Conceptual Cost Estimating System Development for Public Apartment Projects (공공아파트 프로젝트 기획단계 공사비 산정시스템 개발)

  • At the conceptual phase of a construction project, estimated construction cost is very important as it significantly influences the owner's decision-making. Accurate cost estimating, in the early stage of a public construction project, serves as a critical factor because initial decision-making effects the final cost of a construction project. However in the cases of Korean public apartment projects, excluding a few of the public owners, there is a problem in properly estimating construction cost due to the lack of construction cost estimating system. Thus, this research developed a public apartment cost estimating system using case-based reasoning that was suggested by a previous research with 66 cases of Korean public apartment projects. Based on the system experiments involving 19 public officers and 10 cases of Korean public apartment projects, the effectiveness of the system in terms of estimation accuracy and user-friendly was confirmed. As a result, the developed system has an error range of 1.47% to 13.74% and mean of 6.15%. In addition, the system was evaluated that it could greatly improve the current estimation task of public officers. Consequently, the results of this research can be used as a foundation for a technological advance in estimating construction cost and improving the accuracy and consistency of construction cost estimation.

Pilot and Feasibility Study of a Management Program for Elementary School Students with Asthma (우리나라에서 학교 중심의 소아천식관리사업의 적용가능성과 발전 방향: 일부 학교의 시범사업 평가결과를 중심으로)

  • Purposes: The objective of this study was to develop a management program for Korean elementary school students suffering from asthma, which would be based on the Australian Asthma-Friendly Schools (AFS) program. Methods: On the basis of the AFS program, we designed a 6-month pilot project for asthmatic students in two elementary schools in a rural area and one elementary school in an urban area of Korea. The pilot project consisted of the following processes: identifying students with asthma in a school, educating school staffs and the parents of an asthmatic child, registering those with asthma, and installing emergency kits for asthma attacks in school health rooms. In order to evaluate these processes, group discussions were held between project team members and school staffs in each area. In addition, we conducted a postal survey of 144 households having an asthmatic child. Results: The screening process adopted in this program resulted in the early diagnosis in asthma; however, it needs to be evaluated economically due to expensive diagnostic test for asthma. For the school nurses, asthma lessons were evaluated as being very helpful for their tasks, while teachers tended to take less interest in the program with only 45% of all teachers attending these lessons. Almost all participating parents reported that such lessons would be beneficial for the care of their child, even though only 24.2% of the survey respondents (122 households) attended the lessons. Installing emergency kits in school health rooms was regarded as a key feature of this project. The introduction of a register card containing more specific health records of asthmatic students was considered necessary to replace the existing list of students with asthma. Conclusion: This study has merit in that a Korean asthma-friendly schools program was developed for the first time, despite the many obstacles to such programs becoming more common.

Developments of Evaluation Expertise of Technology Innovation Program for Knowledge Economy by the Ministry of Knowledge Economy: The Case of the National IT Promotion Agency (지식경제 기술혁신사업의 평가 전문성 발전 방향: 정보통신산업진흥원 사례)

  • This work aims firstly to analyse the evaluation expertise in the National IT Industry Promotion Agency(NIPA) which is charge of funding and promoting R&D programs in the field of IT industry, a main part of 'Technology Innovation Program for Knowledge Economy' supported by the Ministry of Knowledge Economy. It will also discuss the policy means for improvement of the evaluation expertise of the NIPA. The results show that the evaluation system of the NIPA has been fair in stage of the selection of evaluators and the career management system of evaluators. But it will be necessary for improvement in stage of the surroundings supporting the expertise during evaluation practise. Therefore, in order to improve the evaluation expertise of the NIPA, I suggested and discussed 12 policy means in accordance with the short term perspective and long term one.

Development of Long-term Rainfall-Runoff Analysis System in SeongDeok Dam Watershed (성덕댐 유역의 장기유출 분석체계 구축)

