  • Invention Teacher Education(ITE) is composed of Invention Contents Standards(ICS) and Invention Education Standards(IES). The purpose of this study is to developing ICS of ITE. To achieve the goal, we used the methods of research; analyzing advanced research, content analysis, development, survey, verify the validity. The research results of this study is summarized as follows. ICS is composed of 10 large areas; the concept and characteristic of invention, invention and society, invetion in living, creativity development, invention and design, invention and solving problem, convergence of knowledge and invention, invention project, intellectual properties and patent application, invention and management of technology. 10 large areas has 20 core contents and 90 subordinate elements. ICS will be based on the academic of developing programming besides it will be reference of standards in the case of progressing invention education.

Shot Transition Effects for MPEG - 1 Video Stream in Compressed Domain (MPEG-1 비디오 스트림에 대한 압축 영역에서의 장면 전환 효과 처리)

  • As the full-motion videos in MPEG are widely available nowadays, an editor that could easily edit such kind of media data is required to develop various multimedia applications. In order to concatenate and apply a transition effect to two video streams encoded in MPEG, they should be decoded first since there are dependencies in the frames in MPEG-encoded video stream. Since this decode-edit-encode process requires a huge amount of computing/storage resources, a new editing scheme that could apply various transition effects to MPEG video streams directly while keeping the quality of video data is strongly required. This paper proposes a new editing scheme that could apply three transition effects (such as fade-in, fade-out, and dissolve) to MPEG video streams in a compressed domain. In the proposed scheme, an extension of previous method in which the frames are partially decompressed and transition effects are applied is adopted for I- and P-frames. In addition, a new processing scheme for B-frame that could apply the transition effects in DCT domain directly using an approximation of motion compensation based on the motion vector to reference frames. Since this processing scheme could apply the transition effects in a compressed domain directly, the editing process could be speed-up about $3{\sim}4$ times faster than previous decode-edit-encoding method while keeping the quality of video data as good as the source data. The proposed scheme could be used to build a software-only MPEG video editing system that helps to edit MPEG video data even on a low-cost desk-top computer.

  • More efforts have been given to solve the problems related to computer software by process assessment. ISO/IEC 15504(SPICE) has been developed as standardized means for process assessment. The purpose of this paper is to design and implement a process assessment system which is appropriated to the Korean assessment environment based on ISO/IEC 15504. Referring documents are: IS0/1EC 15504 standardized documents, the assessment provisions of the SPICE committee in Korea, and research papers applied the existing process assessment system to real cases. Among a lot of processes, this system is designed for (ENG2). The proposed system in the paper will support the whole process of assessment, presenting the goals and end-products for each assessment step and making it possible to compose and save the product on the same screen. In determining process rating, assessors can retrieve the saved data and documents. By doing so, the system will improve reliability in process rating. The proposed system includes 7 steps of pre-assessment and 9 steps of actual assessment in order to fully prepare assessors for process assessment. And each step has been standardized to improve user-friendliness. This system is designed to provide assessors with specific details of standardized documents, the goals of the process, outcomes of implementing the process, and presentations of base practices and input/output products. Above all, the system automatically generates an assessment rating, by calculating based on input data which assessors make out. It also presents outcomes graphically.

A Method for Recovering Text Regions in Video using Extended Block Matching and Region Compensation (확장적 블록 정합 방법과 영역 보상법을 이용한 비디오 문자 영역 복원 방법)

  • Conventional research on image restoration has focused on restoring degraded images resulting from image formation, storage and communication, mainly in the signal processing field. Related research on recovering original image information of caption regions includes a method using BMA(block matching algorithm). The method has problem with frequent incorrect matching and propagating the errors by incorrect matching. Moreover, it is impossible to recover the frames between two scene changes when scene changes occur more than twice. In this paper, we propose a method for recovering original images using EBMA(Extended Block Matching Algorithm) and a region compensation method. To use it in original image recovery, the method extracts a priori knowledge such as information about scene changes, camera motion and caption regions. The method decides the direction of recovery using the extracted caption information(the start and end frames of a caption) and scene change information. According to the direction of recovery, the recovery is performed in units of character components using EBMA and the region compensation method. Experimental results show that EBMA results in good recovery regardless of the speed of moving object and complexity of background in video. The region compensation method recovered original images successfully, when there is no information about the original image to refer to.

  • The power model is needed to handle the power consumption of mobile AMOLED display at the software level. However, the existing studies to generate the power model have required the experimental environment and equipment for the power measurement activity. In addition, the combination of RGB values used for modeling was imprudent and small, so it was difficult to reflect the mutual influence between the RGB values into the model. To solve these problems, we propose an RGB color space partitioning method, which is used to prudently sample the combinations of the RGB values based on the color or the power. We also propose a process for generating a mapping table composed of . We analyzed the characteristics of the samples generated according to the proposed partitioning methods, taking into account the color and the power, and generated the mapping table for the AMOLED display. Furthermore, we confirmed the reusability of the mapping table by utilizing one mapping table multiple times in evaluating different power models. These mapping tables are provided to researchers and can be used to generate and evaluate power models without power measurement activities.

