  • An airman licensing system is central to the establishment and management of a state's airman licensing which gives official privileges to a person to perform specific activities by evaluating applicant's knowledge and proficiency. In recent decades, the level of the domestic aviation industry continues to leap forward and state's airman licensing system has also been advanced. However, accidents caused by pilot human errors are still occurring. In particular, the pilot occupations require a lot of experience and knowledge and the student pilots receiving the initial flight training have formed their own flight habits based on knowledge, skill, training methods, procedures, etc learned from the flight instructor. This paper discusses possible ways on the improvement for the domestic flight instructor rating by analyzing domestic and international rules and procedures for a flight instructor rating.

  • 본 연구는 벤처캐피탈의 투자심사단계 및 투자 이후 사후관리단계에서의 리스크 관리·활용과 투자성과 사이의 관계를 살펴보았다. 즉, 투자심사단계에서는 투자대상기업을 발굴한 벤처캐피탈의 리스크 분석 및 대응방안의 활용수준과 투자성과와의 관계를 규명하였고, 사후관리단계에서는 리스크 관리를 위한 모니터링 활동과 투자성과와의 관계를 규명하였다. 본 연구에서는, 첫째, 투자심사 단계에서의 경영리스크 및 재무·법률 리스크 분석 및 활용 수준이 정량적인 투자성과, 특히, 특허 등록수에 긍정적인 영향을 미치는 것으로 나타났다. 둘째, 벤처캐피탈의 주요 역할인 투자 이후의 모니터링에 대하여는, 주관적 투자 만족도에 긍정적인 영향을 미치는 것으로 나타났다. 본 연구를 통하여 투자대상기업을 발굴하여 리스크 관리 중심으로 투자를 심사·집행하고, 투자 이후 리스크 관리 중심으로 투자기업의 가치를 증대하기 위하여는 벤처캐피탈리스트의 역할이 특히 중요하다는 것을 알 수 있었다. 투자기업이 보유한 자원·역량에 한계가 있다는 점을 고려할 때, 벤처캐피탈의 역량이 투자기업에 지원되는 것은 해당 기업이 지속적으로 성장하기 위한 바탕이 될 것이다.

  • More efforts have been given to solve the problems related to computer software by process assessment. ISO/IEC 15504(SPICE) has been developed as standardized means for process assessment. The purpose of this paper is to design and implement a process assessment system which is appropriated to the Korean assessment environment based on ISO/IEC 15504. Referring documents are: IS0/1EC 15504 standardized documents, the assessment provisions of the SPICE committee in Korea, and research papers applied the existing process assessment system to real cases. Among a lot of processes, this system is designed for (ENG2). The proposed system in the paper will support the whole process of assessment, presenting the goals and end-products for each assessment step and making it possible to compose and save the product on the same screen. In determining process rating, assessors can retrieve the saved data and documents. By doing so, the system will improve reliability in process rating. The proposed system includes 7 steps of pre-assessment and 9 steps of actual assessment in order to fully prepare assessors for process assessment. And each step has been standardized to improve user-friendliness. This system is designed to provide assessors with specific details of standardized documents, the goals of the process, outcomes of implementing the process, and presentations of base practices and input/output products. Above all, the system automatically generates an assessment rating, by calculating based on input data which assessors make out. It also presents outcomes graphically.

  • This article discussed the components of traditional art competitions held from 1930 to 1941. Of their various components, observations were made of hosts and sponsors, participants, and evaluations with a focus on the backgrounds and objectives of hosts and sponsors, participant aspects, and evaluation forms. Hosts and sponsors included newspaper companies, social organizations, music companies, stores, individuals, and eups. They hosted and sponsored traditional art competitions with their own respective reasons and justifications and there were multiple commercial and promotional objectives at the base. Participant aspects can be divided into gisaengs and male artists. While the participation of gisaengs was a natural phenomenon, aspects of the traditional art performance world of the 1930s and the quantitative increase of gisaengs had great effects and male artists participated because of the hidden purpose of the competitions, which was the discovery of traditional artists. Evaluation forms were divided into audience evaluations and expert evaluations. Audience evaluations began from 'pan' culture of the past and audience members involved themselves by casting votes and expert evaluations, in which master singers, master dancers, instrumentalists, and lyricists participated, came to the fore through expert courses of traditional art competitions.

