The study is to examine the actual conditions and problems of educational welfare which is a part of social welfare and to offer its future directions and things to do. First of all, education has been considered to be part of social welfare in developed countries for a long time and it has been used the same as school educational welfare. These days Korea is confronted with increasing needs of educational welfare caused by emphasis of manpower, appearance of new poor class after IMF, handing down poverty to their children, absence of public education and educational fever, stress of life long learning and extending needs of students' social welfare service. In advanced countries compared to Korea, people perceive education as an equal opportunity. To reach this thesis, various efforts have been making in terms of manpower development such as reform of related laws, financial and official support, offering of parental skills and protecting children for the disadvantaged, dispatching school social workers and overall life improvement. The subjects and age of educational welfare are also diverse ranging from poor families and pre school children to general public and adults. On the other hand, Korea lacks related laws and financial support that are supposed to enforce educational welfare systematically. Also integrated and professional services are not often available due to the lack of cooperation between related agencies. Therefore, government's role and responsibility should be defined clearly in the future directions of educational welfare in Korea. For this, it is needed to establish related laws and build a concrete financial and executive interrelationship. Also every person should be a target of educational welfare putting priorities on the disadvantaged. A lot of efforts should be made to achieve things mentioned above. Multi-dimensional approach intertwined with education, welfare and labour, establishment of cooperation system between related agencies, reinforcement of life long learning, extension of free education including infants and toddlers, and offering financial support to the poor are a few among these efforts. Finally, institutionalization of school social welfare and improvement school facilities are strongly recommended to get to the right track of educational welfare.

LNG plant projects tend to be implemented in overseas owing to its characteristics, so their project management scheme is somewhat different from those of general projects. Value chain in a LNG plant project includes exploration/production of gases, physical liquefaction/chemical conversion processes, transportation and storage. Key factors in the chain include liquefaction process (including ultra-low temperature liquefaction) to convert natural gas into liquid materials or fuel, and Front End Engineering Design (FEED) package, as well as Engineering, Procurement and Construction (EPC) technology comprising control, operation and construction. Success of a complex LNG plant project implemented in overseas depends on decision-making process in project management. Accordingly, to develop a decision-making model in of plant construction, the study extracted none factors in project management by EPC stage and assessed importance of each factor. The result showed that items in both project management and project risk management are important. Especially, the study developed a decision-making model in the construction stage of a LNG plant project based on the project management factors and importance assessment. The developed decision-making model would lay groundwork in building a decision-making system in construction stage of project management.

The Korean government has designated speed-limit zones and speed limits in 19 ports and 3 routes to ensure safe navigation and transportation. However, the speed limit differs from port to port, no practical means of management exist. This often leads to violation of the speed limit. Additionally, ship collisions due to human error continue to occur. First, the study analyzed marine accidents that occurred at trade ports and fairways. The result of the analysis revealed the occurrence of 1344 accidents (average 269 cases per year) from 2014 to 2018. Five hundred sixty three accidents involved fishing boats, whereas, merchant vessels were involved in 508 cases. Second, the efficacy of the application of voice and message warnings to GPS plotters and electronic chart display and information system (ECDIS) was reviewed, and these were proposed as measures to inform vessel operators of the hazards of speed limit violation. Third, experts' opinions from relevant agencies and navigation system manufacturers were consulted and it was found that the proposed warning function was technically implementable. The findings are expected to help reduce human error among ship operators and establish a Korean e-navigation system.

