The purpose of this study is to estimate the economic impacts of National Natural Recreation Forests using a regional input-output (I-O) model. Based on the regional I-O transactions tables developed by Bank of Korea (2009), National Natural Recreation Forests related sectional multipliers were derived with respect to output, income, employment, and value-added. Furthermore, surveys questioned National Natural Recreation Forests visitors in order to estimate per capita expenditures. The result shows that one National Natural Recreation Forests generated 3,380 million Won of output impact, 328 million Won of income impact, 1,017 million Won of value-added impact, and 22 full-time jobs within local effect, respectively. Also, one National Natural Recreation Forests generated 687 million Won of output impact, 85 million Won of income impact, 245 million Won of value-added impact, and 6 full-time jobs outside local effect, respectively.

In this paper, we present a literature review of the mechanisms and methodology for technology spillover, in order to provide a theoretical and practical foundation for estimating the technology spillover effect of public funded R&D programs. Our research consists of four parts. First, we investigate what technology spillover is and how it works. Second, we review the methodology used to empirically measure technology spillover, with a view to understanding the advantages and disadvantages of each method. Third, we identify the gap between the spillover phenomenon and its estimated results, caused by the limitations of the methodology, and discuss the challenges in measuring technology spillover. Finally, we present several considerations to improve the measurement of technology spillover in the context of public funded R&D programs. Our paper provides policy makers and researchers with basic knowledge about technology spillover and helps them suitably evaluate the results obtained from the literature review. In addition, it contributes towards improving the existing methodology by recognizing the gap between the spillover phenomenon and the methodology.

인터넷 기술의 발달로 인해 온라인상에서도 사회연결망이 나타나고 있다. 블로그 월드는 대표적인 온라인 사회연결망이다. 블로그 월드의 구성원인 블로거는 정보를 생성할 수도 있고, 정보를 얻기 위하여 다른 블로거와 명시적 관계를 맺을 수도 있으며, 이러한 관계를 통해 온라인 사회연결망인 블로그연결망을 구성한다. 사회 연결망 이론에서는 사회 연결망에서 정보의 파급이 구성원간의 관계를 통하여 이루어진다고 한다. 그러나 블로그 연결망과 실제 블로그 월드에서 발생한 정보 파급 이력을 비교 관찰해 보면, 사회연결망 이론과 달리 관계가 존재하지 않는 구성원 사이에서 정보 파급이 일어난다. 또한, 정보의 파급이 폭발적으로 일어나는 현상도 존재한다. 본 논문에서는 이러한 두 현상이 서로 연관이 있음을 밝히고, 이러한 현상을 일으키는 원인을 규명하는 분석방법을 제안한다. 제안하는 분석방법은 다음과 같다. 우선, 관계가 존재하지 않는 구성원 간에 정보 파급 현상을 유발할 수 있는 후보원인들을 모두 도출한다. 다음으로, 폭발적인 정보 파급 현상을 보이는 정보의 집단을 데이터 마이닝의 클러스터링 기술을 이용하여 도출한다. 도출된 정보의 집단과 후보 원인간의 상관관계를 데이터 마이닝의 특성분석 방법을 이용하여 구한다. 블로그 월드는 구성원과 그 사이의 관계, 정보 파급 이력에 대한 데이터를 모두 저장하고 있다. 본 논문은 실제 블로그 월드의 데이터를 이용하여 블로그 월드에서 정보의 폭발적 파급을 유발하는 원인들을 규명하고 그 원인들이 가지는 특징을 설명하였다.

The independent cascade model has been widely used to analyze information diffusion in the blog world. In this paper, we propose a new method to construct a blog network for applying the independent cascade model to analyzing of information diffusion in a blog world. To construct a blog network, the proposed method establishes the edge between two users and calculates diffusion probabilities between them by analyzing the activities happened between two users. To calculate diffusion probabilities, the method exploits the ratio of the number of documents actually diffused to a specific user to that of documents written for the purpose of being diffused to other blogs. The experimental result using a real world blog data demonstrates that our method reflects actual information diffusion in a blog world better than existing ones.

In this study, we introduce filters that used for the prior adjustment of the holiday effect in seasonal adjustment. And we propose new filters having more various and flexible patterns than conventional ones. Under the practical assumption that patterns of effects before and after the holiday are different, we compare adjustment effect of the proposed filters and the existing ones. In comparison study, we estimate the effect from all possible combinations of shapes of filter by RegARIMA. And then, to adjust holiday effect, we apply the estimated results to time series data of industrial production and shipment index data in South Korea.

