Analysis of Key Performance Index for Advanced Logistics (물류산업의 선진화를 위한 성과지표 분석: IT서비스를 중심으로)

  • In this paper, the key performance index for advanced logistics is analyzed, and the specific requirements for the material flow IT services are proposed to improve the world competitiveness of the material flow industries and to implement the advanced logistics in Korea by survey research. The key performance index is classified into three types of efficiency, sustainability and economics, and two classes of enterprise and public for IT services are proposed. In addition to, for case studies, the survey analysis for the Pyeongtaek Port is performed to diagnose the material flow enterprise and to analyze the priorities of the IT services for Port's employee, trade enterprise, public service personnel, and local resident. From the results, to improve the productivity and efficiency of the enterprise, the secure the professional man-power and standardization are needed, and the automation, u-Port, green technology and material flow security for the IT services are required.

Required Time for Isotopic and Ko Consolidation of Marine Clay in Triaxial Cell (삼축셀에서 해성점토의 등방 및 Ko 압밀소요 시간)

  • Isotropic (instant loading) and Ko (gradual increase loading) consolidation tests were conducted in triaxial test equipment using cylindrical sample (5.0 cm in diameter and 10.0 cm in height) on two marine clay deposits. The duration of primary consolidation was estimated by two curve fitting methods using measured strain. A differential equation of consolidation for drainage in the radial and vertical direction was solved by the implicit finite difference scheme. The results of two curve fitting methods were compared with the numerical solutions to evaluate the appropriate axial loading rate of Ko consolidation and the primary consolidation periods. In addition, primary consolidation periods of the samples with a diameter of 35 mm and a height of 70 mm were calculated. The relation of radial and vertical consolidation coefficients is also presented.

A Study on the Model Development and Empirical Application for the Effectiveness Verification of Domestic Seaport Investment (국내항만투자의 유효성 검증을 위한 모형개발 및 실증적 적용에 관한 연구)

  • The purpose of this paper is to investigate the effectiveness of Korean port investment by using the newly developed slack-based multi-year panel congestion model of DEA(Data Envelopment Analysis). Inputs[port investment amount, cargo handling capacity, and berthing capacity], and outputs[cargo handling amount, number of ship calls, revenue, and score of customer service satisfaction] are used during 1994-2004 for 20 Korean seaports. Empirical analysis identified congestion especially in port investment as input at the ports of Gunsan, and Busan in the all 3 models, and the ports of Pyungtag, Mogpo, Yeosu, and leju in over 2 models. Port investment induced the rapid increase of port efficiency from the ports of Masan, Incheon, Donghae, and Samcheok. Therefore other ports except these ports should examine the reason about the inefficiency of port investment by searching out the situation of each ports directly. The main policy implication based on the findings of this study is that The Ministry of Land, Transport and Maritime Affairs in Korea should introduce the new measurement way after reviewing the multi-year slack-based congestion approach when the amount of port investment for each port is decided.

A Study on the Priority Analysis of Yeosu-Gwangyang Port Development Strategy (여수광양항만 발전전략의 우선순위 분석 연구)

  • Yeosu Gwangyang Port, along with Busan Port, Incheon Port, Ulsan Port, and Pyeongtaek Dangjin Port, serves as Korea's top five ports for trade on the southern coast. It is the second largest port in Korea after Busan Port, and the largest port in terms of import and export volume. Yeosu Chemical Industrial Complex, the world's largest chemical industrial complex, has continued to grow rapidly, but recently, the increase in volume has been decreasing. Therefore, this study sought to find major development strategies for the development of Yeosu Gwangyang Port and to derive the priorities of the strategies. To this end, the development strategy of Yeosu Gwangyang Port was divided into three major categories: operation revitalization, infrastructure construction, and policy support using the AHP analysis technique and analyzed again in two aspects: short, medium, and long term. As a result of the analysis, 'integrated operation of container docks and strengthening competitiveness' were considered the most important in short- and medium-term policies. It is believed that it will be necessary to integrate container operators, establish routes in preparation for entry of super-large ships, and install large cranes. In the long-term policy, the most important thing was to foster high value-added industries based on local industries. It is believed that strategies are needed to attract companies from outside regions through the settlement support system. The results of this study are expected to be used to establish development strategies for Yeosu Gwangyang Port and to establish investment priorities.

A Feasibility Study on Rail-Ferry Systems: Focused on Sino-Korea Transport Routes (한.중간 열차페리운행에 관한 연구 - 수도권항만을 중심으로 -)

  • A rapid growth of interregional trade between China and Korea requires new development and expansion of ports. Currently, there is no rail-ferry system between China and Korea, however, a rapid growth of car-ferry industry shows possibilities. Several candidate cities and regions in East part of China and West part of Korea are selected. We identified times in clearance and station-to-station services as major benefits. We compared three transport modes including candidate cities and regions: container ships, car-ferry and rail-ferry. We used AHP (Analytic Hierarchy Process) as an evaluation method to select most competitive rail-ferry routes between two countries. We also used 7-point Likert scales to find out bottlenecks and factors to introduce rail-ferry services as other questionnaires. As a result, Rail Ferry System(RFS) is a little expensive due to wagon loading efficiency in cargo hold of the ship compared to Car Ferry System or Liner Shipping System. But RFS is recommendable in case of Block Train transport between Korea and EU area by may of TCR and TSR comparing Car Ferry System, because it can reduce total transport cost and connecting procedure at border lines of passing countries.

