자원의절약과재활용촉진에관한법률개정

  • 환경부는 폐기물관리정책의 방향을 종전의 안전처리 및 단순 재활용에서 발생억제와 자원화 확대로 전환하고자 제명을「자원순환사회형성과 재활용촉진에 관한 법률」로 변경했다.법 전반에 걸쳐 자원순환의 개념과 원칙의 반영을 강화하고, 제품 및 개발사업의 자원 순환성 평가∙사업장 폐기물의 감량화∙부품 등의 재사용 촉진∙순환자원을 이용한 에너지회수시설의 설치 및 운영∙폐기물 전처리시설의 설치 및 운영 등을 새로 규정하거나 강화하여 자원순환사회를 조기에 정착하고, 현행제도의 운영과정에서 나타난 일부 미비점을 개선∙보완하기 위해 다음과 같이 법률을 개정했다.본 고에서는 주요 내용을 살펴본다.

A Problems in Korean MARC on Disc ("한국문헌목록정보"에 있어서의 문제점)

  • This paper studied on problems and improvement method of description and headings in ${\ulcorner}Korean\;MARC\;on\;Disc\lrcorner$. By Korean MARC on Disc, it seems a great mistake that in abridged and full information, give the volumes next to statement of title and author. and even input copies of them respectively in case of multi-volume books. Also, frequently the essential abridged catalog information of a homonymic authors more than 10 which are written to Chinese are enumerated under one author name in Korean, using together with only one list. It is, therefore, effective and reasonable that Korean author headings be written to Korean language at first and be followed by Chinese, and then the subject of an author and the year of birth and death of author be indecated. For that, We should make out a conventional and reasonable subject heading list in advance to maintain the unity of subject, and build a exact authority database of Korean author name according to it.

A Comparative Analysis of Cataloging Records Related to Dokdo in the National Libraries of the Various Countries (세계 각국의 국가도서관에 있어 독도관련 목록레코드 비교 분석)

  • Based on the analysis of the appellation from a historical perspective and the diversity of the notation Dokdo island, this study was conducted to analyze the characteristics of cataloging records related to Dokdo in 54 national libraries of the each country. The results are as follows. To begin with, while most of the Dokdo-related records are concentrated in some specific national libraries such as the United States, Australia, and the United Kingdom, there are five libraries that do not have one. Second, the title keyword of Dokdo-related records was 76.1% for 'Dokdo', 17.6% for 'Takeshima', 0.4% for 'Liancourt Rock', and 5.9% for these terms shown together in the national libraries of each country. Third, the subject heading of Dokdo-related records was 54.9% for 'Tok Island (Korea)' or 'Dokdo', 11.2% for 'Takeshima (Japan)' or 'Takeshima', less than 1% for 'Liancourt Rock' and 'Dokdo/Takeshima' each, and 33% for general subject heading or blank.

  • Based on the analysis of the appellation from a historical perspective and the diversity of the notation East Sea, this study was conducted to analyze the characteristics of cataloging records related to East Sea in 54 national libraries of the each country. The results are as follows. To begin with, while most of the East Sea-related records are concentrated in some specific national libraries such as the United States, Russia, and the Japan, there are five libraries that do not have one. Second, the title keyword of East Sea-related records was 67.9% for 'Sea of Japan', 29.6% for 'East Sea', and 2.5% for these terms shown together in the national libraries of each country. Third, the subject heading of East Sea-related records was 86.9% for 'Sea of Japan' or 'Sea of Japan(geographic name)', 1.2% for 'East Sea', and 11.9% for general subject heading or blank.

  • This research was conducted to analyze the actual condition of records related to Korea shown in the catalog of major 10 European university libraries. The results are as follows. To begin with, most libraries apply subject headings of the national library, or go together with LCSH, and organize records in MARC 21 format rather than UNIMARC. Second, Korean materials usually Romanize Korean words, but three libraries are only marked with the original Korean language and available Korean search. Third, Korea-related records in most university libraries are very poor except for some libraries and are generally 2 times less than Japan related records. There are even 6 times less in 2 libraries. Forth, on investigation of the subject distribution in sub criteria of Korea-related records, subject related to 'history', 'politics', and 'economy' is largely shown in the highest rate. Fifth, Among the Korea-related subject heading, the terms such as 'Taekwondo', 'Kimchi', 'Dokdo', 'Donghae', 'Duman-gang', 'Baekdu-san' have different meanings in different libraries. However, these terms agree to LCSH in most libraries except for some libraries.

  • This study was conducted to analyze the characteristics of records related to Korea shown in the cataloging records of national libraries of the main 10 developing countries in Asia and Africa. The results are as follows. To begin with, Korea-related records in most national libraries are very poor and under 0.1% of the library. Except for National Library of Viet Nam, the figure is under 3,000 volumes and generally 2 times less than Japan related records. Second, except for National Library of Iran and Viet Nam most national libraries romanize Korean materials, there are not marked with the original Korean language and unfeasible Hangeul search. Third, on investigation of the subject distribution in sub criteria of Korea-related records, subject related to history and economy is largely shown in the highest rate. Fifth, among the Korea-related subject heading, Taekwondo is marked with distinction from Karate in most libraries except for 7 national libraries. Dokdo is marked with the geographical name of 'Korea' in 7 national libraries and East Sea (Donghae) already is marked with 'Japan, Sea of' in 7 national libraries. Amnokgang, Dumangang, and Baekdusan-related records did not search at all in most national libraries.