Social-impact is getting more emphasized for the R&D program evaluation. Qualitative indicators such as 'Productive-interactions' and 'Social-impact of R&D' have been included for the evaluation criteria in USA, UK and Netherlands. Recently, Korean government also realizes importance of the social-impact, so 'Follow-up evalution' is launched in order to evaluate not only technical-impact but also social-impact. In this paper, possibilities and challenges of social-impact analysis are reviewed. Furthermore, successful cases from the leading overseas countries are benchmarked to have policy implications.

과학기술계 정부출연연구기관(이하 출연(연))은 과학기술의 연구개발을 통해 국가 및 산업계 발전에 기여하기 위해 정부가 설립하고 운영을 재정적으로 지원하는 기관으로 1966년 한국과학기술연구원 설립 이후 2017년 현재까지 50년에 걸쳐 총 25개의 기관이 설립되어 운영 중에 있다. 설립 목적에서도 확인할 수 있듯이 출연(연)은 연구개발 성과를 활용하여 기술이전 지원을 통한 기업체 경영 성과 달성, 전문 연구 인력 배출, 정부 정책 수립 및 지원을 통한 산업 경쟁력 강화 등의 다양한 경제적 파급효과를 창출해왔다.. 그러나 출연(연) 연구개발 성과의 경제적 파급효과를 종합적이고 체계적으로 파악하기 위한 논의는 비교적 미흡한 실정이다. 이에 따라 본고에서는 기계분야 K연구원의 사례를 중심으로 출연(연) 연구개발 성과의 경제적 파급효과 산출을 위한 분석 틀을 제시하였다. 경제적 파급효과 분석의 틀은 크게 출연(연)의 연구개발성과가 이전 확산되는 산업의 경제적 성장에 대한 기관의 기여도를 산출하는 '하향식 접근'과 기술이전 지원, 전문 연구 인력 배출 등 기관의 연구개발 활동의 경제적 파급효과를 개별적으로 산출하여 더하는 '상향식 접근 방법'을 제시하였다. 이러한 '하향식 접근'과 '상향식 접근'의 활용은 두 방식을 통해 산출한 경제적 파급효과를 상호 비교함으로써 출연(연) 연구개발성과의 경제적 파급효과를 종합적이고 체계적으로 분석할 수 있는 기반을 마련하는데 그 의의가 있다. 향후 본 연구결과가 다양한 출연(연) 연구개발 성과의 경제적 파급효과를 산출하는데 활용되기를 기대한다.

Analyzing information diffusion in a blog world is a very useful research issue, which can be used for predicting information diffusion, abnormally detection, marketing, and revitalizing the blog world. Existing studies on information diffusion in blog networks establish explicit relationship between blogs, and analyze only the word-of-mouth effect through such explicit relationships. However, we observed that more than 85% of all information diffusion in a blog world occurs through non-explicit relationships. In this paper, we propose a new model that considers both explicit and non-explicit relationships between blogs in order to explain all information diffusion phenomena in a blog world. We verify the superiority of our proposed models through extensive experiments of information diffusions at a real blog net-work.

최근 인구의 고령화 추세 확대와 함께 건강 증진에 대한 인식고조 등으로 의료 산업에 대한 관심이 증가하고 있다. 이에 세계 각국에서는 의료산업의 중요성이 더욱 증대되고 있다. 본 연구는 이러한 추세에 맞춰 산업연관표를 이용하여 의료자동화 산업의 경제적 파급효과 분석을 통해 정책적 시사점을 제공하는 데 목적이 있다. 이에 산업연관분석을 활용하여 의료자동화 산업의 생산유발효과와 부가가치유발효과, 그리고 전후방 연쇄효과를 통하여 경제적 파급효과를 분석하고자 한다. 본 연구는 의료자동화 산업의 경제적 파급효과에 주목하여 의료 자동화 산업이 우리나라 경제에 미치는 영향 등을 최초로 분석하였으며, 다양한 파급효과 도출을 통해 정부 정책 판단의 기초자료로 활용될 수 있다는 점에서 의미가 있다.

고압자가용 수전설비의 사고가 전력회사 배전선에 파급되어 정전을 야기시킨다. 이른바 파급사고방지의 구체적인 수단의 하나로서 자가용 설비에서의 고압구분개폐기의 시설을 들 수 있다. 어떤 고압구분개폐기를 선정하고 시공상 어떤 점에 유의해야 되는지 해설한다.
