농림수산식품부는 정부조직개편 후속조치의 일환으로 '농산물품질관리법'에 '수산물품질관리법'을 통합하여 그 명칭을 '농수산물품질관리법'으로 개정, 정부위원회의 정비계획에 따라 농산물품질관리심의회와 수산물품질관리심의회를 농수산물품질관리심의회로 통합하며, 복잡해진 법령조문을 정비하여 알기 쉬운 법령으로 개정한다고 밝혔다. 본 고에서는 농산물 포장 및 유통, 원산지 표시제를 중심으로 주요 내용에 대해 자세하게 살펴보도록 한다.

본고는 일본「Concrete공학 」(Vol.20,No.10. Oct 1982)에 발표된 아부도산, 후등화이, 최도홍의 "전산기에 의한 레미콘의 품질관리를 위한 배합계산법"를 토대로 하여, 건설재료연구회의 "레미콘의 제조와 품질관리"를 참고로 한 것이다.

하천의 유량은 다양한 방법으로 측정가능한데 그중에 ADCP(Acoustic Doppler Current Profiler)는 1980년대 말 도입된 이래 현재 국내외에서 광범위하게 사용되고 있고, 그 활용성은 점점 더 커지고 있다. 이러한 이유로 최근 미국, 호주, 뉴질랜드 등에서는 ADCP 측정유량에 대한 품질관리와 생산된 자료에 대한 평가를 통해 신뢰성을 확보하기 위한 방안을 마련하고 있다. 본 연구에서는 ADCP 이동보트법 측정유량에 대한 3개국(미국, 호주, 뉴질랜드)의 품질관리 및 신뢰도 확보 방안에 대한 문헌조사를 수행하였고, 각 방안들에 대하여 7개 항목으로 비교 및 분석하였다. 그리고 분석된 내용을 바탕으로 ADCP 이동보트법 측정유량의 품질평가 방안을 제시하고, 유량조사사업단에서 수행한 ADCP 이동보트법 측정유량 자료(2013년~2014년)를 대상으로 측정유량 품질평가 방안을 적용하여 결과를 품질등급으로 제시하였다. 이 지표는 사용자가 ADCP 이동보트법 측정유량의 품질을 확인하고 신뢰할 수 있게 함으로써 향후 활용성을 더욱 향상 시킬 수 있을 것으로 기대된다.

The quality control personnel of the construction work shall establish and execute the quality control plan or the quality test plan and check the qualification of the used materials according to the process, the management of the test and inspection equipment, the quality education, the own quality inspection and measures. Management and quality test of Korea and plays an important role in preventing accidents. However, related organizations did not explicitly disclose their roles in quality testing and quality control tasks while changing the names of quality control personnel to test personnel and quality managers when revising related laws and regulations and the application of labor costs. Therefore, a research of this is needed to improve conflicting situation. In this study, the ambiguous title relation to the quality control persons is improved to meet the requirements of the construction work based on related laws and regulations, and each role and title is classified as 'quality tester' and 'quality manager'. In other words, the person who carries out the quality test of the "Construction Quality Test Standard" specified in the Guideline for Quality Management of Construction Projects shall be the "Quality Tester" and the person who performs the quality control plan establishment and execution work specified in the Enforcement Rule of the Construction Technology Promotion Act shall be referred to as the 'Quality Manager'.

In domestic, the Quality Management system of construction work has been compounded of the association of regulation which is ground for relevant law and operation of Quality Management system by ISO/KS A 9001(QMS) established by the contractor. Two quality guaranteed systems must be operated with complementary and integrated system, but we can not make full use of QMS of contractor and only run routinized quality management system in all construction project by the standard, methods, process provided in the law. These problems were demanded better condition in the past ten years, since the ISO standards have been introduced. Establishing preventive consideration of quality management by setting a goal of drastic quality guarantee is an urgent problem of construction industry. This study is quick to fellow, which should do three things. 1. The attitude survey related quality management of staff in charge in construction site has run. 2. Base on these results, we adjust satisfaction measurement about operation of construction quality management system. 3. Subsequently, we want to offer our thesis about advanced opinion for the next.

This report was aimed to examine the status of raw silk quality and to come up with means of the good quality silk production by use of the statistical quality control method. The results obtained are as follow ： 1) The raw silk quality of size 20/22 denier was found to be 2A grade during the last five years. 2) In order to level up the silk grade, the better quality control is required especially in the average evenness and cleanness. 3) It was found that winding brakes and elongation of silk threads have been versed gradually through the period. 4) Larger variation was observed in cleanness control chart, but low evenness have stayed with in the desirable control range.

기후 관측자료의 경우 관측, 가공, 전송 중에 오류가 발생할 수 있으며, 특히 글로벌 기후자료는 다양한 조건을 가지고 있는 자료를 수집하였기 때문에 일반적으로 해당 국가 관측자료보다 품질이 낮다. 본 연구에서는 글로벌 기후 관측자료의 품질을 개선할 수 있는 품질관리 기법을 개발하고 국내 지역에 적용해보고자 한다. 연구대상지역으로 국내 대표도시 7 곳을 선정하였으며, 글로벌 기후자료는 NCDC (National Climatic Data Center)의 일 단위 GSOD (Global Surface Summary of the Day) 자료를 수집하였다. 품질관리는 강수와 기온에 대해서 실시하였으며 과정은 크게 이상치 검사, 이상치 및 결측치 보정, 연, 월 단위 기후 자료 산정으로 구분된다. 이상치 검사는 중복성 검사, 내적일치성 검사, 기후범위 검사, 공간동질성 검사를 기반으로 구성되어 있다. 이상치 및 결측치 보정은 인접 관측소의 자료를 보간하여 수행하였으며, 보간기법은 4 방향 역거리 가중법을 활용하였다. 연, 월 단위 자료 산정은 자료의 결측률을 고려하여 일 단위 자료를 연, 월 단위 자료로 변환하는 과정이다. 이상치 검사 결과 대부분의 이상치는 기후범위와 공간동질성 검사에서 발견되는 것으로 나타났으며, 중복성 및 내적일치성 검사는 이상치 검출 효과가 적은 것으로 나타났다. 결측치 및 이상치 보간 결과 추정된 자료와 관측값 간의 상관관계가 있는 것으로 나타나 활용성이 있었다. 본 연구는 글로벌 자료의 품질관리 기법을 제시하였다는 점에서 활용성이 있으며, 향후 품질관리 기법의 검증에 관한 연구를 수행할 필요가 있다.

본 고에서는 최근 비약적으로 발전하고 있는 멀티미디어 서비스의 품질설계와 품질관리에 기초자료로서 활용할 주관 품질평가법의 필요성과 목적을 알아보고, ITU-T Study Group 12 Question 22/12(Audiovisual Quality in Multimedia Services) 에서 추진하고 있는 멀티미디어 서비스의 주관 품질평가법 권고화 동향중, AV 통신에 대한 양방향 주관 품질평가법에 관한 권고(Draft Rec. P.920)를 분석하였다.
