  • 세계보건기구(WHO)에서는 동남아시아를 중심으로 발생하기 시작했던 급성호흡기감염을 '중증급성호흡지증후군(SARS)'으로 공식 명명하고 전 세계에 경보령을 발동, 각국에서는 경계령을 발동하여 환자 발생감시체제를 가동하였다. 또한 올 겨울 SARS가 다시 유행할 것에 대비해 철저한 대비책을 세워나가야 한다는 전문가의 의견이 제시되기도 하였다. 특히 우리나라는 WHO의 SARS 위험평가 분류에 의거 저위험지역에 해당되나 상반기 사스유행지역인 중국 등과 밀접한 교류가 많은 점을 감안하여 교점지역에 준하여 의료기관 중심 SARS 감시체계를 운영하고 단계별로 감시체계를 전국 병원으로 확대하기로 하였다. 이에 편집실에서는 한동안 전 세계 초미의 관심사였던 SARS에 대해 정리해보는 기회를 갖고자 원고를 청탁하여 특별기고로 다루고자 한다.

A Fundamental Study on the Maintenance of Administrative Boundaries based on Spatial Information (공간정보기반의 행정경계 정비를 위한 기초연구)

  • An Administrative Boundary is the basic of spatial information to cover geographical and regional area. Its importance has arisen in our society at the Smart world era. However, it is difficult to serve exact boundary's lines as administrative boundaries are based on the cadastre lines of land register ; these partly are overlay each other or has gaps. So, it Should be adjusted. But, the maintenance work of administration boundaries causes a conflict or confusion unless we offer concrete procedures and detailed plans previously. Therefore, a rational method is required to prevent side-effects such as confusion, disagreem ent and a conflict etc. In this Study, we present a method and 5 step procedures to make better use in a practical maintenance work. we researched on basic studies of Administrative boundary's concept, history. And we performed a field survey as well as analysis of current problems. considering these results, we suggest usage of various spatial data sources, stake-holders' participation, a method of Nearest district's boundaries to maintain administrative boundaries. Throughout the method, we expect it to serve correct boundary-data to various fields without a big confusion. it is also useful to apply its results not only for re-surveying our land but for recording appropriate boundary-data as rational lines.

A Study on the Efficiency of Cadastral Survey in Forest Areas Based on UAV LiDAR (UAV LiDAR 기반의 임야지역 지적측량 효율성 제고 방안)

  • In this study, we examined the applicability of UAV LiDAR for cadastral surveying and proposed the results. For this purpose, an experimental area was selected and point cloud data was created by scanning the terrain using UAV LiDAR. Since there is no comparative verification target in the forest area, the coordinates of the verification points were obtained by directly surveying the ridge and valley lines prescribed by the current law. Based on these points, the point cloud density within a 7cm radius was analyzed. As a result, an average of 46 point clouds were generated within a circle with a radius of 7 centimeters, which can build a more precise topography of the forest area, proving that precise cadastral surveying is possible. In the case of UAV LiDAR, it is expected that the boundaries of forest areas can be extracted more accurately and efficiently without the influence of trees compared to the existing cadastral survey method. This is expected to have many advantages in various fields that want to use it in the future, such as the creation of stereoscopic maps of forest areas and terrain modeling for disaster safety in the forest areas.

Sensitivity Analysis of Groundwater Model Predictions Associated with Uncertainty of Boundary Conditions: A Case Study (지하수 모델의 주요 경계조건에 대한 민감도 분석 사례)

  • Appropriate representation of hydrologic boundaries in groundwater models is critical to the development of a reliable model. This paper examines how the model predictions are affected by the uncertainty in the conceptualization of the hydrologic boundaries including groundwater divides, streams, and the lower boundaries of the flow system. The problem is analyzed for a study area where a number of field data for model inputs were available. First, a groundwater flow model is constructed and calibrated for the area using the Visual Modflow code. Recharge rate is used for the unknown variable determined through the calibration process. Secondly, a series of sensitivity analyses are conducted to evaluate the effects of model uncertainties embedded in specifying boundary conditions for streams and groundwater divides and specifying lower boundary of the bedrock. Finally, this paper provides some guidelines and discussions on how to deal with such hydrologic boundaries in view of developing a reliable conceptual model for the groundwater flow system of Korea.

Practical Study of Area Error Formula in Numerical and Graphical Cadastral Surveying (수치 및 도해 지적측량의 면적오차 계산식에 관한 현실적 고찰)

  • In cadastral surveying, there are problems that no area error is allowed where numerical surveying is carried out, and allowable area error is specified irrespective of parcel shape where graphic surveying is carried out. In this research, we derived a general formula of parcel area error necessary for grasping these two problems. The calculations using the derived formula showed that where the coordinate error of the boundary point is set to 5cm+10ppm practically, then even a small parcel of $100 m^2$ includes non-negligible area error of $0.71m^2$. And, it is found that the area error specified by the current egulation is based on a rectangular parcel of 1:5 aspect ratio. These results show that the area error of polygon parcel can be determined by a single formula by specifying the coordinate error of the boundary points, and can be used to revise the current regulations that can be applied uniformly regardless of surveying methods.

A Performance Enhancement Scheme for Heterogeneous Network Systems Utilizing Remote Radio Heads (원격송신국을 활용하는 이종 네트워크 시스템의 성능 개선 방안)

  • In this paper, we propose a method to improve cell edge users' performance in HetNet (heterogeneous network) systems by cooperatively transmitting signals using remote radio heads (RRHs) located near coverage boundaries, referred to as edge RRHs. The proposed method locates the edge RRHs in specific locations of the cell boundary and provides an efficient operational strategy by adjusting the duty cycle of the edge RRHs and base stations. The effectiveness of the method is demonstrated by experimental performance based on the system model parameters of the CoMP (coordinated multi-point transmission and reception) scenario, which is discussed in LTE-Advanced (Long Term Evolution - Advanced) standard contributions. When compared with conventional methods, utilization of edge RRHs is especially advantageous for the performance improvement of lower percentile users in terms of average throughput and effectively improves the fairness among users.
