Forecast of Repair and Maintenance Costs for Public Rental Housing (공공임대주택의 유지관리를 위한 수선유지비용 예측)

  • The repair and maintenance cost of domestic public rental housing is an issue of considerable interest and growing financial concern. This paper suggests a quantity-based model as an alternative method for predicting costs, instead of the conventional model which is based on actual cost data. Furthermore, this paper provides a forecast of the repair costs incurred each year during the multi family house's maintenance phase (40 years). The recently changed the long-term repair plan and quality-improved interior materials were considered into the research. In order to estimate the cost of maintenance work, 5 sample apartments were selected and analyzed. The repair and maintenance cost from the case studies was converted to cost per household and per floor area for general use. On the other hand, the net present value method was applied to reflect the effect of time. We expect that the results will help to establish expenditure plans that are more effective for public rental housing in the maintenance stage.

  • After the completion of an apartment housing project, deterioration of building materials will commence over time. Building maintenance consists of short-time and long-term repair projects. A long-term repair plan for organized maintenance management should be developed and implemented to maintain the longevity of the building. When forming such a plan, one should carefully predict when each part of the building will need repairs and how often subsequent repairs of each part will occur. The plan should be based on these predictions. Many apartment buildings in Korea have poor long-term maintenance management plans. This is because many of these plans are developed as mere legal formalities rather than as serious attempts to maintain the longevity of buildings. In this study, the materials used in the construction of each part of an apartment building we selected are taken into account to predict when the repairs will be required and how frequently subsequent repairs will be required. Furthermore, We suggest a long-term maintenance management plan for elongation so that apartment house managers can use to periodically check, diagnose, and replace old or malfunctioning parts using a web-based maintenance calender.

  • Public rental housing is constructed, owned, and managed by the public sector. The public institution for the public rental housing controls the whole building life cycle from the construction to the demolition. The construction company for the house built for sale is strongly interested in the cost for the initial investment, while the public institution is more focused on the maintenance cost for the preservation of the buildings Nevertheless, the maintenance cost of the public rental housing has been only managed as the accounting factor without the systemic research and analysis on the actual condition. This paper shows how expenses are related to the degree of obsolescence and presents the differences of the maintenance costs by the housing area and expenditure trends (vs time) of the maintenance costs, through analyzing time series data of public rental housing maintenance cost. Further, this paper helps understanding the causes of the differences of the maintenance costs by housing areas and characteristics of the expenditure trends. After all, this paper contributes to the improvement of the reliability and the practicality for the Life Cycle Cost modeling and the maintenance cost estimating.

  • The purpose of this study is to investigate maintenance states and problems analysis of permanent rental housing. The research method of this study includes a survey of maintenance states and an interview with facility managers who have enough practical experience. The results of this study are as follows: (1) the repair rates for the items which are within the required maintenance cycle are investigated $25\%$ on average. (2) the current regulation of maintenance cycles and repair rates are not adequate to Permanent Rental Housing.

Determining Major Items of Scheduled Maintenance for Apartment through Case Data: Focused on Improving the Establishment Standard for Long-term Repair Program (사례 데이터 분석을 통한 공동주택 계획수선 주요 항목 도출: 법령 상의 장기수선계획 수립기준 현실화를 중심으로)

  • The long-term repair program is significant as the execution standard for apartment in repair construction, and provides the basis for effective facility management through appropriation reserve and preventive maintenance. Considering its importance, the government legislates the items, cycle, and ratio for long-term repair. However, the frequent changes, controversies on repair, and difficulties in using appropriation reserve are caused as the items have not been revised on time reflecting up-to-date construction technologies. In order to resolve these problems, it is required to improve the standard by evaluating the appropriateness of repair items throughout the analysis of actual conditions. This study aims to suggest the revision plan for the criteria with the major items based on the status identified by the actual long-term repair programs and historical repair construction data. To do this, the adoption ratios of items to program are reviewed by collecting the real cases of the long-term repair programs. Developing improvement plan was approached in two ways such as "exclusion method" deleting minimum unnecessary items and "selection method" sorting out items with high adoption ratio and evidence of repair in a positive manner. Aa a result, the major items were identified as 118 items and 73 items by exclusion method and selection method respectively from the current 147 items. The outcomes of this study are expected to contribute enhancing the practicality of the standard in that the regulation for long-term repair program should periodically reflect the status of currently applied construction methods and materials.

