Comparison of the Effects of Socioscientific Issues Instruction on Promoting College Students' Character and Values: Based on Idiocentrism and Allocentrism (과학관련 사회쟁점을 활용한 대학생 인성교육의 효과 -개인-집단중심성향에 따른 비교-)

  • This study aims to investigate the effects of socioscientific issues (SSI) instruction on promoting college students' character and values as citizens, and to compare the effects based on the psychological factor - idiocentrism and allocentrism. Thirty-one college students who enrolled in the SSI course participated in this study. The SSI course provided the students with opportunities to explore various aspects of five topics, to express and share their own opinions, and to identify reasonable alternatives. The students with distinct tendencies were classified into two groups (i.e. idiocentric and allocentric groups) based on the personal value orientation scores before the instruction, and they responded to the questionnaire to examine their character and values as citizens before and after the instruction. The results showed that the students' social and moral compassion and socioscientific accountability improved significantly after the SSI course. The overall effects of the SSI program on students' character and values were not significantly different between two groups. However, the post-mean score of the allocentric group in socioscientific accountability was higher than the one of the idiocentric group. This study shows that SSI instruction could positively affect character development regardless of psychological tendencies, and could be implemented in the science classroom as a good instructional approach to integrating science education and character education.

  • The Knowledge-Based Society in $21^{st}$ century requires innovation in colleges' roles and characteristics. The recent colleges stress researches on industry and school in industrialized society; they try to improve the quality of higher education and to have responsibility of instructing vocational education. However, professors do not have enough opportunities to consider about teaching methods. Thus, during the class, they often fail to demonstrate their actual experience. This is because they have not gained enough chances to improve professionalism of lecture. Therefore, colleges have to provide more opportunities to professors to improve their abilities of teaching. This paper proposes mentoring programs, portfolio, and micro-teaching for improvement of lecture.

Information Poverty of Minorities and Responsibilities of Libraries in Korean Society (소수자의 정보빈곤과 도서관의 책무)

  • The purpose of this article is to find out both strategies and methods that Korean libraries could be reborn and recognized as an essential public good for the information poor. To the end, the first discussion is about the Korean society's intrinsic standpoints on social minorities and information poverty. And the second discussion is on how the Korean library community has approached and met with the information poverty issues of social minorities. Special concerns are on analysing the achievements and limitations of Korean library policies for social minorities. Also investigated are the indigenous factors that have impeded the further development of library services for the information poor. And finally this article requests for scholarly efforts to strengthen the theoretical basis of library policies for social minorities, together with strategic suggestions for Korean librarians who wish to renovate their specialized services for social minorities.

  • Software courses required for all students regardless of their major in many universities. SW educational effectiveness model needs to be developed to enable effective communication among students, professors, and SW educators, and to identify the responsibilities of SW educators. SW educational effectiveness model based on literature review is composed of computational thinking, SW literacy, SW awareness, and SW attitude. Computational thinking, focused on analysis and design of problem solving processes, consists of decomposition, pattern recognition, abstraction, and algorithms. SW literacy involves viewing social development based on SW beyond information literacy in the digital age. The SW awareness and attitude were organized by considering the collegiate contexts. The SW educational effectiveness model will be used as the basis for diagnosis tools as further studies.

University Mergers in Finland and Norway and Their Policy Implications (핀란드와 노르웨이의 대학 통폐합 사례 분석 및 정책적 시사점)

  • This study analyzed the process of university mergers that took place in Finland and Norway in order to present policy implications for the Korean government considering university merger as an effective policy instrument for restructuring of the Korean higher education system. Based on reviewing the previous literature and related documents, researchers conducted a comparative case study on the context, strategies, and outcomes of the implementation of university merger policies of the two countries. The results of analyses suggested that combination of government's clear direction-setting and enhanced autonomy of merging institutions was essential for successful mergers. Considerations on upgrading the structure of the whole higher education sector to meet new needs of the future society were also suggested.

