"국가를 당사자로 하는 계약에 관한 법률" 시행령 제9조 1항 제3호 및 같은 법 시행규칙 제5조 제2항에 근거 전기공사의 예정가격의 결정기준은 (1)거래실례가격 (2)표준품셈 (3)표준시장단가 (4)견적가격 등 4가지 방법을 사용하고 있다. 특히 표준시장단가제도는 이미 수행한 공사의 계약단가만을 고려하여 발표하는 "실적공사비"제도를 계약단가, 입찰단가, 시공단가 등을 고려한 "표준시장단가"제도로 2015년 3월 1일부로 개정되었다. 제도는 시행되었으나 표준시장단가의 산정기준, 절차 및 방법 등 세부적인 제도가 미흡한 상황이다. 따라서 과거 실적공사비 산정방식을 검토하되, 계약단가, 입찰단가, 시공단가 등을 고려한 합리적인 표준시장단가의 산정방식을 제시함으로써, 예정가격결정시 적정공사비를 확보하고, 원 하도급간의 거래가격 투명성 및 객관성을 통해 전기공사의 품질 및 안정성이 확보될 것으로 사료된다.

국가 발주 공사는 3월 1일, 지방자치단체 발주 공사는 3월 9일 예정가격을 작성하는 사업부터 표준시장단가 제도가 적용된다. 대한설비건설협회(회장 이상일)를 비롯한 건설관련 유관단체에서는 실적공사비의 불합리한 공사비 산정 기준 및 운영관행에 대해 폐지 건의를 지속적으로 해왔다. 정부는 이같은 건의를 받아들여 지난해 12월 17일 실적공사비 제도개선을 위한 공청회를 개최하고 개선안을 발표했으며, 이번 계약예규 개정을 통해 개선됐다. 이에 따라 실적공사비 제도를 대체하는 새로운 공공공사비 산정 방식인 표준시장단가 제도가 지난 3월 1일부터 시행에 들어감에 따라 기획재정부는 국가계약예규를, 행정자치부는 지방계약예규를 개정해 각각 지난 3월 1일과 3월 5일 공포하고 시행에 들어갔다. 각 개정 계약예규는 실적공사비의 명칭이 표준시장단가로 변경됨에 따라 용어를 수정했고, 실적공사비 제도 적용배제 범위를 신설했다. 또한 적용배제 공사범위는 300억원 미만 공사 중 100억원 미만 공사는 실적공사비(표준시장단가) 적용을 폐지하고, 100억원 이상부터 300억원 미만 공사는 2016년 12월 31일까지 한시적으로 적용하지 않는다. 정부는 100억원~300억원 공사에 대한 '실적공사비 적용 배제제도' 연장 여부를 2016년 하반기에 실적공사비 현실화 수준 등을 평가하여 재검토할 예정이다. 한편, 표준시장단가 제도는 공사비를 산정할 때 현행 계약단가 외에도 시공단가와 입찰단가 등 다양한 시장 거래가격을 반영하는 제도로, 지난 1월 22일 국가정책조정회의를 거쳐 확정된 '공공건설 공사비 적정성 제고방안' 후속조치의 일환으로 공공공사비 예정가격 산출방식의 하나인 실적공사비제도를 개선한 것이다.

The Construction Standard Unit Price (CSUP) sets the standard for calculating the estimated construction cost. The CSUP is used as basic data for preparing a standard price for public construction. Currently, the CSUP is calculated in consideration of the market and construction field conditions. However, a long-term management plan was established to prepare revised standards. As part of the plan, a field survey was conducted on changes in construction conditions and market prices. However, the plan continued for more than 5 years. Thus, the plan has a problem of difficulty continuously managing primary activities that have high importance and high price volatility. Therefore, to efficiently manage the CSUP, this study identifies the primary activities of the CSUP and presents a management plan. Through importance analysis and unit price volatility analysis, 242 primary activities in 35 activity groups were identified. Also, a management plan is presented based on the importance levels of activities. The primary activities and management plan could enable the timely revision of important activities. The results of this study provide a base for reflecting the appropriateness of construction cost criteria on time.

This study aims to come up with the revision of construction standard unit price for concrete pavement works to improve its applicability and availability by a construction site survey. Construction site survey was conducted from March to November 2021 with 36 construction sites. This results of the revision are expected to support to public construction project owner or estimator in construction cost estimation works.