  • Since the 1960s, though there were brisk supply in apartment housing, there were no preparation in standard for to extend the life(durability) of apartment housing by maintaining the $social{\cdot}physical$ aspect of apartment housing, and in standard maintenance system. So problem such as facilities safety and residence environment has occurred. Like the condition written above, efficient usage of housing resource by the maintenance of apartment housings in a state of great urgency. In service aspect of apartment housing, establishment of accurate long term repair plan and estimate of repair appropriation fund can prevent housing's fast-deterioration. But to the performers of the maintenance, like house managers and the tenants at the subject building has little awareness of necessity in establishment of accurate long term repair plan and accumulation of repair appropriation fund. Unestablishment of long term repair plan arises problem such as approval of repair appropriation fund's unreasonable accumulation. Hence, for the utmost performance of apartment housing and to extend the economic life of a building, the method of establishment of long term repair plan and estimate of repair appropriation fund on reliable basis is to be proposed.

  • In suite of a high supply of multi-family housings, the government's housing policies have only been focusing on the construction of housings and their supply, while being almost indifferent to the maintenance management of them. As a result, a considerable amount of inconvenience to the use of housing resources and habitation of residents occurred. Accordingly, on this paper, the current housing policies and their inspections on the maintenance period are compared and analyzed with suggestions for improvement. Analysis shows that repairing of housings at appropriate time not only significantly delays the deterioration of housings, but also keeps the function of housings to their original condition. Therefore, through an efficient management of repair maintenance, wearing of buildings can be delayed and their functions can be improved.

  • The purpose of this study is to analyze the maintenance condition and cost in the past ten year on the subject of permanent Rental Housing in Seoul and Gyeong-Gi. It also suggests the problems and improvements related to long-term maintenance. The Interviews with thirty experts who have had experience in this area more than ten years and data analysis are adopted as basic methods. The data on the maintenance cost such as a budget in practice by a term and the real cost far the repair are analyzed. The primary findings of this study are as follows : 1) the rate of maintenance cost for 13 years is $4.56\%$ when the prime construction cost is regarded, while the figure is $6.70\%$ when the construction cost is considered 2) it is just of forced the basic lists for repair applied commonly to Rental housing. Hence, individually managers consider the features of housing and determine the detail lists.

  • From 1960, the government decided to build apartment houses on a large scale in order to resolve the rising housing problems. However, the maintenance issues that have arisen from the deterioration of housing has not received adequate attention. The policy focuses only on the supply of housing. By passing new laws, the durable period during which buildings allowed reconstruction was increased, and long term maintenance plans were treated as important issues. The government was then obligated to establish certain long term maintenance plans and costs by legislating a Housing Act and requiring it be adjusted every three years. However, when planning long-term repair costs, doing so without considering the time value of money would become a problem. In addition, if differences between the planned repair costs and actual costs occur, it becomes necessary to adjust the long-term repair costs but, as of yet, the criteria to adjust such things does not exist. For these reasons, if there is lack of money to execute large-scale repair work, a building is unlikely to respond to deterioration of housing; on the other hand, an unnecessary reserve or pool of money can lead to conflict among residents. Therefore, this paper will propose estimation and adjustment models considering the time value of money for long term maintenance costs of apartment houses.

  • The number of public rental housing has increased according to the government's 「Housing Welfare Roadmap (2017)」, and facility maintenance costs for the demand of improvement of performance and residential standards due to the aging of long-term public housing are significantly increasing. Consequently, the financial burden of public housing rental business for maintaining stocked housing is aggravated. However, there is a lack of objective data to analyze the size of the maintenance costs that are executed by the type of repair work, and the elapsed years of the aged long-term public rental housing. This study analyzes the execution status of 33 long-term public rental housing complexes located in Seoul for 14 to 28 years of elapsed years based on the data of maintenance costs. In addition, this study proposes a model to predict the maintenance costs by elapsed years by dividing 'Long-term Repair Plan Work and Government-Funded Project [Y1]', 'Planned Repair Work and General & Unplanned Repair Work [Y2]', and 'Total maintenance costs [Y3]'. It is intended to be used as basic data for the establishment of the maintenance plan at the stage of setting up the budget and the establishment of the sustainable operation plan for public rental housing