  • Recent development of embedded processors makes it possible to play back video contents in real-time on portable devices. Because of their limited battery capacity and low computational performance, however, portable devices still have significant problems in real-time decoding of high quality or high resolution compressed video. Although previous approaches are successful in achieving complexity-scalable decoder by controlling computational complexity of decoding elements, they cause significant objective quality loss coming from mismatch between encoder and decoder. In this paper, we propose a selective B slice skip-decoding method to implement a low complexity video decoder. The proposed method performs selective skip decoding process of B slice which satisfies the proposed conditions. The skipped slices are reconstructed by simple reconstruction method utilizing adjacent reconstructed pictures. Experimental result shows that proposed method not only reduces computational complexity but also maintains subjective visual quality.

Study on height restriction with respect to zone beyond the imaginary surface area under the Military Aviation Law (비행안전구역 밖에서의 고도제한)

  • The Military Airbase Law has designated imaginary surface, restricting the height of structure above the imaginary surface. The purpose of establishment of imaginary surface is to promote safety of aircraft operation. However, given the fact that the land is limited, the Military Airbase Law does not set up outer horizontal surface such that the reduced imaginary surface would undermine the safety of aircraft operations with respect to IFR (Instrument Flight Rules) procedures. The fact that some areas which IFR procedures require are not designated as imaginary surface results in no imposition of height restriction on such area. With regard to aviation safety, this article deals with issue of height restriction on area which is beyond the imaginary surface area. This article also examines the establishment of the imaginary surface in the Military Airbase Law, and conducts case study of imaginary surface systems in other country. Based upon this discussion, the current problems posed in the Military Airbase Law will be discussed. To resolve these problems, it is necessary to establish height restriction zone beyond the current imaginary surface area. The provisions of ICAO, FAA and other counties in relation with this issue are referred as well. As a result, many different proposals are suggested, and it is concluded as the most effective proposal that, in certain zone beyond the imaginary surface area, an aeronautic study should be required for the purpose of ensuring aviation safety before a permit of construction higher than prescribed height is issued.

The Meaning of Pre-service Educare Teachers' Experiences about Child Safety Management Classes based on Problem Based Learning (PBL) (문제중심학습(PBL)을 적용한 아동안전관리 수업이 예비보육교사에게 주는 경험의 의미)

  • The objective of this study is to investigate the meaning of pre-service educare teachers' experience about child safety management classes based on Problem Based Learning (PBL). The participants in this study were thirty five sophomores majoring in Social Welfare, and fifteen weeks of data were collected. The participants were given five problems that were related with real situations. During the given period, they made documents from reflective journals, group or individual interviews, and online community resources. Analyzing the documents sheds light on the meaning of the pre-service educare teachers' experience. The results are as follows: First, pre-service educare teachers found themselves recovering confidence, earning recognitions from others, and pursuing their study. Second, they showed continuous conflicts not only with the PBL approach but also with themselves and group members. Finally, they experienced mutual help and interactions among the group members thorough their cooperative learning and they realized the meaning of cooperative learning by means of comparisons and references between the groups. In conclusion, this study confirms the applicability of PBL to the educare teacher training courses and points out specific ways to alleviate the conflicts in applying PBL to class needs in future studies.

  • Information is used effectively and contributes in profit creation and not only support management judgment quick but important resource to be possible recycled. The recent information systems improve enterprise's competitive power by reflection of user's various requirements and becoming big and complex for adaptation of rapidly circumstance change. Also it is trend that importance of information quality is emphasized gradually. The biggest problem in user requirement that is based on low quality data support. In case of business management is achieved by low quality information, company can not help dropping their competitive power such as company's strategy establishment, strategy achievement and management concentration breakup against competitor. Information of low quality increase time and expense to improve inaccurate data or revise and it is hard to accept correct information from specific situation. To solve these problems, we have to gain high quality data through definite comprehension, data management system establishment, and systematic data management achievement etc. Up to now, information quality and connected study were developed partially, but systematic methodology of information quality management's whole condition was not existed. Therefore, in this paper can show you how to extract process for information quality management & related evaluate factor with CMM (Capacity Maturity Mode]) 5 steps that is information warranty of quality process step. This paper whishes to contributes in competitive company or organization activity through information quality improvement management process.

  • According as mobile computing environment is generalized by development of wireless networking technology and communication device, mobile host uses local cache for extensibility and early response time. and reduction of limited bandwidth. This time, between mobile host and mobile support station cache need consistency interested person of done data accordingly much techniqueses propose. Existent consistency techniques because detection based techniqueses are used mainly and broadcast periodic invalid message considering frequent disconnection. However, these techniqueses increase abort step through increase or delay of transmission message number by accuracy examination of data. Therefore, because mobile host deletes cached data, and extensity are decreased. Techniques that is proposed in this paper did to perform refering update frequency about object that page request or when complete update operation happens to solve these problem. Therefore, have advantage that response is fast because could run write intention declaration or update by update frequency electively asynchronously when update operation consists and abort step decreases. Also, improved extensity running delete or propagation electively according to update frequency about periodic invalid message gone since disconnection.
