Relationship between the Difficulty of Securing Farmland and Demand for Farmland Information (농지확보의 어려움과 농지정보 수요간의 관계 분석)

  • In this study, for the people who turned or returned to farming (the "Returnees"), information provision measures were sought, focusing on "farmland," for their difficulties in the settlement phase and finding a way for their new agricultural companies to settle in the farming business stably. For this purpose, this study considered endogeneity using a bivariate probit model. According to the results of the study, first, there is a strong positive correlation between the difficulty of securing farmland and the demand for providing farmland information in the settlement phase. Therefore, to ensure the stable settlement of the Returnees, it is necessary to actively respond to their demand through the provision of farmland information. Second, for young returnees, the probability of encountering difficulties in securing farmland is high during the settlement phase. Third, if the young returnees returned to farming after seeing the possibility of agricultural development, the possibility of securing farmland in the settlement stage decreases, and although there was no statistical significance, the demand for farmland information also decreases. Fourth, it was found that if the returnees intend to expand the scale of farming in the future, it is difficult to secure farmland in the settlement phase, and the demand for farmland information also increases.

  • The proportion of farm households in the total population is decreasing every year. The aging of rural areas is expected to deepen. The aging of agriculture is continuing due to the aging of the aged population and the decline of the young population, and agricultural manpower shortage is emerging as a threat to agriculture and rural areas. The existing facility cultivation was concentrated on the production / yield per unit area. However, nowadays, not only production but also crop quality should be good so that the quality of crops must be improved because they can secure competitiveness in the market. Therefore, the government plans to increase the productivity by hi-techization of ICT infrastructure horticulture and to plan the dissemination of energy saving smart greenhouse. Therefore, it is necessary to develop a Smart Farm convergence service system based on a hybrid algorithm to enhance diversity and connectivity. Therefore, this study aims to develop smart farm convergence service system which collects data of growth environment of the rhizosphere environment of crops by wireless and monitor smartphone.

Factors influencing young farmers' choice of the farm diversification (청년농업인의 영농다각화 활동 선택 결정요인 분석)

  • Securing manpower in rural areas is critical to improving the productive potential and overcome challenges caused by changes in the demographic structure and the need for diversification of the rural economy. This underpins the importance of nurturing young farmers in order to enhance the agricultural competitiveness in the rural areas. On the other hand, 42.3% of young farmers under the age of 40, which is the target age of the government-sponsored program to foster young farmers, grow rice. Meanwhile, 42.3% of the farmers are under 40 years of age which is a category of farmers targeted under the government sponsored program to advance rice production. In this study, a bivariate probit model is used to conduct substantive analysis on the potential political interventions that would persuade young farmers in the rural areas to participate in rice production in the 6th industry. In summary, most important factors identified as to influence participation of young farmers in the diversification of crop production are the utilization of information device, land, ownership of agricultural machinery, and the leasing of the cultivating land.

  • In the meantime, the government has implemented various policies for young farmers at a time when the number of people in charge of agriculture and rural areas is decreasing, but it is difficult to secure a stable agricultural workforce. This study analyzed the mediating effect of family support in the will to self-reliance and farming continuation for young farmers at a time when agricultural and rural farmers are decreasing and aging. According to the analysis, young farmers are young, highly educated, have short farming experience, and mainly livestock and gardening were high. In addition, it was found that the will of young farmers to stand on their own feet influenced the sustainability of young farmers by partially selling their family support. The main implications are the need for support or support for internal growth of young farmers and the need for continuous family support. It was also understood that young farmers should have the will to stand on their own feet in order to have continuous and satisfactory farming results.

