A strategic Approach for Establishing Korea's Cyber Terrorism Policy : Focusing on the UK's cyber terrorism policy (국내 사이버테러 정책수립을 위한 전략적 접근방안 : 영국의 사이버테러 정책을 중심으로)

  • Recently, in South Korea, security management has been strengthened, but there have been an increasing number of cases where the main infrastructure of the country is hacked in the cyber space. South Korea is equipped with sophisticated information and communication technologies, such as Internet, but is threatened by cyber terrorism of North Korea and terrorist organizations. Nevertheless, there is a limit to how to develop a policy and strategic plan for the country, which is related to domestic terrorism and lacks legal and regulatory facilities, and therefore, in this study, proposed suggestions for building adaptive and efficient policy formulation. Based on the theoretical analysis framework of the Strategic Plan for achieving the objectives of the research, we compared the UK 's security strategy with the national security policy of the domestic government. As a result, several problems were derived: First, the domestic security strategy did not take into account the external environment. Secondly, lack of coordination with domestic cyber security goals setting and strategy is causing ambiguity and confusion. Third, the detailed plan of implementation of national security in each province is designed to ensure that there is a possibility that a mixed side effect between ministries and agencies will arise. Fourth, it was found that there was a limit to prepare the evaluation standards for the evaluation and return of domestic security policies in the country. Therefore, in order to establish a policy for the response of domestic cyber terrorism, we set up a vision from long-term perspectives and concrete targets based on the strategic approach of the security policy, It is necessary to present an assignment and formulate an efficient execution plan. It is necessary to maintain and improve the domestic safeguards in order to be able to complement the problems through evaluation and feedback.

  • Monitoring sediment flux is crucial especially for maintaining river systems to understand morphological behaviors. Recently, hydroacoustic backscatter (or SNR) as a surrogate to empirically estimate suspended sediment concentration has been increasingly highlighted for more efficient acquisition of sediment dataset, which is difficult throughout direct sediment sampling. However, relevant contemporary researches have focused on wide range solution applicable for large natural rivers where H-ADCPs with relatively low acoustic frequency have been widely utilized to seamlessly measure streamflow discharge. In this regard, this study aimed at investigating hydroacoustical characteristics based on a very recently released H-ADCP (SonTek SL-3000) with high acoustic frequency of 3 MHz in order to capitalize its capacity to be applied for suspended sediment monitoring in laboratory conditions. SL-3000 was tested in a laboratory flume to collect SNR in conjunction with LISST-100X for actual sediment concentration and particle distribution in both sand and silt sediment injection in various amount. Conventional algorithms to correct signal attenuations for water and sediment were carefully tested to validate whether they can be applied for SL-3000. As result of analyzing the SNR-SSC correlation trand, through further study in the future, it is confirmed that SSC can be observed indirectly by using the SNR.

Risks and Supervisory Challenges of Financial Conglomerates in Korea (금융그룹화와 금융위험: 실증분석 및 정책과제)

  • This paper studies implications of financial conglomeration for both financial risk of individual conglomerates and systemic risk potential in post-crisis Korea. Our analyses suggest that we cannot conclude that financial conglomerates are taking on higher risks relative to non-conglomerate independent institutions. We also find that larger financial institutions show a significantly higher profitability and lower variability in profitability operating on a superior efficient frontier. However, it turns out that the consolidation has raised systemic risk potential as direct and indirect interdependencies among large banking institutions have substantially increased. Furthermore, financial conglomerates have become more vulnerable to contagion risks from non-bank sectors and capital markets. In the face of the shifting risk structure, financial supervisory and regulatory systems must be upgraded toward a more risk-based, consolidated supervision. Prompt corrective action provision for financial conglomerates must be based upon fully consolidated group risks, and effective supervisory devices need to be introduced to avoid inadvertent extension of public safety net to cross-sectoral activities of financial conglomerates. It is also critical to strengthen internal control and risk management capacities at financial conglomerates, and to establish strong market discipline by improving information transparency and monitoring incentives in the financial market.

