  • 농가인구의 감소 및 고령화, 고소득 작물 재배, 기후변화 등으로 인해 영농형태가 논농사에서 밭농사로 전환되고 지역별 증감의 차이가 있기는 하나 밭 면적이 증가하는 추세를 보인다. 한편, 밭작물은 논에 비해 기반시설이 부족하고 고소득의 밭작물을 생산하기 위한 시설재배가 늘어나면서 대부분 사계절 확보가 용이하고 수질이 양호한 지하수를 사용하고 있다. 지하수 수요 증가는 지하수위 저하와 지하수 고갈의 우려를 초래하고 있다. 본 연구에서는 농업용 지하수 이용 실태를 분석하고 지하수이용 및 관리 제도 현황을 검토하여 지속가능한 밭용수 공급을 위한 지하수 관리전략을 제안하였다. 진주시를 대상으로 경지유형에 따른 지하수 이용 특성 분석하여 지하수의 수요 특성을 살펴보았는데, 하천 주변 저지대에 큰규모의 밭이나 집단화된 시설재배 지역이 분포하고 있고 지하수 관정도 밀집하고 있었다. 하천에서 떨어진 산간지역에는 지하수 관정이 산발적으로 분포하고 있었다. 지하수 수요는 공간적 위치 외에도 고품질 농업용수에 대한 요구도 원인인 것으로 조사되었다. 밭기반 용수공급 관련 사업과 지하수 자원확보 관련 법제도 등을 고찰하여 밭의 위치, 규모, 용수공급의 수요 특성 등을 고려하여 밭용수 공급을 위한 세 가지 지하수 관리전략을 제안하였다. 우선, 농업용 지하수 이용량 실측 및 정보의 다각화를 통한 정보의 고도화가 필요하다. 둘째, 지하수 이용의 공간적 특성을 고려하여 지표수와 연계한 지하수 이용기반이 구축되어야 한다. 지표수 공급이 가능한 지역은 지표수를 우선 공급하거나 지하수와 혼합 또는 교차하여 공급하고 물공급 취약지역에서는 지하수 공급 기반시설을 구축하는 것이다. 세 번째 전략은 농업용 지하수 시설의 공공관리 강화 및 관리 효율화이다. 특히 지하수이용이 밀집한 지역에서는 지하수 인허가 기준을 강화하고 용도별 관리체계 구축이 필요하다. 밭용수 공급은 농가 소득과 밀접한 연관이 있기 때문에 물이용의 지속가능성과 함께 농가 소득증대를 고려하는 공편인적 관점에서의 관리가 필요할 것으로 생각된다.

  • The regional innovation policies so far have been separated from the social problems facing the local communities. The regional innovation policies, regarding the region as the location of the business, have focused on the invigoration of business innovation activities. However, as the recent emergence of the new paradigm of innovation policy aiming the sustainability, 'transformative innovation policy,' has led to a search for regional innovation policies that begin with solving the local social problems. This research paper deals with regional innovation theory that starts from searching for solutions and system transformation for social problems such as climate crisis and energy problems. The objective is to present a new framework called 'transformative regional innovation policy' and to improve its content through case studies by combining the results of the transformative innovation policy and the regional innovation policy studies. In particular, the contribution of this paper is to analyze and discuss the concept of the transition platform, which aims to solve the local social problems, through the case studies of Gussing, Austria and Esbjerg, Denmark. Lastly, it discusses the derived implications of the cases applied in Korean society.

The Path Formation of Thailand's Electricity/Energy Regime and Sustainability Assessment (태국 전력/에너지 체제의 경로 형성과 지속가능성 평가)

  • This study aims to examine the electricity/energy regime of Thailand, the largest energy-hungry country in the Mekong region. This study examined how the electricity/energy regime of Thailand has been shaped and changed up to the present, not only at the national level but also at the sub-regional level covering the Mekong region. Meanwhile, according to the Paris Agreement in 2015, which will get in to effect from 2020, developing countries as well as developed countries have been given voluntary responsibilities and reduction obligations in response to global climate change. Under the post 2020 Climate Change Regime, Thailand also needs to revise its existing electricity/energy policy. We reviewed the recent energy policy of Thailand and evaluated the possibility of transition to a sustainable energy system based on Energy Trilemma's analysis framework. And we examined the roles and impacts of the Thai civil society on the national power and energy planning as well as in the future climate change policy. As a result of the analysis, it can be seen that Thailand's electricity/energy regime has grown rapidly through the support of the West countries under the Cold War era. In particular, Electricity Generating Authority of Thailand(EGAT) played the key role in Thailand's energy policy. In addition, Thailand's geopolitical location and relatively high economic level compared to neighboring countries will continue to be of importance in the future construction of power grids in the region. Meanwhile, in the frame of Energy Trilemma, Thailand has still been vulnerable to environmental sustainability. Thai NGOs have resisted to as well as collaborated with the government to influence the existing electricity/energy policy in the various dimensions but their influence has weakened considerably since the coup in 2014. In conclusion, this study suggests to cooperate with government as well as civil society for sustainable energy transformation of Thailand and Mekong region.

