  • 대형 및 복합 화재에 효과적으로 대응하기 위해서 화재 현장에 대한 다양한 컨텍스트를 고려하여 표준작전절차 및 매뉴얼을 기반으로 최적의 대응 방안을 도출해야 한다. 이러한 의사결정을 긴급한 상황에서 신속하고 정확하게 수행하기 위하여 화재 상황 및 관련 대응규칙을 자동으로 분석하고 대응절차를 선제적으로 제시하는 방법이 필요하다. 이를 위해 이 논문에서는 공간정보 및 화재안전정보를 이용하여 규칙 기반으로 화재 대응 의사결정을 지원하는 방법을 제안한다. 제안하는 방법에서는 소방대상물의 실내외 공간정보 및 다양한 화재안전정보를 기반으로 화재 상황의 가변성을 모델링하고 이를 참조하여 화재 대응규칙 명세를 개발한다. 그리고 의사결정 시 주어진 상황에 맞게 가변성을 선택하고 룰 엔진을 통해 대응규칙을 실행하여 대응절차를 도출한다. 제안하는 방법을 재난현장 표준작전절차의 대상물별 표준작전절차를 대상으로 적용하여 실현 가능성을 검증하였다.

  • Navy establishes the Naval Task Forces (TF) for many kinds of maritime operations. Then the TF in the maritime environment performs simultaneous component operations such as ASUW (Anti-Surface Warfare), ASW (Anti-Submarine Warfare), AAW (Anti-Aircraft Warfare), and assault operations. The TF consists of many tactical systems for the completion of missions C4I, VOIP (Voice Over Internet Protocol), DMHS (Digital Massage Handling System), and TDLs (Tactical Data Links) such as LINK-11, 16, ISDL (Inter Site Data Link). When the TF executes naval operations to complete a mission, we are interested in the kill chain for the maritime operations in the TF. The kill chain is a standard procedure for the naval operations to crush enemy defenses. Although each ship has a procedure about a manual for 'how to fight', it leave something to be desired for the TF detailed kill chain currently. Therefore, in this paper, we propose the naval TF's kill chain to perform the naval operations. Then, the operational effectiveness of the TF in the kill chain environment is determined through operation scenarios of TDL system implementation. It is to see the operational information sharing effect to a data link model based on MND-AF OV 6c (statement of tracking operational status) in the maritime operations applied to TDL and is to identify improvements in information dissemination process. We made the kill chain of maritime TF for the effective naval operations.

Convergent Awareness and Performance of the Standard Operating Procedure in Emergency Medical Technicians Serving as Paramedics (구급대원으로 활동하는 응급구조사의 표준작전절차에 대한 융복합적인 인지도와 수행도)

  • The purpose of this study was to examine the convergent awareness of emergency medical technicians serving as paramedics on the standard operating procedure(SOP) and their performance of it. The subjects in this study were 400 selected emergency medical technicians who were working as paramedics, and SPSS 20.0 was employed to make an analysis. The findings of the study were as follows: As for the convergent awareness of the subjects, they were best aware of the prevention of respiratory infections, and they were least aware of hand hygiene. Concerning performance, they performed best in handling treatment equipment and ensuring staff safety, and they performed least well in terms of hand hygiene. Overall, they were rated higher in awareness than in performance. Second, regarding the influence of general characteristics, there were statistically significant differences in awareness according to age, gender and injury experience, and significant differences were found in performance according to career only. The convergent awareness of the emergency medical workers was positively correlated with their performance. Given the findings of the study, it's required to improve both the Standard Operating Procedure awareness and performance of emergency medical workers who serve as paramedics, and it's expected to make it possible to boost their performance when repeated education is provided with the kind of programs that aim at improving awareness.

  • Purpose: The purpose of this study is to present step-by-step countermeasures to prevent fires in sandwich panel warehouses and to enhance on-site fire response capabilities. Method: Interviews of firefighters related to fire sites, advice from fire experts, and experiments on protection performance were conducted to draw up measures for each element to strengthen on-site response capabilities. Result: The fire safety management checklist for warehouse fire safety managers and the installation standards for wall protection of sandwich panel warehouses are presented. In addition, Standard Operational Procedures(SOP) for fire application of sandwich panel warehouses were established for firefighters on-site. Conclusion: Through this study, step-by-step fire safety measures were established for preventing, protecting and suppressing fires in sandwich panel warehouses.

A Improvement Plan for Fire Fighting Activity of Rack- Type Warehouse Based on Case Study and Field Interview (사례분석과 현장인터뷰를 통한 적층형 대형창고 소방활동 개선방안 연구)

  • Purpose: The purpose of this study is to suggest a systematic improvement plan for strengthening fire fighting ability of domestic rack- type warehouse buildings. Method: A fire case of small warehouse with sandwich panel structure and four design review of large warehouse with fire endurance structure were analyzed. Also, interviewed a group of 11 fire fighters who had 20 years field experience. Results: A provision of mobile equipment for initial fire fighting, accessibility of more than three sides, installation of internal entrance windows, proper placement of outdoor fire fighting equipment, image processing of fire site informations, and provide more incentives on the field commander are main factors of improvement plan. Conclusion: Effective standard operation procedures (SOP) and safety standards should be established and applied for each stage of the dispatch and on-site response considering the fire characteristics and risk factors of each warehouse by scale.

