe water and to assist mariners in determining their position in relation to land and hidden dangers, controled on the basis of the maine traffic survey. The traditional survey have been conducted by some methods like an ocular observation using portable radar, a on-the-spot survey, a questionnaire. But these methods must have a lot of manpower and expenses. In this paper, we have developed the module which have some real time processing functions like making a database of radar image using PC camera, saving of the vessel's track, analysis if the maine traffic tendency and the distribution of density.
