Status of Aviation Part Market and PMA/EPA (부품승인(PMA/EPA) 제도와 항공부품시장 동향)

  • Until now, The Market of aviation parts had led by OEM(Original Equipment Manufacturer) parts because of aviation industry's nature required higher reliability and safety. But recently, The interest about PMA parts in aviation market is increasing continuously with various environmental changes, such as economic stagnation, oil price rise, development of the manufacture technique and newly rising market of Asia-Pacific region. Actually, after 2006, FAA PMA approval parts are increasing at a rate of around 40,000 parts per year and 2.5% of PMA parts penetration, in 2007, in Asia-Pacific market is forecast to enlarge up to 8% in 2017. So, this paper introduces the process requirements of FAA PMA / EASA EPA and the status of PMA market in order to enhance understanding for certification for aviation parts and to review a new PMA market.

  • 최근 어린이 보호구역 내에서의 운전자의 부주의로 사망 혹은 상해 사고를 일으킨 가해자를 가중 처벌하는 내용의 '민식이법'이 발의됨에 따라 많은 운전자들이 보호구역을 주행할 때 많은 부담감을 느끼며, 이에 대한 운전자의 부담감과 사고 피해를 최소화할 수 있는 시스템이 필요하다. 본 논문에서는 OpenCV 영상인식기술과 OCR 문자인식기술인 Tesseract를 이용해 노약자 보호구역 표지판을 인식하여 법정 제한속도를 준수하며 갑작스러운 장애물 등장 시 급정거하여 사고피해를 최소화하고, 또한, 사용자에게 알람 메시지를 전송하는 시스템을 제안한다.

A Study on Ways to Improve Hub-Airport Competitiveness Through Forming Economy Zone: Focus on the Incheon International Airport (공항 경제권 형성을 통한 허브 경쟁력 향상 방안에 대한 연구: 인천국제공항을 중심으로)

  • The purpose of this study is to find factors that Incheon International Airport should focus on and improve in order to have hub-competitiveness through economic zone centered on airport. Text analytics was conducted on online review written by passengers who used world class transit airport to derive environmental factors. After that, we select 15 major factors among the derived environmental factors based on the previous studies. This study used IPA analysis for experts in aviation field to investigate the importance and performance of the factors. Results showed that performance was evaluated to be lower than importance in all factors, and accessibility(convenience, diversity, cost and time), free economic zone and various shopping facilities were top 3 factors to be specifically improved. This study is meaningful in that it can understand passengers' perceptions by using the advantages of text analysis and surveys method. The result of study can be used to establish policy and strategic directions to solidify the position of hub airports in the future.

  • The Japanese and U.S. governments has signed a Bilateral Aviation Safety Agrement and associated implementation procedures for airworthiness on April 27, 2009 to mutually accept the airworthiness approvals for aircraft and parts that the other country issue. This bilateral agreements do not relieve the Civil Aviation Authority(CAA) of its statutory responsibilities for certification. However, they provide an alternative means for the CAA to make its findings, recognizing the competency of another authority to conduct certification functions in a manner comparable to, and on behalf of, the CAA. In this way, the bilateral agreements contribute to ensuring aviation safety as well as reducing the burden imposed on the aviation industries without compromising safety. This paper is to discuss recent status of Bilateral Aviation Safety Agreement and associated Japanese Aircraft Certification System.

  • A concept of Aircraft crime includes an Air range, unlawful seizure of aircraft and unlawful acts against the safety of civil aviation. There are international treaties and conventions which have mainly been enacted by ICAO. The following treaties and conventions are categorical and unconditional norms that any States are clearly condemned. Convention on Offences and Certain other Acts Committed on Board Aircraft, Convention for the Suppression of Unlawful Seizure of Aircraft, Convention for the suppression of unlawful acts against the safety of civil aviation, Protocol for the Suppression of Unlawful Acts of Violence at Airports Serving International Civil Aviation, Convention on the Marking of Plastic Explosives for the Purpose of Detection In this essay, I present the meaning of the aircraft crime mentioned on the treaties above and jurisdiction of the crime. Moreover, I explain how to demand reparation for damages onboard or on the surface when an aircraft crime is occurred. Lastly, I indicate legal bases of how to protect the victims of the aircraft crime by mentioning specific cases relating to the crime.

Expert-novice differences in visual information processing in air traffic control (항공관제 전문가와 훈련관제사의 시각정보처리 차이)

  • This study investigated how air traffic controllers (ATCs) perceive the visual information on radar screen and examined quantitative and qualitative differences as a function of expertise. Little research has shown that how much information is processed by ATC visually and perceptually, how ATCs represent the information, and what difference exists between experts and novices. Participants were asked to draw representing visual information on the blank sector map after a 5-second exposure. Data were analyzed by a superimposing method to identify correctly represented information. Results showed that the expert group had much larger size of chunking and their pattern was wider and more accurate than the novice group. The practical application and methodological implications are also discussed for further research.

  • This paper introduces a new framework of predicting the arrival time of an aircraft by incorporating the probabilistic information of what type of trajectory pattern will be applied by human air traffic controllers. The proposed method is based on identifying the major patterns of vectored trajectories and finding the statistical relationship of those patterns with various traffic complexity factors. The proposed method is applied to the traffic scenarios in real operations to demonstrate its performances.

  • KARI LSWT(Korea Aerospace Research Institute Low Speed Wind Tunnel) has accumulated close to 20 years of know-how since its completion in 1998 and is trying to commercialize related technologies. As part of this research, KARI LSWT is studying design of vertical wind tunnel equipped with a skydiving simulator. KARI carries out concept design together with high performance/low noise design and is to transfer the related technology to a domestic producible company to increase commercialization possibility. In addition, KARI is seeking cooperation with related organizations in China to enter Chinese market.

  • The introduction of aviation into the EU-ETS has faced significant opposition from many ICAO member States. Accordingly a global solution through ICAO is in progress. This paper traces the progress of works done by the HGCC in the area of global aviation aspiration goals aiming for the submission to the 38th Session of the ICAO Assembly. Furthermore, devices for calculating the carbon dioxide emissions from flights have been developed by several agencies including international organizations, governments, airlines and nongovernmental organizations. These carbon calculators, however, introduce too many assumptions to simplify the calculation process. This study assesses carbon calculators for aviation emissions and suggests a modified calculation methodology using the pre-existing computer reservation system for better accuracy.

Development of a Testing Machine for Fretting Damage of Aerospace Components (항공부품 프레팅 손상 측정용 시험 장치 개발)

  • In this paper, a fretting testing machine is developed using ball-on-flat test apparatus. Precise micro-slip motion is produced by a linear stage. A relative displacement between a ball and a flat specimen is measured with a laser displacement sensor. Dry friction tests are conducted with AISI 52100 steel balls and cold-rolled high strength steel plates at room temperature and ambient humidity. The evolution of the kinetic friction coefficient is determined. Comparison between measured friction coefficients and those found in the literature is then carried out. Fretting tests with an electro-deposited coating are employed at an amplitude of 0.05 mm. Slip regime is identified with slip ratio. It is demonstrated that a developed testing machine allows determining the friction coefficient under fretting condition.
