Purpose: The treatment of thyroid cancer patients was continuously increased. According to the increment of thyroid cancer patients, the establishment of iodine therapy site was also increased in each hospital. This treatment involves the administration of radioactive iodine, which will be given in the form of a capsule. Therefore, protections and managements for radioactive source pollution and radiation exposure should be necessary for radiation safety. Among the many problems, the problem of disposing the radioactive wastes was occurred. In this study, The date for self-disposal for radioactive wastes, which were contaminated in clothes, bedclothes and trash, were calculated. Materials and Methods: The number of iodine therapy ward was 15 in Korea Institute of Radiological Medical and Sciences. Recently, 8 therapy wards were operated for iodine therapy patients and others were on standby for emergency treatment ward of any radiation accidents. Radioactive wastes, which were occurred in therapy ward, were clothes, bedclothes, bath cover for patients washing water and food and drink which was leftover by patients. Each sample was hold into the marinelli beaker (clothes, bedclothes, bath covers) and 90 ml beaker (food, drink, and washing water). The activities of collected samples were measured by HpGe MCA device (Multi Channel Analysis, CANBERRA, USA) Results: The storage period for the each kind of radioactive wastes was calculated by equation of storage periods based on the measurement outcomes. The average storage period was 60 days for the case of clothes, and the maximum storage period was 93 days for patient bottoms. The average storage period and the maximum storage period for the trash were 69 days and 97 days, respectively. The leftover foods and drinks had short storage period (the average storage period was 25 days and maximum storage period was 39 days), compared with other wastes. Conclusion: The proper storage period for disposing the radioactive waste (clothes, bedclothes and bath cover) was 100 days by the regulation on self-disposal of radioactive waste. In addition, the storage period for disposing the liquid radioactive waste was 120 days. The current regulation for radioactive waste self-disposing was not suitable for the circumstances of each radioactive therapy facility. Therefore, it was necessary to reduce the leftover food and drinks by adequate table setting for patients, and improve the process and regulation for disposing the short-half life radioactive wastes.

The thermal conductivities of bentonite blocks with various dry densities (1.6 and $1.8g/cm^3$), water contents (5, 9.4, 15, 20 wt%) and sand contents (0, 10, 20, 30 wt%) were measured in order to investigate the improvement in physical performance of buffer as an engineered barrier. The raw material was domestic bentonite from Oksan mine located in Gyeongju city. The increase in water content was most effective for improving the thermal conductivity. Especiallly, the bentonite blocks with more than 15 wt% of water content showed more than 1.0 W/mK values of thermal conductivity regardless of their dry densities and sand contents. Therefore, if the domestic Oksan bentonite is used as a buffer material, we can suggest that the manufacture of bentonite block having dry density of $1.6g/cm^3$, sand content of $10{\sim}30$ wt% and water content of 15 wt% will be most effective considering the easiness of a manufacturing of bentonite block and the efficiency of an increase in the thermal conductivity.
The waste garnet powder as a raw material for clay bricks was studied its recycling. The physical strength of clay bricks are closely dependent both on the contents of $SiO_2$, $Al_2$$O_3$, and $Fe_2$$O_3$in clay and on the viscosity of it. Although the garnet power has very high contents of $SiO_2$, $Al_2$$O_3$, and $Fe_2$$O_3$, it could not substituted to clay because of its low viscosity. Therefore the substitution of sand with waste garnet powder was considered to influence positively on the strength of clay bricks .Mixing ratios of {clay-sand}, {sand-garnet powder}, and {clay-sand-garnet powder} based on weight were controlled in the production of clay bricks. The properties of clay bricks such as compression strength, moisture absorption, shrinkage, and specific gravity has been evaluated. It was shown that the optimal mixing combination was found to be { clay(50%)-sand(30%)-garnet powder(20%)} as a weight basis. The present study indicated possibilities to produce commercially clay bricks with the waste garnet powder. An economical benefit will be produced in viable in view of recycling waste garnet powder.