Breast cancer screening rates-related factors Korea women ever considering area environmental characteristics: The fourth Korea National Health and Nutrition Examination Survey(KNHANES IV) (지역 환경적 요인이 한국 여성의 유방암 조기검진 수검률에 미치는 영향 : 국민건강영양조사 제 4기를 중심으로)

  • In this study, we analyzed an effect of area-environmental factor on breast cancer screening rates using multi-level analysis. It was intended for the KNHANES-IV. Total subjects were 14338. Among them, 4143 subjects met the inclusion criteria. When we applied only empty Model, a variance of breast cancer screening rates was 0.061 in each region. When we applied Model with individual level variables, the variance was 0.034. However, when we applied both Model with individual level variables and Model with area level variables, the variance was 0.023. We drew applied only individual level variables parallel applied 3 regional variances which could explain variance of inspection of breast cancer up to 18.04% compared with applied only individual level variables. Area level variables could reduce a variance of region. This means besides individual level variables. The group can share a same thing and can effect to breast cancer screening rates. We need to discover factors which area level variables and suggest that make a standard for inspection of breast cancer.

Earnings Management and Division System in the KOSDAQ Market (코스닥소속부제와 이익조정)

  • KOSDAQ market reorganized their division system from two types to four types of division departments such as blue chip, venture, medium, and technology development departments in 2011. However, under the current new division system, financially unhealthy firms attempting to take advantage of the classifying opportunity of blue chip department are likely to engage in pernicious earnings management. The objective of this study is to investigate the earnings management behavior surrounding the time of KOSDAQ firms entering the blue chip department via new division system. More specifically, we test whether the firms classified blue chip department tend to engage in upward earnings management using accruals and real activities before and after they achieve blue chip status. In this study, we analyzed 111 firms classified blue chip department in 2011 according to new division system in KOSDAQ market. Major test results indicate that firms entering the blue chip department according to current KOSDAQ division system in general, tend to inflate reported earnings by means both of accruals and real activities right before the entering year. This result suggests that the firms classified blue chip department engage in opportunistic earnings management with a view to uplifting their market values. Our study is expected to provide clues useful for searching policy directions which intend to ameliorate adverse side effects of the current KOSDAQ division system. In sum, the regulatory authorities and enforcement bodies need to exercise caution in deliberating more stringent review procedures so that financially healthy and promising candidates are properly segregated from their poor and risky counterparts, thus enhancing the beneficial effects, while mitigating adverse side effects of the system.

Characteristics of School Science Inquiry Based on the Case Analyses of High School Science Classes (고등학교 과학수업 사례 분석을 통한 학교 과학 탐구의 특징)

  • This study aims to explore how to characterize high school science inquiry. For this research, data were collected from fifteen science classes (18 hours), through observation and videotaping, interviews with a few students and their teacher, and documents such as lesson plan or activity sheet in 13 Science Core High Schools. All the data were transcribed and analyzed. Analyses of these transcripts were proceeded in three steps: first, classroom cases showing active interactions between teacher-students and among students were selected; second, according to cognitive process of inquiry (Chinn & Malhotra, 2002), each segment was analyzed and interpreted; lastly, distinctive cases were determined to show essential features of school science inquiry. Based on the analyses, we characterize high school science inquiry in terms of features of variables controlling-device improvement, design studies, evidence-explanation transformation, and reasoning to formulate explanations from evidence. Teachers' role and educational support were discussed as well as the practical characters or features of school science inquiry.

The Relations between Ownership Structure and Cash Holdings of Firms (기업의 소유구조와 현금보유간의 관계)

  • In this paper, we analyse empirically the relations between ownership structure and cash holdings of firms listed on Korea Securities Market and Kosdaq Market of Korea Exchange. The main results of this study can be summarized as follows. Cash holdings increase as large shareholder's equity holdings increase. Cash holdings increase as the difference between first largest shareholder's and second largest shareholder's equity holdings increase, and cash holdings increase as the ownership concentration increase. Managerial ownership exert a non-linear effects on cash holdings. So to speak, at lower level of managerial ownership, managers hold more cash to pursue their own interests at the expense of minority shareholders, but at higher level of managerial ownership, the interests of managers and shareholders are aligned, and also at highest level of managerial ownership, managers hold more cash to pursue their own interests at the expense of minority shareholders. Cash holdings increase larger in owner-controlled firm than in management-controlled firm. These results support the expropriation of minority shareholders hypothesis that large shareholders can extract private benefits from corporate resources under their control at the expense of minority shareholders. This paper contributes to defining information value of large shareholder's equity holdings on cash holdings for a firms' other stakeholders such as investors and creditors, and to strengthening a legal and institutional safeguard for external minority shareholders. Ownership concentration might have negatively affected the evolution of the legal and institutional frameworks for corporate governance and the manner in which economic activity is conducted. It could be a formidable barrier to future policy reform.

