A Study of the Strategy for Building Inchon Port as Hub for the Centralization of Logistics Integration and Network Building in the Region of Northern-East Asia and the Seoul Capital City Area (인천항의 동북아시아 및 수도권물류 복합화 네트워크화 중심지 전략에 관한 연구)

  • The modern ports have become multi-functionalized and network-centralized over time. Recently the development of industry in the land behind the port area has become very important for port itself. Furthermore, the port functions as a finance center and an integrated function of the main bank of the world. It will be necessary for Inchon port to pursue the policy for building itself as a hub center for logistics integration and building network in the region of Northern-East Asia and Seoul Capital City area in order for Inchon port to support and develop various industries through utilizing each aspect of the industrial complex in these areas. By doing this, it will act as a policy for strengthening competiveness for Inchon port. The sharp increase of cargo movement from rapidly developing Industries in China will become a good opportunity for strengthening the competitiveness of Inchon port. However, considering the characteristics of the ports competitiveness, this policy must quickly overcome the difficulties of Inchon port.

Location and Urban Network Hierarchy Analysis of the Seven Major Test and Certification Institutions in Korea (시험인증 기관의 입지 및 도시 네트워크 위계 분석: 국내 7대 시험인증기관을 대상으로)

  • In this study, the location and network hierarchy of the seven major test and certification institutions in Korea were analyzed. First, like other APS, the test and certification institutions are concentrated in the metropolitan area, and the spatial spread of the branch is developing. Second, unlike other APS, branches do not accumulate in large cities. It is deeply related to regional economic geography characteristics such as proximity to manufacturers and specificity of regional strategic industries. Third, despite the spatial spread, workers are concentrated in the metropolitan area. Fourth, urban-regions are mainly formed between the metropolitan area of test certification and the Chungbuk(Cheong) area.

Business relocation grant policies and manufacturing establishments' relocations to non-Seoul metropolitan areas (기업의 지방 이전 보조금 지원 제도와 관련한 수도권 제조업체의 비수도권 이동 확률 변화 분석)

  • Among several policies for industrial decentralization introduced since the 1960s, business relocation grant policies put a heavy financial burden on central and local governments. This study investigates the change in the likelihood of manufacturing establishments' relocation to the non-SMA associate with the change in business relocation grant policies. Using the mining and manufacturing survey data from 1996 to 2014, manufacturing firms' relocation decision model in nested logit structure was estimated. The data showed that the proportion of movements from the SMA to the non-SMA significantly increased after the introduction of the grant policies. However, estimation results of firms' relocation decision model indicated that the likelihood of firms relocating from the SMA to the non-SMA decreased after the introduction of the grant policies. In particular, firms' likelihood to move into the rural regions is even lower in the period of the grant extension. This suggests that increasing rate of relocations toward the rural regions may have been driven by the growing advantage of rural locations, such as low land rent and improvement in market accessibility, rather than the grants per se. This implies that the alleviation of physical and environmental constraints of the rural regions and the creation of business friendly environment such as easy access to premises at reasonable prices and strengthened linkage with the SMA, rather than simple provision of business relocation grants, needed to attract businesses in the rural regions.

Institutional Milieu of High-Tech Venture Business Cluster in a Metropolitan Area: the Case of Daegu City in Korea (지방대도시 벤처생태계의 제도적 및 문화적 환경: 대구지역을 사례로)

  • In this paper we attempt to explore the institutional and clutural milieu of high-tech venture business cluster in Daegu City and provide policy implications for creating sustainable high-tech venture businesses cluster. Although since 1998 the Korean government has made explicitly a great deal of efforts to help attract and create high-tech new start-ups in non-capital cities such as the support of business incubating centers and the establishment of real service centres, it reveals that such policies are not so successful in creating a sustainable venture ecology. One of the most critical resions is that such policies are centred simply on building physical infrastructure such as incubating space and service centre with less concern with promoting venture business cluster reflecting cultural and institutional specificities in a given region. In this respect we argue that the focus of industrial policies to support promoting high-tech venture business clusters in non-capital cities urgently need to move towards to make it for firms to encourage entrepreneurship driving innovation and to create social capital incucing trust and networks amongst firms, universities, public &privite supporting agencies, together with the building up of physical infrastructure the existing policies have done.

