  • ISP(Information Strategy Planning 이하 ISP) 기반의 프로젝트는 실행예산과 일정계획을 구체적으로 산출된다. 그러나 EA(Enterprise Architecture 이하 EA) 에서는 아직까지 이 부문에 대해 명확한 요구와 산출물을 고객에게 제공하지 못하고 있다. 현재 EA 사업의 특성은 IT 와 경영전략이 연계된 모습이 아니라 예산과 객관적인 외부 컨설팅이라는 발주자(부서)의 예산사용 당위성 증명을 위한 측면의 EA접근이 많다. 그러나 EA는 IT와 관련된 길잡이(표준/가이드)의 역할을 주요 관점으로 한다. 발주자와의 요구와는 이견(gap)이 생기게 된다. EA 프로젝트에서는 이러한 문제를 해결하기 위해 ISP 프로젝트의 절차를 EA 산출물과 결합해서 프로젝트를 수행한다. 본 논문은 실제 프로젝트를 통해 EA 바탕에서 ISP의 실행예산과 일정계획이 적용된 사례이다.

CM at Risk Case Study on Guaranteed Maximum Price Contract - Focused on Cases for USA - (책임형 CM 발주방식의 최대공사비보증계약 사례연구 - 미국 공공발주 프로젝트 사례 중심 -)

  • The purpose of this study is to derive basic data of the Guaranteed Maximum Price(GMP) process and to present specimens that can be used at the time of execution of CM at Risk project in South Korea. CM at Risk project is issued in South Korea, but the actual data is lack. On the other hand, CM at Risk project is universalized and the market of the CM at Risk is steadily growing. Because of that, in this study, The United States cases was selected as a sample. GMP consists of CM's fee, CM contingency, project direct cost, project indirect cost, allowance. GMP negotiations are performed before the end of design completion, and after 3 rounds of estimation comparison, preliminary GMP is confirmed. GMP can be multiple contract and it is useful for Procurement of long lead materials and early construction. If the actual cost is lower than expected GMP, sharing of the saving is an option since the conflict of interests between the client and the contractor can occur.

Determining Decision-making Factors for the Selection of Contract Methods in Public Construction (공공공사의 발주방식선정을 위한 의사결정요인 연구)

  • The procurement of public construction, which has been selected mainly on the basis of the work experience of a department of public agencies that award construction contracts or those in charge of ordering, has not been executed through an objective selection process considering the construction types or characteristics. Thus, as a preliminary study on developing a model for the selection of contract methods, this study intends to analyze and present the key factors affecting the selection of procurement methods in public construction. Through a literature review on the existing methods, foundational factors were first presented, based on the analysis of these factors, the final influence factors were proposed. As a result, 6 factors contractor's characteristics, the environment of the construction market, relevant organization, the characteristics of a project, costs, and responsibility factors were determined, and 14 sub-factors were selected. The factors presented in this study will be used as base data for developing a decision making support model for the selection of contract methods in public construction.

A Study of Mediative Function by Contract on the Relationship between Employer's Power and Contractor's Behavior (발주자 권력과 시공사 행동 관계에서 계약의 매개적 기능에 관한 연구)

  • Normally there is a one-time relationship between stakeholders in the construction projects. Thus, project participants are easily exposed to opportunistic behavior. According to the theory of transaction costs, a contract effectively influence the behavior of counter-party. The important role of contracts in limiting opponent opportunistic behavior has been academically acknowledged and studied in inter-firm relationships. The purpose of this study is to reveal the mediating effect of the contract on the power of the contractor in the contractor's behavior. Power is divided into mediated and non-mediated power. We surveyed construction companies' employees who have conducted construction projects. Based on the questionnaire response, we examined the influence of the Employer's power on the behavior of the contractor. Both non-mediated power and mediated power were significant for in-role and out-role behaviors. Both non-mediated power and mediated power were found to have a significant effect on the control and coordination function of contracts. The results show that the control function of the contract is significant for the in-role behavior and the extra-role behavior. Finally, the mediating effect of the contract function was significant only in the control function.

  • Recently, significance of efficiency in construction projects have been increased. So effective new delivery systems are required to improve project quality and value. Those systems could also reduce period, cost, risk and waste of the construction. Also, as current government aims 'Low carbon and Green growth', it is important to manage integrated supervision from the pre-design stage to the operation stage. In USA, AIA suggested IPD which encourages mutual cooperation among stakehklder to improve the productivity. Therefore, this study analyzes the characteristics of the IPD and deduct Present condition and Perception of Domestic Construction Environment to Introduce IPD.

