Accuracy Evaluation of Cadastral Surveying using Data of Parcel Based Land Information System (필지중심토지정보시스템 자료를 이용한 지적측량 정확도 평가)

  • Cadastral surveying is related to demarcating legal boundaries and areas for the sake of registering a properly on cadastral records or restoring registered boundaries on the ground. It is composed of control surveying (cadastral triangulation and supplementary control surveying) and detail surveying. Detail surveying is classified into plane table surveying by graphical cadastral map and numerical surveying by boundary point coordinates. In this study we compared the accuracy of plane table surveying with numerical surveying using Parcel Based Land Information System(PBLIS) data constructed by the cadastral map digitalization business. In conclusion the result by numerical surveying was analyzed as more accurate than the result of plane table surveying, as Root Mean Square Errors(RMSE) of graphical cadastral surveying is 0.766m and that of numerical cadastral surveying using Total Station(T/S) is 0.683m. Therefore, PBLIS data is expected to be used for surveying legal boundaries and areas in the near future.

  • The cadastral boundary points which cadastral surveyor presented on the ground by conducting cadastral surveying represents the limits of land ownership and give binding force and determination power. However the land disputes have increased these days mainly due to cadastral registration errors, surveying errors and land owners recognition error. In these cases, the cadastral survey interests try to find solution by either a administrative procedures by appealing civil complaint or border determination litigation through court. The neighboring residents and related organization have difficulties in resolving the civil complaints. In this study cadastral surveying and cadastral boundary determination process has been reviewed and the results of cadastral surveying screening by Central Cadastre Committee from 2016 to 2021 have been classified. The outcomes of this research will be used for cadastral surveying and contribute for reducing land disputes and improve reliablity of cadastral surveying.

Improvement Plans for Working Area of Cadastral Surveyors (지적측량수행자의 업무영역 개선방안에 관한 연구)

  • This study is to analyze open work status and conditions of cadastral surveyors and suggest improvement plans for working area of cadastral surveyors. The results are as below. Based on the analysis, this study suggests expansion of confirmation surveying for cadastral target range, ease of confirmation surveying standard for cadastral, and broader participation opportunities for cadastral surveyors in the cadastral re-survey project as improvement plans. If the Ministry of Land, Infrastructure, and Transport seeks legislative and policy improvement that can create more rational and ideal cadastral surveying conditions based on various reviews on improvement plans for working area of cadastral surveyors in this study will promote symbiotic development among cadastral surveyors.

  • In the present study, the 2013 survey Uiwang pointed out how the Resurvey of Cadastre ed projects reviewed relation to the business carried GPS-RTK (Network, Single) and total station surveying (T/S) to analyze and to compare the performance of Time Measurement Accuracy urban areas Resurvey of Cadastre was to present an effective survey methods in the business district. In this study, Uiwang review survey results indicated a comprehensive evaluation of the results, which are concentrated in urban areas, the building of intelligent review of GPS-RTK surveying methods is avoided by the measurement method to establish the first principles method based on total station surveying the GPS-RTK survey to draw conclusions appropriated to take advantage of the assistance and inspection methods.

  • 본 연구에서는 현행 지적측량 관련 법률에서 규정하고 있는 지적측량에 대한 성과인정 범위와 적용 장비 규정, 관련 규정에서의 정확도와 적용 규정 등을 종합적으로 고찰하여 지적재조사에 관한 특별법에서의 규정하고 있는 지적측량의 성과인정 범위에 적합한 지적측량 장비의 성능 기준을 마련해 보고자 하였다. 연구성과는 다음과 같다. 적용 장비의 성능과 성과인정 범위에 대해 현행 법률과 지적재조사에 관한 특별법 규정의 비교를 통해 지적재조사사업시 장비의 성능개선이 필요한 부분에 대해서 기초측량과 세부측량으로 구분하여 기준을 제시하였다. 본 연구의 성과는 지적재조사사업을 위한 기본계획수립시 측량 장비 수급 계획에 기초자료로 활용이 가능하다.

  • Korea's inspection of cadastral surveying value is carrying out based on cadastral law, and has to enter in cadaster after government office's final inspection of cadastral surveying of land alteration according to the request of land owner or the state. Therefore, government office has to inspect the value of surveying before arranging cadastral book, and has to confirm whether the surveying error is whithin the range of allowing one. If it is, a govenment office has to arrange the cadastral book according to resulting Value. This study investigates and analizes annual land alteration of Sungnam city and analizes the situation of government office's cadastral surving value, the number of inspectors, and equipments. As a result, this study shows the problem and provides effective basic materials, increases the efficacy of the state's cadastral surveying inspection, and minimiges land dispute.

  • In this study, one of the main aims is to build up a technical foundation for promoting the cadastral resurvey effectively and to improve the accuracy of cadastral surveying is to make use of precise surveying techniques in allowance of position errors as reference accuracy in cadastral resurvey, which is proper to obtain the sufficient accuracy of the cadastral control points, and parcel boundary points by introducing the GNSS-based surveying techniques on cadastral survey. In detail, the existing procedures and outcomes of cadastral survey were compared and analyzed for suggesting a better survey technique than that of the other techniques in a variety of aspects of capability of cadastral survey. The new skills and supports could be upmost importance when doing cadastral survey. What's more, essentially, 'The Measurement Department' makes all the efforts to establish 'The Surveying Regulations'. This could possibly apply GNSS-based surveying technique to the cadastral resurvey for the foreseeable future and this research paper suggested that how to improve absolute accuracy of cadastral reference points by means of putting to use the appropriate models of measurement further.

  • 본 연구는 지적도면전산화사업으로 수치화된 데이터를 PBLIS에 이용하여 지적업무를 수행하고 있으며, 이 데이터를 토탈측량시스템(Pen컴퓨터)에 활용함으로서 도해지적에서 발생되는 제도오차, 축척오차 및 지적도면의 신축오차 등의 기술적인 오차와 측량을 할 때마다 측량사에 따른 개인오차를 제거하여 정확도를 향상시키고, 인접 필지의 반복적인 실형 측량을 배제함으로서 현장에서 소요되는 시간이 절약하게 될 것이다.

  • 본 연구는 서로 다른 원점을 가진 구소삼각원점지역과 통일원점지역간의 연속지적도 접합에 있어서 수치지적도를 이용하여 제작한 두 원점지역의 연속지적도 접합도와 최신 항공측량기법으로 생성한 수치정사사진을 중첩ㆍ조정함으로써 상이한 원점으로 제작된 연속지적도 접합에 관한 효율적인 성과 유지 방안을 도출함으로써 국민들에게 측량성과에 대한 신뢰도를 높이고, 도해지적측량의 대안으로 신속하고 정확한 수치적 해석기법의 측량방법을 활용하고자 한다.

  • This study presents a plan to develop a integrated management system for data survey of cadastral surveying to efficiently manage and research cadastral survey data. As a result of analysis of the existing cadastral survey data used to evaluate efficiency of the developed integrated cadastral survey data management system, it was shown that data survey time can be reduced by approximately half.