일본의 특정보건용 식품제도

  • 건강의 유지증진에 필요한 정보를 포함시킨 $\ulcorner$특정보건용식품$\lrcorner$의 제도가 발족되었다. 후생성은 7월 11일, 영양개선법의 시행규칙의 일부를 개정, 특정보건용식품 시장도입을 위한 (1) 허가 (2) 지도 (3) 취급등에 대해서의 규칙을 명확하게 했다. 이것에 의하면 (1) 허가제도 (2) 허가요건 (3) 신청 등에 대해서는 대부분 1990년의 기능성식품 검토회의 보고를 답습한 내용이지만, 성분을 약사법에 따라 한정하는 한편, vitamin 등 통상의 영양소에도 범위를 확장시키는 것도 새롭게 덧붙이고 있다. 이 식품의 심사를 담당하는 검토회의 발족은 8월 중순으로 예상되어 9월 1일부터 신청접수를 시작할 예정이다. 유력한 후보로는 allergy용 식품, oligo당, heme철, 식물섬유 등의 식품이 알려지고 있고, 빠르면 연내에도 허가상품 제 1호가 탄생하게 될듯하다.

Current status and prospects of approval of the new technology-based food additives (신기술이용 식품첨가물 국내·외 심사 현황 및 전망)

  • In the past, food additives were classified and managed as chemical synthetic and natural additives according to the manufacturing process, but it was difficult to confirm the purpose or function of food additives.CODEX, an internationalstandard, classifies food additives according to their practical use, based on scientific evidence on the technical effects of food additives, instead of classifying them as synthetic or natural. Therefore, very recently, the food additive standards in Korea have been completely revised in accordance with these global trends. Currently, the classification system of food additives is divided into 31 uses to specify their functions and purposes instead of manufacturing methods. Newer revision of the legislative framework for defining and expanding the scope of the Act as an enlarged area is required. Competition for preempting new food products based on bio-based technology is very fierce in order to enhance the safety of domestic people and maximize the economic profit of their own countries. In this age of infinite competition, it is very urgent to revise or supplement the current regulations in order to revitalize the domestic food industry and enhance national competitiveness through the development of food additives using new biotechnology. In this report, current laws on domestic food ingredients, food additives and manufacturing methods, and a comparison of domestic and foreign advanced countries' regulations and countermeasures strategies were reviewed to improve national competitiveness of domestic advanced biotechnology-based food additives industry.

Development of the Knowledge-based Systems for Anti-money Laundering in the Korea Financial Intelligence Unit (자금세탁방지를 위한 지식기반시스템의 구축 : 금융정보분석원 사례)

  • This case study shows constructing the knowledge-based system using a rule-based approach for detecting illegal transactions regarding money laundering in the Korea Financial Intelligence Unit (KoFIU). To better manage the explosive increment of low risk suspicious transactions reporting from financial institutions, the adoption of a knowledge-based system in the KoFIU is essential. Also since different types of information from various organizations are converged into the KoFIU, constructing a knowledge-based system for practical use and data management regarding money laundering is definitely required. The success of the financial information system largely depends on how well we can build the knowledge-base for the context. Therefore we designed and constructed the knowledge-based system for anti-money laundering by committing domain experts of each specific financial industry co-worked with a knowledge engineer. The outcome of the knowledge base implementation, measured by the empirical ratio of Suspicious Transaction Reports (STRs) reported to law enforcements, shows that the knowledge-based system is filtering STRs in the primary analysis step efficiently, and so has made great contribution to improve efficiency and effectiveness of the analysis process. It can be said that establishing the foundation of the knowledge base under the entire framework of the knowledge-based system for consideration of knowledge creation and management is indeed valuable.