The hospitals that are owned by non-medical personnel result when non-medical personnel with resources conspire with newly graduated medical doctors who cannot afford the enormous amount of capital required at the beginning of the establishment of a medical institution. Such hospitals, though they may have met the external requirements as medical institutions, disrupt the medical market as it should be centered by medical personnels, In addition, such hospitals are causing a huge social problem as it is illegally receiving and reducing various benefits such as medical care benefits and subsidies from the government, resulting in a significant financial leak in the national health insurance. The illegality of the opening of a non-medical personnel hospital is so high that it nullifies the contractual arrangement for the establishment, imposes criminal penalties on all persons involved in the establishment under the Korean Medical Law, and imposes administrative sanctions on medical personnel. In case the hospital was aware of the illegality of its opening, but had applied to receive medical care benefits from the National Health Insurance Act and the Medical Care Act, such actions will result in the return of the benefits under the National Health Insurance Act and the Medical Care Assistance Act, subject to the penalty for the crime of fraud, and aggravated punishment for specific economic crimes based on the amount of gain, as well as civil liability for torts. In this study, we will examine the current status of the regulations on the non-medical personnel hospital and present the basis for future legislative directions by looking at the legal regulations and the attitude of the precedents.
The effects of bacterial lysis on the rate of quartz dissolution were investigated under pH 7 condition using Bacillus subtilis cells which were either irradiated or non-irradiated with gamma ray. The amount of dissolved organic carbon (DOC) which resulted from bacterial lysis increased in slurries of quartz and bacteria mixture over experimental period. Lysis of non-irradiated bacteria led to the elevated concentration of dissolved silicon when compared with abiotic control. Concomitant increase in the amounts of DOC and dissolved silicon over time indicated that lixiviation of silicon from quartz was due to bacterial lysis. Higher amounts of DOC and dissolved silicon were present in the irradiated bacterial slurries than those of non-irradiated bacteria. The enhancement of quartz dissolution in the irradiated bacterial slurries was likely attributed to disruption of organic molecules in the bacterial cells by gamma ray and formation of effective ligands for quartz dissolution. The results suggest that the effects of bacterial lysis on mineral weathering rate should be considered for prediction of time for released radionuclides to migrate to surface biosphere in high level radioactive waste disposal site.

The problem of disposing construction waste materials has become a national and social problem. Recycled powder generated in the process of making aggregate, and the recycled powder is land-filled in its entirety. Results of toxicity testing of recycled power show that it contains base-pair substituent mutagenicity. As recycled powder is disposed of as landfill, it can cause secondary contamination such as soil and underground water contamination. There has been very little research made on recycled powder. This study has examined the utilization of concrete mixture by using recycled powder in a mixture instead of cement and compared and analyzed the characteristics of dynamics and workability. This study has examined the application of recycled powder in concrete. Depending on the replacement rate and workability, test piece was manufactured using different mixing rate by CP, WCP, PCP. The CP was used to examine the physical property of concrete and characteristics its dynamics. The letters W of WCP and P of PCP are the initials of water and mixture. They were made using the standard mixing ratiosemphasizing the workability to determine the characteristic of dynamics of concrete based on the mixing ratio of recycled powder. With the increase in the replacement rate, CP had very little change in the strength. But with the decline of slump, the workability was not good. The result of manufacturing WCP and PCP using the standard mixing ratio showed that WCP had a drop in strength compared to the plain. PCP had almost the same value as the plain only when the replacement rate was 10%. When it was higher than that, a reduction in strength was observed.
At its thirty-second session(Vienna, 17 May-4 June 1999), the UNCITRAL decided that the priority items for the Working Group(Arbitration and Conciliation) should include enforceability of interim measures and the requirement of written (on for the arbitration agreement. The Working Group, at its forty-third session(Vienna, 3-7 October 2005), it had undertaken a detailed review of the text of the revised article 17 of UNCTTRAL Model Law on International Commercial Arbitration, and it had resumed discussions on a draft model legislative provision revising article 7, paragraph (2) of UNCITRAL Model Law. The purpose of this paper is to make research on the contents and issues of the draft legislative provisions on interim measures and preliminary orders, and on the form of arbitration agreement which the Working Group discussed and adopted at its forth-fourth session(New York, 23-27 January 2006). The draft legislative provisions on interim measures and preliminary orders are composed of the following provisions : Article 17-power of arbitral tribunal to order interim measures; article 17 bis-conditions for granting interim measures; article 17 ter-applications for preliminary orders and conditions for granting preliminary orders; article 17 quater-specific regime for preliminary orders; article 17 quinquies- modification, suspension, termination; article 17 sexies-provision of security; article 17 septies-disclosure; article 17 octies-costs and damages; article 17 novies recognition and enforcements; article 17 decies-grounds for refusing recognition or enforcement; article 17 undecies-court-ordered interim measures. There are the following issues in the draft legislative provisions on interim measures and preliminary orders : form of issuance of an interim measures in article 17(2); conditions for granting interim measures in article 17 bis; purpose, function and legal regime of preliminary orders in article 17 ter; obligation of arbitral tribunal to give notice, and non-enforceability of preliminary orders in article 17 quater; burden of proof, interplay between article 17 decies and article 34, and decision on the recognition and enforcement of the interim measures in article 17 decies; placement of article 17 undecies; amendment of scope exception of application in article 1(2). The draft legislative provisions on the form of arbitration agreement are composed of the following provisions : article 7(1) definition of arbitration agreement; article 7(2) arbitration agreement in writing; article 7(3) arbitration agreement if its terms(content) are (is) recorded in any form; article 7(4) arbitration agreement by an electronic communication; article 7(5) arbitration agreement in an exchange of statements of claim and defence; article 7(6) reference to any document containing an arbitration clause. There are the following issues in the draft legislative provisions on the form of arbitration agreement : arbitration agreement in writing in article 7(2); terms or contents of arbitration agreement in article 7(3); arbitration agreement by electronic communication in article 7(4); existence of arbitration agreement in article 7(5); reference to any document containing an arbitration clause in article 7(6); the alternative proposal on article 7; amendment to article 35(2).

