Integrated Code Classification System for Work Sections in Standard Method of Measurement and Construction Standard Specifications (수량산출기준 및 공사시방서의 공종분류코드 통합기준 연구)

  • Considering that the classified items in the work section level can have an applicability when those items are being used to cost and specification information with consistency, the work section classification code should be applied as an Integrated code system. Our construction industry is using three work section classification systems for civil engineering projects, such as integrated construction information classification system, standard method of measurement and guide of project specification. And each standard construction specification is also using different work section classification systems. This study suggests a methodology to integrate the code systems in construction specifications with civil engineering standard method of measurement. And the methodology suggested in this study was applied to a web-based prototype system with practical specification codes.

  • The construction industry has complicated production processes with diverse disciplines and subcontractors, which is the major cause of lowered productivity. To solve this problem, multi-trade subcontract system is recently suggested. Some general construction companies have applied this method to some sections of work process. However, this is in the early stage of application. The purpose of this study is to define an integrated contract package for improving both contractor and subcontractor efficiency. First, this study recognizes construction company to need of multi-trade subcontract system. Finally, it suggests feasible activities which can be useful for a construction company to apply to this subcontract system.

이슈 & 이슈 - 공공공사 분리발주 법제화 효과

  • 건설공사 분리발주가 공공의 이익이 매우 큰 것으로 분석됐다. 또 분리발주로 인한 공사지연, 하자분쟁 등 효율성 저하는 철저한 공사관리와 발주자 보호장치 활용으로 해결, 일부의 우려는 기우에 불과하다는 분석자료가 나왔다. 대한건설정책연구원(원장 노재화)은 박근혜 정부의 주요 국정과제 중의 하나인 공공공사 분리발주 법제화의 효과를 분석하고 향후 도입방향을 제안한 '공공공사 분리발주 법제화의 효과와 도입방향' 보고서를 발간했다. 홍성호 연구위원이 발표한 이 보고서에 따르면 공공공사의 20% 수준으로 분리발주 적용범위 결정 시 4,693억원의 공공예산 절감과 4,198억원의 부가가치, 2만6,048명의 고용이 증진되는 등 공공의 이익이 매우 큰 것으로 밝혀졌다. 또한 발주자 선택권과 자유계약 원칙을 중요시하는 미국, 일본, 독일 등 선진국도 분리발주의 법제화 또는 적극적인 활용을 통해 공공예산 절감, 부가가치 및 고용창출효과를 거두고 있을 뿐만 아니라 통합발주의 문제점도 해결하고 있다고 밝혔다. 선진국은 또 전기 소방 통신 설비공종 뿐만 아니라 건축 및 토목공종에 해당되는 여러 개의 공종을 분리발주하는 다공종 분리발주 방식을 많이 활용하고 있는 것으로 나타났다. 연구원은 또 일부에서 우려하는 다수의 공종 패키지로 인한 효율성 저하는 통합발주에서도 동일하게 발생하는 현상이며 철저한 공사관리와 발주자 보호장치 활용으로 해결 가능하므로 이같은 우려는 현실성 없는 기우에 불과하다고 밝혔다. 이와 함께 분리발주로 인해 발주자 관리업무는 일부 증가하지만 건축 및 토목공종의 일부만 분리된다면 그 증가폭은 크지 않아 크게 문제되지 않고 있으며 향후 CM용역을 통해 충분히 해소 가능할 뿐만 아니라 오히려 건설산업 발전에 필요한 'Smat 발주자 육성'이 가능하다고 전망했다. 본지는 지면관계 상 연구논문 중 공공공사 분리발주 도입에 따른 효과와 공공공사 분리발주의 도입 방향 부문만 게재한다.

  • The purpose of this study is to present an improvement of the form work process. The current slab form work has waste factor by unnecessary process and not complete integration with the finishing process. Therefore the study used value stream analysis methodology for effective improvement of slab form work process. The main contents of the study are as follows; 1) Understanding of non-value adding activities in existing slab form work process 2) Process integration by value stream mapping 3) Effect analysis of time-cost reduction. The study recommends that, as a future research, development of tool and technique for the non-value adding activities are eliminated in building construction.

  • Since an accident in construction industry has been higher than others for decades, the accident in construction industry should be decreased. To prevention this problem, the work breakdown structure (WBS) and risk breakdown structure (RBS) are presented. the WBS and RBS, are hierarchy structure which can find fatal incident considering type of building and type of work easily and quickly. So, this study aims to develop framework for the integrated WBS-RBS to prevent fatal incident on construction industry. The research process is conducted by following 3 steps: (I) collection of data; (II) classification of data; and (III) development of the integrated WBS-RBS. The result of this study can propose the most dangerous fatal incident aspect of type of building, type of work, and type of accident. Through the result, the decision maker can reduce or eliminate fatal incident considering type of building, type of work and type of accident in construction industry.

  • In domestic public works, there are several problems in the measurement of payments based on the bill of quantity, which doesn't match with the activity progress rate, heavy paper works and complicated procedures. It can be classified formal and simplified method. By using the simplified method, it can be solved many problems by summarizing the procedure, but is not generally used. This paper proposes a payment method by progress measurement for specified activity based on WBS(Work Breakdown Structure) verifying efficiency which reduced cost account and advanced work on payment compare to method of domestic public works using the data about construction of eco-river. This method will be an important contribution on being a base for cost-schedule integrated management which were verified and also improving efficiency on measuring payment.

  • Measuring and evaluating project progress and performance are the key element of the construction project success. Construction progress is typically measured quantitatively by evaluating cost and time allocated to the project deliverable, and thus properly integrating cost and time is essential to the project management. This research was performed to propose an alternative methodology to integrate the cost and time and provide a framework for the progress measurement. The researchers developed a typical work process for the cost and schedule planning and also developed an alternative cost-schedule integration method by using progress integration units (PIU). A discipline of a construction phase served as a common level for WBS and CBS integration, so the PIUs'were defined under discipline. A case study project was selected to validate the developed methodology. The result showed the proposed method improved efficiency of cost and time integration. The result also showed the excluding material for the progress measurement purpose significantly reduced the bias of progress measurement.

  • As building construction projects have been more higher and bigger in scale, the needs for cost reduction, productivity improvement, and reducing of work terms have rapidly increased in recent years. There has been, accordingly, a great emphasis on the necessity of logistics and progress management by well-organized system developed based on the appliance of different management theories. Although highly developed IT technology has contributed to the efficiency and effectiveness in information research and project management, RFID has been merely applied to a single progress or a few types of materials in current management studies, not to the overall process of the projects. This research proposes a consistent and systemized approach for decision making in adopting RFID technology in a construction project to support construction logistics and progress management. With a decision making model that consists of process model and template developed in this research, risks in cost, time, and error in building RFID-based construction logistics and progress management could be minimized.

  • Plumbing of the plant project is an important discipline. Now workers on the construction site, carry hundreds of piping spool drawings and documents, record the Spool Stage data. Then, The data is input into the system or has been documented in the field office. Because of the work-flow, duplication work occurs. As a result, it is reducing the effectiveness of the Plumbing and causes schedule delays. Also, To manage the integration process, there is a problem, it takes a lot of time. Therefore, The study is conducted to design and implementation of piping spool management Android Application using QR Code. The Application will contribute to the management to the integration of piping work process.
