An Architecture of the Military Aircraft Safety Check System Using 4th Industrial Revolution Technology (4차 산업혁명기술을 활용한 군 항공기 안전점검 체계 설계)

  • The aviation safety policy master plan is promoting the development of aviation safety management technology applying the 4th industrial revolution technology with the goal of establishing a flawless aviation safety management system and establishing a future aviation safety infrastructure. The master plan includes the establishment of various aviation safety management systems such as aircraft fault management using AI & Big data and flight training system using VR/AR. Currently, the Air Force is promoting a flight safety management system using new technology under the goal of building smart air force. Therefore, this study intends to apply the 4th Industrial Revolution technology to the aircraft condition check system that finally checks the safety of the aircraft before flight. The Air Force conducts airframe flaw checks and pre-flight aircraft check. In this study, we architect the airframe flaw check system using AI and drones, and the pre-flight aircraft condition check system using the IoT and big data for more precise and detailed check of aircraft condition and flawlessness check.

  • 현행 국내 항공안전감독 업무 및 시스템의 인허가 AOC(Air Operator Certificate) 관련 정보 확인 기능 부재, 연 월간 감독계획 간의 연계성 취약, 점검 데이터 활용 통계 및 분석 기반 취약, 점검 및 인허가 대상별 인허가 점검 관련 데이터 관리 기반 미흡, 제한적 시스템 기능 구현에 따른 상당 업무기능의 수작업 문서처리 등의 한계점을 파악하고 이를 개선하기 위한 대안으로 위험관리(Risk Management) 기법을 활용한 항공안전감독 업무절차 및 현행 운영 시스템의 개선모형을 도출하고 이를 적용한 운영체계의 구현 방향성을 제시하고자 한다.

  • 기존의 건물 점검은 사람이 직접 들어가 확인하는 방식이 일반적이다. 본 연구에서는 건물 탐사를 보다 안전하고 신속하게 하는 것을 전제로 하여 현재 상용화 되고 있는 드론과 아두이노를 이용한 센서를 적용하고자 한다. 건물 점검은 사람이 직접 들어가 확인하는 만큼 안전 수칙을 지켜가며 실시해야 하지만, 불편함이나 귀찮음을 핑계로 지켜지지 않는 경우가 대다수이다. 지켜지지 못한 안전 수칙에 더불어, 건물의 직접적인 상태를 미리 알지 못하고 진입하게 됨으로 발생하는 인명피해는 불가피하다. 본 논문은 이러한 문제점들을 개선하기 위해 기존의 어려운 조작의 드론에 호버링이 가능하게 하는 옵티컬 플로어 센서를 장착하여 조작을 보다 쉽게 하고 아두이노의 센서를 적용한 '건물 탐사 드론' 기술을 제안한다. 기존의 드론과 다르게 카메라와 센서를 이용해 건물의 점검을 대신하고, 센서들의 값을 앱으로 전송받아 핸드폰으로 받아 볼 수 있다.

  • The need for risk based safety management has been highlighted in accordance with the growth of aviation industry and public interest in aviation safety. Maintenance, Repair and Overhaul (MRO) in aviation industry is defined to guarantee the safety and reliability. Therefore, state's Civil Airworthiness Authority (CAA) has established safety oversight system dedicated for the development of a healthy MRO industry. The study proposed a risk based oversight system considering Korean environment. Based on literature review including analysis of International Civil Aviation Organization guidance and advance system, we identified two organization risks. Organization complexity can be evaluated in accordance with how large the organization is and how complicated the service they provide are. Organization profile is the organization's characteristic related with safety. This study contributes to improving the process of identifying risk of organization and focusing surveillance capabilities on risk areas for efficient management of CAA's resources.

  • 22.9kV 가공배전설비 진단방법으로 고주파, 초음파, 열화상, 광학, 활선기별점검이 대표적으로 적용되고 있다. 진단장비로 적출된 가공 배전설비는 광학진단이나 활선기별점검을 통해 기자재의 외관상태등을 최종적으로 확인한다. 활선기별점검은 고(高)비용이며 활선작업차(화석에너지), 활선자격, 다수인원이 필요하고 하천횡단, 장경간, 장척전주, 진입곤란개소 등은 진단점검이 곤란하며 광학진단은 기자재 상부를 진단 할 수 없다는 제약이 있다. 본 논문에서는 항공 원격제어 헬기를 통해 22.9kV 가공배전선로에 근접하여 기자재 상태 확인 방법을 최초로 적용하여 기존의 활선기별 점검 및 광학진단 점검의 문제점을 해소하는데 효과적이었으며, 비용절감과 안전확보, 기존방법에서 점검이 곤란한 사항도 해소는 물론 Green Energy정책에 기여할 수 있었다.