  • This study analyzes the potential to achieve carbon neutrality through the technical definition and case studies of carbon-neutral buildings. In line with the Paris Agreement of December 2015, the global community has committed to limiting the average temperature rise to below 2oC and striving to restrict it to 1.5oC above pre-industrial levels. Achieving this requires reaching a net-zero state by 2050 and necessitates transitions across various sectors including energy, land use, and transportation. This research explores the technological approaches and real-world examples of carbon-neutral buildings, assessing their feasibility and limitations. By examining the definition of carbon-neutral buildings and presenting various technological solutions and case studies from both domestic and international contexts, this study evaluates the effectiveness and practicality of carbon-neutral buildings. The findings offer specific guidelines for the design, construction, and operation of carbon-neutral buildings and provide practical information for policymakers and practitioners aiming to create sustainable built environments.

Research on Sustainable Financial Inclusion and Social Impact : Analyzing Credit Thin Filer Data from U.S. Online Loan Platform (지속가능한 금융포용성과 소셜임팩트 증진 제언 연구: 미국 온라인 대출 플랫폼 내 중저신용자 데이터를 중심으로)

  • This study analyses customer data from a US online lending platform to empirically document the discriminatory treatment that low- and middle-income borrowers face in financial markets. Researchers are using financial data from nearly 2.93 million loans between 2007~2020 of the Lending Club on the open-source Kaggle platform. We find that thin-filers borrowers, especially those with lower credit scores, receive loans at higher interest rates. This discriminatory treatment undermines financial inclusion and has the potential to increase social inequality. The significance of this research is that it sheds substantial light on the problem of inequality in financial markets and, based on the findings, suggests concrete measures to ensure equitable access to finance for all customers and enhance sustainable financial inclusion. In doing so, we propose a shift towards enhancing the social responsibility of institutions.

Shaping the Innovation Policy in the Post-COVID era: Focusing on Building Creative Learning Capabilities (포스트 코로나 시대 기술변화와 혁신정책 방향성 재정립: 창조적 학습사회 전환을 중심으로)

  • The routinized tasks in the post-COVID era are to be replaced by digital technologies, while there is a high possibility that digital transformation technologies and non-routinized tasks have strong complementarity. In particular, looking at the job composition within Korea's industries, the intensities of routinized works appear to be continuously rising. It suggests that the potential side effects on the labor market caused by the acceleration of digital transformation in the post-COVID era will be greater within Korean innovation system. With this background, this study aims to provide a conceptual framework for dealing with potential crises such as, job polarization and widening gaps between workers in terms of economic earnings, based on an in-depth understanding of the inherent properties of digital transformation that will lead to structural changes in our economic and social system. In particular, focusing on the interaction between digital transformation technology and learning in the post-COVID era, this study attempts to redefine the role of the innovation policy for making a successful transition to a new equilibrium state. In addition, this study examines the institutional conditions of the Korean innovation system which affect the creative learning activities of economic actors to draw policy implications for establishing future-oriented innovation policy. Based on these approaches, this study highlights the importance of coevolution between the skills demand and skills supply to spur inclusiveness of Korean innovation system in the post-COVID era.

  • Hahoebyeolsingut Talnori, which is under permanent performance, has lost its relevance to folklore and rituals of the villagers and has secured the possibility of change depending on the actor's choice. This article seeks to expand the current stuck performance of Hahoe mask play, which has great significance as a play and play for the audience. To this end, We studied the possibility of expanding the performance of Hahoe Talnori by trans-identity of the Choragi. Chorangi character derides yangban, seonbi and monk, who are representatives of the establishment. Those who have a consciousness of potential transformation, those who passively represent the masses, and those who are tacitly authorized by the audience to ridicule the ruling class. The audience feels exhilarated by the super-cool, but at the same time reduces the limits. We transformed Chorangi who is clever but cannot overcome the limits of his status, into a character with a sense of transformation by applying the method of turnning identity and changing identity of the theory of trans-identity. And I applied the method of expansion of the media conversion storytelling theory to create a new Chorangi Madang that conforms to the audience's needs and the spirit of the times. In addition to the performance of Yangban Seonbi Madang(Act of Nobleman and Scholar) which ends with an ambiguous reconciliation, we wanted to complete it in a way that even today's audiences could accept by applying the function of the Hahoebyeolsingut Talnori ambassador and the principle of implementation. And We writed it in a script. This article is meant to be an experimental study that attempted to transform traditional performing arts in the context of new creation of tradition. Preservation and transmission of traditional performing arts are important, but it is necessary to move forward according to the trend and spirit of the times.