Effect of Stress of Young Farmers on Farming Satisfaction and Intention to Leave the Farming (청년농업인의 스트레스가 영농만족과 이농의향에 미치는 영향)

  • This study analyzed the effect of young farmers' stress on farming satisfaction and Intention to Leave the Farming. The analysis targets young people living in rural areas and engaged in agriculture among 4H members nationwide. As a result of the analysis, there were significant differences in stress of young farmers according to the characteristics of the investigator, and there were differences according to family composition and community activities. In addition, family stress and social stress showed significant results according to the type of young farmers, community activities, and economic stress according to the type and family composition of young farmers. And the stress of young farmers had a positive (+) effect on Intention to Leave the Farming, and family and social stress also had a positive (+) effect on Intention to Leave the Farming. In addition, the stress of young farmers affected farming satisfaction, and family stress and social stress also had a negative (-) effect on farming satisfaction. Therefore, efforts will be needed to improve farming satisfaction and reduce Intention to Leave the Farming by reducing stress among young farmers.

Current Status and Future Perspective of Industrial Insects Use in South Korea (국내 산업곤충의 이용 현황과 미래 전망)

  • In accordance with Article 6 of the 「Insect Industry Promotion and Support Act」, the National Institute of Agricultural Sciences conducted a fact-finding investigation in the insect industry for related workers in 2020. Most commonly, insect industry workers were involved in production (98.5%), the male ratio was high (80.4%), while those in their 50s comprised 36.4% of the workers. As for the uses of industrial insects, 66.5% was for food and medicine, 12.7% for feed, and 20.7% as pets. The most commonly produced industrial insect species by use were the white-spotted flower chafer (69.6%), Protaetia brevitarsis seulensis (Kolbe), for food and medicine; crickets (31.2%) for feed; and the rhinoceros beetle (45.6%), Allomyrina dichotoma (Linnaeus), as pets. Powder was the most common product form at 68.5%, and live insects constituted 40.9%. Insect farms with an annual income accounted for 77.3%, of which 65.4% had annual sales of less than 20 million won. Market acquisition was rated by most insect industry workers (84.0%) as the primary challenge. In conclusion, although the number of people employed in the insect industry is increasing annually, the number of young insect farmers (20s to 40s) is decreasing. The production of industrial insects was limited to a few species, and more than half of insect farms have very low incomes. Furthermore, insect farms have the greatest difficulty in market acquisition, necessitating the development of utilization technology to promote the consumption of industrial insects.

Rural Migration and Changes of Agricultural Population (농민이촌(農民離村)과 농업인구(農業人口)의 변화(變化))

  • Taiwan agricultural development in the last decade has not been changed much since the accomplishment of land reform program. This is mainly due to the rapid development taken place within industry that agricultural development can not keep pace with. The increasing gap of rural-urban income discrepancy has caused socio-psychological unstability among rural people and inspire wants of out-migration. From 1961 to 1970, population of the ten largest cities showed an annual growth rate of 4.05%, while the population of the remainder of Taiwan showed 2.06%. Assuming the natural increase rate of these two population sections are similar, the difference of rural and urban annual growth rate can be at tributed to the flow of people from rural to urban sectors. The main objective of this paper is to identify the amount of agricultural out-migration and its impact on agricultural development and agricultural extension programs. Specifically, the objectives are to examine (1) rural-urban population composition (2) rural out-migration estimation (3) changes of agricultural population, and (4) implications for agricultural development and extension programs Some of the important findings are listed below; (1) The average agricultural out migration of the period 1960-1969 is estimated at around 60,000 per year. Take Tainan prefecture for example, the Male-Female Migration Ratio is 0.39 for age 20-24, 0.55 for age 25-29, 0.90 for 30-34. It is understood between age 20 and 34, the rural female migration rate is higher than the rural male. (2) Based on the population growth rate of 1950-1969, agricultural population is projected for the period of 1953 to 1989. By 1978, the agricultural population will reach its peak and begin to dedaine from 1980. The projected agricultural population in 1989 is 5,847,566 which occupies 29% of the Taiwan total population. (3) Assuming area of cultivated land keep unchanged as 905,263 ha. in 1970, and tif we can eliminate all 72% of part-time farms, then the average farm acreage for hose full-time farms will be increased to 3.6 hactares. This is unlikely to happen before 1989 without the government interference. (4) Less than 10% of adult farmer s of age 25-64 in 1969 enrolled in Farm Discussion Club, only 5% of adult farm women enrolled in Home Economics Club, and 5% of rural youth enrolled in 4-H Club. These statistics show a fact that only few farmers are reached by extension workers. Based on findings in this paper, some important suggestions are listed for future agricultural development. (1) Improve agricultural structure by decreasing agricultural population (a) Encourage farmers with less than 0.5 ha. of land to seek jobs outside of agriculture (b) Encourage joint cultivation and farm mechanization (c) Discourage rural migrants to Keep farm land (d) Provide occupational guidance program through extension education programs (2) Establish future farmers settlement project to assure rural youth have enough resources for farming. (3) An optimum Population policy should be integrated into rural socio-economic development and national development programs.