Developing Ethical Education Program for Admissions Officers (입학사정관 윤리교육 프로그램 개발에 관한 연구)

  • The role of admissions officers in universities is to evaluate applicants from a comprehensive perspective on the basis of diverse bases and materials for evaluation that include not only quantitative, but also qualitative information about applicants. Therefore, the crucial key to ensuring the success of the admissions officer system is to ensure the fairness of admission-related decisions and the integrity of individual admissions officers by urging them to render impartial evaluations based on professionalism and avoidance of bias. This study selected the major realm of the ethical education for admission officers on the basis or experts' opinions, and documentary research, and tried to secure the validity of the composed educational contents through the in-depth interviews and discussions with the incumbent admissions officers. The program must handle subjects that are intimately related to the actual experience of many admissions officers, and must be capable of inducing voluntary compliance from the officers. Therefore, the program suggested by this study focuses on three core areas of ethics: that is, 'interaction with society,' 'ethics and responsibilities involved in admission,' and 'legal obligations and roles of admissions officers.' To this end, it provides twelve sub-topics and learning materials. Providing this kind of ethical education programs for admissions officers will help not only to enhance the professionalism and ethical commitments of admissions officers, but also broadly to establish a fairer and more reliable admissions officer system.

A Study on the Direction of the Korea Educational Broadcasting System's Strategy for Overseas Expansion (EBS 해외진출 확산 전략의 방향성 모색)

  • The purpose of this study is to find out the direction of overseas expansion strategy that should be established as a public broadcaster and a media company in order to overseas expand Korea EBS's. This study used a literature research method to analyze the related literature and data for analyzing strategies of major global media companies and overseas public service broadcasters (PSBs). As a result of the research, it suggests that the direction of EBS overseas expansion should approach both commercial business diversification and fulfillment of public responsibility. In particular, it suggests that transferring project of Korea's educational broadcasting system to developing country should be developed as a core business for spreading overseas expansion. In a follow-up study, it is necessary to carry out a research that suggests a comprehensive strategy of overseas expansion of EBS based on the result of this study.

Law Sociological Analysis on Decision Tendency of Appeals for Teachers (법사회학적 접근을 통한 교원소청심사 사건수 및 인용율 경향 분석)

  • This study seeks to use the law sociological system model, to define the internal and external environmental changes that influence decisions of teacher appeals, and to analyze time-series trends of teacher appeals. This study analyzed appeal cases for 21 years from 1991 to examine number of lawsuits and relief rates by year. As a result, overall, in the case of the 1990s, the relief rates changed irregularly. However, after 2000, overall relief rates declined. This result was discussed to come from the societal request for responsibility of teachers and schools. It was suggested that, to achieve the original objective of appeal system for teachers, there should be a change toward the legal stability.

An Analysis and the Improvement of Jeju Self-Governing School Policy (제주형 자율학교 정책 분석 및 발전방향)

  • The purpose of this study is to analyze comprehensively Jeju Self-Governing School Policy (JSSP) by using the four dimensional views of policy theory frame and to suggest its improvements. The results are as follows: First, JSSP should improve differentiation of curriculum and locality centered on local basis, wide application of the special laws, and professional accountability. Second, JSSP should improve the policy structure of educational governance and differentiated standard of students achievement assessment, resolve equity issue, and secure the self-finance of the schools. Third, JSSP should improve localization of educational administration, administrative and financial support for teachers, parent's empowerment, and students understanding of the policy, and expand principal invitation system, Fourth, JSSP should improve public relations, the roles of the Council and professionalism of assessors, and adopt efficiency approach into the assessment system.

The discourse on how to integrate society and science: the applicability of participatory evaluation (과학기술과 사회 연계에 대한 담론: 사회참여형 과학기술 평가방법의 적용가능성 모색)

  • While Science tries to be far from Society, it actually does yearn for the trust from Society, on the other side. Its efforts getting back the trust has been witnessed with its fast evolution, consistent distrust from Society and Scientists' accountability with investment of public fund. Furthermore, many scholars have argued that there is the need to integrate science and society. In this regards, this paper explores how to integrate both spheres by participatory evaluation. To identify how the participatory evaluation works and should be, three main issues are mentioned. One is about evaluation methods; Objective-oriented and Behaviour aspects. Second is about prerequisite factors; sharing scientific language and changed recognition between civil society and scientists. Third is about challenge to be tackled; epistemological gap among evaluators and complex index. Under these issues, this paper sets out that the participatory evaluation should adopt the appropriate evaluation methodology. Last but not least, self-recognition and motivation by evaluators themselves are important factors, along with societal system which can take participatory evaluation.