A Critical Review and Assessment of 10 Years of New Product Awards from 10 Major Newspapers (히트 상품 선정 10년의 현황 및 수렴 타당성 분석 :10개 주요 일간지들을 대상으로)

  • 본 연구는 우리나라의 주요 일간지들이 실시해 온 히트상품 선정행사의 현황을 집계하고, 그 타당성을 분석하며, 이러한 선정 결과의 공신력과 타당성을 높이기 위한 방안을 제시하기 위하여 수행되었다. 이를 위하여, 본 논문에서는 지난 10년간 10개 주요 일간지들이 실시한 히트상품 선정행사와 여기에서 선정된 5269개의 히트상품들을 연구대상으로 삼았다. 연구대상 일간지들 중에서는 '히트상품'으로 선정되기 위한 요건을 규정하지 않은 경우와 선정 기준들을 연도별로 변경하는 경우가 많았다. 또한, 전적으로 객관적인 데이터에 의존하거나 전적으로 심사위원들의 판단에 의존하는 방식이 대부분이었다. 선정된 히트상품들의 수렴타당성에 있어서는, 일간지들간에 적지 않은 차이가 나타났으며, 특히 상위권의 일간지들과 하위권의 일간지들간에는 통계적으로 유의한 차이가 발견되었다. 위와 같은 분석 결과들을 토대로, 일간지들의 히트상품 선정행사의 타당성과 공신력을 높이기 위한 몇 가지 방안들을 제시하고 있다. 첫째, 선정 기준들을 핵심기준과 확장기준으로 이원화하여 선정 기준의 일관성과 융통성 사이의 조화를 이루어야 한다. 둘째, 히트상품의 대상을 출시 후 1년 이상 2년 미만의 상품으로 한정하여야 한다. 셋째, 상품의 상업적 성공여부와 함께 상품의 윤리성에 대해서도 충분한 고려를 하여야 한다. 넷째, 같은 카테고리에서 경합하는 경쟁 상품들을 동시에 선정하는 경우는 최대한 지양되어야 한다. 다섯째, 전문가들의 판단과 객관적인 데이터를 효과적으로 결합하는 방법에 대해서 보다 많은 연구가 필요하다.

Free Speech and the Void for Vagueness Doctrine: A Comparative Analysis of Free Speech Cases in the Korea Consitutional Court and the United States Supreme Court (표현의 자유와 "명확성 원칙": 한국 헌법재판소와 미국 연방대법원의 판례 비교연구)

  • This paper is a comparative analysis of constitutional decisions in which the Korea Consitutional Court and the United States Supreme Court applied the void for vagueness doctrine into free expression issues. Common aspects are: both courts applied the void for vagueness doctrine on the grounds that vague laws bring chilling effect on freedom of expression. Acknowledging inevitable uncertainties in lawmaking and legal jargons, however, both courts required minimum standards in the void for vagueness doctrine. In the cases where unclear legal meanings resulted in constitutional challenges, both courts adopted the "narrowing construction" by the courts or judges based on average/ordinary person's understanding. The biggest differences between the two constitutional courts are their approach to the degrees of vagueness allowed in free expression cases. The U.S. Supreme Court underscored the necessity of narrowly drawn, reasonable and definite standards. Meanwhile, the Korea Constitutional Court relaxed its standards in some cases such as the National Security Law cases, even though it admitted the possibility of curtailing the right to free expression. The Court reasoned that those laws, though vague, brought with bigger social interests and are necessary tools in dealing with changing world.

  • Many countries have tried to reform financing systems toward UHC and paid attention to the function of strategic purchasing. This study was performed to examine theoretical foundations and the function of strategic purchasing. And we examined the functions of strategic purchasing in Korea based on the framework proposed by Preker(2005). For this purpose, we reviewed literature related to purchasing. we defined the strategic purchasing as strategic activities to provide health care services people need within a given budget, which is carried out by certain organizations, purchasing organizations. These activities include selecting appropriate providers, designing and operating the payment system, setting the price, and determining the target populations and their needs etc. The relationships among government, purchasers and healthcare providers can be explained by the principal-agent theory. In addition to Preker's framework, we emphasized the importance of the infrastructure such as decision making support systems, information systems, health care resource management systems, or expenditure monitoring systems. The National Health Insurance Service and the Health Insurance Review & Assessment Service play major roles in performing strategic purchasing.
