IC카드 동향 및 향후 과제

  • 2008년 상반기 국내 민간최종소비지출 중 카드 사용비중은 54%로, 이제 카드는 결제수단의 최대 강자로 자리잡았다. 경제활동인구 1인당 신용카드 소지수도 2002년 4.6매에서 2005년 3.5매로 떨어졌다가 2008년도까지 3.8매 선으로 안정되고 있다. 신용카드 이외의 은행, 증권, 저축은행 등의 현금인출용 카드와 교통카드, 모바일 칩카드, 백화점카드, 학생증카드, 직원ID카드, 마일리지카드, 기타 멤버십카드 등을 합하면 국민들의 지갑은 현금보다도 플라스틱카드로 두툼해져 있다. 이동통신서비스 사업자들은 이동통신단말기를 이용하여 다양한 서비스를 개발 제공함으로써 시장의 주도권을 노리고 있고, 교통카드 사업자들은 자사의 전자화폐인 교통카드로 주도권을 지키려 하고 있으며, 기존의 강자였던 은행과 카드사들은 고객을 빼앗기지 않기 위해 고객이 필요로 하는 다양한 서비스는 제공하면서도 주도권은 지키려고 하는 경쟁과 협력이 활발하게 전개되고 있다. 한편, MS카드는 읽기/쓰기가 쉬워 정보유출, 위변조, 복제 등을 통한 사고의 위험이 커서, 선진국뿐 아니라 중동, 중남미, 아시아 국가들까지도 IC카드로의 전환이 진행되고 있다. 국제브랜드 카드사들은 2006년 1월부터 IC카드가 MS 단말기에서 부정 사용될 경우 그 책임을 매입사에 전가시키는 제도(Transitional Chip Liability Shift Program)를 시행하고 있어 국내 카드사들의 피해도 예상된다. 금융감독 당국은 2003년 2월 “IT및 전자금융 안전성 제고대책”에 의거 2008년 말까지 100% IC카드로 전환을 목표로 연도별 전환목표를 통보하고 지도감독하고 있다. 이에 따라 은행의 현금카드는 2008년 6월까지, 신용카드는 2008년 12월까지 전환을 수행하고 있으나, 기타 금융권이나 카드사용자들은 비용부담, 재고소진 등의 문제로 잘 지켜지지 않고 있다. 특히 가맹점 단말기를 교체하여야 할 VAN사 들은 교체비용이 자기 자본을 상회하는 어려움으로 POS나 CAT단말은 거의 전환이 진행되지 않고 있어 IC카드를 가지고 있어도 MS를 이용하는 형편이다. 카드의 종류는 주도권 경쟁으로 늘어만 가고 있어 애초 취지처럼 하나의 카드로 다양한 사업자의 서비스가 통합되기 어려운데다, 단말기의 표준화도 어려워 막상 카드를 안전하고 편리하게 사용하여야 할 소비자들의 지갑만 무거워지고 있다. 본고는 이렇게 우리의 생활 깊숙이 들어온 카드를 편리하고 안전하게 사용할 수 있도록 하는 인프라는 과연 어느 수준이고 시장의 주자들은 어느 방향으로가고 있는지 살펴보고 그 문제점과 과제를 제시하고자 한다.

Scenario for sudden change in North Korea! : Comparing North Korea with countries of Jasmine Revolution (북한 급변사태 시나리오 I : 재스민혁명 국가들과 북한의 비교를 중심으로)

  • The Jasmine Revolution started from Tunisia in January 2011 has brought many changes into countries in North Africa and Middle East. We need to study the causes of the revolution. First, the kings and dictators in those countries oppressed the opposition parties and the media aiming for long-term seizure of power. The power concentrated on specific people produced illegalities and corruption. Secondly, most of the national income of those countries belonged to kings and dictators producing problems during the distribution of the income. Especially, with the decrease of oil price in 1990s and the increase of the price of daily necessities in 2000s people lost their credits on their governments. Lastly, the number of people in those countries using the Internet has increased by 4,863% from 2000 to 2010. The expansion of social network services such as Facebook and Twitter was one of factors that made the information control by those countries difficult. We should think about the possibility of sudden change in North Korea. It is necessary to compare and analyze the political, economic and social characteristics between those countries and North Korea. It shouldn't be just a simple comparison or analysis. It should provide basic data for objective and quantified index development in relation to sudden change in North Korea.