The Origin-Destination analysis of KORUS trade volume using spatial information (공간정보를 활용한 한-미 교역액의 기종점 분석)

  • The Government of Korea has always focused on developing and maintaining a surplus on the balance of payments as a successful trade policy. The focus should now be on spatial information hiding, revealing patterns in trade activities that enable viewing trade in a more sophisticated manner. This study utilizes trade statistical data such as the United States-South Korea imports and exports from 2003 to 2015 officially released by the two countries. It allows us to analyze and extract the spatial information pertaining to the origin, transit, and destination. First, in the case of export data to the United States, the origin of the trade goods has expanded and decentralized from the metropolitan area. With regard to transit, in 2003, most of the exported goods were shipped by ocean vessels and arrived at the ports on the western coast of the United States. However, trade patterns have changed over the 12-year period and now more of that trade has moved to the southern ports of the United States. In terms of destination, California and Texas were importing goods from South Korea. With the development of the automotive industry in Georgia and Alabama, these two states also imported huge volumes of automobile parts. Second, in case of import data, most imported goods from the United States originated from California and Texas. In this case, 40% of goods were shipped by air freight and arrived at the Incheon-Seoul International Airport; most ocean freight was handled at the Port of Busan. The purpose of this study is to decompose the spatial information from the trade statistics data between Korea and the United States and to depict visualized bilateral trade structure by origin, transit, and destination.

Analyzing Efficiency of Korean Automobile Ports (국내 자동차부두 효율성 분석에 관한 연구)

  • The aim of this study is using DEA-CCR, BCC, and Malmquist analysis to determine the efficiency and productivity of Korean automobile ports. We analyzed eight Korean automobile port terminals, using the number of workers and size of ports as input variables and the number of processed car as output variables. An efficiency analysis of the eight automobile port terminals for the four-year span from 2013 to 2016 revealed efficiency levels of 1 for the CCR, BCC, and the scales for Ulsan port and the Gwangyang port terminal, indicating efficient operation of the terminals. As a result of benchmarking analysis, Gunsan port 1, 2 terminal, Incheon port, Pyeongtaek Dangjin 2 terminal should benchmark Busan Port and Ulsan Port. Conversely, Malmquist analysis showed a slight increase in the production volume from 2013 to 2015, but a decline to 1 or less from 2015 to 2016. In the case of TECI the technology was confirmed as effective at 1 or more from 2014 to 2015. The TCI value was 0.87 for the period from 2015 to 2016. During this period, the TCI index of all terminals was less than 1.

Algorithm Implementation for Detection and Tracking of Ships Using FMCW Radar (FMCW Radar를 이용한 선박 탐지 및 추적 기법 구현)

  • This study focuses on a ship detection and tracking method using Frequency Modulated Continuous Wave (FMCW) radar used for horizontal surveillance. In general, FMCW radar can play an important role in maritime surveillance, because it has many advantages such as low warm-up time, low power consumption, and its all weather performance. In this paper, we introduce an effective method for data and signal processing of ship's detecting and tracking using the X-band radar. Ships information was extracted using an image-based processing method such as the land masking and morphological filtering with a threshold for a cycle data merged from raw data (spoke data). After that, ships was tracked using search-window that is ship's expected rectangle area in the next frame considering expected maximum speed (19 kts) and interval time (5 sec). By using this method, the tracking results for most of the moving object tracking was successful and those results were compared with AIS (Automatic Identification System) for ships position. Therefore, it can be said that the practical application of this detection and tracking method using FMCW radar improve the maritime safety as well as expand the surveillance coverage cost-effectively. Algorithm improvements are required for an enhancement of small ship detection and tracking technique in the future.

An Empirical Study to Improve Vessel Departure Control Regulations for Restricted Visibility, Focused on Pyeongtaek Port (시계제한시 선박 출항통제규정 개선에 관한 실증적 연구 -평택항을 중심으로-)

  • The purpose of this study is to improve the current vessel departure control regulations to prevent traffic congestion after the lifting of vessel departure controls due to restricted visibility. AIS data was collected to analyze the traffic volume of normal traffic flow and after departure control. A statistical test was conducted to confirm the difference in traffic volume at peak hours according to whether or not departure control was used. The results of the t-test showed that there was a significant difference in traffic volume among groups of less than 10,000 tons in gross tonnage. However, the Mann-Whitney test showed no difference in traffic volume regardless of vessel control. Small and medium-sized vessels of less than 10,000 tons after departure control increased in traffic volume by 142% over normal traffic, and it was concluded that traffic congestion resulted as these small and medium-sized vessels were departing at the same time as large vessels of more than 10,000 tons. In order to prevent vessel collision accidents due to traffic congestion, it is suggested that the navigability of vessels less than 160 m or less than 10,000 tons should be improved.

The Effects of the Port Logistics Industry on Port City's Economy (항만물류산업이 항만도시의 경제에 미치는 영향 분석)

  • Port Logistics Industry plays a crucial role in trade creating added value, and contributes greatly in economic growth of a nation. Multitude of studies have been conducted to develop this industry as a means of intensifying national competitiveness. In line with this trend, this study aims to examine the effect of the Port Logistics Industry on the regional economy focusing on Ulsan, and also compare the industry among five port cities by using Korean Standard Industrial Classification (KSIC) Rev. 9 and 2010 Economy Census. The results of this study demonstrate that the Port Logistics Industry has significant regional employment rate and economic importance, showing the high number of workers (11.7%) and sales (13.1%) in 2010. According to the comparison among five port cities between 2007 and 2011, the increase of annual average in the number of companies of Gwangyang (5.72%) and Ulsan (4.23%) is higher than the national average (1.74%), and Ulsan (23.82%) and Pyeongtaek (25.74%) show high increase of annual average in the number of workers.
