The Classification of Railroad Accident Types and Its Standardization (철도사고유형분류 및 표준화 방안)

  • This paper suggests to reclassify railroad accident types and to standardize them as the standardized code for the railroad safety management system. The existing railroad accident types in both domestic and foreign cases have been carefully analyzed in the beginning. Based on the case studies, the new railroad accident types are classified into 9 classes which are not overlapped one another and 9 classes have been subdivided into 40 different accident patterns. All these patterns are linked with 9 different accident objects and 6 accident locations. Therefore, this study suggested the combination of 4 distinct code factors: accident class, accident pattern, accident object, and accident location to standardize them. In addition, inter-operation between the proposed codes and the existing accident types is suggested. This code will play a major role in the railroad safety management system composed of accident prevention, accident preparedness, accident response, and accident recovery.

  • 철도 운전사고의 대부분을 차지하는 철도건널목에 대한 기존의 사고예측식은 국외의 경우 Peabody Dimmick Formula, New Hampshire Index, National Cooperative Highway Research Program(NCHRP) report 50, U.S. Department of Transportation(DOT) 사고예측식 등을 이용하고 있었으며, 국내의 경우, U.S. DOT 사고예측식의 입력변수를 다변량 분석법을 이용하여 국내에 맞게 조정한 사고예측식을 이용하고 있다. 그러나 위에서 제시한 철도건널목 사고예측식은 철도건널목에서 발생하는 사고를 단순히 철도통행량, 도로통행량, 선로수, 도로수 등의 요인에 국한하여 분석한 것이고, 사고예측식 자체가 철도건널목에만 국한된다는 맹점을 안고 있어서 철도건널목장치라든지 철도건널목을 이용하는 사람들의 성향 등, 여러 인자를 고려한 철도건널목에서의 안전성분석 및 대책을 제시할 필요가 있다. 본 논문에서는 철도건널목장치를 포함하여 다른 시스템에도 범용적으로 적용할 수 있고, 제한된 변수에만 국한하지 않아 여러 사항을 고려할 수 있는 안전성분석 절차를 제시하였는데 이 안전성 분석 절차를 철도건널목에 적용함으로써 시스템의 위험요인을 분석하고, 이에 대한 원인 및 결과, 손실을 도출한 후 대책을 제시할 수 있었다.

  • Since the opening of Seoul Subway Line #1 in 1974, the number of passengers has been increasing. The possibility for passenger's accidents in railway stations has also increased. In order to decrease these kind of accidents, railway operation systems have been automated. Nevertheless, the possibility of a casualty accident in railway stations remains. This study analyzed the type of casualty accidents, casualty accidents by age, sex, pedestrian facility, and passenger type based on the internal data of Seoul Metro. The causes of casualty accidents are also found out. Finally, the establishment of railway safety education program and railway safety experience center are suggested in order to prevent the urban railway casualty accident in advance at railway stations.

  • In Korea, the railway history has more than 100 years and the KTX(Korean Express Railway) was launched on April 1, 2004. Nevertheless, the safety management of the railway has not been emphasized. Thus this paper proposed the novel frame of the railway safety management system which can secure the railway safety and administer the railway accidents via Management Systems from domestic to international. Secondly, we developed the prototype Management System for the railway accident based on GIS(Geographic Information System) by introducing the concept of "location". This Management System has two parts: space and attribute. Also it provides the map for emergency actions.

  • This paper suggests to standardize railway accident restoration types as the code and standard operation system for efficient railway accident management. First of all, the damage types of have been carefully analyzed and reclassified. This study suggested the combination of 3 distinct code factors: restoration class, restoration object, and restoration location to standardize them. In addition, this study suggested procedures to make the standard operation system of emergency restoration, defined the worst case of emergency restoration and the important events. Therefore, the standard operation system of emergency restoration is developed. It shall play a major role as the database system for railway accident management, minimum of damage and rapid control of accident.

  • We have identified which causes have influenced to accidents, case by case through a relational analysis on data of accidental case, root case, accident cause and hazard. The data on the accident of railway operation and system have been analyzed and the root cause, accident cause and hazard have been classified. This research has developed accident cause analysis system to build efficient railway safety policy which will be used to prevent railway accidents by government and railway operator.

  • As a result of investment in railway safety since 2004, railway accidents have been reduced by half and we reached a high level of safety compared to other countries. But people are still worries about railway accident, and want safer railway. It is difficult to determine which level of safety must be achieved due to lack of comparative studies on railway safety among different countries and other transportation modes. In this study, a comparative study on railway accident statistics and various transportation modes is performed. The results of this research can be used for the determination of weak areas of railway safety and the level of safety to be achieved.

  • Most railroad accidents are due to human errors. In particular, most of the causes of these accidents are faults of an engine driver, such as lack of signal confirmation, insecure braking, driving by guess or force of habit. This paper identifies a problem(s) by analyzing accidents for the past 10 years and also seeks a solution to train good engine drivers in order to prevent railroad accidents. In summary, what is needed are: 1) proper placement of various manpower, 2) proper training of engine drivers, 3) proper legislation for a 2-man on board system, and 4) proper reformation of personnel management.

  • The paper suggests to reclassify the casuality accidents types and causes at urban rail stations in the standardized code manner. In order to make standardized codes, 4,086 casuality accidents for Seoul Metro and Seoul Metropolitan Rapid Transit Cooperation (SMRT) are analysed. The standardized code for casuality accident types includes 4 distinct factors; casuality object, casuality location and casuality pattern. Also, the standardized code for casuality accident causes includes 4 distinct factors: casuality trigger, drinking or not, first cause and second cause. This code is deemed to play a big role to link the same casuality accident types or causes which can be used in the process of railroad safety management and emergency response system.

  • The railway system is worldwide recognized as a safe mean of transportation. However, railroad accidents and incidents continue to occur. Due to the nature of the railway system that consist of many mechanical parties, it is apparently difficult to eliminate probability of accidents and incidents completely. Therefore, through the analysis of railroad accidents and incidents, it is very important to trace the various factors affecting the accidents and incidents. In this study, we performed the analysis of rail-road accidents due to track defects in foreign countries; United States of America, England, Canada, Australia. As a result of its investigation of the accidents, major risk factors are proposed in this study.
