Preliminary feasibility study(PFS) was introduced in 1999 by financial authority to encourage a cautious approach to new large-scale public investment project. As it applied cost-benefit analysis as prime measure for decision-making, various issues have been arisen concerning feasibility analysis on R&D programs. This work is intended to suggest standard approaches to be established in PFS on R&D program as follows: 1. The issue questions can be induced in a standard way by 15 representative questions and their correlation with evaluation criteria. 2. The analyzing strategy can be standardized by establishing standards for classification of R&D effects and R&D logic analysis.

Web-based instructional system gives us the greatest potential for supporting face-to-face classroom instruction in many ways. With the help of the Web in high school setting, all of the participants including teachers can share many different experiences, active interactions, and even learning outcomes. In this paper, web-based instructional strategy based on constructivism for extending the geographical thought is suggested. The results from the formative assessment, as well as the statistical results from regression analysis concerning the learners' satisfaction, are also provided.

This study focuses on the necessity of developing the material for teachers who are involved in diagnosing and prescribing students' mathematical errors. And it also intends to stimulate the related research of this area. For this, it tries to suggest the fundamental components-(1)types and frequencies of errors, (2) diagnostic test kit, (3)causes of errors, (4)ideas for prevention, (5)ideas for correction, (6)practice for settlement, and (7) performance test kit and frame of the teaching guide book for the teachers according to the general procedure of diagnosis and prescription. Finally it provides the concrete research areas for the future study.

It is expected that the role and market share of B2B Electronic Commerce between countries increase in the future. To motivate this new type of marketing, civil-leading flexible regulation frame is needed than any other factors including its legislation and administration for activating each companys cooperation mind and friendly relationship also. Government policies should focus on coordination of competing circumstances and participating to international standardization working scope In addition, domestic situation of B2B Electronic Commerce and political perspectives are to be analyzed and proposed that contribute to broaden market share. These aims are obtained by scrutinizing some critical factors of current B2B market: companys trading characteristics, possibility of introducing to trading scope, and B2B Electronic Commerce Policy etc.

When the inferiorthreshold potential is applied on the membrane, the resting status membrane does not display any specific reaction, in the meanwhile if it receives somewhat higher voltages then it shows entirely different configuration. The fact that there is this kind of characteristics on the exciting membrane has been known for a long time, and some researchers have tried to analyze this situation using the electrical circuits but only limitted to inferiorthreshold potential case. The quantitative studies of especially for transthreshold stimulus is extremely rare up to now. The direct application of electrical circuit to biostatus is somewhat uneasonable because there may be much differences between them. We studied the electrical reaction quantitatively of biomembrane when it receives the transthreshold stimulus in point of electricity in this paper.

본고(本稿)에서는 최근 미국연방준비은행(美國聯邦準備銀行)의 Hallman Porter Small이 개발한 인플레추정방법, 즉 화폐수량식에 장기균형유통속도(長期均衡流通速度)($V^*$), 잠재생산력(潛在生産力)($Q^*$), 장기균형기준물가(長期均衡基準物價)(P*)등의 개념을 적용하여 인플레식(式)을 추정하는 방법을 우리나라에 적용하여 보았다. 이를 위해 $V^*$는 인플레의 변동에 의해 구조적(構造的)으로 변동(變動)될 수 있다는 점과 $Q^*$는 고용(雇傭)뿐 아니라 투자의 함수라고 가정하고 자본스톡 및 $Q^*$를 내생적으로 추정하는 등으로 $V^*$, $Q^*$의 개념을 재정립하였다. 추정결과(推定結果)에 의하면 87년초 이후부터 실질생산(實質生産) 잠재(潛在)GNP를 초과하게 되었으며 통화공급(通貨供給) 역시 확대되어 $P^*$가 P를 넘어서는 현상, 즉 물가상승압력(物價上昇壓力)이 누적되어 왔으며, 이에 따른 물가불안이 해소되기에는 정책대응여하에 따라 상당한 기간이 소요될 수도 있을 것으로 냐타났다. 즉, 시뮬레이션결과 종합해 보면 물가상승압력(物價上昇壓力)의 완화를 위해서는 투자진작을 통한 잠재생산력(潛在生産力)의 확충과 아울러 긴축기조(緊縮基調)의 유지라는 일견(一見) 상반(相反)되는 정책기조(政策基調)를 동시에 추진해 나가야 할 것으로 나타났다. 현재의 경기국면에 대한 대응책으로는 통화공급(通貨供給)을 확대시키는 단순한 총량적 정책보다는 긴축기조(緊縮基調)를 유지하면서도 통화(通貨)의 신축적(伸縮的)인 공급이 투자(投資) 고용(雇傭) 등의 생산부문(生産部門)으로 원활히 흐를 수 있도록 하는 동시에 금융구조(金融構造) 경제구조(經濟構造)를 개선해 나가는 미시적이고도 포괄적인 정책이 요구된다 하겠다.

