The Evaluation of Value at Risk in Build Transfer Lease Project (민간투자사업의 위험가치 평가 - 임대형 민간투자사업(BTL)의 위험가치 평가 제도를 중심으로 -)

  • PPPs(Public Private Partnerships) in Korea was introduced in 1990s, which mainly used for providing transportation facilities such as railroad and high-way. Since 2005, a service delivery type PPPs, in other words BTL(Build Transfer Lease) has been implemented, which focused on social infra-structure including school, military housing, and sewage facilities. According to previous literature, efficient risk evaluation and management is the key factor for successful PPPs in the UK and Australia. However, Korea doesn't have proper risk evaluation system for PPP type project. In this paper, we explore and analyze risk evaluation system of PPPs in Korea and other countries. Also, we apply empirical methodology used in the UK to a BTL project and set up a new PSC(Public Sector Comparator) with risk evaluation.

An Analysis of Transition about Architectural Space on the Elementary Schools with the Change of Policy for School Facilities (교육시설 정책 변천에 따른 초등학교 건축공간 변화 추이 분석)

  • This study is carried out to analyze transition about educational facilities of elementary schools with the change of policy and to find out a developmental direction for qualitative improvement. An analysis of blueprints is done to 34 elementary schools representing periodic characteristics after the 1960's. As a result, various cases were shown in arrangement type, unit space, block planning and plane planning of the schools after a abolition of law about the standardization of educational facilities on 1997, however, they were showing a tendency to simplify after the introduction of BTL on 2005. Spatial composition factors were very various in the schools planned from the middle of 1990's to the early of 2000's. Meanwhile, nearly fifty percent of occupying ratio about learning space in the schools of standard type was gradually decreased by modernization planning on 1990's. However, it was increased a little again after the BTL. In case of living area, the occupying ratio was comparatively high in the schools having characteristics of 1990's and it also tends to increase after the introduction of BTL.

A Study on the Mixed-use Educational Facilities by Private Investment - focused on the Non Benefits Public-Private Partnerships - (민간투자사업을 통한 학교시설복합화 방안에 관한 연구 - 비영리 공공민간협력(n-BPPP)방식을 중심으로 -)

  • The aim of this study is to suggest an improvement of BTL in Educational Facilities applying the concept of n-BPPP(non-Benefits Public-Private Partnerships). The research is based on four of ninety-nine completed projects of Mixed-use Educational Facilities since 2001. Ninety-nine projects are analyzed and categorized to the typology of architectural program. The architectural programs planned are uniform in function, such as gym, swimming pool, library, info-center, parking etc. The public parking is a main program in the BTL projects, where district offices are involved as partner. The difference between BTL and n-BPPP for educational facilities is the business units. The n-BPPP concerns in regional or district units in order to expand public infrastructure facilities based on the network of schools and local community. And the fund for n-BPPP does not come from the government but from the investors. The economic interest is to reinvest on the maintenance of the facilities. The benefits of n-BPPP will be not only for the Governments in terms of social welfare budgets but also for local residents and students in terms of a variety of high-quality public services. The concept of n-BPPP can be an alternative way for the Mixed-use Educational Facilities.

  • This study compared and analyzed middle and high school's homebase and media space which are installed along with the introduction of subject classroom system operation method, with regard to the position of arrangement, the type of arrangement, and the change of area, etc. which were changed and applied per the phase of project. For this, design competitions were implemented since 2006 targeting the cases which participated in design directly-indirectly in the researcher's architectural firm, present construction documents among the selected BTL(Build-Transfer-Lease) were completed, and the examples of 10 schools(design competitions 2 schools, BTL selected plans 8 schools) were analyzed, which were operating variation type.

A Study on the Architectural Characteristics of Middle Schools Built in the 2000s - Focused on 'Excellent School Facilities' selected by EDUMAC (2000년대 중학교 건축의 특성에 관한 연구 -에듀맥의 '우수학교 시설 설계 자료집' 수록 학교들을 대상으로)

  • During the 2000s there were changes in the educational facility policy having impact on school architecture, such as departmental classroom system by the 7th national curriculum and BTL projects. Especially for secondary school architecture with the new keyword of 'departmental classroom system' unlike elementary school with the well-known keyword of 'open classroom', the emergence of new school architecture was anticipated. For these reasons it is worth while to notice secondary school architecture in the 2000s and this study aims to review the architectural characteristics of middle schools as first step. Cases of 18 schools selected by EDUMAC were analyzed focused on site planning and planning characteristics of each spaces. Through the analysis, the architectural characteristics of middle schools in the 2000s are summarized and comments on some problems are made. In summary, case schools have typical characteristics of Korean school architecture in unit classrooms and block plan for daylight condition. On the other hand, they have more diversity in space organization and facility program. But it leave something to be desired in expressing urban architectural characteristics, traditionality and locality with searching for new school architecture.

  • The purpose of this study is to provide a basis for calculation of school operation fees for normal functioning of the school facilities, and facility maintenance and repair cost through their life spans, considering remodeling of the facilities and changes of their functions. This study analyzes maintenance and repair records during the three years from 2003 to 2005 in primary, middle and high schools in Incheon Metropolitan city and also the facility management and operation expenditure of the same schools in the city during the year of 2005, and presents quantified unit cost of each item according to the area, the age of the facilities, and the number of classroom, student, and lessons given. The calculation can be a basis for both BTL school facility managers and the general school facility mangers to budget school facility maintenance cost appropriately and the quantity of energy, water, electricity, and telephone fees calculated here can be a criteria for the managers to check the normal maintenance of their facility.

  • The 10,876 school buildings(year 2006) including elementary, junior high and high schools have been operated and the number of school buildings will increase with BTL(Build Transfer Lease) projects. However, as population is expected to decrease rapidly with low birth rate, it needs to pay more attention to managing existing school buildings. The present maintenance and management system is not being operating with regular plans but with making repairs when if problem happens. Therefore, in this study I will propose a new maintenance and management system which will improve the process of maintenance and management works and reflect the needs of related officials in charge of with analyzing a present maintenance and management system through making research into documents and questionnaires. It enables to simplify maintenance and management work, to manage budget with transparency and to make better communication between each work so that it promotes efficiency of maintenance and management work.

  • It is important to manage an educational facility used by many students. The office of education has responsibility to manage public school facilities instead of most elementary, middle, and high schools. Some school or university outsources facility management and maintenance. An international school in Jeju is established by BTL (Build-Transfer-Lease) that includes construction and maintenance. This research objective is to analyze the case of facility management in the international school, and to provide improved method for school maintenance.

  • In case of the BTL project for current educational faculties, the proper standards to analyze those said educational standards lack, so it is very difficult to conduct an exact analysis and those improper standards are problematic when proper management and maintenance costs are calculated. In case of such educational facilities, as students have to use them safely for a long time and the quantity of their activities and the status of their physical growth based on individual classes, as well as the features for use by facility and the regional characteristics are different, other standards for maintenance and management must be considered unlike an apartment house. Thus, in this study, to set up the standards considering the features of educational facilities, the maintenance and management level suitable for educational facilities is presented by comparing and analysing that required to maintain and manage an apartment house, targeting the experts specializing management of educational facilities.
