본 연구는 물류산업에 있어 중심의 위치를 차지하고 있는 항만산업에서 컨테이너 터미널 운영 기업(Container Terminal Operating Company, TOC)들이 현재 처해 있는 경제 상황하에서 생존을 하기 위해 어떠한 모습으로 변화되어야 할 것인지, 그리고 21세기를 선도하기 위하여 TOC들이 반드시 갖추어야 할 역량이 무엇인가에 관한 체크리스트와 미래를 어떻게 대비해 나가야 하는가에 대한 로드맵(roadmap)을 제시하고자 한다. 먼저 국내의 컨테이너 터미널 운영 기업들이 현재 처해있는 환경에 대한 새로운 인식을 통해 컨테이너 TOC들의 목표를 재 설정하고, 차세대 컨테이너 TOC의 모델을 제시한다. 그리고 이에 대한 추진과제를 설정하고 이렇게 설정된 과제들 중에서 정보시스템 부분에 대한 실행 계획 및 요소 기술, 추진 전략 등을 제시한다.

As the annual growth rate of port handling container volume in Korea has faced slowdown, this paper attempts to find strategies for the domestic container terminal operators in order to enhance competitiveness. For this, the model of using AHP and the fuzzy set theory is used for evaluating competitiveness between domestic and global container terminal operators. The evaluation model hierarchy is developed based on SERM(subject-environment-resource-mechanism) theory of business strategy. The results show domestic operators are ranked lower than global player so that they particularly pay attention to the areas of scale of economy, business diversification, and globalization strategy.

In order to achieve sustainable growth and gain competitive advantages business performance should be monitored regularly by a company. In the port industry container terminal operators are facing growing competition. A large scale of new container terminals are constructed and the number of new container terminal operators are increasing. Container shipping lines are gaining bargaining power against terminal operators in terms of negotiating terminal usage. The competitive environments result in reduced cargo handling charges and poor financial performance of container terminal operators. It becomes very important to examine how efficiently container terminal operators are operating their terminals and how to improve their performance. This paper investigates the measurement efficiency for container terminal operators in Korea using Data envelopment analysis(DEA) of DEA-CCR and DEA-BCC Model. This paper finds out which container terminal operators are inefficient and how to improve their management efficiency.

오늘날과 같이 급속히 변화하는 기업경영 환경에서 조직이 생존하고 번영하기 위해 기업의 경영 성과를 향상시켜야 하고 이를 위해서는 생산성 또는 효율성을 꾸준히 평가할 필요가 있다. 본 연구는 평가대상의 상대적 효율성을 측정하기 위해 개발된 DEA(Data Envelopment Analysis) 방법론을 이용하여 국내 컨테이너터미널 운영사의 경영 효율성을 비교 분석함으로써 2007년부터 2009년까지의 터미널 운영사의 효율성 수준을 파악해 보았다. 연구결과 2007년부터 2009년까지 점차적으로 영업이익률이 줄어드는 현상이 나타나는데, 이것은 산출변수에는 큰 변화가 없는 반면 투입변수는 지속적으로 증가하고 있다는 것을 알 수 있다. 이것은 동 기간 사이에 컨테이너터미널 업체수는 증가하였음에도 불구하고 물동량의 증가가 미미하여, 물동량 확보를 위한 터미널 업체들간의 경쟁이 치열해졌다는 것을 알 수 있다. 이러한 경쟁은 하역요율의 단가하락 문제를 발생시켰으며, 이로 인해 업체들의 경영악화가 가속되었다는 것을 의미한다. 본 연구 결과는 물동량 변화에 따른 투입변수의 최적화를 통해 컨테이너터미널 운영사의 경영효율성을 제고하는데 기여 할 것으로 판단된다.

컨테이너터미널의 규모는 내용년수 기간 동안 해당 터미널의 관리, 운영, 경쟁적 지위에 영향을 미칠 뿐만 아니라 해당 항만의 경쟁구조에도 영향을 미친다. 따라서 항만당국과 터미널 운영사는 임대차계약을 체결하기에 앞서 터미널 규모의 중요성을 이해할 필요가 있다. 이론상 특정 설비/기업의 규모는 전형적으로 최소효율규모(MES)와 관련하여 규정되지만, 컨테이너터미널의 규모는 이론과 실제상 MES와 기타 여러 요소가 결합되어 결정되는 것으로 알려지고 있다. 소위 운영사가 선호하는 적정 컨테이너터미널 규모는 항만거버넌스 구조와 목표, 시장규모와 구조, 기술변화와 운영상의 고려요소, 선사의 운항패턴 등에 의해 결정된다. 이에 본 논문에서는 전세계 주요 항만의 컨테이너터미널 적정 임대규모를 검토하여 우리나라에의 시사점을 제시하고자 한다.

