  • Continuous airworthiness system is comprised of regulations and procedures to assure the safety and reliability through the total stage of development, certification and operation of aircraft. The purpose of this system is not only to provide the guidelines that should be kept by manufacturers and operators, but also to evaluate the maintenance capability in every activity of safety related procedures. During the development process of the mid and large size aircraft, operational experience should be reflected systematically for a safer and more reliable product by using the meaningful data base from operation. The relationship of safety roles between manufacturer and operator is mutually complementary, and the roles of each function have an influence to the next step. Overall structure of the procedure contains the concept of continuous analysis and feedback to achieve highest degree of safety and reliability during the entire life of aircraft. Finally, this paper describes how the feedback is made and used for aircraft design from operational experience under the continuous analysis and surveillance system.

  • 항공교통관제사와 조종사 사이의 의사소통은 항공기 운항 안전에 있어서 매우 중요한 요소이다. 국제민간항공기구(ICAO)는 민간항공운송산업의 발전과 안전 도모를 위해 조종사 영어자격능력 시험을 의무사항으로 규정하고 있다. 왜냐하면 조종사의 우수한 의사소통능력은 비상상황 또는 비정상상황을 즉각적으로 대응할 수 있는 매우 필수적인 능력들 중 하나이기 때문이다. 대한민국 국토교통부는 2006년부터 ICAO EPTA 시험을 민간항공운송에서 조종사 의무자격시험으로 법적으로 규정하고 산하기관인 교통안전공단을 통해 시험을 주관하고 있다. 본 연구는 EPTA 시험에 응시하는 응시자의 시험에 대한 신뢰성을 증진시키고 시험제도의 발전방안을 모색하고자 하였다. 이를 위해 본 연구는 첫째, EPTA 시험제도와 관련한 이론적 배경을 고찰하였다. 둘째, EPTA 시험제도의 국내에서 정착 및 발전과정을 살펴보았다. 셋째, EPTA 시험제도의 신뢰성증진 및 발전방안 모색을 위해 총 15명의 항공전문가들을 대상으로 질적 연구를 수행하였다. 본론의 질적연구를 통해 연구자들은 국외 ICAO 공식 인증 EPTA 시험결과와 국내 교통안전공단이 주관하는 EPTA 시험결과를 바탕으로 교차응시에 따른 EPTA 등급을 비교·분석할 수 있었으며 시험응시자들에 대한 인터뷰를 통해 국내 EPTA 시험 발전을 위한 개선방안을 도출하였다.

  • A national comprehensive aviation test center is being constructed for the purpose of flight tests for development and modification of aircraft or flight inspections for the development of navaids. Flight testing is a high-risk task, so strict risk management processes are required prior to operation. In addition, since the flight test center is subject to the airdrome regulations under the current law, the introduction of the safety management system will enhance safety as usual in ordinary airports. The establishment of a safety management system based on ICAO criteria is an optimal means of ensuring safe and effective operation of the test center and may mitigate the risks that may arise during flight testing. This paper focuses on risk assessment and mitigation required for safety management at the flight test center. We conducted risk assessments on the flight hazards identified in the previous study. Then the high risk group of hazards were selected and risk mitigation techniques such as avoidance, reduction, acceptance, and control were applied.

  • In recent years, domestic and international interests focus on climate change, and importance of forest as carbon sink have been also increased. Particularly REDD+ mechanism expanded from REDD (Reduced Emissions from Deforestation and Degradation) is expected to perform a new mechanism for reducing greenhouse gas in post 2012. To conduct this mechanism, countries which try to get a carbon credit have to certify effectiveness of their activities by MRV (Measuring, Reporting and Verification) system. This study analyzed the approaches for detecting land cover change and estimating carbon stock by remote sensing technology which is considered as the effective method to develop MRV system. The most appropriate remote sensing for detection of land cover change is optical medium resolution sensors and satellite SAR (Synthetic Aperture Radar) according to cost efficiency and uncertainty assessment. In case of estimating carbon stock, integration of low uncertainty techniques, airborne LiDAR (Light Detection and Ranging), SAR, and cost efficient techniques, optical medium resolution sensors and satellite SAR, could be more appropriate. However, due to absence of certificate authority, guideline, and standard of uncertainty, we should pay continuously our attention on international information flow and establish appropriate methods. Moreover, to apply monitoring system to developing countries, close collaboration and monitoring method reflected characteristics of each countries should be considered.