With the recent emergence of the 4th Industrial Revolution, the government is promoting the development of smart construction technology and institutional improvement through various policies to induce cutting-edge and technological innovation in the construction industry. As part of such smart construction technology, the application of BIM is being activated, and related regulations and guidelines are constantly being supplemented. In relation to BIM, there are many studies on the fields of library, design standards etc., but research on specific unit price utilization and unit price DB construction for calculating construction cost is insufficient. Therefore, in this study, a basic study was conducted on the linkage of the construction standard market unit price and the BIM library. Based on the basic research conducted in the future, we intend to establish specific standards for calculating BIM-based construction costs.

A construction site survey is carried out for the Construction Standard Unit Price(CSUP) in order to establish a standard for the appropriate estimated price. This paper proposed the revised plan by surveying the 56 sites under construction from March to October 2022 for interior finishing work and Carpentry work. It is expected that the revision of the CSUP for interior finishing work and Carpentry work will more accurately reflect the actual construction situation and contribute to improving the adequacy of the CSUP.

Recently, the application of BIM has been continuously expanded according to various government policies, and the application performance is being analyzed in BIM projects such as roads and railways. In line with this trend, the government is making additional efforts to introduce full-scale design BIM. The BIM design in the public sector is directly related to the estimated price. However, looking at the current status of BIM introduction, there is no support system in place for calculating the estimated price. Therefore, this study intends to analyze the priority activity that is easy to develop BIM unit price among the construction standard unit Price of construction work. In this study, in order to derive the BIM-based priority activity, BIM application statements and application guidelines were analyzed. As a result of the analysis, cast-in-place concrete construction (civil engineering) and reinforced concrete construction (architecture) were deduced as suitable construction activities for the preferential application of BIM. Since the results presented in this study are a rough analysis, it is judged that additional detailed analysis is necessary for the future.

그동안 건설업계가 한목소리로 지적했던 실적공사비 제도를 폐지하고 시장거래가격을 토대로 하는 표준시장단가제도 도입 등의 주요 내용을 담은 국가계약법 시행령 및 시행규칙이 개정되어 지난 11월 4일 공포와 동시에 시행에 들어갔다. 대한설비건설협회가 건설공사의 적정공사비 확보를 위해 현실가격을 반영하지 못하는 실적공사비제도 개선을 협회 중점추진 과제로 선정하고 국회, 국토교통부, 기획재정부 등에 지속적으로 건의해 온 결과 정부가 받아들여 개정된 것이다.

Construction Standard Unit Price is the unit price calculated based on the market price for work items in construction projects that have already been conducted. It is used as basic data for calculating the budget price of public construction projects. In the Construction Standard Unit Price Book implemented in the second half of 2020, there are 1,810 types of unit prices. Since 2017, 100-150 construction standard unit prices have been revised semiannually (on January 1 and July 1 of each year) through Construction Site Surveys. Other work items have been set based on the rate of inflation during the corresponding period. Later in 2020, this procedure was changed, with on-site survey period extended to one year to strengthen the construction standard unit price investigation. The revisions previous announced during the second half of the year were changed only to reflect the price inflation rates. With such changes in the revisions to construction standard unit prices, one important issue that was raised: The timing of announcing the revisions during the second half of the year (reflecting the price inflation rates). The market unit wage, which is the unit price standard of labor cost that takes up a large part of the construction cost, is announced in January and September. The figures announced in September is reflected on the construction standard unit price four months later in January, but the market unit wage announced in January is reflected only six months after in July, which causes a timing issue. As such, the current study analyzed problems rising from the changed timing of the announcements of the construction standard unit price during the second half of the year, in addition to analyzing their impact on public construction projects.

It was found that Korean Standard of Estimate which has been used as the only basis of cost estimate of public construction projects had some side effects such as jerry-build construction and over-estimation because it failed to reflect the current price and the state-of-the-art construction methods in a changing construction environment. Therefore, the government decided to gradually introduce historical construction cost into cost estimate of public construction projects from 2004. This paper presents analytic criteria and a process model for deducing more current and reasonable historical construction cost for contract items from not only previous contract prices but also all of the other bid prices that were not contracted. The procedure of estimating actual unit cost proposed in this paper focuses on the removal of abnormal values including strategically too low or high prices and the time correction. In addition, basic research is conducted for the correction of actual unit cost through the analysis of fluctuation of bid price depending on bidding types and rates of successful bid. It is anticipated that the effective use of the proposed process model for estimating actual unit cost would make the cost estimation more current and reasonable.
