  • Recently, "Cadastral Confirmation Surveying" has been established to promote efficiently and systematically its work. To do so, it is necessary that cadastral control point should be set up and transverse grid coordinates should be determined for high accuracy and boundary restoration based on the cadastral control point. This study expects the potentially institutional problem of detail surveying and the limitation of Network-Real Time Kinematic, introduced to measure the cadastral control point first in the issued regulation, and thus presents the improvement and the management of the block boundary of larger parcel as solutions. This can be applied promptly, when the location difference of ground and border, registered in cadastral record for quake and others, occurs. Thus, the public confidence of cadastral record may become higher and relevant social costs get reduced by the advanced prevention effect of boundary dispute, which represents much to the management of cadastral institution. Provided cadastral confirmation surveying is implemented with the management of the block boundary of larger parcel, proposed in this study.

  • The cadastral boundary points which cadastral surveyor presented on the ground by conducting cadastral surveying represents the limits of land ownership and give binding force and determination power. However the land disputes have increased these days mainly due to cadastral registration errors, surveying errors and land owners recognition error. In these cases, the cadastral survey interests try to find solution by either a administrative procedures by appealing civil complaint or border determination litigation through court. The neighboring residents and related organization have difficulties in resolving the civil complaints. In this study cadastral surveying and cadastral boundary determination process has been reviewed and the results of cadastral surveying screening by Central Cadastre Committee from 2016 to 2021 have been classified. The outcomes of this research will be used for cadastral surveying and contribute for reducing land disputes and improve reliablity of cadastral surveying.

  • The purpose of this study is to analyze the current status of expected cadastral coordinate maps by type of district boundary surveying and the problems of non-coincidence with the surrounding land parcels, and to suggest ways to improve them in the future. Currently, the expected cadastral coordinate maps are drawn using various methods such as reference point adjust adjustment, reference point adjust adjustment and present condition, reference point and present condition. As a result, there was a problem of non-coincidence such as overlapping or blanking in expected cadastral coordinate maps for cadastral confirmation surveying and surrounding individual parcels. In addition, detailed unified standards for minimizing the occurrence of non-coincidence problems are lacking. In order to improve the problems analyzed, the study suggested the acquisition and management of digital coordinates for the parcels around the district boundary, the preparation and dissemination of cadastral surveying results determination standard manual for the preparation of expected cadastral coordinate maps, and the preparation of educational programs for cadastral surveying results determination.

  • This paper shows what is point to be considered at that time in cadastral settlement surveying after declination analysis between GPS and traditional surveying at coordinate result of cadastral triangulation points and supplementary point in site selected deplaning of streets which is surveyed traditional surveying. In the case that coordinates of cadastral triangulation assistance points was decided by standard of the existing cadastral triangulation points that direction of the error vector is in opposition, authors could know all errors was reduced inside coordinate by error being offset each other through the results of study. The coordinates result of cadastral triangulation point by standard of the cadastral triangulation points reduces the deviation value through error that an intersection points was centered being offset each other but through the result that a tendency of errors occurrence is analyzed goniometrys, supplementary points that is close to cadastral triangulation assistance points was affected by error of cadastral triangulation assistance points.

  • "Master Plan of Cadastral Resurvey Project" aims to put the governmental budget of 1.3 trillion Won into the cadastral resurvey project until 2030 that reflects the preliminary feasibility study, conducted by government at 2012. The cadastral Resurvey, which takes 78.8% of the expenses in the project, has to take an critical role for earning the most effective results from the project. The cadastral confirmation surveying take up almost 13% of the project and is controlled under the areal SOC(Social Overhead Capital) projects in current "Master Plan of Cadastral Resurvey Project". Also, the affiliations of cadastral resurvey and linear SOC projects are expected to bring advanced results, although those are excluded from cadastral confirmation surveying. For linear SOC projects, the land division survey is conducted by using boundary stakes in boundary survey, while the cadastral resurvey is conducted within the SOC project area, after the completion of the project. In this study, we could conclude that cadastral resurvey results with the world geodetic system from boundary survey at the point of land division could be produced without the duplication of land division and cadastral resurvey. As a result, the expected benefits are 73,877 parcels and 4,078 million won, annually.

  • The purpose of this research is to suggest the reasonable method of Network RTK surveying in future cadastral re-survey project through the accuracy analysis about Network RTK surveying achievement and the conventional TS-based confirmation surveying. To achieve it, we selected the experiment places and succeeded in achieving the result by Network RTK surveying about total of 307 parcel boundary point. We compared it with the result of confirmation surveying for cadastral, and it was shown that total connection errors of RMSE was ${\pm}0.1028m$ and total 48 places exceeded in the cadastral re-survey allowable error tolerance. The research suggested the practical alternatives in cadastral re-survey project after the comprehensive evaluation of those analysis results. Therefore, the author suggested development and adoptation of integrated electronic plane table surveying method. Moreover, we suggested unifying the first parcel boundary point method into the total station surveying and adopt the Network RTK surveying on the cadastral surveying inspection.

  • The network RTK surveying has been widely used in the field of cadastral surveys in recent years, and its use is gradually expanding. As a result of the implementation of GPS static surveys by civilian companies in accordance with the progress of the cadastral surveys and gradual civilian transfer plans and cadastral surveys, there has been an increase in the number of civilian companies performing surveys. In this paper, we describe the process of applying the results of analysis of conformity using the network RTK site calibration function on the local coordinate system to the GPS static surveying of the cadastral reference points in Anyang city. In addition, the measurement results of the network RTK site calibration function and the results of the GPS static surveying network reconciliation in the local coordinate system were compared, and the performance was determined within 0.04m maximum of RMSE(Root Mean Square Error), and further study on the application method is needed.

  • The current cadastral business is being operated by conversion to a digital cadastral management system through computerized registers (land register and forest land register) and maps (cadastral map and forest cadastral map). Digital surveying methods, such as GPS surveying and electronic plane table surveying, are also used for cadastral surveying. At present, fees for cadastral surveying are calculated based on a standard pursuant to the Construction Standard Production Unit System and an announcement by the Ministry of Land, Infrastructure, and Transportation. In many cases, however, the cadastral surveying fee system announced at present fail to apply the digitalized environment depending on the item. This study sought to analyze the cadastral surveying fee system that requires improvement in the rapidly changing digital cadastral management environment, and to prepare a basis to establish a cadastral surveying fee system suitable to the digital environment by suggesting an improvement method for such system. As a result of the study, the following suggestions were made: a method of changing to terms suitable to the digital environment based on the current status analysis; preparation of a new estimation system regarding new estimation items; and re-survey of an estimation system of cadastral confirmation survey and preparation of an estimation system.