운송 서비스산업에 대한 지속적인 규제완화는 운송 기업의 진입 및 퇴출을 자유롭게 하였고, 외국 기업의 국내에서의 영업 활동이 가능하게 했을 뿐 아니라, 업종간 분류를 무의미하게 하여 운송기업은 전방위 경쟁을 피할 수 없게 되었다. 이러한 경쟁 환경하에서 운송 기업의 효율적인 운영은 국가 물류비 절감 측면에서, 그리고 해당 기업의 사활 측면에서 매우 중요한 의미를 갖는다. 소화물 일관 수송은 택배 또는 특송이라 불리우는 운송 서비스업의 일종으로, 화주 한명의 화물량이 차량 한 대 분량에 못 미치고, 고객이 원하는 출발지에서 목적지까지 운반해주는 특성을 가지고 있다. 소화물 일괄 수송은 지역을 순화하면서 화물을 접수하여 인근 터미널까지 운반하는 수집과정, 터미널과 터미널을 연결하는간선수송 과정, 터미널에서 최종 목적지까지 운반하는 배달과정을 거쳐 이루어진다. 본 연구를 통하여 터미널과 터미널을 연결하는 간선 수송과정에서 발생하는 비용을 줄이는 화물운송경로를 찾아주는 네트웍 최적화 모형이 개발되었으며, 이를 실제 업무에 적용하여 화물운송 경로를 조정함으로써 적재율 20%이상 개선, 운송비용 10%이상 절감이 가능함을 확인하였다.

The purpose of this paper is to analyze the concentration effect of Busan container terminal. Productivity and efficiency have played key role to attract more cargo to a port because these are important factors to select liners’ calling port in vessel deployment. It means that productivity directly links with the liners’ vessel operation cost. The main results of this paper are as follows: the port concentration by terminal integration can improve the port's external image with recovering tariff competitiveness and also facilitate economic effect of size through efficient management.

Once it has been built, a container terminal is impossible to move to another location. It is hard to rectify wrong decisions in a container terminal. This highlights the importance of decision making for a container terminal. The port management about a container terminal has developed from a cargo interface location between sea and land transport, to the standardization of information and procedures due to globalization among global shipping and terminal operators. This research focuses on the current states of market and management for global container terminal operators by investigating up-to-date data for them. The current market states for global container terminal operators are analyzed by using by Herfindahl-Hirschman Index. The analyses of current management states for global container terminal operators are divided into profitability analysis, activity analysis, and bankruptcy risk analysis. Finally, global container terminal operators are clustered into three groups by the current management states.

The mutual risk management in port is really important for operating the enterprise between container terminals who provide port service and shipping liners who use the port service. This study is performed to contribute to obtain the competitive power of domestic shipping and harbor industry by getting solution of mutual risk management which can make Win-Win strategy on each other as an alternative idea. We suggested two kinds of management models to promote common benefits between container terminals and shipping liners. It is necessary to push positive support and cooperation from government and belonging related organizations for activating the Gwangyang port. In this study, we presented the efficient method to manage mutual risks between container terminals and shipping liners.

선박의 대형화 및 해상사업의 기업화 등에 따라 해상운송에 있어 화물의 하역, 보관 등의 전문적인 부분을 담당하고 있는 항만하역업자, 항만터미널운영자, 창고업자 동 독립계약자의 역할은 점점 증대되어 가고 있는 추세이다. 하지만 국제해상운송은 해상운송인과 화주를 중심으로 체결한 운송계약을 중심으로 이루어져 왔으므로, 영국 보통법상의 직접계약관계의 원칙에 의해 계약당사자가 아닌 자는 계약상의 이익을 원용할 수 없다는 입장을 유지하여 왔다 이에 대해 이를 완화하고자 하는 다양한 방안이 적용되고 있으며, '히말라야약관'도 그러한 방안중의 하나이다. 본 논문은 최근 대법원판결을 통해 우리나라 법원의 히말라야약관의 유효성 인정에 대한 내용을 재검토해 본다.