  • 농촌 지역의 인구 감소 및 그에 따른 지자체의 위기의식이 심화됨에 따라 국내에서도 지역마다 각종 인구 늘리기 시책을 실행하고, 중앙에서 도시민 농촌유치 프로그램 지원 시범사업을 기획하는 등 지역 발전의 기본 요건이 되는 인구 감소의 해결을 위한 노력이 가시화되고 있다. 이에 따라 본 연구는 일본의 정주촉진 정책 사례에 대한 고찰을 통해 국내 정책에의 시사점을 도출하고자 한다. 시마네현은 일본 혼슈의 동해 연안에 위치하고 있으며, $6707.26km^2$의 면적에 약 74만 2천 명의 인구(2005)가 살고 있는 지역이다. 시마네현의 총 토지면적 중 약 80%가 산림면적이며, 경지면적은 41,000ha로 약 6%를 차지하고 있다. 이 중 논이 80%를 차지하여 논농사 중심의 농업이 이루어지고 있으며, 풍요로운 수산자원을 보유하고 있어 어업활동도 활발하다. 이러한 시마네현에서는 UI턴의 촉진을 위해 '산업체험사업'을 1996년부터 시행하고 있는데, 농림어업에 관한 산업체험을 실시하고, 체험 후의 거주지로 빈집을 활용하는 사업이다. 현 외 거주자가 시마네현 내에서 일정시기 산업체험을 하고자 할 경우, 월 50,000엔이 지급되며, 거주지 확보가 어려울 경우 트레일러하우스나 빈집활용주택, 공영주택 등을 임대해주고 있다. 또 시마네 현 내에서 30세 미만의 청년 미취업자가 일정기간 산업체험을 실시할 경우, 체험에 필요한 경비의 일부를 제공해주고 있다. 그간의 실적을 보면 연간 평균 105명이 체험에 참가하고 있으며, 2000년 이후 정착률은 50%를 넘고 있다. 총 259개의 체험 장소에서 월 평균 4명이 참가하고 있으며, 업종별 참가자수는 농업 및 기타(관광, 전통공예), 어업, 임업, 축산업의 순서로 많은 것으로 나타나고 있다. 또한 시마네현의 고츠시에서는 '도시와의 공생 교류' 실현을 위한 9가지 중점시책을 설정하고 그에 따른 사업을 실행하고 있다. 농산어촌의 취락을 유지하는 것이 첫 번째 중점시책으로서 이를 위해 빈집을 활용한 정주와 교류가 활발히 이루어질 수 있도록 주거 정보를 수집, 관리, 웹을 통해 제공하고 있으며, 농지 유동화 및 농림수산물의 직거래 시스템 확립에 주력하고 있다. 이 밖에도 UI턴자 확보를 위해 지역에서 살고, 일하고, 즐기는데 대한 일체적인 정보 제공 시스템을 마련하고 있으며, '고향교육'을 통해 지역에 대한 애착심을 기르는 동시에 지역에서의 취업 지향을 높이는데 힘쓰고 있다. 농촌 정주촉진을 위한 사업 내용면에서는 일본과 우리나라 간 큰 차이가 없다. 그러나 사업에의 의지와 방향 설정, 사업 추진체계 및 운영방식 등에서 발견되는 차이를 주시함으로써 농촌 지역 인구 증가에 보다 실질적으로 기여할 수 있는 정책으로 만들어가야 할 것이다.

