A Proposal on the Business Model of Technology Holding Company Focused on the Case Study of Venture Capital in Korea (기술지주회사 사업 모델 제안: 창업투자회사 사례를 중심으로)

  • Technology-holding company was introduced in 2008 according to the Korean related law. In the end of 2014, technology holding company of university amounts to 39 companies, and ETRI Holdings is only the company belonging to the research institute among these companies. The technology holding company was launched to support a technology transfer from university or research institute to companies, and to boost up start-ups. Though 7 years has passed after the first technology-holding company was launched, there is no success model until now. Holding company is basically an investment company, which earns a profit from subsidiary company. The business model of a holding company is similar to venture capital that invests in start-ups. A direction of desirable business model of technology-holding company was suggested in this paper based on the case study on 2 Korean venture capital company. Holding company is generally categorized into two types. One is a pure holding company that only get a profit from subsidiary company, and the second is a operating holding company that creates an extra business revenue in addition to the role of pure holding company. In this paper, it is suggested that a technology holding company is recommended to be a operating holding company rather than a pure holding company.

Current Status, Difficulties, and Support Needs in Operating Support Projects for Childcare in Daycare Centers in the Support Centers for Childcare during the COVID-19 Pandemic (코로나19 상황에서 육아종합지원센터 어린이집 지원사업 운영실태와 어려움 및 지원요구)

  • The objective of this study is to understand the operational status of the support projects for childcare in daycare centers operated by the Support Centers for Childcare(SCC) during the COVID-19 pandemic and find ways to improve and develop the project operation. To this end, data were collected and analyzed through in-depth interviews from the 1st week to the 4th week of February 2022 with six childcare agents in charge of the support projects for childcare in daycare centers in the SCC located in Seoul and Gyeonggi Province. As a result of the study, it was found that the demand for diversification of project operation methods, expansion of non-face-to-face education, individual consulting, and small-scale education increased while operating the support projects for childcare in daycare centers in the SCC during the COVID-19 pandemic. Operational difficulties were found to be a lack of ability to use media, the burden of coping with unpredictable situations, and insufficient communication between daycare centers and childcare policy institutions. As for the support needs, it was found that it is necessary to employ computer specialists, establish an environment for activating online education, and provide an efficient work delivery system in emergencies.

A Study on the Improvement of Utilization through Recognition of Virtual Training Content Operating Institutions (가상훈련 콘텐츠 운영기관 인식을 통한 활용도 제고방안 연구)

  • In order to understand how to increase the use of virtual training content at K University's online lifelong education institute, this study examined the use experience, content recognition, field practice replacement, and requirements, focusing on the examples of operating institutions. To this end, 12 institutions that operated virtual training contents distributed by the K University Online Lifelong Education Center in 2020 were selected for in-depth interviews and qualitative analysis was conducted on the interviews of 11 institutions. As a result of the analysis, first, the experience of using the contents of the virtual training operating institution was aimed at changing the educational environment, supplementing theoretical learning, and improving the sense of practice. Second, according to a survey on the recognition of virtual training content, if the importance and utilization of the content are high, it can be replaced by on-site practice in non-face-to-face classes, such as experiences of facilities and equipment, attracting interest and attention. Third, in many cases, the perception of replacement for field practice is not unreasonable to use as a pre-training material for field practice, but it is difficult to replace field practice. Fourth, content quality improvements can be summarized as content quality improvement, content access and manipulation improvement, dedicated device development, training for instructors, and curriculum systematization. Fifth, institutional requirements include improving the quality of virtual training content itself, equipment support, curriculum systemization and characterization, systematic curriculum and detailed content sharing, detailed guidance on using virtual training content, introducing how to use content, and recruiting instructors. This study is meaningful in that it sought ways to improve the utilization of virtual training content based on the perception of virtual training content operating institutions.