Semicurrent records are documents that are stored and managed in a separate section because they are infrequently referred to in work. The semicurrent records management stage is when records from the processing department are collected for the first time, serving as a bridge between the current and noncurrent records. For systematic records management, records management at the semicurrent stage is vital. Although Korea has established numerous records centers, various problems remain in the records management environment. In response, this study examines the United States' semicurrent records management system and discusses the features that are different from that of Korea. For this purpose, the records management system of the United States was selected as the scope of research and is analyzed through its records schedule, transfer, and appraisal. The data for the research were obtained through the relevant records management law, guidelines compiled by related agencies, and written inquiries for the records management officer. Through these methods, this study was able to identify the relationship between the federal agency and the Federal Records Center, the introduction of new technology in the aspect of transfers, the privatization of records preservation, and the status of the Federal Records Center as a passive appraisal entity.
In order to find an efficient bacterial strain that can carry out nitrification and denitrification simultaneously, we isolated many heterotrophic nitrifying bacteria from wastewater treatment plant. One of isolates NS13 showed high removal rate of ammonium and was identified as Alcaligenes faecalis by analysis of its 16S rDNA sequence, carbon source utilization and fatty acids composition. This bacterium could remove over 99% of ammonium in a heterotrophic medium containing 140 mg/L of ammonium at pH 6-9, $25-37^{\circ}C$ and 0-4% of salt concentrations within 2 days. It showed even higher ammonium removal at higher initial ammonium concentration in the medium. A. faecalis NS13 could also reduce nitrate and nitrous oxide by nitrate reductase and nitrous oxide reductase, respectively, which was confirmed by detection of nitrate reductase gene, napA, and nitrous oxide reducase gene, nosZ, by PCR. One of metabolic intermediate of denitrification, $N_2O$ was detected from headspace of bacterial culture. Based on analysis of all nitrogen compounds in the bacterial culture, 42.8% of initial nitrogen seemed to be lost as nitrogen gas, and 46.4% of nitrogen was assimilated into bacterial biomass which can be removed as sludge in treatment processes. This bacterium was speculated to perform heterotrophic nitrification and aerobic denitrification simultaneously, and may be utilized for N removal in wastewater treatment processes.
This study has attempted environmental economic analysis on the cost structure of offshore fisheries based on fishery management data published by the Fisheries Research Institute to examine the effect of the environmental policy on the fisheries for the effective implementation of the Paris Convention. Under the assumption that both fisheries and carbon dioxide are simultaneously produced, the cost structure of offshore fisheries were analyzed. Cost function in a translog form was estimated and SUR (Seemingly Unrelated Regression) model was used for the analysis. Here, $CO_2$ emission of offshore fishery was calculated by using National Federation of Fisheries Cooperatives' data on supply of tax exemption oil (2003~2016). The cost function estimation showed that there is a weak disposition between catches and $CO_2$ emissions during the sample period, and the marginal abatement cost (MAC) is estimated at 1,457 won per year. In addition, for the same period, when 1% of $CO_2$ per horsepower is to be reduced MAC increases by 2.2%, and when 1% of $CO_2$ per 1 ton of catch is to be reduced, MAC increases by 1.4%.