  • The checklist currently used for aviation safety inspection performed by ASIs(Aviation Safety Inspectors) consists of inspection groups and multiple items, it does not have safety attribute and structured hierarchy system which required to efficiently process aviation safety analysis. On this study, categorized the domestic and foreign ASI checklist by safety attribute from ICAO recommended and presented composition of checklist for safety assurance by comparative analysis composition of domestic and foreign ASI checklist.

  • Safety Management System is the aviation industry policy for while operating the aircraft, to ensure the safety crew, aircraft and passengers. For operating a safe aircraft, in order to establish the international technical standards, the International Civil Aviation Organization has established the Annex 19 of the Convention on International Civil Aviation. As a result, member country was supposed to be in accordance with the policy of the International Civil Aviation Organization, to accept the international standard of domestic air law. The South Korean government announced that it would promote active safety management strategy in primary aviation policy master plan of 2012. And, by integrating and state safety programmes(ssp) and safety management system(sms) for the safe management of Annex 19 is to enforce the policy on aviation safety standards. State safety programmes(ssp) is a system of activities for the aim of strengthening the safety and integrated management of the activities of government. State safety programmes(ssp) is important on the basis of the data of the risk information. Collecting aviation hazard information is necessary for efficient operation of the state safety programmes(ssp) Korean government must implement the strategy required to comply with aviation methods and standards of the International Civil Aviation Organization. Airlines, must strive to safety features for safety culture construction and improvement of safety management is realized. It is necessary to make regulations on the basis of the aviation practice, for aviation safety regulatory requirements, aviation safety should reflect the opinion of the aviation industry.

  • The demand for safety certification of Light Unmanned Aerial Vehicles (LUAVs), weighing between 25kg and 150kg, is rapidly increasing in Korea. Unfortunately, the number of LUAV safety certification failures is also on the rise, with manufacturing quality issues being identified as the main culprit. However, there is a lack of quality system standards for manufacturers within the LUAV safety certification system. As a result, this paper aims to analyze the domestic safety certification system and the quality standards set by the American Society for Testing and Materials (ASTM) for small Unmanned Aerial Systems (sUAS). The goal is to establish quality system inspection standards specifically tailored for LUAV manufacturers. To achieve this, we propose additional inspection items that reflect the characteristics of the manufacturing quality system. These items will be identified through on-site inspections of LUAV manufacturers, ensuring that the resulting quality system standard aligns with the actual situation of domestic manufacturers. In order to gauge the feasibility and effectiveness of the proposed quality system standard, we conducted a survey of seven domestic LUAV manufacturers.

  • The International Civil Aviation Organization(ICAO) recently established the Global Aviation Safety Plan(GASP) for national aviation safety management, along with the enactment of Annex 19, Safety Management System(SMS). ICAO require the establishment of the 'States Safety Programs(SSP)' for countries with excellent safety evaluation, including Korea, and the establishment of aviation safety supervision systems for all Contracting States by 2017 under the enactment of ICAO Annex 19. Required. The Ministry of Land, Infrastructure, and Transport has continuously invested in R&D to secure such aviation safety systematically, and is making efforts to develop and disseminate related technologies by establishing long-term R&D roadmaps. A study on aviation safety supervision among the system-based aviation safety supervision support technology development R&D project, which is underway as part of the aviation safety technology development project of the Ministry of Land, Infrastructure and Transport. We conducted a study to see if this methodology logically guarantees reasonableness.

A Study on Auto-Classification of Aviation Safety Data using NLP Algorithm (자연어처리 알고리즘을 이용한 위험기반 항공안전데이터 자동분류 방안 연구)

  • Although the domestic aviation industry has made rapid progress with the development of aircraft manufacturing and transportation technologies, aviation safety accidents continue to occur. The supervisory agency classifies hazards and risks based on risk-based aviation safety data, identifies safety trends for each air transportation operator, and conducts pre-inspections to prevent event and accidents. However, the human classification of data described in natural language format results in different results depending on knowledge, experience, and propensity, and it takes a considerable amount of time to understand and classify the meaning of the content. Therefore, in this journal, the fine-tuned KoBERT model was machine-learned over 5,000 data to predict the classification value of new data, showing 79.2% accuracy. In addition, some of the same result prediction and failed data for similar events were errors caused by human.