  • This study is aimed at discussing the possibility of content production, utilization and expansion, focusing on the exhibition case of Danwon Art Museum run by Ansan Cultural Foundation. In 1991, the Ministry of Culture, Sports and Tourism named Ansan as the City of Danwon since it is believed to be the hometown of Danwon Kim Hong-do (1745~?), a painter of the late Joseon Dynasty and a well-known master of genre painting. As a result, Ansan is making various efforts to utilize Danwon Kim Hong-do for its unique resource through internal and external business such as the creation of Danwon Sculpture Park, the operation of Danwon Art Museum, and the planning of Danwon Kim Hong-do Festival. However, the biggest problem with Ansan is that there are not many collections of Kim Hong-do. Ansan has owned a total of six works as of May this year: a deer and a boy, flowers and a bird, A view of clouds on the water, Daegwallyeong, Yeodongbin, A way to Singwangsa. Accordingly, Danwon Contents Center has set up a vision to systematically collect, preserve, and display various visual and artistic materials related to Kim Hong-do, offering high-quality information based on digital data. In other words, it is a complex cultural information agency of One-Source Multi-Use, which combines the functions of libraries, archives and art galleries so that visitors' desire is satisfied. It reflects the contemporary trend of overcoming the limitations of the ancient paintings and satisfying the role and function of the art museum. From the opening of the Danwon Contents Hall, the original work of Kim Hong-do has been interpreted and produced as media contents or recreated as a new form of art by modern artists. Exhibition using technologies such as touch screen and 'deep zoom' helps visitors to heighten their experience of the archives and get inside the world of the genius painter.

  • This study is a study on ways to revitalize traditional markets in the era of the 4th Industrial Revolution, and a total of 188 of the 2021 Cheonan City traditional market and shopping district fact-finding data were used for research and analysis. In order to revitalize the environment improvement of traditional markets, it can be seen that environmental changes suitable for the times are primarily required. The traditional market is an underdeveloped space, and through the parking environment improvement project and facility modernization project (toilet, facility equipment, etc.), space is improved through a specialization and subdivision process to meet the needs of the times, thereby increasing operational convenience, increasing visitor use, and improving natural perception. can promote In addition, the efficiency and effectiveness of the traditional market vitalization project can be increased when differentiated management vitalization contents and facility modernization projects are organically harmonized. This study is meaningful in that it analyzes the environmental improvement of facilities among the traditional market vitalization factors for the vitalization of the traditional market, and proposes a plan that can be a practical alternative to the government support policy for the traditional market.

A Study on the Linkage and integration of UCI (Universal Content Identifier) between ICN (Integrated Copyright Number) (디지털콘텐츠 식별체계 UCI (Universal Content Identifier)와 통합저작권 관리번호 ICN (Integrated Copyright Number)간의 연계와 통합에 관한 연구)

  • As UCI (Universal Content Identifier) identification system becomes a national standard for content distribution, many digital contents are distributed through UCI identification system. However, problems associated with copyright infringement and copyright contracts occur due to lack of copyright information. ICN (Integrated Copyright Number), a code system developed for copyright management, includes copyright-related information for the purposes of usage settlement and accounting, illegal usage monitoring, and content filtering. ICN, however, has no information about distribution and content properties. Therefore, the linkage and integration between UCI and ICN can be a basis for the transparent and effective distribution of digital contents. In this paper, we propose a model for linking and integrating UCI and ICN, developing the efficiency in the value chain of each identified system by analyzing political factors and key technical elements between the two identification systems.

Digitization & Popularization of Printing Woodblocks of the Tripitaka Koreana and Miscellaneous Buddhist Scriptures, Memory of the World (세계기록유산 고려대장경 및 제경판의 디지털화와 대중화)

  • The present paper is focused on Korea's inscribed heritages, digitization of the Tripitaka Koreana & miscellaneous buddhist scriptures, and public uses of the digital properties in order to describe the Digitization & Popularization of Printing Woodblocks of the Tripitaka Koreana and Miscellaneous Buddhist Scriptures, Memory of the World. The Goryeo Daejanggyeong or the Tripitaka Koreana and miscellaneous Buddhist sculptures refer to printing woodblocks of the Tripitaka(National Treasure No.32), and repositories (National Treasure No.52) where the woodblocks are stored. The woodblocks numbers 1,514 types/81,350 blocks/162,700 pages. Haein temple has worked the digital Tripitaka project 2009-2010 and The project for 2010 will focus on DB correction and modification, improvement of homepage that was made in 2009. For this, the focus was especially put on investigating current status and development plans of the digital Tripitaka project. In popularization of the digital Tripitaka, this study examined the Korea's utilization policy and current situation of knowledge resources about culture, successful cases of digital Tripitaka projects, and popularization strategies. This research can contribute to digitization of other cultural heritages and related researches in the future.