It is just two years that our country drived forward the project acquiring and using the scientific and technological information of the former USSR. The activities acquiring information are necessary to stir up the scientific and technological cooperation with the former USSR. But it is impossible for any man or institution to accomplish the activities acquiring the scientific and technological information of the former USSR, on the whole, considering political and economic confusion, perfect security policy, and 6,000 research institutes in the former USSR and so on. Thus the support of specialists and budgets should be realized in the national level, along with taking a proper step on mutual cooperation between the related institutions.

산업통상자원부가 주최하고 한국생산기술연구원이 주관하는 "제8회 미래패키징 신기술 정부포상"시상식이 이번 달 10일 일산 킨텍스 그랜드볼룸에서 열린다. 미래지식산업인 패키징산업 종사자의 긍지와 자부심 함양의 계기를 실천하고, 패키징산업 종사자의 사기진작과 패키징산업 활성화를 도모하기 위해 매년 진행되고 있는 미래패키징신기술 정부포상은 패키징산업 기술인의 기술개발 의욕을 고취하고 패키징산업 기술성과 및 산업발전 기여도에 대한 정부포상를 실현하며 패키징산업 종사자간 정보교류 극대화 및 공동체 의식 함양으로 일체감을 조성시켜왔다는 평가를 받고 있다. 미래패키징 신기술 정부포상은 기업부문 및 학생부문, 그리고 공로부문으로 나누어 수상자를 선정, 진행되고 있다. 기업부문은 패키징 완제품, 친환경패키징, 패키징관련기계(설비) 및 관련부품, 패키징인쇄(라벨링), 패키징원부자재 생산 및 가공공정, 패키징디자인 등의 분야에서 신기술 개발 또는 개선으로 수출신장, 매출 수익 증대 및 발명특허 획득을 통해 패키징 기술력 발전에 기여한 기업의 패키징제품 또는 패키징디자인을 대상으로 하고 있으며, 학생부문은 패키징 디자인 관련분야 전공자로 패키징과 연관된 컨셉으로 상품성, 창의성, 표현성, 친환경성, 지속가능성 등이 어우러진 독창적인 패키징제품 또는 패키징디자인을 대상으로 진행하고 있다. 또한 공로부문은 패키징 산업 관련 산업계, 학계, 연구계, 유관기관에 종사하는 자로서 패키징 관련 핵심 기술개발, 경영, 마케팅 면에서 패키징 산업 발전에 기여한 공적이 뚜렷한 자, 패키징산업발전 정책연구 및 패키징산업 육성에 기여한 기업 또는 개인을 대상으로 하고 있다. 제8회 미래패키징 신기술 정부포상 심사 결과 (주)연우의 'One Material Pump-Bellows'를 비롯 총 4개사가 산업통상자원부 장관상 수상자로 선정됐으며, 공로부문에서는 (사)한국포장협회의 한용교 명예회장((재)한용교장학재단 이사장)과 김형빈 한국공업포장협회 부설 수송포장기술연구소 소장이 수상자로 선정됐다. 본 고에서는 수상작 및 수상자들의 활약상을 살펴보도록 한다.

In this study, I researched, analysed and compared the examples of civilian maritime search and rescue auxiliaries of world leading countries' such as Japan and America, and the Korean volunteer fire fighting team. Through this, I suggest that the decentralized civilian maritime search and rescue forces of Maritime Rescue and Salvage Association and KCG Civilian Auxiliary should be united into unified search and rescue system and establish legal basis for stabilized support and development. It seem that we should organize laws and regulations for the government to have centralized control of rescue mission as in the cases of America and Canada and elivate rescue mission capability with systemized education and training entrusted to specialized external training organization. I proposed to establish financial support such as fund for the stabilized status of civilian auxiliary, domestic and overseas training session for the civilian auxiliary to inspire integrity and sense of duty as a part of maritime search and rescue forces.

HALS (Hypermidia Aided Learning System) is very useful computer networking educational system in knowledge-driven society, and has been developed by Kyungwon University. This system has three characteristics; 1) face-to-face learning, 2) ultra high-speed information networking, 3) web-based hypermedia courseware. So, the purpose of this paper is to introduce the application to engineering educational program (electrical engineering: electric power system, control system). For this purpose it is described the definition and characteristics of HALS. Next, it is represented the model of electrical engineering educational program applied to HALS and the developed courseware.