A Study on the Convergence of CATV Networks for Ultra High Speed Internet Service (초고속 인터넷 서비스를 위한 CATV 망의 융복합 연구)

  • The broadcasting communications service will accelerate its development with the convergence of broadcasting media and internet service. In the field of CATV network related technology, only those service providers will be able to survive in future, and they can combine available services in the most effective and economical way. This research aims to explain the CATV status of Korea and China and its technology trends. It also analyzes CMC(Cable Modem Concentrator) technology, suggested as one of the high-speed internet technology. CMC technology has the advantages of enhancing the transmission speed while using the existing basic structure of HFC network and expanding service area by adding amplifiers within CMC. The distance between coaxial cables is getting shorter with more concentrated areas in large cities in Korea. However, in China, the demand for long distance transmission service is increasing. CMC technology satisfies both short and long distance service subscribers without any geographical limitations. With these advantages, CMC technology is expected to generate lots of economic benefits if applied for the CATV network in the area of China, Middle East, and Southeast Asia.

  • The domestic construction market is recovered after a foreign exchange crises but recently it's daunted again because of the sustainable real estate regulation policy by the government. The other aspect, after the WTO(World Trade Organization) system opened overseas construction is growing continuously with growth of international economy and opening of market through world. Moreover, for ballooning oil prices an orders increase by oil-producing countries, the Middle East, gives good chances to domestic construction enterprises. But, the domestic firms decrease on our domain by chases of developing country and high-technology or advanced country. This research will indicate processes of our construction business to analyze performance record about our overseas construction from the 1970s to present. Based on the results it intends to search for problems of our construction enterprises and provide useful analytic data for expansion of overseas construction market.

  • From $1960^{th}$ Korean construction industry has been rapidly grown due to Meddle-East construction market growth. To earn foreign currency and to raise overall Korean industry government has encouraged construction frontiers. As construction industry could grow up for its labour based originity but the time passes by and overseas construction market requests engineering know-how and technology for productivity to earn more profit. Over last 20 years overseas construction market share has been dramatically raised but its profit share is gradually declining. This study analyzed data sets of over 180 overseas construction projects for last 30 years of domestic contractor by using multiple-regression analysis and derived an output how input variables of characters explaining the construction project effects its profit.

A Study on Korean Inbound Tourism Market Efficiency Strategy Using Portfolio Theory (포트폴리오 이론을 적용한 한국 인바운드 관광 효율화 전략 연구)

  • The inbound tourism market is recognized as a vital sector of the tourism industry today, but it is highly volatile due to each country's economic, social, and cultural variables. The causes of volatility vary according to the inbound country, and we intend to revitalize the stabilized tourism industry by minimizing risks. In this study, the portfolio theory was applied to derive the optimal combination for each country to achieve the minimum risk level's maximum growth rate. The number of inbound travelers and the average expenditure per person was simultaneously applied. As a result of the analysis, the best mix by country based on the number of inbound travelers was the UK, the United States, Germany, China, and Japan. Based on average spending, each country's best combinations were Thailand, Middle East, Singapore, Japan, Russia, Hong Kong, and Germany. It is expected to be able to establish a plan to operate the Korean inbound tourism market strategically.

An Analysis on the Conditions for Successful Economic Sanctions on North Korea : Focusing on the Maritime Aspects of Economic Sanctions (대북경제제재의 효과성과 미래 발전 방향에 대한 고찰: 해상대북제재를 중심으로)

  • The failure of early economic sanctions aimed at hurting the overall economies of targeted states called for a more sophisticated design of economic sanctions. This paved way for the advent of 'smart sanctions,' which target the supporters of the regime instead of the public mass. Despite controversies over the effectiveness of economic sanctions as a coercive tool to change the behavior of a targeted state, the transformation from 'comprehensive sanctions' to 'smart sanctions' is gaining the status of a legitimate method to impose punishment on states that do not conform to international norms, the nonproliferation of weapons of mass destruction in this particular context of the paper. The five permanent members of the United Nations Security Council proved that it can come to an accord on imposing economic sanctions over adopting resolutions on waging military war with targeted states. The North Korean nuclear issue has been the biggest security threat to countries in the region, even for China out of fear that further developments of nuclear weapons in North Korea might lead to a 'domino-effect,' leading to nuclear proliferation in the Northeast Asia region. Economic sanctions had been adopted by the UNSC as early as 2006 after the first North Korean nuclear test and has continually strengthened sanctions measures at each stage of North Korean weapons development. While dubious of the effectiveness of early sanctions on North Korea, recent sanctions that limit North Korea's exports of coal and imports of oil seem to have an impact on the regime, inducing Kim Jong-un to commit to peaceful talks since 2018. The purpose of this paper is to add a variable to the factors determining the success of economic sanctions on North Korea: preventing North Korea's evasion efforts by conducting illegal transshipments at sea. I first analyze the cause of recent success in the economic sanctions that led Kim Jong-un to engage in talks and add the maritime element to the argument. There are three conditions for the success of the sanctions regime, and they are: (1) smart sanctions, targeting commodities and support groups (elites) vital to regime survival., (2) China's faithful participation in the sanctions regime, and finally, (3) preventing North Korea's maritime evasion efforts.