The Spatial Characteristics of Clinic Distribution by Specialty Subject (진료 전문과목별 개원 의원의 공간적 분포 특성)

  • This study attempts to investigate the spatial characteristics of medical hospital distributions in Korea. For the purpose we examine the inter- and intra regional variations in the distributions of clinics by specialty subject. In particular, we analyze the distribution patterns of Location Quotients of clinics for 12 specialty subjects in Seoul. Medical services tend to be concentrated on the large cities, especially in the Metropolitan Seoul Area. In particular, clinics and medical doctors as well as large scale general hospitals have been strongly concentrated on the Metropolitan Seoul area. These circumstace may be related with the fact that medical hospitals are established and operated by private sector in Korea, and thus they attempt to find their location where they can get maximum profit. The distribution patterns of clinics of 12 specialty subjects can be classified to several characteristic patterns. In particular, clinics of plastic surgeon tend to be strongly concentrated on the Gangnam area in Seoul. Finally, clinics of plastic surgeon tend to be located on the areas near the subway stations along the subway Line 2 and Line 3 in the beginning. The existence of plastic surgeons turns out to have significant role on determining the location for the newly opening plastic surgeons in the later. Therefore, their agglomeration has been getting more strongly.

A Study on the Success Factors for Marine Financial City of Busan (해양금융 중심도시를 위한 부산의 발전요인 분석)

  • The purpose of this paper is to find the success factors for a newly developed marine financial city of Busan. For this, in the paper, we did case studies about advanced marine financial cities such as Hamburg, Oslo, Pireus, Shanghai, Singapore and London. And we made the hierarchical questionnaire for this study from literature reviews and interviews with experts in the field of the marine finance. A hierarchy was made up of 4 factors as the first class and the each factor consisted of four elements as the second class. The results of AHP analysis are as follows. First, the most important factor in the priorities with respect to marine financial city of Busan is "development of marine finance(0.371)" within the four factors as the first class. Next came "business environment(0.248)", "infrastructure(0.206)" and "support of government(0.175)". Second, the most important things is a clustering for marine finance(0.134) within 16 elements as the second class. We also analysed the priorities by the each factor of the second class. The most important element is an industrial clustering of marine finance(0.400) for "development of marine finance" and a clustering of the shipbuilding & marine industry(0.175) for "business environment" factor. And the ICT & transportation(0.326) is the most important element for "infrastructure" and a support of the national government(0.423) for "support of government" factor.

A Study on Policy Trends and Location Pattern Changes in Smart Green-Related Industries (스마트그린 관련 산업의 정책동향과 입지패턴 변화 연구)

  • Digital transformation industry contributes to the improvement of productivity in overall industrial production, the smart green industry for carbon neutrality and sustainable growth is growing as a future industry. The purpose of this paper is to explore the status and role of the industry in the future industry innovation ecosystem through the analysis of the growth drivers and location pattern changes of the smart green industry. The industry is on the rise in both metropolitan and non-metropolitan areas, and the growth of the industry can be seen in non-metropolitan and non-urban areas. In particular, due to the smart green industrial complex pilot project, the creation of Gwangju Jeonnam Innovation City, and the promotion of new and renewable energy policies, the emergence of core aggregation areas (HH type) in the coastal areas of Honam and Chungcheongnam-do, and the formation of isolated centers (HL type) in the Gyeongsang region, new and renewable energy production companies are being accumulated in non-metropolitan areas. Therefore, the smart green industry is expected to promote the formation of various specialized spokes in non-urban areas in the future industrial innovation ecosystem that forms a multipolar hub-spoke network structure, where policy factors are the triggers for growth.