A Study on Visuospatial Cognitive Performance Following Oxygen Administration using fMRI (뇌기능 영상을 이용한 외부 산소 공급에 따른 공간 지각 능력 변화에 관한 연구)

  • The present study attempted to observe what changes the supply of highly concentrated (30%) oxygen cause to people's ability of visuospatial cognition, compared to air of normal oxygen concentration (21%). This study sampled eight male university students (the average age : 23.5) as subjects for functional Magnetic Resonance Imaging (MRI) study It also developed equipment that supplies 21% and 30% oxygen) at a constant rate of 8L/min. Two questionnaires containing 20 questions were developed to measure the ability of visuospatial cognition, and accuracy was calculated from the result of task performance. The experiment paradigm consisted of the run conducting tasks at 30%'s concentration of oxygen and another run at 21%'s concentration of oxygen. Each run was composed of four blocks and each block included eight control tasks and five visuospatial taks. 3T MRI was used and fMRI was obtained through the single-shot EPI method. The activation in the occipital-associated area, bilateral superior parietal lobes, bilateral inferior parietal lobes. bilateral precuneus, bilateral postcentral gyri, bilateral middle frontal gyri, bilateral inferior frontal gyri, bilateral medial frontal gyri, bilateral superior frontal gyri, bilateral cingulate gyri was significantly increased at the 30%'s concentration of oxygen rather than 21%'s. Furthermore, the result of task performance showed the accuracy increased at 30%'s concentration of oxygen rather than 21%'s. From the result of this study, it is concluded that the supply of highly concentrated oxygen has a positive effect on the ability of visuospatial cognition.

A Study on Smart Road Stud System with RF Wireless Control (RF 방식의 무선 제어 기능을 내장한 스마트 도로 표지병 시스템에 대한 연구)

  • Reflective and solar LED road studs are being used as a way of securing visibility for road environments. Road markers have various advantages and disadvantages in terms of versatility, efficiency, simplicity and visibility as individual products of reflective type and solar LED. However, in addition to the above, it is possible to prevent secondary accident after accident, It has a common drawback that it is difficult to have. In this paper, we propose a road stud system incorporating a wireless control function using RF - based communication with existing solar LED road studs and a system for controlling them. The proposed system is called the smart road stud system and it can control the equipment through the central control unit and the relay unit connected to the central control room by incorporating the RF communication function in the existing solar LED road stud. In addition, since it is possible to control the lighting method, color, etc. according to the road condition, it is possible to provide the driver with the state of the road to perform the function for preventing the second accident after the accident. It also adds features that minimize the ongoing power consumption of LED and RF communications. In order to verify the validity of the proposed system, prototypes were produced and it was confirmed that it is possible to act as a university for prevention of accident after accident by linking with other traffic system besides accident prevention function by securing existing visibility.

A User Authentication Model Based on Double Key for Secure Collusion Resistance in the Cloud Environment (클라우드 환경에서 공모 저항을 지원하는 이중 키 기반의 사용자 인증 모델)

  • Recently, with the development of IT technology, there is an increasing interest in cloud services as the number of users using mobile devices such as mobile phones and tablets is increasing. However, there is a need for techniques to control or control various methods of accessing data as the user's service demands increase. In this paper, we propose a dual key based user authentication model that improves the user 's authentication efficiency by using two keys (secret key and access control key) to access the users accessing various services provided in the cloud environment. In the proposed model, the operation process and the function are divided through the sequence diagram of the algorithms (key generation, user authentication, permission class permission, etc.) for controlling the access right of the user with dual keys. In the proposed model, two keys are used for user authentication and service authorization class to solve various security problems in the cloud service. In particular, the proposed model is one of the most important features in that the algorithm responsible for access control of the user determines the service class of the user according to the authority, thereby shortening the management process so that the cloud administrator can manage the service access permission information of the user.
