A Study on Evaluating the Fire Safety of the Regulation of Escape and Fire-Prevention from Enacting to Now - Focusing on the Hotel Building - (우리나라 피난방화규정의 제.개정시기별 화재안전성능 평가 - 호텔건물을 중심으로 -)

  • Regulation of Escape and fire-prevention of Building of South Korea were enacted as a part of building codes in 1962. Since it was enacted, the law has gone through many changes. In this study, evaluated the fire safety of the law about the case of a hotel that the fire risk are expected to be higher whenever it was changed. As a result, the current law has gotten better in tire safety since it was enacted. However, especially it could be confirmed that the evacuation safety is insufficient in the lower level of hotel building. In the case of accommodation, because the occupants become aware of fire lately, they have not enough time to escape. Therefore, this study suggests that it is needed to come up with an effective counterplan about the interior finish materials, fire door and fire compartments that the smoke layer descending time is longer.

  • 방화댐퍼는 방화구획을 관통하는 덕트에 설치되어 화염의 전파 및 연소확대를 방지하도록 하는 방화설비로서 '건축물의 피난 방화구조 등의 기준에 관한 규칙'에서 구조 및 시험기준에 대해서 규정하고 있으나, 정해진 성능기준이 없으며 방화설비에 있어 가장 중요한 내화성능에 대해서 언급이 없는 등 개정이 필요하다. 본 연구에서는 방화댐퍼의 'KS F2840(방화댐퍼의 내화시험방법)'시험에 대해서 소개하고, 방화댐퍼의 내화시험 사례를 통해 성능 평가방법으로서의 적용 타당성을 검토하였다.

A Case study on the Escape Performance of Apartment Buildings (사례를 통한 공동주택의 피난성능에 관한 연구)

  • As high-rise Apartment buildings increase the importance of fire prevention and escape performance. While these buildings provide dwellers with much more houses, they have the basic escape safety problem in their apartment buildings. In these respect, this study aims to present the Principles of Fire protection for the escape performance of apartment buildings. This study reviews basic theories of escape in apartment buildings. I figure out the characteristics of the fires in apartment buildings by case studying the fire in the apartment buildings, and find out the existing problems for escape performance and fire prevention by surveying. In this study, the major findings are as follows: The planning method should be based on the escape performance. In the planning stage, fire safety should be considered more seriously than law and economic factors.

  • Owing to increase of the large-scaled, high-raised and complexed building construction, the escape design of the building became very important issue to insure the safety of occupant. Specially, it is demanded to have building escape regulation considering for inconvenient movers such as disables elders pregnant women. However, building regulations for inconvenient movers are divided into "Regulation of Escape and Fire-prevention of Building" and "Act on the Promotion and Guarantee of Access for the Disabled, the Aged and Pregnant Women to Facilities and Information". But, for the escape security of inconvenient movers, the connection of each regulation are necessary. So this study suggested the improvement direction of the building escape regulation considering inconvenient movers through the compared analysis on the "Regulation of Escape and Fire-prevention of Building" and "Act on the Promotion and Guarantee of Access for the Disabled, the Aged and Pregnant Women to Facilities and Information".

  • 최근 국내 장애인 복합시설의 증가와 함께 많은 사고 사례가 발생하고 있다. 하지만 장애인 시설 화재시 재실자가 장애인으로 비장애인 보다 피난 효율이 저하되어 수 많은 인재가 발생하고 있다. 따라서 장애인시설 피난 방화와 관련하여 강화된 규정이 필요하고 많은 연구가 이루어져야 할 것이다. 이에 따라 국내 장애인복합시설을 대상으로 가연물 조사와 Cone Calorimeter 실험을 통해 화재하중과 가연물 연소성상 등을 연구 분석한 결과 장애인 시설의 화재하중이 공동주택보다 높다는 것을 확인하였다. Cone Calorimeter 실험을 통해서 6개 시료 중 4개의 시료가 기준치 이상의 발열량을 보였고, 방염블라인드의 경우 Co, $CO_2$ 유해연기의 검출량이 기준치 이상으로 그 위험성을 확인 할 수 있었다.