Text Mining of Successful Casebook of Agricultural Settlement in Graduates of Korea National College of Agriculture and Fisheries - Frequency Analysis and Word Cloud of Key Words - (한국농수산대학 졸업생 영농정착 성공 사례집의 Text Mining - 주요단어의 빈도 분석 및 word cloud -)

  • In order to extract meaningful information from the excellent farming settlement cases of young farmers published by KNCAF, we studied the key words with text mining and created a word cloud for visualization. First, in the text mining results for the entire sample, the words 'CEO', 'corporate executive', 'think', 'self', 'start', 'mind', and 'effort' are the words with high frequency among the top 50 core words. Their ability to think, judge and push ahead with themselves is a result of showing that they have ability of to be managers or managers. And it is a expression of how they manages to achieve their dream without giving up their dream. The high frequency of words such as "father" and "parent" is due to the high ratio of parents' cooperation and succession. Also 'KNCAF', 'university', 'graduation' and 'study' are the results of their high educational awareness, and 'organic farming' and 'eco-friendly' are the result of the interest in eco-friendly agriculture. In addition, words related to the 6th industry such as 'sales' and 'experience' represent their efforts to revitalize farming and fishing villages. Meanwhile, 'internet', 'blog', 'online', 'SNS', 'ICT', 'composite' and 'smart' were not included in the top 50. However, the fact that these words were extracted without omission shows that young farmers are increasingly interested in the scientificization and high-tech of agriculture and fisheries Next, as a result of grouping the top 50 key words by crop, the words 'facilities' in livestock, vegetables and aquatic crops, the words 'equipment' and 'machine' in food crops were extracted as main words. 'Eco-friendly' and 'organic' appeared in vegetable crops and food crops, and 'organic' appeared in fruit crops. The 'worm' of eco-friendly farming method appeared in the food crops, and the 'certification', which means excellent agricultural and marine products, appeared only in the fishery crops. 'Production', which is related to '6th industry', appeared in all crops, 'processing' and 'distribution' appeared in the fruit crops, and 'experience' appeared in the vegetable crops, food crops and fruit crops. To visualize the extracted words by text mining, we created a word cloud with the entire samples and each crop sample. As a result, we were able to judge the meaning of excellent practices, which are unstructured text, by character size.

A Study on the Housing Environment in Farms for Practical Field Training of Young Farmers Focusing on the Farms for Practical Field Training of Korea National College of Agriculture and Fisheries (청년농업인의 현장실습장 주거환경에 관한 연구 -한국농수산대학 장기현장실습장을 중심으로-)

  • The study consisted of a survey of the residential satisfaction level of the 3rd grade students and a survey of accessibility from farms for practical field training to public facilities. According to the geographical location of the farms on the map, the average distance to facilities related to convenience or safety and health that students complained was about 12km. And that to social and public facilities was about 4.4km. Students pointed out the convenience of using transportation, commercial and convenient facilities, and the safety of anti-crime security facilities as complaints during the practice session. Residential satisfaction levels in five realms, such as facility and structure, convenience, safety, comfort and sociality, were not all reached at the satisfaction level. In particular, the satisfaction level of female students was sub-normal in the safety and convenience realms. The average satisfaction levels reviewed by department were sub-normal for horse industry and floriculture departments. By residential patterns, satisfaction with sharing with the farmers was higher than with other patterns. And satisfaction level by housing structure was much lower in the assembly and container structures Since residential satisfaction level is determined by the inside and outside environment of the dwelling, college should provide students with accurate and vivid data using information communication technologies.