Understanding the Nuclear Technological Innovation: Focussing on the Transition Issue of 4th Generation Nuclear Energy Technology (원자력 기술혁신에 대한 고찰: 4세대 원자력 에너지기술 전환 이슈를 중심으로)

  • In this study, we conducted an in-depth literature review of the innovation characteristics of nuclear technology. We understood that the main issue may be a transition of fourth generation nuclear energy technology. We also analyzed a present status of Korean policy on nuclear energy technology and identified some implications for a successful settlement of the fourth generation nuclear energy technology. This study could provide some policy implications for maintaining the sustainable competitiveness of the fourth generation nuclear energy technology in Korea. According to our study, the factors that influence on a transition of nuclear energy technology are a policy-induced market for technical application and demonstration, stable and long-term resource allocation, constant interaction among stakeholders of innovation, accumulation of skill and know-how for an entire system. In addition, we conducted a case analysis on policy for Korean fourth generation nuclear energy technology. According to this case study, it would be necessary for Korea to pursue systematic training of human resources, active response to a social acceptance and reaction, establishment of specific plan for technical demonstration, long-term policy suggestion, and active promotion of constant interaction between stakeholders.

소변으로 EPO를 분비하는 형질전환 돼지생산

  • Erythropoietin(EPO)는 적혈구 세포 증식, 분화 및 생존에 있어서 가장 중요한 요인이다. 또한, 빈혈성저산소증에 있어서도 EPO가 중요한 역할을 한다고 알려져 있다. 태아에서 EPO 생산부위는 간이라고 알려져 있으나, 임신 120-140일에 신장으로 이동하기 시작하여 출생 후 약 40일경 이후에는 완전히 신장에서만 분비한다 EPO단백질의 분비는 오전 8시에 가장 낮고 오후 8시에 가장 높은 2중 리듬의 형태로 발현되어진다. EPO는 27개의 leader sequence와 165개의 아미노산으로 총 193개의 아미노산으로부터 분비된다. EPO단백질의 분자량은 18 kDa이나, 약 40%의 당쇄가 첨가되어있는 당단백질으로서 분자량은 30 kDa이다 N-linked 당쇄 3개(Asn-24, 38 및 83)와 O-linked 당쇄 1개(Ser 126)의 첨가부위가 존재하며, 2개의 disulfide bridges(7-161번, 29-33번)를 형성하고 있다. 이러한 당쇄의 수식은 EPO의 대사에 있어서 매우 중요하다. EPO를 가축의 소변으로부터 생산하기 위하여 생쥐의 3.6 kb UII promoter 하류에 genome hEPO와 SV 40 poly A를 연결하여 형질전환용 발현 벡터를 구축하였으며, 과배란 유기로 채란되어진 돼지의 1-세포기 수정란의 웅성전핵에 유전자를 미세주입기로 주입 후 즉시 대리모에 이식하였다. 66두에 미세주입된 1572개의 수정란을 외과적 방법으로 이식, 평균 23개의 수정란을 이식하였다. 생산된 자돈 112두중 2두(3-5, 3-15번)에서 PCR양성반응(304, 567bp)을 나타내어, 2두의 돼지로부터 소변을 회수하였다. 회수된 소변을 이용 Elisa방법으로 EPO를 분석한 결과 3-5번 돼지에서만 분만 후 지속적으로 EPO농도가 증가되었다. EPO의 최고농도는 1.1 IU/$m\ell$였으며, 이러한 결과는 CHO 세포에서의 500-1000 IU/$m\ell$의 생산량보다도 약 500-1000배정도 낮은 수준이었다. 이상을 종합하여 보면, 1) 가축에서도 생리활성물질을 소변에서 생산할 수 있는 UII promoter의 활용가능성을 제시하였으며, 2) 현재로서는 EPO의 발현량이 너무 낮아, 사용된 생쥐의 promoter를 보완할 필요성이 있다고 사료된다. 그러나, UII promoter를 이용하여 생리활성 물질을 생산할 수 있는 형질전환 돼지 생산의 성공은, 앞으로 형질전환 가축을 이용하는 활용 면에서도 더욱 더 활발할 것으로 기대된다.
