The purpose of this study is to examine the impact of organizational climate on the resource linking skills of social workers working in community welfare centers as well as the mediating effects of reflective thinking in these relationships. To test the mediating effects, we set up a research model based on previous studies on the organizational climate, resource linkage skills, and reflective thinking of social workers. The subjects of this study were social workers in community welfare centers in the Busan metropolitan city. Data were collected using mail surveys, and data from 526 respondents were used for the final analysis. The main results are as follows. First, the organizational climate of community welfare centers has a statistically significant impact on social workers' resource linkage skills. In other words, the more the social workers recognize positively about the organizational climate, the more the utilization of resource linkage skills increases. Second, reflective thinking has a mediating effect in the relationship between the organizational climate and resource linkage skills of social workers in community welfare centers. Based on the study results, practical suggestions for improved resource linkage skills and reflective thinking of social workers in community welfare centers were suggested, and practical implications and future research were discussed.

The purpose of this study is examine the effect of social work field practicum related factors on empowerment of students majoring in social welfare. For this purpose, a survey of the university students with completing social work field practicum was conducted and data was analyzed. The results of this study are summarized as follows: The empowerment level of the students with completing social work field practicum is 3.71. Multiple regression analysis was conducted for each sector by dividing the factors related to the social welfare field practicums affecting the empowerment into individual factors, practical institutional factors, and school factors. Degrees of practice(${\beta}=.123$, t=2.405, p<.05), the satisfaction level of the supervisor(${\beta}=.176$, t = 2.446, p <.05), the lecture satisfaction level of the practicum(${\beta}=.229$, t=4.018, p<.001) were found to affect the empowerment in each sector. But in final analysis with all factors have been concerned, the lecture satisfaction level of the practicum(${\beta}=.257$, t=4.495, p<.001) had a positive effect on the empowerment. Based on these results, implications for research and practice were discussed.

The purpose of this study was to analyze the Gap Between Knowing the importance of and the Actual Implementation of family-centered practices of social workers at local social welfare centers in Gyeonggi-do, and to explore strategies at the institutional level to improve these differences. To this end, a survey was conducted on 232 social workers at 54 community welfare centers in Gyeonggi-do, and the t-test and IPA analysis techniques were used. As a result of the study, first, the importance of family-centered practice of social workers at community welfare centers is highly recognized, but the current performance is low. Second, as a result of verifying the difference in importance-performance regarding family-centered practice, it was found that there were statistically significant differences in all of the 6 sub-factor areas and 18 detailed items of family-centered practice. Third, as a result of IPA analysis of the importance-performance of family-centered practice, at keep up good work(family decision making, comprehensive service), at possible overkill(family focus) was derived, at low priority(family strength, individualization), at concentrate here(cooperation with family) were for each sub-factor. Based on these results, an institutional strategic plan to improve the difference between the importance and performance of family-centered practice was suggested.

This paper investigates how family-friendly the working environments of Korean community welfare centers are and analyze work-life balance of married female social workers. We conducted a mix-method exploiting survey and interviews in community welfare centers in four provinces (Seoul, Kyonggi, Kangwon and Kyongsang). 82 participants were involved in the survey and 10 in the in-depth interview. According to our analysis, the take up rate of maternity leave was comparatively high while flexible working hours and parental leave were substantially low. Working atmosphere of the center, difficulties in hiring replacements and peer pressure were found to be related to the low take up rates. Also the working hours and concentration of work in certain periods negatively effected work-life balance satisfaction. Lastly, we found a high need for welfare service related to child care provided by community welfare centers where participants-female social workers- worked at.

The rural area of S. Korea has been excluded from the process of industrialization and urbanization, and is to be faced with a serious crisis in the context of recent globalization/localization with a rapid economic and political change. And hence it is required to give a active attention to community-based welfare for rural areas. The status of welfare of Koryung-gun as such a rural area adjacent to Daegu city is still low, even though recently it has been improved dramatically, and the welfare policy seems not to reflect the rapidly changing conditions of reality, though it has been institutionalized systematically. What is more, the number of dwellers who demand basic welfare has been increased, as welfare services seem not to delivered to them. In order to improve this totally low level of social welfare, major tasks should be pursued to formulate as basic principles an integral approach for community-based welfare and ultimately a restoration of rural community; to construct a mobilization system of diverse resources within community, to develop connections between welfare demanders and providers, and networks of institutes and facilities for community welfare; and to find out and to extend financial sources for welfare policies.

