Resident Friendly River Management: Focusing on Performance Indicators (주민 친화적 하천관리 방향: 성과지표를 중심으로)

  • 하천공간은 홍수방어와 용수사용을 위한 수자원관리 측면의 공간에서 벗어나 국민들의 삶의 질 제고와 이용편익, 생활환경의 중심 공간으로 자리매김하고 있다. 국민의 하천에 대한 눈높이가 상승하고 있음에도 하천공간이 주는 여러 가치에 대해서는 학술적 검토가 미진하였으며, 그에 따라 정책에도 제한적으로 반영되고 있다. 본 연구에서는 설문조사, 요인분석 등을 통해 주민 입장에서 부여할 수 있는 하천의 다면적 가치를 식별하고 주민친화적 관리를 위한 성과지표를 개발하고자 하였다. 특히 본 연구가 개발하고자 하는 성과지표 체계는 기존 방식대로 객관화·정량화가 불가능한 주민의 정성적·주관적 만족도를 측정할 수 있는 지표를 개발하는 것에 목적이 있다. 먼저, 관련된 각종 선행연구 및 도로 등 타분야 사례, 일본 등 해외 사례 등을 종합하여 하천의 4가지 사업부문인 치수, 이수, 환경, 친수를 모두 포괄하는 지표체계안을 구축하였다. 다만 본 연구가 주민친화적 하천관리를 목적으로 하므로 상대적으로 환경·친수 부문 지표의 비중이 높았으며, 총 지표 개수는 25개로 도출하였다. 도출한 지표체계안을 바탕으로 주민 대상 설문조사를 실시하였으며, 요인분석법을 활용하여 지표체계를 재정리하였다. 요인분석법은 학술적·실무적으로 가장 널리 사용되는 PCA 추출법과 Varimax 회전법을 채택하였으며, KMO 및 Barlett's 검정법을 활용하여 자료 검정을 수행하였다. 그 결과, 하천 부문 주민만족 요인은 3가지로 나타났으며, 이를 각각 '최소친수기반요인', '안전·청결기반요인', '친수활동지원요인'으로 정의하였다. 요인 분석 결과를 바탕으로, 3개 영역, 6개 세부 영역, 24개 평가항목으로 구성된 성과지표 체계를 도출하였다. 마련된 성과지표의 항목별 중요도를 전국 대상 설문조사를 통해 분석한 결과, 영역 중에서는 '안전·청결기반요인'이 가장 중요한 것으로 나타났으며, 특징적으로는 CCTV, 장애·위험물 제거, 수질·공간청결성, 공공화장실 만족성 등이 중요한 것으로 나타났다. 또한 대전지역 국가하천과 지방하천을 사례지역으로 성과지표를 비교한 결과, 국가하천의 성과가 대체로 높게 나타났으며 '최소친수기반요인' 영역의 성과가 상대적으로 높은 것으로 나타났다.

  • 산지생태축산은 환경 친화적인 순환형의 생산방식으로 안전하고 맛있는 유기식품 등 많은 장점이 있어, 과소화, 황폐화가 진행되는 중산간지역을 활성화시키기 위한 기폭제로서 많은 기대를 받고 있다. 그러나 앞에서 기술한 바와 같이 기술적 문제에 더해 사회적, 경제적인 많은 저해 요인이 산지생태축산의 보급과 정착을 방해하고 있다. 이와 같은 과제를 극복하기 위해서는 생산자 혹은 관계단체의 노력에는 한계가 있으니 국가와 지역행정의 지원이 강화되어야 하는 것은 물론 지역주민과 소비자를 끌어들인 종합적인 지원책에 대해 검토할 필요가 있다. 산지생태축산은 21세기의 한국축산에 확고한 지위를 차지한 농법으로 중산간지역 농업의 견인차가 될 농법이다. 산지생태축산을 활성화 하기 위해서는 실효성 있는 지원책을 과감히 강구하며 다양한 제약을 극복할 방안 역시 선구적으로 마련해야 한다. 기존의 제도가 시대적으로 뒤쳐진다는 결함이 있었다면 이것을 감수해가면서 극복하는 것이 아니라 제도 개선을 하는 일이 더 중요하다. 국가나 도단위의 지역은 종래의 발상을 넘은 지역의 대처에 제동을 거는 일 없이 오히려 선구적인 시읍면의 활동을 전력으로 지원하는 자세를 가져야 한다. 그래야만 새로운 식품 농업 농촌을 고려한 창조적 농정의 실현으로 진정한 6차산업을 구현할 수 있다.

