The increase of social interest for the e-Learning industry leads to the increase of e-learning contents and the system providers which are targeted at private education companies and public institutions. As the e-Learning is used in various areas, the evaluation for evaluation criteria and suitability are needed to provide a high-quality service and reliability. Previous works suggested the evaluation criteria for quality certification, however, the technical evaluation criteria are not provided. In this paper, we suggest the technical evaluation criteria for quality certification of e-Learning contents and describe the detailed features. Through the proposed work, we can establish the technical evaluation criteria and suggest detailed evaluation items for them by providing examples. It is expected that the proposed study is able to be utilized in e-Learning industry, if the policy is reflected and notified according to the feedback of the results of the trial service.

서비스 산업의 비중이 지속적으로 높아지면서 높은 서비스 품질 유지가 기업 성공의 필수과제가 되고 있다. 하지만 서비스 품질의 상당 부분은 주관적 품질이 주를 이루고 있어 이에 대한 정확한 측정이 무엇보다도 중요하다. 이에 본 연구에서는 접점 서비스의 품질을 측정하는 것이 서비스 품질을 향상, 유지하는데 큰 도움이 될 것으로 판단하고, 기업의 서비스 모니터링 시행에 대한 사례연구를 통하여 서비스 품질측정의 다양한 기준을 제시하고 효과적인 서비스 모니터링 기준을 재정립하고자 한다.

신뢰성 있는 수문자료는 홍수와 가뭄의 피해를 경감하기 위한 각종 수공구조물의 설계 및 기준 수립에 필요한 기초적인 자료이다. 또한, 국내 수문특성을 대변할 수 있는 고품질 수문자료의 확보는 경제 산업적으로도 필수적이고 기본적인 사항이다. 이러한 여건들과 사회적인 요구에 부응하기 위해서는 적극적인 품질관리를 통해 신뢰성 있는 수문자료를 제공해야 한다. 수문자료의 중요성과 수문자료 품질관리의 필요성이 대두되고 있는 사회적인 요구를 반영하고자 국가 수문자료 품질관리 기준을 제시하고 현업에 적용 가능한 시스템을 구축하여 수문자료 관리 체계를 확고히 함으로써 수문자료 신뢰성을 확보하는 데 본 연구의 목적이 있다. 한강홍수통제소 관할 수문관측소의 실시간 수문자료(우량, 수위)에 대해 기왕자료 분석을 통해 지점별 이상치 자동점검 기준을 설정하였고 이에 따른 자동 품질관리를 거친 후 이상 및 결측치를 수동으로 수정, 보완할 수 있는 기법을 적용하여 수동 품질관리를 수행할 수 있도록 C/S(Client/Server) 방식의 전산프로그램을 개발하였다. 본 연구에서 구축된 국가 수문자료 품질관리시스템에 의해 수행된 품질관리 과정을 통해 수정, 보완된 자료는 원시자료, 자동품질등급, 수정자료, 수동품질등급의 자료 품질 표지가 이루어지고, 자료의 현황을 자세히 알 수 있도록 구성되었다. 국가 수문자료 품질관리시스템을 통해 수문자료 품질관리업무의 효율성을 증대시키고 수문자료의 신뢰도를 높이는 수단으로 활용될 것이다.

This study was conducted to demonstrate the manufacturing process for producing high-quality solar salt. The design criteria of the manufacturing process, which was studied in a previous study, was applied to an actual manufacturing system to evaluate its performance. The design factors applied were the drying air temperature and the temperature of the washing water. They were 100℃ or less and 10℃ or less, respectively. Two standards were applied to the process performance evaluation. Standard (I) was the international food standard for solar salt, and standard (II) was the quality standard for high-quality solar salt production. The main quality evaluation items were the moisture content and salinity, and the color characteristics were also measured (p<0.05). The manufacturing process of solar salt consisted of five steps, and the quality change was measured for each step. The measured quality was appropriate to the standard (I) from the third-step process. In addition, the quality of the high-quality solar salt was suitable for the standard (II) from the fourth-step process. Therefore, the performance of the proposed solar salt production process met international standards. The improvements in the production of high-quality solar salt will improve international competitiveness in the future.