The purpose of this study was to explore the social workers' reflections developed during the participatory action research seeking practice methods in the community welfare center single parent self-help groups. Nine social workers and researchers sharing difficulties in the community welfare center single parent self-help group practice were involved in the participatory action research. We performed a circulatory research repeating 'plan-action-reflection-replan' cycles through ten sessions of research meetings including peer supervision in parallel with 4 self-help group practices. Multiple practice methods were derived as the result among which change in the social workers' perception was the key. We focused on the result that the social workers' perception was changed by reflections from participatory action research and the contents of the reflections were qualitatively analyzed using materials acquired during the study. As a result the following 5 themes were derived; 'recognition and worry on the lack of appropriate practice for the self-help group', 'specification of the social workers' role based on the changed perspective on the member-social worker relation', 'confirmation of the possibility of the concerned person initiated practice', 'detailed understanding of the single parent self-help group in the community welfare center', and 'renewed recognition of the development of the single parent self-help group in the community welfare center'. Based on these results, empowerment and reflection/reflective practice for single parent self-help group in the community welfare center were discussed.

The purpose of this study is to understand the context of mental hospital admission and discharge related with the stakeholder and to find out issues about public management on mental health disabilities. To this process, the more effecive alternative policies for mental health will be offered. As a research tool, the qualitative study was used, and the 6 case were analyzed. Through this study, we find 5 theme such as admission type occurred outside public management, uneffective public management in mental hospital treatment, long-term treatment mechanism occured in mental hospital, helplessness and role distortion of public follow-up system. According to the mental health law, mental hospital admission and discharge on mental health disabilities is to managed public system. But public management with mental health disabilities did not work on. In this results, we are find infringement on mental health disabilities. According to these findings, several suggestions are offered for better policies about admission and discharge procedures managed by public system.

This study explores the case manager's experiences in terms of how they were challenged by the difficulties of the case management process, overcame them, and obtained the positive outcomes. Qualitative methodologies were used, employing a focus group interview with 10 case managers. The findings suggest that case managers were aware of the importance of strength among clients and communities. Case managers commented that they tried to actualized the principles of Strength Case Management, thereby facing the changes and growths among clients and communities. Several suggestions were made for the effective settlement of Strength Case Management.

The purpose of this study is to analyze mission statements of social welfare centers. For this, we collected mission statements of 385 social welfare centers nationwide. We analyzed data using the NVivo 10 program. Analysis results found the total number of collected words was 1,401. The number of words corresponding to the target of organizations was 448 (32.0%), the number of words corresponding to problems was 51 (3.6%), the number of words corresponding to the directionality 118 (8.4%), the number of words corresponding to strategy was 545 (38.9%), and the number of words corresponding to organization's image was 239 (17.1%). Second, the words of the intervention target were resident of community, local community and community. Intervention issues included community problems, poverty, and social isolation. The words of the organizational directivity included welfare community/village, social welfare, and empowerment. Words related to organizational strategy were formation/building, sharing/serving, and improvement/development/improvement. Words related to the organizational image included in the mission statements were the welfare center, we, the professional agency, and the neighbors. By analyzing the mission statements, we found that social welfare centers portrayed its identity based on 'locality'. The distribution of the words related to the community was high in both the target, target, and direction. The limitations of this study include the exclusion of analyzing the relationship between organizational mission and organizational performance. This should be considered in future studies.

This study was made in order to evaluate the effectiveness on the activities of Community Welfare Association through the inter-agencies, carried out in 14 regions in our country as the examples. I'd like to emphasize the two main points in this study. One is whether the community practitioners have positive thoughts or not, about the evaluation on the activities through the inter-agencies. The other is how the receivers react to the inter-agency services. In order to find the solutions for two questions, the survey data of Korea Institute for Health and Social Affairs were reanalyzed. First, the attitudes of the practitioners are as follows; that is, the directors of the organizations have negative opinions about the communication, while practitioners have positive evaluations. About the performance of its roles, 68.2 percent of practitioners showed positive reactions, and 77.8 percent answered it's necessary to manage the community association continuously. The receivers have positive evaluations in general about the inter-agency services. In the comparison of the community activities between before and after, domiciliary services were improved because there was a meaningful statistical difference, however, other services such as medical care service were not bettered. And there was no difference between before and after in the CSQ.
