Park je sang' political position in the Shila nulgi king period (신라(新羅) 눌지왕대(訥祗王代) 박제상(朴堤上)의 정치적(政治的) 위상(位相))

  • This study is to investigate on focus of his political position change to build up his the real form about Park je sang(朴堤上) who had taken an active part within Shila nulgi king(訥祗王) period on base of previous park je sang' study results. that is, this study took attention about excellent capability by diplomat who had shown his diplomatic ability in complicated and international fields of three countries, and about process of entrance on central political fields by private capability in sap lang(?良) district in relation with building up the real form of park je sang. As result, by means of few investigations about park je sang who had taken an active part, we looked into process how local power man in sap lang(?良) district had built up his position to jin-gol(眞骨) status with strategic location of sap lang(?良) district on shila history within Shila nulgi king period. I think that we found valuable means from figures of a district society in process how Shila had grown with a country of centralizing power.

Homeland Security Management: A Critical Review of Civil Protection Mechanism in Korea (국가안전관리: 한국의 시민보호(위기재난관리) 체계에 관한 비판적 고찰)

  • The Framework Act on the Management of Disasters and Safety 2004(FAMDS) currently underpins Korean civil protection system, and under this FAMDS, Korean civil protection establishes a three-tiered government structure for dealing with crises and disasters: central government, provincial & metropolitan government, and local government tiers. In particular, the concept of Integrated Emergency Management(IEM) emphasizes that emergency response organizations should work and act together to respond to crises and disasters effectively, based on the coordination and cooperation model, not the command and control model. In tune with this trend, civil protection matters are, first, dealt with by local responders at the local level without direct involvement of central or federal government in the UK or USA. In other words, central government intervention is usually implemented in the UK and the USA, only when the scale or complexity of a civil protection issue is so vast, and thus requires a degree of central government coordination and support, resting on the severity and impact of the event. In contrast, it appears that civil protection mechanism in Korea has adopted a rigid centralized system within the command and control model, and for this reason, central government can easily interfere with regional or local command and control arrangements; there is a high level of central government decision-making remote from a local area. The principle of subsidiarity tends to be ignored. Under these circumstances, it is questionable whether such top-down arrangements of civil protection in Korea can manage uncertainty, unfamiliarity and unexpectedness in the age of Risk Society and Post-modern society, where interactive complexity is increasingly growing. In this context, the study argues that Korean civil protection system should move towards the decentralized model, based on coordination and cooperation between responding organizations, loosening the command and control structure, as with the UK or the USA emergency management arrangements. For this argument, the study basically explores mechanisms of civil protection arrangements in Korea under current legislation, and then finally attempts to make theoretical suggestions for the future of the Korean civil protection system.

  • The Rules of the Workers' Party of Korea (WPK), revised at the eighth Party Congress in 2021, reflect the Kim Jong Un regime's changes in strategic lines and ideological justifications on North Korea's socialism and communism, and its recent stances against the external environment. Moreover, they contain critical changes in the party's organizational system encompassing the central and the provinces. This study explores the organizational changes of the "monolithic guidance system of the party core" stipulated by the new party rules in January 2021, based on the analysis of the entire nine revised rules of the WPK since 1945. In the 2021 Party Congress, the Kim Jong Un regime, which officially came to power after the fourth Party Conference in 2012, has institutionalized the monolithic guidance system centered on the party core, or the head of state, Kim Jong Un. The newly set leadership and execution system, which reorganized party, government, and military organizational structure and accompanied the relevant personnel changes, was derived from the attempts for reinstating the Kim Jong Un regime as a more normalized party-state structure before its 10th year in power in April 2022. The "monolithic leadership system of the party core" established a system of "organizational leadership" through the organization of the Central Committee, directed by the Party Head, or General Secretary. The institutionalization of the new system resulted from the ten-year development of the revival of the party-state structure, which compromised the status of the military and reconfirmed the party's control of the military. This study explains the new system from the perspectives of both institutionalization and top-down unity, shedding light on the new party-military-government relations of the Kim Jong Un regime. The analysis contributes to a better understanding and forecasting of the Kim Jong Un regime's governance, which currently strengthens the monolithic leadership system as a crisis management system in the face of the "triple hardships" of sanctions, Covid and disaster.