Recently, the environment at littoral sea has been contaminated and damaged by submarine deposits, e.g. the fishing nets. To solve this problem, the government pushes the policies such as management plan of the fishing nets in whole life cycle of them. The representative causes are dumping and drifting away of the fishing nets, and shed new light on technological methods for tracking and management of the fishing nets. To prevent this drawbacks, this paper covers a development of tracking and management system for the fishing nets. To do this, we analyzed the existing products, and figured out performance improvement points. Also we proposed additional enhancement techniques which connects with a smartphone application and displays the positions and state information of the fishing nets, and so on. To adopt the proposed methods, we design and implement a tracking and management system based on ENC with the smartphone application, and verified the usefulness of the system.
The goals of this study are basically to analyze the lectures related to mathematics education in national universities of education and in education training institutes, and ultimately to suggest the collaboration in the lectures related to mathematics education in national universities of education and education training institutes. In order to achieve the above goals, five universities were selected. Summing up these results, we suggest several ways to collaborate the mathematics education lectures in national universities of education and education training institutes. First, the training education in the national university of education has to offer more lectures which deal with the theory related with mathematical education and the fundamental area of mathematics. In addition to this, teaching in contents in terms of the area has to focus on the background knowledge related to the teaching contents. Second, based on the training education, the assigned education training institute has to reflect the periodical and social condition. In addition to this, it has to reflect the real condition around the school environment. With those efforts it has to make new kinds of lectures which concentrate on the recent trend or the understanding of the theory related with mathematical education. In this case, both obligatory and elective courses have to be offered. Third, the education training institute responsible for the staff development program has to open lectures with the contexts of real time teaching activities based on the experiences of the teachers. In this case, one or two particular subjects have to be dealt with in depth and lecturers have to be selected who are suitable for the lectures.
Currently, there are many studies being conducted around the world to reduce exposure dose to radiation for patients to receive medical treatments in a safe environment. We developed and fabricated of this shield that the patients are protected from the radiation and are need of safety control during breast imaging. In this study, for breast imaging, GE Senography 2000D were used and set at SID 65cm, 28kVp, and 63mAs. The measuring instrument was Fluke's Victoreen 6000-529. And we performed Face Block on with 30 patients. The chamber on the actual thyroid glands to take CC and MLO and measure the dosage before and after wearing the Face Block. For the results, after wearing the Face Block, exposure was decreased by 53.8%-100% and 65.8% in average in CC View and by 50%-100% and 60.7% in average in MLO View. The development of the Face Block that practically decreased the exposure dose of thyroid glands, crystalline eyes during breast imaging and reduced the patients' anxiety during breast imaging. The Face Block is expected to improve patients' satisfaction and contribute to reducing patients' exposure dose, but more efforts should be made to reduce exposure dose to medical radiation.
Image-based traffic information collection systems have entered widespread adoption and use in many countries since these systems are not only capable of replacing existing loop-based detectors which have limitations in management and administration, but are also capable of providing and managing a wide variety of traffic related information. In addition, these systems are expanding rapidly in terms of purpose and scope of use. Currently, the utilization of image processing technology in the field of traffic accident management is limited to installing surveillance cameras on locations where traffic accidents are expected to occur and digitalizing of recorded data. Accurately recording the sequence of situations around a traffic accident in a signal intersection and then objectively and clearly analyzing how such accident occurred is more urgent and important than anything else in resolving a traffic accident. Therefore, in this research, we intend to present a technology capable of overcoming problems in which advanced existing technologies exhibited limitations in handling real-time due to large data capacity such as object separation of vehicles and tracking, which pose difficulties due to environmental diversities and changes at a signal intersection with complex traffic situations, as pointed out by many past researches while presenting and implementing an active and environmentally adaptive methodology capable of effectively reducing false detection situations which frequently occur even with the Gaussian complex model analytical method which has been considered the best among well-known environmental obstacle reduction methods. To prove that the technology developed by this research has performance advantage over existing automatic traffic accident recording systems, a test was performed by entering image data from an actually operating crossroad online in real-time. The test results were compared with the performance of other existing technologies.

As the conference result of MEPC in IMO, development of ballast water management system corresponding to newly established ballast water management standard (D2 regulation) of shipping is being made an active progress over the whole world. The ballast water management system should treat particular material of more than $10{\mu}m$ in high capacity of more than 500t per hour in the event of filtration process. Also, it is very difficult to develop a practical management system since a limited element which a narrow space of the ship should be designed in the minimal volume is assumed. Therefore, the study promoted a study on the next generation auto back wash media filter to overcome such a limited element. Also, the study performed pressure and flux measurement test followed by thickness of each filter medium for filtration by each size to grasp a relation between absorption and pressure at the time of vacuum filtration and mechanical analysis and turbidity change observation of filtered water after vacuum filtration.
As part of measures to reduce fine dust, the government is promoting a project to convert the fuel of Yard Tractors(YT, tractors operated at ports), from diesel to LNG (Liquefied Natural Gas). While a port having a small number of yard tractors, it is not proper to construct a stationary LNG fueling station and supply LNG to YT due to a problem of BOG (Boil off gas) generation. Therefore, it is necessary to make a regulation and a standard on mobile LNG YT refueling station installation and inspection as an alternative. In this study, we have investigated domestic and foreign mobile LNG refueling cases and refueling standards, including the USA and Europe. In addition, we have suggested the risk reduction method according to the cause after investigation of the cause of LNG accidents. And last, based on the proposed risk reduction measures, we have proposed an amendment to the Regulation of the Urban Gas Business Law in Korea. The proposed mobile LNG YT refueling amendment of the Regulation includes ; maintenance of the safety distance from the protection facility, installation of an interlock device to prevent refueling in places other than the authorized place, installation of the identification system through biometrics, separation of the tank lorry and tow vehicle before refueling, checking the wheel fixed status of tank lorry before refueling, construction of the impounding area, safety measures before, during and after refueling, etc. The safety standards proposed in this study could be used as a reference in establishing standards for mobile LNG vehicle refueling in the near future.

The information drive of the businesses requires new alternatives in that the promotion of business efficiency through information process technologies ends up conflicting with the protection of information human rights on laborers' side. Nevertheless, apathy on information protection has a tendency to be distorted by the efficiency of the businesses. Should the capital and mass media warn economic red lights, political circles with uneasiness would ignore the significance of information protection on the behalf of business efficiency. Therefore, the importance of information protection is considered a smaller interest than that of business efficiency with the infringements of human rights on laborers' side arising. Informatization of the businesses along with the developments of information process technologies has enabled the management to monitor and control the behaviors of laborers. This new problem needs to establish both information protection mechanism and institutional devices to regulate those labor controls. The security of business activity without human rights infringement warrants both basic rights of the public and spirit of the Constitution. The study suggests the establishment and revision of laws suitable to the period of information human rights. On top of that, the establishment of the basic law for information protection of individuals' with the common principle that integrates the related laws and rules on-off line is needed. This will warrant the active participation of labor unions and create specific alternatives for information protection.
