  • In the past 70 years, various policies for Promotion of green modes (PPGMS) have introduced in Korea as a sustainable transportation system. However, so many problems are expected that PPGMS are to become fixed as successful transportation Policies. Thus, this study argues that the PPGMS must be executed in its systematic short-, mid- and long-term strategies for it to be an effective catalyst toward bringing about sustainable cities for the future.

Building up Road Transport Research Directions of Korea through Trend Analysis (국내.외 도로교통 연구동향과 시사점)

  • 본 연구에서는 국내ㆍ외의 도로교통부문 연구동향을 살펴보고, 현재 미국, 영국, 일본 등의 선진국에서 추진중인 도로교통분야 연구과제들을 수집하여 분석함으로써 우리나라의 향후 도로정책 수립에 기여할 수 있는 도로교통분야 연구방향을 제시하였다. 우리나라와 선진국의 도로교통 연구분야를 크게 10가지로 제시하였으며, 국내의 도로교통분야 연구 중 미약한 분야와 초기단계분야 및 중간단계분야를 정성적으로 제시하였다. 이 중, 지속 가능한 도로교통체계의 확립분야, 인간중심의 도로교통체계분야, 연계교통체계 및 복합운송체계 분야, 육상(도로) 물류분야에 과감한 연구개발 및 투자가 필요한 것으로 나타났으며, 무엇보다도 도로교통분야 연구전반에 지속적이고 과감한 투자가 필요한 것으로 나타났다. 또한, 양(Quantify)-공급(Supply)-중심의 도로교통정책에서 질(Quality)-성과(Performance)- 중심의 도로교통정책이 수립되어야 하며, 향후 도로교통정책의 결정시 관련 분야 연구와의 연동화를 통한 도로교통정책-연구의 연동시스템이 정착되어야 한다.

Priority Decision Making for Planning A Long-term Sustainable High-speed Rail Network using Multi-Attribute Utility Theory (지속가능한 고속철도망 계획을 위한 투자우선순위 선정에 관한 연구 : 다원-속성 효용이론을 이용하여)

  • With the growing international consensus regarding sustainable development of transportation, the plan of transportation infrastructure needs to meet various requirements toward enhancing environmental conditions. Accordingly, the upcoming long-term plan of high-speed rail network has to be reflecting the sustainability of transportation systems. In this paper, we demonstrate an application of methodologies based on multi-attribute utility theory for determining priorities of sustainable high-speed rail investment. The proposed methodologies identify indicators for sustainable transportation systems such as economic, environmental, and social ones and then, evaluate priority for planning a long-term sustainable high-speed rail network by comparing the relative importance among indicators. This will help transportation agencies to prioritize high-speed rail investment toward sustainable transportation systems.

Development of Transportation Indicators for Green Growth Based on a Questionnaire Survey for Transportation Experts (녹색성장 교통부문 지표개발 교통 전문가 설문조사결과 분석)

  • In this study, the indicators for evaluating the level of green growth in transportation are proposed. The authors reviewed the existing philosophies such as sustainable development and eco-efficiency and explained the differences between the philosophies and green growth. The planning hierarchy and indicator framework are proposed and the idea of indicators is also introduced. In order to decide the weighting value for objectives and targets, a questionnaire survey for transportation experts was conducted. The survey results show that low-carbon/environmentally-friendly development is the most important objective. In addition, the results reveal that transportation experts do not fully understand the concept of green growth and cannot differentiate the concept of green growth from that of sustainable development and eco-efficiency.

  • A large scale international airport is an essential ingredient of the regional and the national economy. It helps the regional and the national economy booming. On the other hand, some international airport forms a region by itself with the surrounding community, which tends to keep growing. The airport development can be viewed as a sort of regional development and its sustainability needs to be examined during both planning phase and operating phase. n this paper, a system dynamic model is proposed to access the sustainability of airport develpment and the model is applied to address the sustainability of Korea's new international airport. Incheon International Airport, develpment. The study reveals that the phase 2 facilities need to be built quickly to meet anticipated future traffic and that the air pollutants need to be reduced by 6% to keep the airport development sustainable.