  • In both elections of 1997 and 2001, Tony Blair of the Labour Party won #10 of Downing Street. This political success had to do with regionalism and was particular due to the devolution policy that was supported by non English citizens. However, there are negative voices about this policy which tries to cope with regional conflicts by decentralizing the central political power. The paper aims to examine the current regionalism movements and the devolution policy in Britain. For this purpose, the nation-building processes of the United Kingdom and various reactions to these processes, especially regional ethnic conflicts are discussed. And the study finally investigates the future perspectives of the devolution policy and its implications for both regionalism and the national-regional developments in Britain.

  • There are some common and broad trends in National crisis management system around the world. This article considers that paradigm theoretically. 1) a shift from civil defense to civil protection, 2) 10 principles in sustainable National crisis management system, 3) the collaborative governance of crisis management. Some civil defense problems in National crisis management system are as follows; 1) obscurity of organizational identity through twofold function in civil defense, 2) ineffective organization in civil defense and disaster management system, 3) weakness of competencies in local government, 4) overlook of actual condition in communities and civil defense resources. This article suggests that to provide retired and active private security practitioners, retired law enforcement personnel, and retired military personnel to form a elite civil defense force and to find creative ways to address this pervasive threat which one reasonable and affordable solution would be for the government to take advantage of an existing resource.

The Park Regime and Labor Control Strategy: Formation and Evolution (박정희 정권의 노동통제전략: 형성과 진화)

  • This paper attempts to analyze the Park regime's labor control strategy. Specifically, the research questions are twofold: (i) what strategy was it the Park regime adopted? and (ii) why did the Park regime adopt it? According to the analysis, the Park regime chose a mixed strategy based on state corporatism in the 1960s, while adopting a market mechanism strategy in the 1970s. The former tried to control unions by a state-created worker organization with the market, and the latter attempted to weaken unions as bargaining agent to a maximum extent by using market mechanism. The basic reason why the Park regime changed its labor control strategy was complex, (i) appearance of the unstable political ad economic signals and (ii) the ineffectiveness of the labor control strategy in the 1960s.

  • This study investigates regional financial markets and proposes some policy measures for boosting up the regional financial system. Financial supports for start-ups, small and medium sized enterprises(SMEs) in early stage growth have been constrained due to expanded financial gaps among regions during financial restructuring period. The bank consolidation through M&A is associated with widening financial gaps between Seoul area and others, and between regions where regional banks survives or not. Loans to small firms are associated with relationship lending techniques that may be better supported by smaller regional banks. The loan rate to SMEs in locals where regional banks are activated has tended to be 10%point higher than the locals where regional banks closed, and also drive the greater contribution for preventing local capital outflow and promoting local capital investment by local penetrating strategy. Government should develop regional financial policies to boost up regional financial system, and expand the business area of regional financial institutions for supporting start-ups and SMEs.

  • Games such as sports, RTS, RPG, which teams of players play, require advanced artificial intelligence technology for team management. The existing artificial intelligence enables an intelligent agent to have the autonomy solving problem by itself, but to lack interaction and cooperation between agents. This paper presents "Level Unified Approach Method" with effective role allocation and autonomy in multiagent system. This method allots sub-goals to agents using role information to accomplish a global goal. Each agent makes a decision and takes actions by itself in dynamic environments. Global goal of Team coordinates to allocated role in tactics approach. Each agent leads interactive cooperation by sharing state information with another using Databoard, As each agent has planning capacity, an agent takes appropriate actions for playing allocated roles in dynamic environments. This cooperation and interactive operation between agents causes a collision problem, so it approaches at tactics side for controlling this problem. Our experimental result shows that "Level Unified Approach Method" has better performance than existing rental approach method or de-centralized approach method.

  • A road is an infrastructure that helps boost up growth of local economy, connections among local communities and living conditions. For South Korea the increase in infrastructures like roads now concentrates on specific regions, which causes regional imbalance. also, some areas are faced with the overall weakness of local economy such as decrease in local tax revenues, slowdown in industrial and economic growth of regions, and the low independence of local finances because lack of roads, a basis of local economic growth, make big and smaller business reluctant to invest in localities. In addition, even though the power-centralized age turns to a decentralized age, the preference of development policies by the existing economic size rather than those of nationwide balanced development gets the economic gap of localities deeply-rooted; moreover, disparity of local wealth has a tendency to even differentiate the overall quality of living. The paper intends to analyze relations between road development and local economy focused on road construction, one of requisites to balance national development and accelerate local economy.
