Climate change and large-scale human interference increase flow instability due to changes in watershed flow and sediment transport patterns. There are local problems in solving problems related to sediments, namely the existence of specific problems at specific sites or areas, and the resolution of these problems is limited to short-term and regional, resulting in other temporal and spatial influences and impacts. Therefore, this study intends to introduce and propose a conceptual framework for comprehensive sediment management in terms of watershed scale for solving problems related to sediments in watersheds. In the watershed scale, comprehensive sediment management should be done, to do this, a comprehensive understanding of the movements of sediments accompanied by cooperation with science-policy-operation-residents should be given priority.

The sediment makes up the sea floor and plays an important role as a habitats for living things in the sea. However, pollution of coastal sediment due to internal and external factors such as inflow of contaminants from land and self-pollution becoming more serious, the needs for management of sediment that play an important role in ecology, is increasing. In particular, the review and evaluation of the effects of sediment in marine development projects including reclamation and dredging, have significance in terms of proactive protection and management of surrounding ecosystems. This study proposed the improvement measures for marine sediment management standards on the sea area utilization consultation for the development of public water. For the purpose, The evaluation and management standards of domestic and overseas marine sediments were reviewed and compared. The sediment environment guidelines under the Marine Environment Management Act of Korea were reviewed. Accordingly, the cases of Canada and NOAA, which have various evaluation standards consist of comprehensive factors, were analyzed. For analysis of operational cases, the port and fishing port development projects for the last five years (2016-2020) that are considered to have the greatest impact on sediments among the sea area use consultations were also reviewed. Finally, this study suggested that the assessment factors for ecological hazards and potential human risks should be considered in the sediment environmental standards in the sea area utilization consultation system.
As Total Maximum Daily Load program is being implemented, needs for the management and treatment of contaminated sediment are rising to attain cleaner water resources. In this paper, impacts and management methods of contaminated sediment were reviewed. Remediation technologies for contaminated sediment including dredging, natural attenuation, in situ solidification/stabilization, in situ biological remediation, in situ chemical remediation and capping were reviewed. Integrated remediation scheme was presented as well.
The dredged sediment management system was developed to have an objective, quantitative and scientific decision for the optimum removal time of dredged sediments behind debris barrier and was set up at the real site. The dredged sediment management system is designed and developed to directly measure the dredged sediments behind debris barrier in the field. This management system is composed of Data Acquisition System (DAS), Solar System and measurement units for measuring the weight of dredge sediments. The weight of dredged sediments, the water level and the rainfall are measured in real time using the monitoring sensors, and their data can be transmitted to the office through a wireless communication method. The monitoring sensors are composed of the rain gauge to measure rainfall, the load cell system to measure the weight of dredged sediments, and water level meter to measure the water level behind debris barrier. The management criteria of dredged sediments behind debris barrier was suggested by using the weight of dredged sediments. At first, the maximum weight of dredged sediments that could be deposited behind debris barrier was estimated. And then when 50%, 70% and 90% of the maximum dredged sediments weight were accumulated behind debris barrier, the management criteria were divided into phases of Outlooks, Watch and Warning, respectively. The weight of dredged sediments can be monitored by using the dredged sediment management system behind debris barrier in real time, and the condition of debris barrier and the removal time of dredged sediments can be decided based on monitoring results.

본 연구에서 퇴사량조사 실적 및 유량-유사량 관측 자료, 상 하류 수위-유량 자료를 보유하고 있는 B 저수지를 대상으로 3차원 수치모형을 이용하여 저수지 퇴사분포를 분석해 보았다. 또한 수치모형의 검증을 위하여 저수지내 6개 지점에 대한 시추 샘플링을 통해 퇴적토의 깊이를 측정하였다. 퇴적토 샘플링시 시료의 교란을 방지하기 위하여 동일지점에서 2회 샘플링 작업을 수행하였다. 샘플링 시료는 원지반과 퇴적지반의 구분을 위하여 시료분석 이전에 각 단면별 깊이를 측정하였으며, 시료는 각 단면별로 물리적 특성시험을 통해 압밀도를 측정하여 퇴적토의 깊이를 산정하고 수치모형시 검증 자료로 사용하였다. 본 연구에서는 3차원 수리해석과 함께 유사의 이송, 침식, 퇴적현상을 연동하여 모의 가능한 Delft3D 모형을 이용하여 B 저수지에 대한 유사 이송모의를 수행하였다. 모의 결과 저수지의 하폭이 넓어지는 지형 및 만곡부 인근에서 퇴적이 진행되는 결과를 보였으며, 퇴적토 시료와 비교한 결과 퇴적토 깊이는 일부 차이가 있었으나, 퇴적분포 양상은 유사한 결과를 보였다.

The interest of sediment has been increased daily because most of domestic dam reservoir's operation time have been extended and wide basin area is the main characteristics for artificial reservoir which the speed of water flow in artificial reservoir is slower than that of natural reservoir. Therefore a lot of sediment has been significantly accumulated. In this study, the accurate topographic data were obtained using echo-sounding system. GPS survey, low-frequency sub-bottom profiler, and high-frequency echo-sounding system were used to compute the exact amount of sediment. Based on the results, DEM(Digital Elevation Model) and DSM(Digital Surface Model) were generated. The GIS system for the management of sediment was created based on topographic data on the riverbed and this system can be efficiently used for the management of sediment which caused the problems of reservoir capacity and water quality.

