주택정책의 패러다임이 주택공급에서 주거복지로 빠르게 전화됨에 따라 주택물량 확대 정책에서 맞춤형 주거복지정책으로 개편이 필요하여 '주거기본법'이 새로이 제정되었다. 법에서는 주거복지 전달체계에서 주거복지센터의 역할을 규정하였으나, 현재의 주거복지센터로는 숫자나 인력 면에서 그 역할을 담당하기 어렵다. 따라서 주거복지 전달체계의 바람직한 모델은 지역에서 주거복지 수요를 발굴하여 지자체나 인근 주거복지센터 및 관련된 지역 민간기관 등으로 연계하여 주거복지 서비스를 제공받도록 하는 방안이 효율적인 모델로 보인다. 이렇게 하기 위해서는 지역별 커뮤니티를 구축하여 지역 공동체 활성화를 추구함과 동시에 주거복지 서비스 수요를 발굴하는 방안으로 나가는 방향이 필요할 것으로 보인다. 본 연구는 한계는 있지만 이론 및 기존의 연구에 근거하여 주거복지 전달체계에서 커뮤니티의 역할에 대하여 제안한 탐색적 연구이며, 기존에는 없던 연구의 시도라는데 그 의의가 있다고 할 수 있다.

커뮤니티센터란 주거지구 인근에 위치하여 지역사회의 문화 활동의 중심이 되는 각종 공공시설을 의미한다. 최근 통합적 문화 활동의 수요가 증가하면서 커뮤니티센터가 단순 여가활동이 아닌 복지, 체육, 생활예술, 교육 등 공동체복원 및 생활편의를 증진시키는 복합적 공간으로 변모하고 있다. 본 연구는 세종시 주거지형 U-City 체험지구 개발사업의 일환으로, 지역민의 문화 참여 접근성을 제고한다. 특히 체험위주의 공간을 제공함으로서 사회적 통합을 유도하여 궁극적으로 U-City가 만드는 소통과 체감의 도시공간으로 회복하고자 한다. 본 연구를 통해 공동체 회복 기능의 커뮤니티센터를 집중 연구함으로서 주거지형 U-City 서비스 계획에 적용할 수 있는 실질적 대안을 마련할 수 있다. 이는 기존의 관람형, 강좌형의 일 방향 커뮤니티센터가 아닌 지역주민이 직접 체험하고 자발적으로 참여하는 쌍방향 운영의 커뮤니티센터의 발전방향을 제시했다는데 의의가 있다.

낙후된 도시를 정비하는 방법으로 새로이 등장한 거점확산형 주거환경개선사업은 전면철거방식인 주택재개발사업이내 공동주택 건설방식과 비교하여 지역주민의 재정착 비율이 높고, 기존 도시 조직을 고려하며 점진적으로 개발할 수 있는 기성시가지 정비수법으로 주목받아 왔다. 또한 지역의 침체된 경제를 활성화시키고 황폐화된 구시가지를 회복시키기 위하여 정부에서는 도시의 새로운 경쟁력을 찾고 지역 주민의 삶의 질을 보장하기 위해 지역 주민의 삶의 질을 보장하기 위해 지역 커뮤니티를 근간으로 하는 도시재생사업을 추진하게 되었다. 효과적인 거점확산형 주거환경개선사업을 위해서는 주민참여가 중요하며, 현재에 이르러서는 필수적인 요건이 되었고, 도시계획 역시 주민과 함께 하는 방향으로 변화하게 되었다. 이에 따라 GIS도 주민과 같은 비전문가의 의사결정을 지원하기 위한 도구로 확대되어 활용되고 있다 하지만, 현행 주민참여 방식은 형식적인 수단에 불과하며, 주민 참여도를 높일 수 있는 획기적인 방법은 아직도 연구해야할 과제이다. 따라서 본 연구에서는 커뮤니티의 재생을 목적으로 하는 거점확산형 주거환경개선사업에서 능동적 주민참여를 좀 더 효율적으로 이끌어 내고자 사업정보제공서비스, 주민의사반영 서비스, 쌍방향적 의견교환서비스, GIS 서비스를 제공하는 커뮤니티 재생을 위한 앱 기반 PPGIS 모델을 제안하였다. 최근 스마트폰의 보급률이 급증함에 따라 스마트폰의 활용은 주민들의 관심과 참여 비율의 변화를 크게 가져올 수 있을 것으로 기대되며, 커뮤니티 재생을 위한 스마트폰의 앱 기반 PPGIS 모델은 정책결정자, 전문가 그리고 주민이 서로의 생각을 교환하고 이해하는데 또 다른 유용한 의사소통 도구가 되어 주민의 참여도를 높여 줄 것이라 기대된다 특히, 스마트폰을 많이 사용하고 있는 젊은층의 흥미를 유발하여 참여도가 낮은 젊은층의 참여도를 높이는데 기여할 것이라 여겨진다,