A Study on the Efficiency of the Export Support Policy for the SME in Korea (한국 중소기업수출지원정책의 효율화 방안)

  • Korea's Export Support Policy has shifted from conglomerate to SMEs since the 1998 IMF financial crisis. Therefore the SME export result in 2011 has reached the quantitative growth of more than US$ 100 billion for the first time. However, the trend has remained stagnant since 2013. Such a stagnant is judged to exist on the part of the Export Support Policies that fail to significantly enhance export competitiveness. Therefore, in order to expand the base of the export capabilities of SMEs and enhance the export competitiveness, the researcher has analyzed the problems of the Export Support Policy focused from the major prior studies since 2010 and derived the efficiency improvement methods. The results of this study are as follows: First, it is necessary to select or combine the following measures. they are the coordination or combination of the functions of the export support institutions, the operation of the single export support institutions, the utilization of the cooperative support system between the support institutions, the use of the private enterprises. First, it is necessary to review the following measures: they are the functional adjustment and integration among export support agencies, the adjustment of support organizations by export stage, the role coordinating between the Small and Medium Business Administration and the Local Government. Secondly, it is necessary to build a customized support system for enterprises. Thirdly, in order to secure the manpower and expertise of the support organization, it is necessary to review the utilization of the retired manpower the from the trade companies or the youth intern system. Fourthly, it is suggested that the balanced performance index is required for the export support programs with a certain scale and need to increase the portion the external evaluation together with the quantitative and qualitative evaluation.

Analysis on the Differences of Point of View between Architect and Urban Planner on the Evaluation of International Urban Design Competition (국제설계경기 평가에서 건축가와 도시계획가의 관점차이 분석)

  • During the development process of mega-project, individual buildings including skyscrapers are built following the master plan. It is not a difficult thing to see the gap of standpoint between the urban planners and architects on the project. This study aims to analyze the difference between architect and urban planner's point of view in evaluating international design competition works which the internationally distinguished honorable design companies(SOM, Jerde Partnership, Studio Daniel Libeskind, Foster+Partners and Asymptote Architecture) submitted as the ideas of Yongsan International Business District Design. Furthermore, we made an attempt to quantify the weight of each factors of urban design by each group. Architect and urban planner's viewpoint were revealed with seven architects and seven urban planners evaluating the international design competition works through AHP(Analytical Hierarchy Process). AHP structure was made of two step hierarchy in terms of Master Plan and Landmark Tower. Eight evaluation criteria were set up such as the concept, land use, transportation, feasibility of Master Plan and the concept, location, functional efficiency and aesthetic beauty of Landmark Tower. Results show that Architect have different point of view from that of urban planner. While the architect's weight of evaluation criteria is on the Landmark Tower(0.505), urban planner's weight is on Master Plan(0.642). Feasibility, the location of Landmark Tower and land-use are very important evaluation criteria to architect and urban planner in common. Functional efficiency of Landmark Tower is in architect's favour and transportation is in urban planner.

Strategies for Revitalizing E-Learning Through Investigating the Characteristics of E-Learning and the Needs of Distance Learners in the Domestic Universities in Korea (국내 대학 e-러닝의 운영 특징 및 수강자 요구 조사를 통한 활성화 방안)

  • The purpose of this study is to suggest the feasible strategies to vitalize e-learning through investigating the characteristics of e-learning and the evaluations of distance learners on online courses in the domestic universities in Korea. First, in order to accomplish this, 10 Universities and 17 Cyber Universities were selected to explore their characteristics and main projects of e-learning for the administration level investigation. Secondly, content analysis of the bulletin board systems(BBS) and in-depth interviews on distance learners in Cyber Universities were conducted for the user level investigation. The results revealed that Universities in Korea were focused on establishing mobile or smart campuses, diversifying online educational contents, enhancing online interactive systems, and educating e-learning system and smart device utilization. However, distance learners reported that mobile e-learning lacked stability when taking online courses despite its convenience for purpose of academic administration. In addition, distance learners requested the social application workshops to improve on their learning experience as well as the interactions among peers. Therefore, it is important to focus more on how to establish the education-oriented e-learning environment rather than how to implement the administrative projects to animate e-learning in the domestic universities in Korea.