The purpose of this study is to compare the national quality regulation schemes among four countries, and to find out implications to Korean quality regulation system of social services. For this, this study fixed comparative criteria on national quality regulation schemes, and compared the quality regulation schemes of 4 countries such as England, United States, Singapore and Japan. By reviewing prior relevant studies, three criteria could be suggested.: the level of user centeredness, the effectiveness of regulatory enforcement and stability of operation system. All analysed nations share similarities in that they all eager to provide quality information to their service users and develop nationally acceptable quality standards of social services. On the contrary, differences are identified in the level of regulatory enforcement and establishment of independent body for national quality control. By these results, this study discussed the meaning of these findings and their implications on the development of Korean quality regulation system.

End-to-end 디지틀화를 실현하는 종합정보통신망 (ISDN)의 도입으로 음성통신 서비스의 통화품질에 대한 열화요인 및 영향이 기존의 망이나 단말기와는 다른 특성을 갖게 된다. 이러한 변화는 종합정보통신망이나 ISDN 전화기의 전송품질 기준을 새롭게 규정하여야 할 필요성을 도출시킨다. 본 논문에서는 ISDN 전화기의 전송품질 기준을 규정하기 위한 품질평가의 특성들을 기술하고, 이 특성들을 평가하기 위한 음량정격 기준의 설계에 대해서 기술하였다.

본 고는 전화망에서 가입자가 적정 수준의 서비스를 받고 있는지의 여부를 수치로 나타내서, 이 수치가 항상 가입자에게 만족스런 상태로 서비스가 제공되고 있음을 나타내도록 하는 기준값을 얻기 위한 방법을 제시하였다. 이를 위하여 먼저 국내의 전화망의 특성을 파악하고, 이에 따른 품질척도에 대한 실측이 수행되었으며, 또한 가입자가 느끼는 서비스에 대한 만족도를 조사하였다. 측정된 각각의 품질척도와 이에 대한 가입자의 만족도를 바탕으로 다이얼톤지연, 다이얼후지연, 그리고 블로킹률에 대한 기준값을 구하였다.

앞으로 친환경 유기농업을 위한 축산환경 보전 및 퇴비 유통과 이용을 촉진하기 위해서는 대기, 수질, 토양오염 등의 환경오염을 방지하는 축산 환경기술 개발뿐만 아니라, 축분퇴비품질 기준면에서 경종농가 작물 사용에 적합한 고품질 퇴비제조와 간단한 평가 방법의 확립이 필요한 시점에 와 있다.

Modular construction projects offer advantageous over conventional construction projects in the area of quality control through factory production. However, as clear standards and definitions for quality control activities have yet to be not established, it is difficult to judge the appropriateness of the scale of quality control costs, and it is also difficult to classify quality control activities by process stage. Therefore, in this study, a method for classifying quality management activities based on activity standards was presented, in addition to a method for classifying quality costs according to the PAF standards to check how effective the costs and activities are for quality control in the future. The findings of this study can be used to define the quality management activities for each stage of the modular construction project in the future, and to develop a database of evidence to determine the appropriateness of cost distribution accordingly.

소프트웨어의 다양화로 인하여 하드웨어 형태의 보안 제품에서 소프트웨어 형 보안 제품으로 점차 변화하고 있는 중이다. 이러한 변화 속에서 소프트웨어 형 보안 제품의 품질을 평가하는 기준이 없어, 현재 ISO/IEC 9126 의 표준으로 소프트웨어 형 보안 제품을 평가하고 있는 것이 현실이다. 하지만 소프트웨어 형 보안 제품을, 기존 소프트웨어 품질 평가 기준으로 적용하기에는 한계가 있다. 지금까지 소프트웨어 제품의 평가 방법과 요구 사항에 대한 프로세스가 국제 표준으로 제정 및 정의되어 있으나, 소프트웨어 형 보안 제품의 경우, 이러한 국제 표준을 적용하여 제품을 평가하는 데는 어려움이 있다. 이에 본 논문에서는 현재 사용중인 소프트웨어 평가 기준 인ISO/IEC 9126-1에서 규정하고 있는 6개의 소프트웨어 품질특성 중 기능성 의 부 특성인 보안성의 매트릭스를 확인하고 ISO/IEC 15408(공통평가기준)의 내용 중 일부를 발췌 및 보완하여 기존 6가지의 소프트웨어 품질특성 중 기능성의 부특성인 보안성을 보완한, 새로운 보안성 품질 매트릭스를 제안한다.