  • 성덕댐은 기존 농업용 저수지였던 수락저수지를 다목적댐으로 재개발한 우리나라 최초의 사례로 2006년 11월에 착공하였다. 댐재개발 사업은 장랠 물 부족이 예상되나, 현재 마땅한 댐 개발적지가 부족하여 수자원 확보를 위해 기존의 댐을 재개발하는 것으로, 기 개발된 수자원의 활용도 제고 및 환경적으로 건전하고 지속 가능한 수자원을 개발하는 사업을 말한다. 기존의 수락저수지의 재원은 높이 19.0m, 길이 150.0m, 총 저수량 $806,000m^3$이었으며, 성덕다목적댐으로 재개발 되면서 증가된 주요재원은 높이 58.5m, 길이 274.0m, 총 저수량 $27,900,000m^3$이다. 성덕다목적댐 건설이 완료됨에 따라 기존의 농업용수($8,400m^3$/일) 공급뿐만 아니라 하천유지용수 $5,800m^3$/일 및 경북 청송, 영천, 경산지역에 생활용수와 공업용수를 $42,300m^3$/일를 공급할 수 있게 되었으며, 홍수조절용량 $4,200,000m^3$을 확보하여 유역의 홍수예방에도 기여할 수 있다. 댐의 운영기준을 수립하기 위해서는 적어도 20년 이상의 댐 유입량 자료가 필요하지만 성덕댐의 경우 댐 유입량 자료의 확보가 쉽지 않은 상황이다. 이에 K-water에서 개발하고 다양한 다목적 댐 유역에 적용한 경험이 있는 격자기반 강우-유출 모형인 K-DRUM(K-water Distributed Rainfall rUnoff Model)을 이용하여 성덕댐 유역의 장기유출모형을 구축하였다. 격자기반 수문모형의 장점은 공간적인 비균질성을 고려하여 물리적인 유출과정을 모형화할 수 있고, 이로 인해 신뢰성 있는 수문해석이 가능하기 때문이다. 성덕댐 유역의 K-DRUM 모형을 구축하기 위해서 토지이용도, 토양도(종류, 유효토심), 하천차수도, 유역도, 표고분포도 등을 수집하였으며, 격자는 60m의 정사각형 격자로 약 11,500개를 구성하여 적용하였다. 기상자료로는 안동, 의성, 영천 기상대의 강우자료와 안동 기상대의 기상자료를 활용하였다. 모형의 보정을 위해서는 2016년을 시단위로 모의하였으며 성덕댐 유입량와 비교하여 매개변수를 보정하였고, $R^2$는 0.72, NSE는 0.70, RMSE는 1.82로 신뢰도 높은 보정결과를 획득할 수 있었다. 보정된 매개변수를 성덕댐 유역의 장기유출에 적용하였으며, 1997년부터 2017년까지 총 21년 장기유출 모의를 수행하였으며, 모의결과는 댐 운영기준의 기초자료로 활용하였다.

Cost Estimating in Early Stage Using Parametric Method for Apartment Construction Projects (파라메트릭 방법(Parametric Method)을 이용한 사업초기 단계의 공사비 예측 방법)

  • The importance of cost management in early stage has been increasing due to market change and competition severence in construction industry. Because the adjustable budget is only 20% after finishing design stage, the critical decision is made in the early stage. However, in the early stage, the design information is not enough to make crucial decision. Therefore, this research suggests the predicting method on the purpose of accurate cost estimation. The parametric estimation is appropriate for the early stage, especially it has the strength of rapidity in cost estimation. This research analyzes 84 actual data of public apartment on the scale of $11{\sim}15$ stories, and then performs the correlation analysis between cost and influence factors. After eliminating the parameters which causes the problem of multicollinearity, this research derived the formula through the multi-regression analysis.

Strategies of Home Health Care Services Linkages in Korea Based on Delphi Technique (델파이 기법을 이용한 우리나라 재가간호서비스 연계방안)

  • Today, home health care services needs a linkage plan of the customized home visiting health service in public health center, the medical institute home health care service, and home visiting nursing service based on long term care insurance for the elderly program which acknowledges the independence and professionalism of the home health care services while minimizing overlap through linking the projects. So, this study was performed by applying the Delphi technique, which draws agreement from professional opinion, to determine a method to link home health care services in Korea. The results of this study are as follows. Specialists agreed on 24 important items within the two domains of institutional linkage and medical linkage. And the significance of this study is as follows. The 24 items deduced for the approved nursing service linkage plan are expected to improve the home health care service business system, enhance the quality of home health care service, and bring increased satisfaction for service recipients. Also, seeking ways to minimize overlap in service can increase the effectiveness of health care and public health management at a national level. In addition, it is considered that this will ultimately reduce public medical costs as well as improve home health care service.

  • The APR1400 (Advanced Power Reactor 1400MW) nuclear power plant is a large-scale national infrastructure facility with a total project cost of 8.6 trillion won and a project period of 10 years or more. The total project area is about 2.17 million square meters and consists of more than 20 buildings and structures. And the total number of drawings required for construction is about 65,000. In order to design such a large facility, it is important to establish a design standard that reflects the design intent and can increase conformity between documents (drawings). To this end, a design bases document (DBD) reflecting the design bases that extracted in regulatory requirements (e.g. 10CFR50, Korean Law, etc.) is created. However, although the design bases are important concepts that are a big framework for the whole design of the nuclear power plant, they are managed in 2-dimensional by the experts in each field fragmentarily. Therefore, in order to improve the usability of building information, we developed BIM(Building Information Model) based 3-dimensional design bases management system. For this purpose, the concept of design bases information layer (DBIL) was introduced. Through the simulation of developed system, design bases attribute and element data extraction for each DBIL was confirmed, and walls, floors, doors, and penetrations with DBIL were successfully extracted.