A Study on the Development and Validation of the Assessment Tool for Child Friendly Cities (아동·청소년친화도시 평가지표 개발 및 타당화 연구)

  • The purpose of this study is to develop assessment tools to diagnose the child friendly level in a given community. To develop such assessment tools, the literature related to this issue was reviewed, and in order to reflect Korea specific social and cultural characteristics, 198 children and adolescents and 104 parents were interviewed in depth. The questionnaires were classified as objective tools and subjective tools by means of a content validity test by experts and a verification by preliminary survey. Objective tools are defined as those which are used by professionals to check facts based on laws and institutions. 20 objective questionnaires were created and completed. In contrast, subjective tools were used to check the subjective perceptions of children, adolescents and parents on their community environments. Subjective tools were collected as the basis for the data for construct validity and was calculated to verify the validity. For this purpose, 432 children and adolescents between 11 and 18 and 201 parents living in Seoul, Daejeon and Hwaseong (n=633) were surveyed. Subjective tools, 33 questions in 6 areas were created and completed for parents and for children and adolescents, 30 questions in 5 areas were created and completed.

Children and Adolescents' Assessments of Child Friendly Cities (아동 친화적인 도시에 대한 아동.청소년의 인식)

  • Child Friendly Cities (CFC) is a framework for action with the aim of implementing the UN CRC led by local government in an urban context. A number of surveys with 755 children and adolescents were conducted in order to assess the community's child-friendliness level of Seoul. The results of this study were as follows : 1) Comprehensive assessment of the city's child-friendliness was overall seen to be negative. 2) In regards to the city's child-friendliness, the assessments of Children were more positive than those of the adolescents. 3) Boys assessed the city's child-friendliness more positively than girls. 4) The children and adolescents living in more wealthy communities assessed the city's child-friendliness more positively than those living in poorer areas. This study suggested that a local action plan for the Child Friendly Cities must be implemented to fulfill the CFC standards.

A Case Study on the Concept of Family-Friendly Neighborhoods Recognized by Child Care Community Leaders with a Focus on the Leaders of the Community in Jeju, South Korea (돌봄공동체 리더들이 인식하는 가족친화마을환경 개념에 대한 사례연구 - 제주지역 이주민 돌봄공동체 리더를 중심으로 -)

  • This study aims to identify the concept of a family-friendly neighborhood environment and to present the findings to influence the goals of and directions for future policy. This qualitative research study was conducted based on interviews with six leaders in the child-care community residing in Jeju and Seogwipo, two cities in South Korea. First, the findings demonstrated that the subjects recognized the concept of family-friendly neighborhood environments as "environments in which communication is possible with all neighbors, neighbors take care of children, and all families enjoy neighborhood life." Second, family-friendly neighborhood environments were characterized as being safe, nature-friendly, and accessible. Third, participants identified family leisure cultural facilities and multipurpose facilities as the spaces that characterize family-friendly neighborhood environments. Lastly, the model of family-friendly neighborhoods needs to be composed of the following three factors: residence, leisure, and economy.

Analysis of Change Transitions in Regional Types in Emergency Department Patient Flows of in Jeonlado (2014-2018) (전라지역 응급실 환자의 유출입 분석 및 지역유형 변화 추이)

  • This study analyzed the inflow and outflow patterns of emergency department patients, to identify changes in regional types in cities, counties, and districts in Jeonlado, Korea. Data of areas in Jeonlado for 2014 to 2018 were extracted from the National Emergency Department Information System. The extracted data includes the patients' and emergency medical institution addresses, which were used to calculate the relevance index (RI) and commitment index (CI). The calculated indices were classified into regional types by applying cluster analysis. A non-parametric method, Kruskal-Wallis test, was employed to examine the differences between years for RI and CI by regional types. The results of cluster analysis using the relevance and commitment indices revealed three regional types. Regions in cluster 1 were classified as outflow type, in cluster 2 as inflow type, and in cluster 3 as self-sufficient. RI and CI were calculated for each cluster or regional type. There were no significant differences between years in cluster 2 (inflow type) and cluster 3 (self-sufficient type). In cluster 1 (outflow type), there were no significant differences in CI between the years; however, there were significant differences in RI between 2014 and 2017, and 2014 and 2018. It is difficult to see that the emergency medical environment has improved due to the increased concentration of emergency medical care.