Fast economic growth resulted in fast industrialization and metropolitanization. At that time, housing was supplied in large quantity, and the apartment became a dominant type of housing in Korea It is partly due to the high population density. But, large quantity supply of apartments caused a lot of problems. One of the biggest problems is decomposition of traditional communities. As interest about quality of life grows since the 90's, the recovery of communities is getting an import assignment that should be solved. Architects investigate ways of arrangement and community facilities planning. off-line Communities might be substituted by or supported with cyber communities through the use of IT technology. The construction of cyber apartment is getting popular by the governmental incentive in 1999. At first, the infrastructure has been constructed, and then the current emphasis in on forming the information community to provide various service.

본 연구는 65세 이상 노인 36명을 대상으로 커뮤니티 케어 사업에서의 주거환경수정이 낙상 위험환경과 대상자의 건강상태에 미치는 영향에 대해 알아보고자 하였다. 주거환경 및 대상자의 특성에 대한 평가를 위해 HOME FAST와 WHODAS-K 2.0을 사용하였으며, 집단 사전·사후 실험연구로 진행되었다. 평가를 바탕으로 주거환경수정 서비스를 시행한 결과, 낙상 위험수준은 통계적으로 유의하게 감소되는 변화를 나타내었으며(p<.01), 건강상태의 경우에는 이동성(p<.01)과 사회참여(p<.05)영역에서 통계적으로 유의하게 향상되어 전반적 건강상태(p<.05)의 변화에도 긍정적인 변화를 보이는 것으로 확인되었다. 향후 더 많은 연구 대상자 확보하고, 포괄적인 주거환경 평가를 활용한 연구가 필요하며, 주거환경수정의 질적 서비스 제공을 위해 대상자 우선순위 선별과정과 전문인력 인프라 확충이 요구된다.

The new paradigm of urban regeneration, would promote the comprehensive communal view. Therefore, the community role has become an important and necessary for regeneration of communities. It is necessary for urban regeneration which should be matched with the regional characteristics, to develop an evaluation framework that can objectively and accurately diagnose the status of community; so it can be an integrated prescription. A new alternative, asset-based approach may be an alternative to build the community based on opportunities and strengths, which focuses on community inside and things that community have. In this study, a community asset is defined as the tangible and intangible components in the community. A community asset evaluation system is developed through the content analysis related to previous studies of several researchers who investigated the asset-based approaches. Community assets are classified into seven types: human, social, cultural, natural, physical, economic, and political property. Each type is classified into components and establish as a framework with 3 levels in order to set the indicators which can be measured concretely.

In line with the previous study on the level of social cohesiveness of public rental housing communities in Seoul, this study investigated the community activities as a result of community cohesiveness and identified the cultural influences on the cohesiveness of the same case study areas. In general, there was relatively more active and voluntary participation of the residents in the community activities in the housing estates with higher social cohesiveness. The four communities were active in reporting community problems to the housing managers, greatly relying on the housing managers to solve the problems. In addition, mutual aid and community self-help were facilitated mainly through the activities of women's associations. However, small membership of community organisations and occasional disputes between the community organisations and estate managers, and among the community organisations themselves, seemed to have hampered the positive effects of the social cohesiveness in the case study areas. In terms of the cultural attributes, coexistence of collectivism and individualism, consideration of neighbourliness as an ideal social norm, incorporation of the neighbourhood environment into the housing estate environment and extensive use of outdoor public spaces were found.

주민참여의 중요성이 인식되면서 도시계획에서도 주민과 함께 하는 계획으로 변화하고 있으며, 이에 따라 GIS도 주민과 같은 비전문가의 의사결정을 지원하기 위한 도구로 확대되어 활용되고 있다. 한편, 낙후된 도시를 정비하는 방법으로 새로이 등장하게 된 거점확산형 주거환경개선사업은 주민참여를 중심으로 이루어지며 커뮤니티를 재생시키는 것을 목적으로 한다. 하지만 현행 주민참여방식은 형식적 수단에 불과하다. 따라서 본 연구에서는 커뮤니티의 재생을 목적으로 하는 거점확산형 주거환경개선사업에서 능동적 주민참여를 이끌어 내고자 사업정보제공서비스, 주민의사반영 서비스, 쌍방향적 의견교환서비스, GIS 서비스를 제공하는 커뮤니티 재생을 위한 웹 기반 PPGIS 모델을 제안하였으며, 이를 프로토타입으로 개발하였다. 커뮤니티 재생을 위한 웹 기반 PPGIS 모델은 정책결정자, 전문가 그리고 주민이 서로의 생각을 교환하고 이해하는데 유용한 의사소통 도구가 되어 주민의 참여도를 높여 줄 것이라 기대된다.
