지난 7월 19일 서울 한국기술센터 16층 국제회의실에서는 한국공학한림원과 한국경제신문 공동주최로 제8회 한국공학한림원∙한경 토론마당이 열렸다. ‘벤처지원, 또다시 할 것인가?’라는 주제로 열린 이번 토론회에서는 중소기업청 창업벤처국 이일규 국장이 주제발표를 하고, 벤처기업협회 장흥순 회장, 한국기술투자 서갑수 회장, 마크애니 최종욱 대표, KAIST 김병윤 교수가 패널로 참석하여 토론을 벌였다. 다음은 주제발표와 토론내용을 요약한 것이다.

3 · 30 대책의 일환으로 마련된 '도시재정비촉진특별법'에 대해 업계와 전문가들의 논쟁이 시작됐다. 지난 5월 12일에 개최된 2006년 춘계학술대회에서 전문가와 업계 관계자들이 모여 '도시재정비 촉진을 위한 특별법과 주거환경의 증진' 이라는 주제로 열띤 토론을 벌였다. 주택업계의 '뜨거운 감자'로 떠오른 '도시재정비촉진특별법'에 대해 전문가들의 주제 발표와 토론 내용을 살펴보았다.

한국농어민신문이 주최하고 농어민후계자협의회가 후원한 양돈의 수출산업화 전략개발 세미나가 지나 12월 4, 5일 이틀간 관련인사 100여명이 참석한 가운데 온양파크호텔에서 개최됬다. 발제가연, 주제발표, 주제별 분임토론, 종합토론 형식으로 진행된 이번 세미나는 UR 이후 본격화될 축산물 수입개방에 대비하여 국내농축산업중 가장 국제경쟁력이 있는 양돈업을 수출산업으로 구체화 시켜 양돈산업의 발전과 양축농민의 소득증대를 모색코자 마련되었다. 이번 세미낭서 발표된 주제 발표 내용과 토론내용을 독자들의 이해를 돕기 위해 요약 정리한다.

This study developed an SSI (Socio-Scientific Issue) discussion program that applies a creative technique called six thinking hats, and then investigated the differences in argumentation patterns and effects on the decision-making abilities of each character feature of students between SNS debate and existing face to face debate. There were three SSI themes - Designer Babies, embryonic stem cell study, and legitimacy of abortion. Students were divided into two groups, the debate group using SNS and face to face debate group. The character patterns of students were divided to 'extraversion,' 'agreeableness,' and 'conscientiousness' through test sheets for character features for each student. Both groups were educated for creative discussion methods using six thinking hats and then, the class progressed. As a result of analyzing argumentation patterns used in SNS debate and face to face debate, the most used argumentation pattern was the "cause pattern." But comparing to face to face debate, other patterns (mark, inference, authority, motive) were also used in SNS debate. The study analyzed three factors of decision-making ability for each character feature of students such as complexity, perspectives, and inquiry. As a result, for 'complexity' factor, there was a significant difference between SNS debate group and face to face debate group only in the student group of Agreeableness. For 'perspectives' factor, there were significant differences between SNS debate group and face to face debate group in all three characters. Finally, for inquiry, there were no significant differences between SNS debate group and face to face debate group in all three characters. Accordingly it would be necessary to apply SNS debate using the six thinking hats in SSI education to enhance perspectives.

인류의 소중한 문화유산인 '직지'가 지난 4월 유네스코로부터 세계기록유산분야 최초의 시상제도인 '직지상'으로 제정된 것을 기념하기 위한 경축 세미나가 지난 6월 4일 오후 청주 고인쇄박물관 세미나실에서 열렸다. 이날 세미나의 제1주제는 허권 유네스코 문화팀장이 '직지상 의미와 전망'을 주제로 발표하고 김승환 충북대 교수의 사회로 황재봉 시의원, 임병무 충북일보 논설위원이 토론을 벌였다. 이어 제2주제로 박조원 한국문화정책연구원의 '직지상 제정과 세계화 추진'이란 주제발표와 전순동 충북대 교수의 사회로 강형기 충북대 교수의 박종관 충북민예총 사무처장이 토론을 벌였다. 제3주제는 노영민 국회의원이 '국가차원의 직지문화정책과 지원방안'이란 주제발표를 한데 이어 이동주 직지세계화추진단장, 남윤성 청주문화방송 특집부장의 토론이 있었다. 다음은 노영민 의원이 발표한 내용을 요약 소개한다.

This study was conducted to explore the effect of the type of dashboard on online group discussion activities based on learning analysis. The experimental research was conducted among 51 learners from a university by dividing them into 2 groups. Group A provided participation and interaction dashboard, and group B provided the discussion topics and message type dashboard. First, pre-tests were conducted on attitudes toward computer writing and the level of motivation that could affect online discussion activities. Then the students participated three different topics of online group discussions. The participation and interaction data were automatically collected through the dashboard, and learning outcome data were collected through post-tests. The results showed level of participation in Group B (M=47.56, SD=2.37) that provided discussion topics and message type dashboard was significantly higher than the level of participation in Group A (M=38.13, SD=2.21) that provided participation and interaction dashboard. On the other hand, there were no differences in the level of interaction and learning outcomes. In future studies, we suggest that the dashboard effects based on the learners' characteristics should be carried out because the learners' characteristics may affect the use of the dashboard.

The students were instructed to prepare the materials for the reading discussion as they read books by the analytical reading, in order to make them know the efficient method of the reading discussion as activity of after reading. As the results, They understood the plot and substance of the book, comprehend the whole subject and selected the subject of the discussion better after they read books by the analytical reading than after they didn't. But it's not satisfactory to communicate their own ideas mutually during the reading discussion as before.

Public debate is an essential communication process of our society and now it's carried out generally by television. The purpose of this study is to discuss on the potentialities and limits of TV debate as a public space. First, we examine the way of television's construction of public debate to discover the conventions of the genre. Second, examine its limitation and potentials as an public sphere. We analyse four TV debate programs during one month(June, 2001) using text analysis: format construction, nature of agenda, characteristics of panels and chairman, participation of audience, type of knowledge. The result shows that although numbers of programs are increased, many TV debates not differentiated each other in their format, panel, and contents, and merely reproduce genre conventions. Especially in policy debates, abstract agenda, male-dominated panel, limited participation of audience, and elitism and authoritative are prevailing. The genre's preconceived formulae and fixed convention restrict its own possibility of a participant and democratic public sphere. So, in order for TV debates to function as a open public sphere, to be flexible and re-examinate the proper frame for mass media public sphere.

한국병원경영연구원이 지난 3월24일 '의료광고 허용, 어떻게 할 것인가'를 주제로 2006년도 춘계심포지엄을 가졌다. 이 심포지엄은 그 동안 규제일변도였던 의료기관의 광고가 헌법재판소로부터‘의료광고 위헌’으로 판결이 났고, 이에 따라 관련법령의 정비가 시급해진데다가 또한 병원경영에도 적지 않은 영향을 미칠 것이라는점에서 많은 병원인들의 관심을 모았다. 이 심포지엄에선 '의료광고규제 제도개선방안'과 '바람직한 의료광고 도입방안'이란 주제발표와 이들 각 주제에 대한 토론이 있었다 다음은 이들 주제발표와 토론 내용을 요약한 것이다.