  • 현재 지역산업진흥계획이 수립되기까지 수도권 억제와 지역경제 활성화를 위한 다양한 정책 및 법령들이 수립${\sim}$제정되어 왔으나, 그 성과는 미흡하였고, 첨단산업과 지역의 발전을 함께 추구한 과학기술 집적지 조성정책도 연구기관과 산업체간의 기술개발에 대한 수급의 불일치, 지역별 특성화와 차별화 미흡, 사업간 연계성 부족 등으로 성과는 미약하였다. 중앙 부처에서 다양한 지역산업 관련 기술개발 지원사업도 전개해 왔으나, 부처별로 독자적으로 사업을 추진하여, 정책 상호간의 연계성이 부족하고 투자 효율성이 저조하여, 산업자원부에서 산업발전법에 근거하여 2002년 '지역산업진흥계획'을 수립하였다. 이 계획은 지역별 전략산업을 중심으로 한 지역혁신체제 구축에 초점을 두고 있으며, 지역의 내생적 성장을 위한 네트워크 형성, 투입요소 증대에서 지역 산업경쟁력 강화로의 전환, 중앙정부와 지자체의 공동 계획입안 등에서 기존의 정책들과 차이를 보인다. 지역산업정책의 최종목표는 '지역균형발전'이며, 중간목표는 '지역산업의 활성화'라고 할 수 있다. '지역산업의 활성화'를 위한 기본전략으로 '3개 권역별 전략산업 집중 육성'과 '제도적 기반 구축'을 제시하고 있다. 이러한 기본전략은 매우 포괄적이어서 정책수단으로 보기에는 무리가 있다. 따라서 이러한 기본전략 하에 추진하고자하는 사업들을 검토하고 평가의 목적에 맞게 유형화함으로써 동지역균형발전과 지역경쟁력의 강화이며, 그 기본전략으로는 지자체의 역할제고를 바탕으로 한 전략산업 중심의 지역혁신체제(Regional Innovation System : RIS) 구축을 제안하고 있다. 지역 내에서는 각 조직 간의 역할분담이나 연계가 이루어지지 않아 인력과 재원 및 특정분야에 대한 중복투자 문제가 지적되고 있으며 각각 소규모여서 규모의 경제효과를 꾀할 수 없고 경제적 효과가 가시화되는 데에는 오랜 시일이 걸리고 있고, 지역의 산업발전을 체계적으로 기획하고 지역내 다양한 이해관계를 조정하는 총괄 추진기구가 없어 효율적인 지역산업육성에 한계가 있었다. 지방정부의 과학기술예산 및 전담조직, 산업경제예산 및 전담 조직의 부족과 미 정착으로 독자적인 지역과학기술정책이나 지역산업정책은 물론이고 지역혁신정책을 수행하기 어려웠으나, 지역의 특성과 잠재력에 맞는 사업을 발굴하여 중앙정부에 건의하고 지역 내 각 프로젝트를 총괄 조정하는 중개자 역할을 지역전략산업기획단이 그 역할을 수행하고 있다. 지역혁신체제의 중심기관으로 중개기관과 협력 프로그램에 의한 플랫폼 구축 및 지역산업발전의 기획${\sim}$조정기구로서, 선진국의 지역발전기구(Regional Development Agency : RDA)인 지역전략산업기획단이 2002년도부터 산업자원부와 9개 시도에 의해 설립되어 지역네트워크의 활성화와 클러스터의 형성 촉진을 하게 되었고 2004년도에는 13개시도로 확대${\sim}$운영되고 있고, 지역특화사업(H/W)과 지역산업기술개발과제(S/W)와 함께 패케지 형태로 지원되며, 주요역할은 크게 지역산업의 정책기획 분야와 평가관리, 지역혁신역량 조사 및 DB구축 등으로 구분된다. 그중에서도 권역별, 지역별, 지역산업진흥사업 육성과 중장기 산업발전계획을 수립하기 위하여 지역혁신역량을 바탕으로 한 지역 Technology Road Map(TRM)작성사업은 전국공통의 1단계 사업으로 실시 ?榮쨉?, 2005년 3월 기준으로 9개 지역(강원, 대전, 충남, 충북, 경북, 울산, 전남, 전북, 제주) 26개 산업분야를 대상으로 23개가 완료된 상황이다. 이를 근거로 한 지역정책과 R&D 과제 및 필요 인프라의 도출이 체계적으로 구축되어 지역산업 발전을 위한 기술역량이 강화될 것이다.

A Review of University-based Science & Technology Parks in the UK and the Implications for University and Regional Development Policy (영국의 대학기반 산학협력단지 관련 개념과 동향 및 정책적 시사점)

  • There is an increasing attention by scholars and policy makers that university campus can be the key space for the location of high-tech companies and research facilities as well as the promotion of university-industry collaboration activities. There is a tendency that science parks in the UK have a close connection with neighboring universities on the basis of university-industry collaboration activities. Moreover, the role and importance of the university in the evolution process of science parks has been rapidly increased since the 1990's. Recently, the UK government started to push ahead with the university enterprise zone programme, as a new type of enterprise zone, in order to promote university-industry collaboration and local economic development. In this regard, the Korean government also needs to pay attention to the new role of universities, especially universities located in non-capital areas, for not only strengthening the competitiveness of universities, but also fostering regional and national economic development.

Analysis on The Spatial Distribution of Music Industry Value Chain in Seoul (음악산업의 공간적 분포 연구 -서울시 음악산업 가치사슬을 중심으로-)

  • Music industry is considered as a creative industry, which tends to locate within a city. However, there is very few paper analysing spatial patterns of music industry in Korea. This study aims to understand music industry's value chain and its location pattern; whether it is clustered or dispersed. In detail, music industry contains five sub-industry: planning, manufacturing, distribution, sales and performance. Locational pattern of each sub-industry is tested by GIS and hot spot analysis. There are several findings from this research. First, value chain of music industry make clusters and have a spatial autocorrelation. Second, the result shows that music industry makes a hotspot area at Gangnam, Guro, Mapo and Jongro-Junggu.