The Analysis of Mission Profile of the KC-100 UAV (KC-100 무인화 비행체 임무 형상 분석)

  • The KC-100 has completed civil type certification with the Ministry of Land, Infrastructure, and Transport, and is currently under development as an unmanned aerial vehicle as part of the Ministry of Land, Infrastructure, and Transport. The Certification Technology of small Unmanned Airplane system (CTsUA system), which is an unmanned KC-100, is being developed to enable the installation of heavy-duty mission equipment and long-time flight missions. This study investigated the process and results of analyzing various parameters such as aircraft weight, airspeed, flight altitude, required horsepower, and fuel consumption at each stage to construct a mission profile based on the operational concept of the CTsUA system. To maintain a maximum take-off weight of 3,600 lbs (1,633 kg), the analysis determined that the weight of the application equipment for the unmanned system should be kept below 80 lbs (36 kg).

  • As demand for drone test flight is rapidly increasing, it is difficult for Goheung Aviation Center alone to meet the test flight demand. Newly developed drones or modified existing aircraft carry potential flight risks due to unpredictable flight performance or poor pilot skill when performing test flights outside the test site. Therefore, it is necessary to ensure sufficient test flight space for the safety verification of manned and unmanned aircraft. Therefore, this study analyzed the status of domestic flight test site and chapter 5 of ICAO DOC 9184-AN / 902 Part 1 (Airport Planning Manual). And to build a comprehensive flight test infrastructure, the methodology for preliminary evaluation of candidate sites for flight test sites and a method for evaluating infrastructure test sites was presented.

  • As the industry related to drones has been activated, the public interest in drones has increased explosively, and many cases of drone-using are increasing. In the case of military drones, the security problem is the level of defense of the aircraft or cruise missiles, but commercial small and low cost drones are often released and utilized without security count-measure. This makes it possible for an attacker to easily gain access to the root of the drones, access internal files, or send fake packets. However, this droning problem can lead to another dangerous attack. In this regard, this paper has identified the vulnerabilities inherent in the commercial drones by analyzing the attack cases in the communication process of the specific drones. In this paper, we analyze and test the vulnerability in terms of scanning attack, meson attack, authentication revocation attack, packet stop command attack, packet retransmission attack, signal manipulation and de-compile attack. This study is useful for the analysis of drones attack and vulnerability.

Captive Flight Test POD System Design for Effective Development in Weapon System (무기체계의 효과적인 개발을 위한 항공탑재시험용 POD 시스템 설계)

  • Captive Flight Test (CFT) is one of the most important tests to acquire data when developing complex weapon systems. In this paper, we introduce the design and test result of our POD system for CFT. POD system uses POD set which consists of left and right POD. The exterior and mass properties of POD set are equal to those of fuel tank for aircraft so that we can omit Airworthiness Certification. Also, we adequately placed inner-equipments in order to acquire data including target image, navigation result and reference data to verify and analyse software algorithm. The POD system for CFT we developed is complex system as both mechanical and electronic factors are applied. As we repeatedly performed CFT, useful and various data for weapon development were acquired.

  • In developing avionics systems, safety analysis and evaluation specified in SAE ARP4761 (Methods and Guidelines for Civil Aviation System and Equipment Safety Assessment Process) are carried out to prevent air accidents. Safety analysis requires knowledge of the abnormal state of the system, not its normal state, and its interrelationships with other standards. Therefore, a tool that automatically outputs data which proves compliance with safety certification standards is required. In this study,In this study, Schematized the safety analysis procedure of the specification and studied the method of applying the safety analysis CAD tools to individual procedure. As an example study, ARP4761 analysis was performed on the wheel brake system (WBS) of the ARP4761 appendix.

Scaling Methods for Icing Wind Tunnel Test (결빙 풍동시험을 위한 스케일링 기법 연구)

  • In-flight icing remains as one of the most persistent hazards for aircraft operations. The effect of icing on aircraft performance and safety has to be evaluated during the development and airworthiness certification process. The scaling method is a procedure to determine the scaled test conditions in icing wind tunnels in order to produce the same result as when the reference model is exposed to the desired cloud conditions. In this study, a scaling program is developed to provide an easy-to-use tool to the aero-icing community. The Olsen and Ruff 4th methods are employed for this purpose and the velocity is calculated by matching the dimensionless Weber number. To validate the program, the results are compared with the NASA scaling results. The scaling examples based on FAR (Federal Aviation Regulation) Part 25 Appendix C are also presented. Finally, a validation study using a state-of-the-art icing simulation code FENSAP-ICE is presented.