An Economic Mix Design Methodology for the Development of Concrete Strength at Low Temperature (저온에서의 콘크리트 강도 확보를 위한 경제적 배합 방안)

  • Precast concrete method is known to have advantages of minimizing works in the construction, controlling concrete quality easily and saving construction period due to only fabrication work in the construction field, but it needs to apply steam curing to accelerate early concrete strength. In the meanwhile, the oil cost for steam curing has been continuously increased because of political instability in the middle East and international economic shaky. Thus, this study addresses the development of precast/ prestressed concrete which has over 14MPa at 1 day age and specified concrete strength of 40MPa at low temperature, not applying steam curing. Tests were carried out in terms of material characteristics in fresh concrete and compressive strength using 3 types of cement such as Type I, Type III and rapid hardening compound cement. As results of tests, it is found that cements for rapid hardening had disadvantages with respect to slump, slump loss, and air content, but showed higher compressive strength than specified one, especially the highest value when using rapid hardening compound.

Challenges and Possible Ways to Facilitate Busan New Port Logistics (국내외 물류환경 변화에 따른 부산 신항의 항만물류상 문제점과 활성화 방안)

  • All the major ports around the world as well as those in Korea have been exploring their own strategies to survive rapidly changing marine transport environment worldwide. In particular, Busan New Port under development still fails to meet expected logistical traffic, although it operates 6 berths. That is why it is necessary to point out current challenges in logistical strategy of Busan New Port for fully dealing with logistical traffic. Therefore, this study can propose the following ways to facilitate logistical traffic of Busan New Port. First, it is necessary to apply equal tariff to incentives given to shipping agent under the associations between existing harbors and Busan New Port. Second, it is required to increase governmental subsidy for truck freight transport. Third, it is demanded to seek possible ways to transport export and import freight and thereby create independent logistical traffic. Fourth, it is necessary to contact shipping agents residing in new ports and establish a logistical program for shipping freights via Europe, Middle East and Russia as well as those by way of North America, Japan, Korea and China, ultimately making sustainable marketing strategy to create a series of continuous transshipment freight, not temporary one. Finally, it is advisable to operate networked logistical programs with small- or medium-sized overseas shipping agents in business association with large-scale overseas shipping agents.

A Study on the Efficiency of Container Ports in the Bay of Bengal Area (벵갈만 지역의 컨테이너항만 효율성 분석에 관한 연구)

  • This study aims to investigate the technical efficiency of major container ports in the Bay of Bengal area and to study how certain factors influence the efficiency of container ports and terminals. The research is conducted on the four main container ports in the Bay of Bengal area, namely, Colombo Port in Sri Lanka, Chennai Port in India, Chittagong Port in Bangladesh, and Yangon Port in Myanmar. There are three input variables (quay length, storage area, and the number of cranes) and two output variables (throughput twenty-foot equivalent units and vessel calls) chosen for the process in this study. This paper evaluates the efficiency score of the defined variables and suggests implications for further improvement of the core competitiveness of the four selected ports. The findings indicate that Colombo Port is the most efficient on a technical scale, followed by Chennai Port, Yangon Port, and Chittagong Port. However, the slack and radial movement calculation results show that the inputs and outputs of the four ports need to be adjusted to be efficient and to reduce the amount of resources that are wasted. The results validate the adaptability of the improved data envelopment analysis algorithm in port efficiency analysis. The research findings provide an overview of the efficiencies of the selected container ports and can potentially affect the port management decisions made by policymakers, terminal operators, and carriers.