Consumers' Intention and Attitude to Move to a Small Scale Cohousing for Elderly based on Community Friendly Concept (지역친화형 소규모 노인공동주거에 관한 소비자의 입주의사와 태도)

  • This study explores consumers' intention and attitude to a small scale cohousing for the aged, which provide local communities with the small residential spaces where seniors can feel at home. Questionnaire method is performed, and 193 data were gathered in Jeonju city. The results are as follows. When respondents have a professional job, a owned house size($66-99m^2$, $132m^2$ or more), and disease or dementia, their intentions to move into a community friendly co-housing for the aged is high. The shortcomings of this housing are perceived low by college or graduate school graduates, but middle or high school graduates do not perceive low them. The respondents with the annuity of less than 4,000,000(KRW)/month perceive them in normal or higher, while those with the annuity of 4,000,000(KRW)/month or more perceive them in low. This annuity will be as a cost criterion to accept to move in this housing.

The Local City Consumers' Intention and Attitude to Move to a Group Home for Elderly Based on Community Friendly Concept (지역친화형 소규모 노인공동주거에 관한 지방 도시 소비자의 입주의사와 태도)

  • This study explores consumers' intention and attitude to a group home for the middle class elderly, which provide local communities with the small residential spaces where seniors can feel at home. Questionnaire method was performed, and 193 data were gathered in Jeonju city. The results are as follows. When respondents have a size of house (66.2-99.1 $m^2$), elderly disease or dementia, and their annuity or their spouse annuity, and when they are much old, their intentions to move into a community friendly group home for the aged is detected. The respondents and their spouse with the pension of more than 2,000,000 (KRW)/month have an intention to move to this group home. Also, they and their spouse with annuity have positive attitude to it, and these goups with the pension of more than 2,000,000 (KRW)/month have low negative attitude to it. So, house size, health condition, and annuity are variables to determine to move into it.

  • The purpose of this study was the evaluation about the evaluation of the local community as family-friendly residential environment. We executed the survey to find 1) the evaluation of local community as family-friendly residential environment, 2) the usage and satisfaction of the local community facilities and programs, 3) the improvement of local community as family-friendly residential environment. The method was a residents survey. Data were collected from 160 married men and women with children lived in Seoul and Gyenggi-Do. The findings of this study are as following; It was more satisfactory residential environment with family-friendly elements than residential environment without family-friendly elements in residential environment satisfaction. The children care facilities was used higher. Local community facilities and program for family-friendly residential environment was not satisfied. Local community facilities and program for family-friendly residential environment was needed higher. The representatives as leading role was local community and residents in family-friendly residential environment.

The Influence of Perceived Family-Friendliness of Community on Parenting Efficacy and Stress among Parents with Preschoolers (가족친화적 지역사회 인식이 미취학자녀 부모의 양육 효능감 및 양육 스트레스에 미치는 영향)

  • The aim of this study is to examine how perceived family-friendliness of community influences parents' efficacy and stress. This study asks three research questions: 1) what is the geographical boundary of community perceived by parents with pre-school children, 2) how the components of family-friendly community affect parents' perception on family-friendliness of their communities, 3) how the perceived family-friendliness of their community affects parenting efficacy and stress. Drawing on a sample of 628 parents(318 males, 310 females) who had at least one pre-school child, we analyze the data by frequencies, means and hierarchical regressions. The major findings are as follows. While the responses on the geographical boundary of community varies the most frequent response is 'Gu'. Both knowledge on family service infra and community social capital, which consist of family-friendly community, affect the perception of family-friendliness of community. The perceived family-friendliness of community is positively associated with parenting efficacy and negatively associated with parenting stress. The effect of the perceived family-friendliness of community on parenting efficacy disappears when social capital is included in the model. There is no such pattern in the association between the perceived family-friendliness of community and parenting stress.
