  • This study set out to investigate the reality of local press and changes to the occupational identity of reporters through the job mobility of reporters at local newspapers. The study examined what reasons the reporters had when they retired from one of three paper newspapers in Daejeon, where they moved to, and how their career mobility was. Some of them remained in the field of journalism including paper newspapers of the same kind and Internet newspapers, and others moved to various areas including politics, administration, academy, economy, and culture and art. The biggest number of them said they left their old paper newspapers because of poor wages and welfare benefits and absence of future visions. Their decision of leaving their old paper newspapers was also influenced by restructuring, restrictions to coverage and reporting, and great workload. Before the IMF foreign currency crisis in 1997, the press labor market was a typical internal labor market with the practitioners joining a newspaper in open recruitment and climbing up the promotion ladder from a common reporter through Deputy Head and Head of a department to Director of a bureau. The emergence of new media and the financial difficulties of newspaper corporations were currently making the internal labor market worse. Reporters made active use of social capital such as regionalism, alumni ties, and news beats rather than changing jobs by increasing their professionalism through self-development, thus causing side effects including the weakened supervision and criticism functions of local newspapers and damaging their occupational identity as reporters.

  • This study examines several evolutionary and alternative aspects of the system of existing education and suggests a more specific approach to the development of recent education that has evolved to the recent service economy era and a new approach to the human capacity of the World Economic Forum (WEF). We propose a stage of education system. We will change the meaning and choice of the job according to the rapid development of the 4th Industrial Revolution. Future occupational education also needs to be changed according to the expectation that job movement will happen frequently. The new education requires a model to prepare for the phenomenon of various convergence as technology collapses with the existing culture. And a higher-level educational philosophy is needed for human competence and the environment to actually connect industrial and social issues. The purpose of this study is to show the necessity of introduction of New Service Learning as a new system of education for super mobility. New Service Learning can be divided into five concepts: Innovation, Modernity, Sustainability, Humanity, and Technology. In future research, it is necessary to complement the research by empirically analyzing the concept of New Service Learning.

By grasping the employment path in detail, the study presents implications for implementing support measures for systematic preparation for employment. In particular, the study presents the relationship of the vocational instructor's employment path in stages through frequency analysis, conversion probability analysis, significance test, and conversion status diagram of each employment path. For the analysis, the survey results of the vocational instructors working at private vocational training institutions were used. In conclusion, (i) as for the frequency of past experience for employment as a vocational instructor, the share of work experience, teaching training, and teaching experience was large. (ii) In the employment path stage, work experience, teaching training, and teaching experience had the greatest influence on the transition to the later stage. (iii) The prominent employment path for vocational instructors was "work experience-teaching experience-teaching training." • This study surveyed and analyzed the labor market result when comparing the case that junior college students found a job after transferring to 4-year university with the case that they found the job directly after graduating the junior college. The difference of the occupational structure following the transfer was surveyed in detail and this study examined what effect the transfer had on the occupation status. The graduate occupation movement survey(GOMS) was used and the samples of 544 persons were extracted to use through propensity score matching(PSM) to raise the choice convenience of the sample. The occupation status index to use as a dependent variable was developed to apply. The study result is as follows. First, as a result of confirming the occupational structure of the transfer, the transfer students were distributed in more various industrial fields evenly compared to the non-transfer students in the horizontal industrial structure, and non-transfer students were intensively distributed in the certain field. In the vertical occupation status structure, transfer students were distributed in the high occupation status more than non-transfer students who were broadly distributed in the low occupation status. Second, it was revealed the college transfer was highly effective for the occupation status, which appeared statistically significantly. The explanation variable that appeared significantly outside of that included the parents' academic background, major affiliation, employment pattern, major job coincidence, and job coincidence. The higher students' academic background was, the higher the occupation status was and in case of the engineering natural science affiliation, the occupation status was higher than the humanities social science. In case of full-time workers, their occupation status was higher than one of part time workers and it was revealed the occupation status was high when the their major coincided with the job and their educational/technical level coincided with their job.

  • First, The flow into and out of unemployment has been increasing considerably too since the late 1997. Moreover, about half of job changes involve career changes associated with industrial and occupational changes which workers work for. Workers who switch industries and occupations significantly suffer greater wage losses than observed similar workers who find new jobs in their pre-turnover industry or occupation. These findings imply that labor mobility is more likely to cause losses in accumulated skill of workers. Second, this study compared the wage return to past training when a worker remains with an employer with the wage return to past training when a worker moves to a new employer. Surprisingly, training provided by previous employers has significantly positive wage effect. These findings that the skill acquired by employer- provided training is transferable across some firms. Third, this study finds that the likelihood of sectoral mobility decreases with training received in the current industry. It gives an evidence of the industry- specific training. Based on these findings, this paper suggest the way of dividing the costs of benefits of training among employers within their sector to prevent under-investment in training.

Traditionally, vocational assessment is performed through using of assessment tools or vocational counseling, but assessment tools are very expensive and we should move to the facilities for the disabled. It is very efficient to apply vocational assessment to people with disabilities using the smart phones which users are expected to surpass thirty million in 2012, because it enables them to access anytime and anywhere. In this paper, we design and implement the mobile aptitude test system on android smart phone OS for people with disabilities. We develop the mobile aptitude test system using the Holland Test which is the assessment tool of career guidance and counseling.

  • This study aimed to propose the approach to identify and solve the problems by analyzing the present occupation index of librarians and the future occupation index of librarians after 10 years through the comparison with other jobs. In accordance with the investigation on the LIS students and librarians, the present wage level and the estimated wage level after 10 years were lower than that for other jobs and the employment demand was also lower. Both the students(58.4%) and the librarians(64.2%) considered that the number of full-time employment and the turnover were lower than other jobs. As a result of the analysis, first, this paper proposed to change part-time workers into full-time workers for improving the low wage issue of librarians. Second, '1 public library per 50,000 citizen' was suggested to increase the employment of librarians. Finally, it is proposed to cancel the project to contract out the operation of public libraries and BTL implementation.
