A Study on the Impact of Human Factors for the Students Pilot's in ATO -With Respect to Korea Aviation Act and ICAO Human Factors Training Manual- (항공법규에 의거 지정된 조종사 양성 전문교육기관의 학생조종사에 대한 휴먼팩터 영향 연구)

  • Statistics of aviation accident in Korea show that safety level of training flights is high. However, more than 80% of aviation accidents happen owing to human factors. And because most reasons of them are concerned with pilot error, it is very important for student pilots who will transport a lot of passengers to develop the knowledge of safety and abilities of risk management for preventing accidents. In this study, in order to investigate the Human Factors which affect safety in training student pilots for flight, verified the correlationbetween experiences of accident, the differences according to the experience level of training flight and the differences between college student pilots and ordinary student pilots on the basis of human factors that composes the SHELL models. For the study, Using SPSS 17.0, conducted Correlation Analysis, Analysis of Variance(ANOVA) and t-test. To sum up the result of this study, student pilot's ability and equipment in the cockpit are the important factors for safety when pilots are training flight. Also the analysis of the differences between human factors according to the characters of student pilots' groups shows that college student pilots are affected by immanent factors and organizational cultures. So far, there haven't been any accidents which is related with human casualties when training at the ATO(Approved Training Organization). But accidents can occur at any time and anywhere. Especially the human factors which comprises most of aviation accident have a wide reach and are impossible to be eliminated, therefore, it is best to minimize them. Because ATO is the starting point to lead the aviation industry of Korea, we will have to be aware of problems and improve education/training of human factors.

A study on mandatory insurance for aircraft operators (항공보험 가입의무에 관한 연구)

  • The purpose of this study is to present a reasonable and concrete standard for the Korean aviation insurance compulsory subscription system. Through this, we aim to improve the current revision of laws and regulations, and ultimately create an environment in which the safety and property of the Korean people who use aircraft with appropriate aviation insurance can be secured. In particular, by reviewing the aviation business law and its new laws and regulations enacted in 2017, the legislative improvement direction of aviation insurance will be proposed. In order to maintain the continuous growth of the air transportation industry and to make amicable compensation for the victims, considering the characteristics of the total accident, instantness, and giganticness of air accidents in which a lot of people and property are lost in the event of an accident, adequate insurance coverage is essential. In this respect, the compulsory insurance to amend the principle of freedom of contract, which is the great principle of the modern judicial system, will be persuasive. However, in comparison with foreign legislation, the legal provisions on Korea's obligation to comply with aviation insurance need to be revised around the following issues: First, it is reasonable to enforce the regulation of the mandatory aviation insurance by legislation from the Congress not by administrative regulations. Because it will force the monetary obligations of the individual such as common air carriers. Second, our law regulations respond to various kinds of air damages by using the phrase "limit of liability stipulated in international conventions". However, as we have seen in the text, the range of compensation are various according to the use of legal instruments in international conventions such as the Montreal Convention, which governs the compensation of passengers for damages to passengers today. Third, in countries with narrow territories, such as Korea, there are big differences in flying time and insurable risk between domestic and international transportation. Therefore, it is necessary to divide domestic transportation and international transportation even in the obligation to join the insurance. This dual discipline has the advantage for rookies in air carrier market who mainly start their business from domestic service. Fourth, according to Korean law, the regulations of automobile loss insurance is applicable to the aviation mandatory insurance of unmanned aerial vehicle accident which is lack of persuasion. In the future, it will be appropriate to discipline insurance for unmanned aerial vehicles with unlimited potential for development from a long-term perspective.

A Study on Auto-Classification of Aviation Safety Data using NLP Algorithm (자연어처리 알고리즘을 이용한 위험기반 항공안전데이터 자동분류 방안 연구)

  • Although the domestic aviation industry has made rapid progress with the development of aircraft manufacturing and transportation technologies, aviation safety accidents continue to occur. The supervisory agency classifies hazards and risks based on risk-based aviation safety data, identifies safety trends for each air transportation operator, and conducts pre-inspections to prevent event and accidents. However, the human classification of data described in natural language format results in different results depending on knowledge, experience, and propensity, and it takes a considerable amount of time to understand and classify the meaning of the content. Therefore, in this journal, the fine-tuned KoBERT model was machine-learned over 5,000 data to predict the classification value of new data, showing 79.2% accuracy. In addition, some of the same result prediction and failed data for similar events were errors caused by human.

  • The airline industry has been growing steadily since 2016 with more than 100 million air passengers, renewing the largest number of air passengers every year. Increasing air demand leads to an increase in air traffic in limited airspace, increasing the likelihood of accidents between aircraft. Due to the massive human and material damage caused by a single mistake, aviation safety is being heavily focused around the world to efficiently use limited airspace. Studies related to various human factors are underway as most of the aviation accidents are found to be caused by human factors, but research on human factors by controllers is insufficient while they are active in terms of control and operation. Given that 82% of air accidents caused by controllers are caused by human error, the importance of management of human error and changes in perception are urgently needed. This study aims to understand the seriousness of the controller's human error by analyzing the accident cases caused by the controller's human error using TEM to identify threats and errors and derive common human factors.