  • The purpose of the study is to show the possibility of the enlargement of land banking types through employment of the French land bank case. For sustainable urban regeneration projects, it is necessary to improve the land banking system with comprehensive land banking types. There are a total of 35 land banking agencies in France, which are made according to the needs of the municipality. The main function of these institutions is to perform functions such as land acquisition, management, division, land maintenance(decontamination, etc.), land use plan review and so on. In the 1960s and 1970s, mainly purchase and maintenance of land mainly focused on Brownfield and idle land, but since 2000 the land purchase business is mainly for the supply of social rental housing which is missing It was. The use of land banks is most frequently mentioned as a way of how to supply land at a low price in urban renewal projects. To that end, it is necessary to revise related laws, even if the law is revised so that land for urban regeneration projects can be secured, due to the limit of financial resources, land for the urban regeneration project nationwide secured It will not be easy without policy judgment of a positive nation. Therefore, securing land reserve resources for urban regeneration projects utilizing residential district funds and municipal maintenance funds is essential. In addition, even on a small scale, it is necessary to consider the banking of land for regional capitalization at the local government level.

  • 도시화로 인한 불투수면 증가에 따른 물 순환 왜곡 현상이 발생하고 있으며, 이에 따라 물관리를 위한 저영향개발 기법이 국내외에서 적극 도입되고 있는 실정이다. 따라서 본 연구에서는 강우입력에 따라 LID 해석이 가능한 저영향개발 디지털트윈 분석 시뮬레이터를 개발하였다. LID DT 분석 모듈은 LID 시설 해석에 특화된 모형으로 시나리오 강우 기반 시뮬레이션 및 실시간 강우량 연동을 통한 모의가 가능하며, LID 시뮬레이션을 위해 개별적으로 활용함과 동시에 실시간 강우량 연계 시뮬레이션이 가능하도록 개발하였다. 유역유출 계산은 SWMM 모형의 비선형 저류방정식을 기반으로 유출해석 및 기본 LID 해석은 EPA SWMM 엔진으로 해석하며 저수지 추적이 요구되는 빗물이용시설의 경우 별도의 모듈을 적용하였으며, SWMM LID 해석 결과의 시설별 상세 결과 표출이 가능하도록 개발하였다. 현재 LID DT 모형의 시범 지구 적용은 세종시 6-4 생활권 해밀마을을 대상으로 하였다. 소유역 24개소, 우수관로 27개소, 소유역 24개소 및 유역면적 51ha로, 총 64개의 LID 시설을 시설형식을 구분하여 소유역별로 적용하였다. LID 시설의 강우 발생일에 대한 첨두유량과 관측 결과를 비교하여 정상 상황과 비정상 상황의 유량 오차 발생 시 점검 경보 알림 기준을 설정하였으며, 이를 통해 LID 시설의 유지보수 정보를 제공할 수 있을 것으로 예상된다. 또한 실시간 강우 모의를 통해 빗물이용시설의 저류조 용량 대비 현재 빗물저류량을 계산하여 빗물이용시설의 빗물저류량에 대한 정보를 제공하여 물부족 발생알림을 제공 가능할 것으로 예상된다. 따라서 LID DT 시뮬레이터에 및 빗물이용시설 운영에 대한 의사결정 정보를 제공할 수 있을 것으로 판단된다.

The Change of Health Service before and after the Unification of two Health Subcenters in a Rural Area (한 농촌지역 2개면 보건지소 통합전후 보건의료사업 변화 연구)

  • A comparative study was made about health resources, medical care service statistics and public health service statistics by health subcenters at Jangdong and Jangpyung townships, Jangheung County, Chollanamdo before and after the unification of two health subcenter to improve their function. 1. While two general physicians, one dentist, 4 nurse aids arid one oral hygienist were working at two health subcenters with simple facility with examination room and public health office in 1997 prior to the unification, in 1999 after the unification of two health subcenters 14 staff including a specialist physician, a general physician, a dentist, a herb hygienist, a radiology technician and a physical therapist were working in the new health subcenters equipped with appropriate facilities in two storey building. 2. In 1997 before the unification the yearly total income of two health subcenters was 78,815 thousand won(about 14,000 won per capita) and the amount was 140,376 thousand won(about 25,000 won per capita) in 1999 after the unification. And the income was used for operation of health subcenters excluding personnel expense. 3. While 90.5% of visitors to the health subcenters came for general medical care, and 91.6% came for the revisit before the unification, after the unification 71.2% came for general medical care, 10.8% for dental care, 16.5% for oriental physician's care, 29.7% for the first visit and 70.3% for revisit. Most common problem cared for was musculoskeletal disorder like arthralgia. Average treatment cost per person per month was 9,363 won before the unification and 8,309 won after the unification. 4. Through the comparison of execution rate of public health services before and after the unification. the practice rate of most health service among target population including visiting service for chronic illness, maternal and child health service and immunization service increased after the unification. The practice rate of tuberculosis control service, hypertension control and diabetes management was a little decreased. In conclusion, continuous effort to satisfy all persons in two townships and evaluation are necessary to coincide with the spirit of unification of two health subcenters.