본 연구에서는 현재 날로 심각해지는 흥부지역 농업용수의 수질을 개선하기 위한 기본계획을 수립하는데 있어, 기초데이터의 확충 및 현황 파악을 위하여 흥부지구 강우시 저수지내의 퇴적물 상태를 조사 하고자 하였다. 또한 조사된 자료를 바탕으로 저수지 퇴적물에 의한 내부오염 발생여부 및 저수지의 수질에 미치는 영향을 예측하고, 퇴적물에 의한 오염 방지 및 필요수량을 안정적으로 유지하기 위하여 준설여부를 검토함으로 써 흥부지역 농업용수의 수질개선방안을 제시하는 것이 목적이다. 본 조사연구는 1) 저수지 내 퇴적물 추정량, 2) 퇴적물의 입도분포 및 유기물질 무기물질 분석으로 이루어졌다. 본 조사연구 결과는 퇴적물의 준설을 결정하는데 있어서 중요한 인자로 인식되는 저수지의 퇴적속도, 저수지 내 퇴적물의 용적량, 잠재적 오염물질의 함유량에 대한 연구 자료로서, 앞으로 흥부저수지를 효율적으로 관리함에 있어 중요한 근거자료가 될 수 있을 것으로 판단되며, 수질개선 사업의 수행 시 설계 인자로 반영 하고자 한다.

한강 하구 점착성 퇴적물의 침강속도를 정량적으로 산정하고, 산정된 침강속도의 계절적 변화 해석을 목적으로 침강수주를 이용한 침강 실험이 수행되었다. 침강실험은 1개 정점에서 3계절에 채취된 퇴적물 표본 시료에 대해 계절별로 $5{\sim}6$회씩 총 16회의 실험이 수행되었으며, 또한 퇴적물 자체의 물리 화학적 특성 및 해수 특성에 따른 침강속도의 정성적 변화 특성을 파악하기 위하여 한강 하구 점착성 퇴적물에 대한 물리 화학적 특성 및 해수 특성에 대한 분석이 수행되었다. 본 연구를 통하여 도출되는 한강 하구 점착성 퇴적물 침강속도의 정량적 결과는 향후 한강 하구에 대한 체계적 관리 및 기능 회복을 위한 기술 개발시에 크게 활용될 수 있을 뿐만 아니라, 저면의 침식과 퇴적에 따른 하상변동 해석, 수질 및 퇴적물 오염 절감을 위한 대책 방안 수립 등 다양한 목적으로 크게 활용될 수 있을 것이다.
The rainfall intensity-duration curve (I-D curve) was used for selecting the dredging time of sediments behind a debris barrier which is located at the study area in Inje-gun, Kangwon Province. The I-D curve was newly suggested by using the data of rainfall-induced landslides for about 30 years from June to September in Kangwon Province. According to the monitoring results, the landslides have been not occurred during the monitoring period of the dredged sediments management system at the study area, and also all of the rainfall events were located below the I-D curve. The weight of the dredged sediments measured at the management system in the field was increased but the weight increment was small. It means that the increase of the dredged sediments was not the effect of landslide but the effect of soil erosion at the ground surface due to heavy rainfall. The weight of the dredged sediments behind a debris barrier could be known in real time using the rainfall data measured at the management system. Also, when the I-D curve is used with the management system, it is possible to select the optimum dredging time for sediments behind debris barrier.
본 연구의 목적은 미국의 산타아나 강 상류 유역분지 내 잠재적 퇴적물 생산량의 공간적 분포 패턴을 고찰하는데 있다. 이를 위해 산타아나 강 상류지역을 42개의 하부 유역분지로 나눈 후에 각 유역분지에 퇴적물 생산량에 영향을 주는 지형 기복 요소, 면적-형태 요소, 지질 요소, 기후 요소와 관련하여 20개의 변수를 GIS를 이용하여 추출하였다. 이러한 20개의 변수들을 기초로 군집분석하여 42개 하부 유역분지들의 잠재적 퇴적물 생산량을 평가한 결과 4개 지역으로 구분되었다. 평가 결과 <발톤> 평기자 포함된 제2지역이 산타아나 강 상류 유역분지에서 가장 퇴적작용이 왕성한 지역으로 나타났다. 이 지역은 낮은 기복 및 고도와 미고화된 물질로 피복된 지역이 97%를 차지하고 있다. 잠재적 퇴적물 생산량이 가장 높은 지역은 제 2지역의 상류부에 분포하는 유역분지들(제 4지역)로서 높은 기복과 고도뿐만 아니라 침식 면적이 넒으며, 과거의 빙하작용이 있었던 지역이다. 특히 단층선이 퇴적작용이 크게 이루어지고 있는 지역(제2지역)과 잠재적 퇴적물 생산량이 가장 높은 지역(제4지역) 사이에 분포하고 있어, 사면경사의 급변으로 제 2 지역의 퇴적작용은 더욱 가속화 될 것이다.