  • 현재 전동 킥보드 헬멧 미착용으로 인한 사고가 끊임없이 야기되고 있다. 개인형 이동장치 이용자 수가 증가함에 따라 법 개정을 통하여 헬멧 착용이 의무 사항이지만 여전히 낮은 착용률을 나타내고 있다. 본 논문에서는 모든 공유 킥보드 회사에서 사용 가능한 딥러닝 기반의 전동킥보드 헬멧 착용 인식시스템을 제시한다. 타 공유 전동킥보드 회사 앱에서 본 논문의 결과물을 사용할 때는 사용자가 타사 앱에서 헬멧 인식 요청 시 자사 앱에서 헬멧 착용 여부를 인식하여 결과를 전송한다. 자사 앱 사용자는 인식 기록을 조회할 수 있고, 타사 관리자는 사용자의 정보를 조회 및 관리할 수 있다. 본 시스템을 통해 전동킥보드 이용 시 헬멧 착용을 장려하여 착용률 증가와 사고 시 인명피해 감소를 기대한다.

A Legal Study on Safety Management System (항공안전관리에 관한 법적 고찰)

  • Safety Management System is the aviation industry policy for while operating the aircraft, to ensure the safety crew, aircraft and passengers. For operating a safe aircraft, in order to establish the international technical standards, the International Civil Aviation Organization has established the Annex 19 of the Convention on International Civil Aviation. As a result, member country was supposed to be in accordance with the policy of the International Civil Aviation Organization, to accept the international standard of domestic air law. The South Korean government announced that it would promote active safety management strategy in primary aviation policy master plan of 2012. And, by integrating and state safety programmes(ssp) and safety management system(sms) for the safe management of Annex 19 is to enforce the policy on aviation safety standards. State safety programmes(ssp) is a system of activities for the aim of strengthening the safety and integrated management of the activities of government. State safety programmes(ssp) is important on the basis of the data of the risk information. Collecting aviation hazard information is necessary for efficient operation of the state safety programmes(ssp) Korean government must implement the strategy required to comply with aviation methods and standards of the International Civil Aviation Organization. Airlines, must strive to safety features for safety culture construction and improvement of safety management is realized. It is necessary to make regulations on the basis of the aviation practice, for aviation safety regulatory requirements, aviation safety should reflect the opinion of the aviation industry.

  • 본 논문은 국제민간항공기구(ICAO)의 안전 정의를 기반으로, 항공안전을 유지하기 위해 체계적인 안전관리시스템(Safety Management System, SMS)이 필요함을 강조한다. 특히, COVID-19 이후의 항공 환경 변화에 빠르게 대응할 수 있는 안전관리체계의 필요성을 제기하였으며, 또한, 기존의 하인리히의 법칙을 확장한 Bird의 신도미노 이론을 활용하여 '안전하지 않은 행위'를 세부적으로 분석하고 데이터를 기반으로 이를 탐지하고 관리할 수 있는 방안을 제시한다. 이를 통해 사고나 사건 발생 이전에 이상 경향을 파악하는 중요성을 강조하며, 이를 위해 항공안전데이터를 수집하고 전처리하여 분석의 기반을 마련하고자 한다. 본 논문은 데이터 분석 기술을 활용하여 항공안전을 향상시키는 방법을 탐구하고, 이를 통해 예방적 안전관리의 기반을 제공할 수 있을 것으로 기대하며, 더불어, 데이터 분석 기술의 중요성을 강조하며, 이를 적극적으로 도입하여 안전성을 높이는데 핵심 역할을 할 것을 희망한다.

A Study on the Detailed Classification and Empirical Analysis of Human Error (인적오류의 세부적 분류와 실증분석에 관한 연구)

  • In aviation, it is important to analyse and classify human error in detail. Because human error has been implicated in 70 or 80% of aviation accidents in literature review. But, there is little detailed classification and research of human error. In this study, Objectives are to establish human error model by classifying types of human error in detail and also to analyse human factors by using the established model. Analysis of the data uses Korea Aviation Incidents Reporting System(GYRO). The resulting from actual analysis, there is a some difference between flight steps for human error occurrence and types of human error are different according to the aviation personnel(pilot, ATC controller).

  • 2014.7.17. 암스테르담의 스키폴공항을 출발하여 쿠알라룸푸르공항으로 향하던 말레이시아항공 B777 항공기가 우크라이나의 도네츠크(Donetsk) 동쪽 약 60킬로미터 지점 상공에서 추락한 사고에 관련하여 ICAO가 유사사고를 방지하기 위한 노력의 일환으로 인터넷 웹에 기반을 둔 분쟁지역 운항위험정보 공유시스템(Conflict Zone Information Repository)을 개발하여 2015.4.2.부터 운영하고 있으나, 이 시스템에 현재까지 수록된 12개국의 42개 운항위험정보 중 10개에 대하여 당사국(운항위험 존재국)이 반대하는 것으로 나타나고 있어 이 시스템을 이용하는 국가들의 판단에 혼란이 생길 수 있는 것으로 분석되었으며, 이 문제 해소를 위해서는 ICAO가 국가들 간에 운항안전에 대한 관념의 차이가 발생하지 않도록 모든 국가들이 공감할 수 있는 판단기준을 수립하거나 또는 다른 적절한 대책을 수립할 필요가 있다.