  • A fire shutter is installed to prevent the movement of fire or smoke when a fire occurs inside a building. Fire shutters have access doors for passengers. On the other hand, the present fire shutter door display regulation is only required to be displayed in a different color from the surroundings. Hence, the risk of people not being able to recognize the door of the fire shutter is quite high, and the danger increases further in a smoke situation. Therefore, this study attempted to find a way to mark a fire shutter door that can be recognized even when smoke is spreading. First, a preliminary questionnaire was used to draw three factors to mark the fire shutter door (sign, door background, and edge). The experiment type was set by combining 5 colors for the three derived factors. The experiment was conducted on a total of 122 male and female participants. The results showed that a yellow background, red sign, and red edge have the highest awareness in a normal visual field without smoke. This was also the same in the field of view in the case of a fire with smoke, but the red background, yellow sign, and yellow edge were most noticeable in the case of dark smoke.

  • This study evaluates the fire resisting capacity of the beam of the legal fire resistance construction, which establishes the Article 3 of the Regulations on Escape and Fire Resistance of Buildings. There are a total of five structures that we consider as legal fire resistance constructions, however, this study has a primary target of the reinforced concrete beam, and tests the fire-resistant performance depend on the covering depth of reinforce concrete. The results showed that it meets the three hours, the maximum statutory fire resistance time, if it was a load ratio of 0.5 and covering depth of 40 cm. Steel framed mortar beam is legal fire resistance structure that it was possessed three hours fire resistance performance, if it was a load ratio of 0.4 and covering depth of 60 mm.

  • The architecture environment has changed. The corresponding design criteria should be changed. From July 27th, 2005 the Korea Standard of the fire door changed concerning the smoke resistance test which made the door gap structure more elaborate. However the National Fire Safety Codes are applied by the old data's of England. Which in case differs in the actual construction to the blue print, making the safety standard too excessive. Analyze the results and the phenomenon that occurs due to the difference between design and reality. The National Fire Safety Codes should be revised to leakage crack calculation is presented. Difference of the air flow for the smoke protection due to the stack effect analyzed. Living patterns and evacuation patterns of the apartment reflect and reasonable air flow measurement method are presented.

  • When reinforced concrete is subjected to high temperature as in fire, there is deterioration in its properties of particular importance are loss in compressive strength, cracking and spalling of concrete, destruction of the bond between the cement paste and the aggregates and the gradual deterioration of the hardend cement paste. Assessment of fire-damaged concrete usually starts with visual observation of color change, cracking and spalling of the surface. In this paper, it was reported the trends of research and practical use on the Explosive Spalling Properties and Performance Based of Structural Design of the High-Strength Concrete.

A Study on the Application of the Regulation of the Interior Materials in Entertainment Occupancy (다중이용업소의 내장재 규정의 적용에 관한 연구)

  • A Interior material, a main cause of fire-growth and generating toxic gas when it burns, should be dealt with great care in life safety design. Nonetheless, it has been used recklessly with undue attention to its contribution to fire in particular in entertainment occupancy and causes many victims in fire. Therefore, this study attempts to examine the current use of interior material in Korea and find out what to be improved and enhanced in terms of related regulations. Based on the comparison and analysis of the Korea regulation with those of advanced nations, suggestions are made for an effective and efficient improvement and complement to the current system. What can be suggested from this study are as follows. The use of interior material should be controlled under the unified regulation of fire-safety codes. Code should be set up so that the current construction enforcement should be applied in retroactive to those entertainment buildings that obtained a license prior to the implementation of the system certifying that the building is fire-resistant and fire-protective. The legislation should be made to control the fire-protection facilities of small-sized, underground entertainments. It should be obliged to present the blueprint displaying the use of interior material at the time of changing occupancy. Or, it should be compelled to report changes that go way without permit to the administrative office. A compulsory provision should be set up to have a fire-resistant performance to movable furniture. The classification index designating the fire hazard of interior material by flame spread rate and smoke toxicity and its test method should be established.
