A Study on Change Orders in Overseas Construction using Feature Selection - Focus on Plant Construction in the Middle East - (Feature Selection을 활용한 해외 건설의 공사변경 관리에 관한 연구 - 중동 플랜트 건설프로젝트를 중심으로 -)

  • This paper looks into how to enhance construction project management, focusing on the change order, which is often considered one of the major causes for construction delays, disputes, and claims in the middle east construction. First, this paper categorizes the major causes of change orders. It suggests a detailed classification standard for affecting factors resulting from change orders based on a case study result of an on-going construction project in the Middle East. In particular, this paper presents a method to apply a machine learning-based feature selection to quantify the importance of change order triggers and affecting factors. As a result, the case study identifies six major change order triggers and eight affecting factors. Also, a meaningful relationship between change order triggers and affecting factors by each category is presented. This paper will contribute to setting a clear guideline for change order management for the international plant construction field while helping prevent construction delays and cost run-ups by reducing the time required for change order resolution between project owners and contractors.

  • This study is about whether the new Project Finance scheme called "Asset Backed Short Term Bond(ABSTB)" with Project Finance Guarantee Cover provided by Korean Exim Bank(KEXIM) is an appropriate and valid financing structure, through close examinations on domestic and overseas IPP case studies. This study clearly indicates that (i) the interest rate of ABSTB with KEXIM's Project Finance Guarantee is relatively more competitive than the interest rate of other ABSTB guaranteed by EPC Companies (ii) the lower credit rated EPC companies make higher ROE(Return on Equity) through this financing structure. Lastly, Korean EPC Companies can secure profitability through this innovative financing scheme which will also lead to winning more power plant Contracts and become globally competitive.

  • Since the year of mid 2000, the EPC industry in Korea has the highest amount of orders received due to tremendous need form middle east asia region. However, the quality requirement from the owner is getting critical, which lead to the more competitive engineering capacity equipped. In order to do so, the development of objective and quantitative evaluation model of engineering process is essential. In order to develop the engineering checklist model for case-based evaluation of EPC project, first, the general description of worldwide EPC industry as well as the literature review of prior study have been performed. Then, the survey interview with experts in the engineering area of EPC project was performed In order to Identify the engineering work tasks and the critical check items, which should be checked during engineering process. Based on these checklist, the weights of check items as well as engineering work tasks also have been defined. The developed checklist model evaluated the two EPC project cases of S company in Thailand in order to explore its applicability. From the analysis of evaluation results, it is expected that the continuous implementation of evaluation based on checklist model can help the EPC practitioner check the critical items in engineering process more efficiently and take an appropriate action for better engineering performance, which finally can lead to the Korea EPC industry being more competitive.

  • Plumbing of the plant project is an important discipline. Now workers on the construction site, carry hundreds of piping spool drawings and documents, record the Spool Stage data. Then, The data is input into the system or has been documented in the field office. Because of the work-flow, duplication work occurs. As a result, it is reducing the effectiveness of the Plumbing and causes schedule delays. Also, To manage the integration process, there is a problem, it takes a lot of time. Therefore, The study is conducted to design and implementation of piping spool management Android Application using QR Code. The Application will contribute to the management to the integration of piping work process.

  • This study have goal with conceptual design for offshore structures of high pressure drop control valve for localization valve for development accomplished with flow analysis based on provision of ANSI B16.34, ANSI B16.10, ANSI B16.25. In order to localize the Offshore structures high pressure drop control valve. This study is numerical analysis for zambil offshore project of high pressure drop control valve. The solver which ANSYS workbench used for offshore structures analysis. The working fluids assumed the glycerin(C3H8O3). The structural analysis used ANSYS which is a commercial code. Stress analysis result of internal pressure in valve showed lower than yield strength. This is expect to need more detail design and verification for stem and disk structure. In this study a multi-disk of high pressure drop control valve is designed and manufactured. Then, the flow rate and high pressure dorp of fluids flowing in the high pressure drop control valve is CAE. So, this system can be easily substituted for the existing zambil offshore project system. Finally, safety estimation for trim design of high pressure drop control valve for offshore structures.

  • Due to the recent uncertainty of market situations such as the escalation of petroleum prices, increased production capacities of plants, limitations of the available EPC (Engineering, Procurement, Construction) contractors, and the increase of raw material prices, EPC contractors have had a tendency to include a higher reserve contingency in the lump-sum turnkey contract price. In order to overcome the changes in the market, the plant project construction industry has started to apply the converted lump-sum turnkey contract in plant construction market. This study was focused to find the associated risks and to analyse the identified risks on recent trend of application of the new contract type, which is the converted lump-sum turnkey contract. It was recognized from the analysis that quality and cost have more high priority risks than other project objectives. This paper also suggests the mitigation plan for identified risks to achieve project objectives appropriate to the converted lump-sum turnkey project from the viewpoint of an EPC contractor keeping transparency with owner.

  • This paper presents a LNG Liquefaction cycle configuration using two stages of methane expansion (i.e. spliting into two stages as warm & cold to generate an additional inflection point within a cold composite curve) and a single stage of nitrogen expansion to improve the efficiency of the conventional Methane & Nitrogen Expansion Cycle. In comparison with Double Nitrogen Expansion Cycel and Methane & Nitrogen Expansion Cycle, the cycle efficiency has increased approximately from 13.92 and 13.13 to 12.08 kW/ton/day (8~15% efficiency increase). A Life Cycle Cost (LCC) analysis based on Net Present Value (NPV) also show an improvement in therms of project NPV, against a minor increment of a CAPEX.

  • Global efforts continue with the goal of transition to a "carbon neutral (net zero)" society with zero carbon emissions by 2050. For this purpose, the technology of water electrolysis is being developed, which can store electricity generated from renewable energies in large quantities and over a long period of time as hydrogen. Recently, various research and large-scale projects on 'green hydrogen', which has no carbon emissions, are being conducted. In this paper, a comparison of water electrolysis technologies was carried out and, based on data provided by the International Energy Agency (IEA), large-scale water electrolysis demonstration projects were analyzed by classifying them by technology, power supply, country and end user. It is expected that through the analysis of large-scale water electrolysis demonstration projects, research directions and road maps can be provided for the development/implementation of commercial projects in the future.

  • This study investigated and analyzed feasibility analysis case studies, carried out by contractor of EPC LSTK projects in the planning stage to suggest the strategies to solve problems for project improvement. For this, five feasibility analysis case studies of gulf cooperation council (GCC) countries were reviewed and investigated. The results can be summarized as follows: 1) Those factors needed to be analyzed, including cost increase, project delay, quality decrease were insufficiently considered when assessing feasibility. 2) And improvement strategies for three problems mentioned above were suggested based on findings in feasibility analysis. 3) Lastly the process of the project feasibility analysis that can be applied to overseas plant construction project was suggested step by step.