Developing an Owner's Project Evaluation Framework for Construction Management (프로젝트 관리자로서의 발주자 사업수행평가 프레임워크 개발)

  • Owner's participation on a construction project can alter the success of a construction project. In general, success of a construction project is measured by project schedule and cost decrease without considering the role an owner has in a project. As a result, this research developed a framework for the project evaluation form and after extracting a total of 9 project critical success factors (CSF) and 27 sub-CSF. AHP method was utilized to evaluate the importance factor of each CSFs. Setting a goal for each CSFs at the beginning of a project and comparing the values at the completion of the project utilizing the project evaluation form will allow a systematic evaluation and management of a project. Solution Map was introduced and Solution Tool was suggested in order to utlize the evaluation results effectively. In the future studies, various project cases needs to be supplemented for further verification and a solution based on the evaluation result needs to be developed that can be applied to construction projects.

  • 안전관리는 건설사업의 시공과정 중에 발생 가능한 유해, 위험으로부터 인명을 보호하는 것이며, 건설사업의 주제는 발주자로서 발주자 역할의 극대화는 효과적인 건설재해 방지의 관건이다. 건설프로젝트의 발주자, 설계자, 감리자, 시공자, 협력업자 등 다수 참여자의 장기간에 걸친 공동작업으로 이루어지는 건설공사의 특성을 고려할 때, 기존의 건설안전관리체제로는 건설공사에 수반되는 이와 다양한 유형의 사고를 방지하기 위한 근본적인 처방으로는 미흡하며, 건설산업의 총체적인 안전수준의 향상을 통한 시설품의 생애주기 전반에 걸쳐 안전성을 확보할 수 있는 근원적인 안전관리제도의 구축이 요구되고 있다. 실태조사 결과 공공발주자와 민간발주자의 안전의식 및 안전관리실태에는 격차가 크며, 대다수 발주자의 안전관리에 대한 책임의식이 미흡하며, 민간발주자의 경우가 훨씬 열악한 것으로 나타났다. 정부 감독기관의 발주자에 대한 안전책임 부여도 소극적이다. 발주자 안전관리가 미흡한 원인과 이의 촉진 방안에 대한 도출이 필요하다. 발주자에 대한 접근 방법의 홍보를 통한 책임의식의 고취, 발주자를 위한 안전관리매뉴얼 등 안전관리 도구의 제공, 법령을 동한 명확한 책임의 부여, 발주자가 책임을 이행할 수 있는 자질있는 안전전문가의 활용이 긴요한 것으로 사료된다.

  • BAT Korea's Factory is the one of the major projects that clearly confirms and demonstrates that Construction Management (CM), provided by a Korean CM Company to the foreign clients, enables them to successfully complete projects; with savings in time and reduction in cost, which it is $15\%$ lower than the cost of the overseas construction. Also, throughout the thorough schedule management, it was possible to commence with manufacturing one month after the completion date. The Key Success Factors was generated by the excellent construction management skills, and more importantly by the confidence gained by the client in giving a CM company full authority for the construction management of the project. This study has focus on elements of construction management applied to this project throughout the concept of 'One Stop Shop', including cost managements, contract management and value engineering etc. We hope that this study will provide useful data to enable public clients to take advantages of construction management, in a similar way to. the private clients, who have already implemented CM actively.

  • Connecting with cost, schedule, and quality in a construction project, resource management is one of the essential management elements. However, the material requirement planning is built at the beginning stage of construction and needs various concerned factors, it is limited to build the resource management planning on enterprise level. The disconnected communication among managements makes impossible to control historical data. In the construction project control system, the core of management elements is to manage cost and schedule information, therefore material requirement planning should be established based on historical data about EVM which is intergating schedule and cost. In this study, a resource management system concerning material requirement planning and attribute of procurement is suggested by connecting the historical data of EVM and the material requirement planning.

  • With the electricity industry structure reformation of the government in April, 2001, Korea Power Electric Corporation was divided in to Korea water power nuclear power and 5 thermal power plant. After, various delivery method is introduced and applied for active profit creation according to the competition between each development companies for the public company privatization. However, the current situation does not satisfy the project participant by selecting the delivery method without reflecting the business goal and project characteristics of power plant construction business. The objective of this study is to research the influencing factors that should be considered to select the delivery method in thermal power construction business and develop a standard of selection of appropriate delivery method through questionnaire and interviews to establish a model to select the delivery method that fits the business goal of the subject of delivery. In the future, if the delivery method selection model suggested in this study is applied, it is expected to select the appropriate delivery method of power plant construction business by effectively reflecting the business goal, characteristics and demand of the delivery subject, and characteristics of the construction business apart from the existing customary practices that decided the delivery method dependent on the subjective and experience based judgement.