  • 사이버 공격은 조직과 국가에 큰 피해를 주려는 목적으로 정보를 가로채고 파괴하는 의도적인 행동으로 빚어지는 경우가 많다. 이에 따라 국제 표준화 기구(ISO)는 ISO/IEC 27000 시리즈 등 정보 자산의 보호를 위한 표준 문서를 지침으로 제공한다. 하지만 지침만 제공할 뿐 자산 보호를 위한 구체적인 방법이나 절차가 포함되어 있지 않다. 본 연구에서는 공군의 긴급 CAS(Close Air Support) 작전을 대상으로 추후 사이버 전투 피해평가를 위해 사이버 공격에 의한 정보 자산에 대한 점수를 가산화 한다. 긴급 CAS 작전 시뮬레이션 진행 후 도출된 요소를 가지고 객관적인 수치라고 할 수 있는 CIA(Confidentiality, Integrity, Availability)지표들과 군 정보를 접목시켜 자산의 중요성을 계산하고 나아가 가중치를 주어 차별성을 가지게 된다.

  • 현장에서는 주공정과 예산관리를 중심으로 공사진행을 하고, 공정이 90% 이상 달성되었거나 또는 잔여공기가 9개윌 정도 남아 있으면 모든 공정을 재검토하기 바란다. 우선 하청시로부터 잔여 공사에 대한 공정표를 받아, 잔여공시 1개월 전에 준공될 수 있는지 검토한다. 9개월 정도 앞서 준공기일을 검토하는 것은, 자재납기가 장기간(7개월 정도) 소요되는(플랜트 Control Panel 등) 자재의 발주여부를 검토하고, 잔여공기 내에 정상 작업으로 공기 내 준공이 불가하다고 예측될 경우, 3개월 또는 6개월 돌관작업 계획을 세우기 위함이다. 잔여공기가 3개월 정도 남아 있을 때, 시설물을 인계(Hand Over) 하기 위해 본격적인 준비를 한다. 준공이란 "계약적으로 발주자가 실제적으로 계약서에 의도된 목적으로 사용할 수 있는 상태(표준계악일반조건 48. 1)"를 말하므로, 이 점에 착안하여 발주자가 시설물을 제때에 사용하지 못함으로써 발생되는 지체보상금(Liquidated Damage)을 물지 않도록 작전을 세운다.

  • The importance of the firefighting education & Training is being magnified in order to enhance and strengthen a firefighters' ability and to reduce the firefighters' fatality and casualty. Therefore, It is needed to expand the facilities. In this study, with a comparative analysis of the global firefighting education & training facilities for fire suppression, we try to present the necessity and the basic contents of the establishing the installation criteria for the domestic firefighting education & training facilities. It has to contain specific purpose of the training and minimum standards for the structures with a guarantee of an international level. Naturally, the top priority is a safety of trainees and trainers. And, it should pay attention to a higher effectivity of the training course with a active reflection of the standard operation procedures' scenarios. Simultaneously, by securing a similarity and a compatibility to the other standards, it must maintain the balance of a whole standard.

A Study on the Development of Training Content Scenarios for On-Site Commanders Engaged in Firefighting Activities (소방활동 현장지휘관 훈련용 콘텐츠 시나리오 개발에 관한 연구)

  • This study examines the development of content scenarios to facilitate the training of on-site commanders in firefighting activities. To establish the training content scenario system, the three core competencies of the on-site commanders were set as situation judgment, communication, and decision-making. A system of scenarios was established to actively reflect these three core competencies when designing the scenarios. All the contents of these scenarios are based on Standard Operating Procedures (SOP). The scenarios comprise 14 stages that are divided into four steps with the exception of stages 1 and 14, which mark the beginning and end of the training. It consists of the situation setting stage and the first, second, and third decision-making stages. Specifically, situation judgment and communication are important factors in each stage.

  • In this study, the perceptions were surveyed fire risk and flash flames concerning the firefighters. The results were statistically evaluated according to age, experience and rank. More than 70% of the respondents answered that there is a possibility of unexpected flame exposure in the field of fire, but there was no recognition difference according to age, experience and rank. However, if there is an emergency situation in the field of fire, the survey on the ability to cope with crises showed that there is a difference in perception depending on the age, career, and rank of respondents. From these results, it is expected that strengthening simulation training of unexpected situation will be more urgently required in the future, and measures should be taken to minimize human accidents through improvement of standard operation procedures or supplement of fire suppression education according to unexpected situation.
