A Study on the Acquisition of Subject Specialized Manpower and Institutionalization (주제전문인력 확보 및 제도화 방안에 관한 연구)

  • In this study, an investigation has been made on the status of the issuance of librarian qualification, the status of operating Subject specialized librarians at home and abroad, the status of professional manpower of the similar cultural facilities, and their recruitment method, based on which an attempt has been made to propose a way to nurture the Subject specialized librarians. First, I propose a method for training Subject specialized librarians through a regular curriculum and a retraining process, while suggest the ways to nurture the Subject specialized librarians from undergraduate and also nurture the existing librarians to become the Subject specialized librarians. Second, the basic qualification of the Subject specialized librarians must have a career of more than 3 years in a specific subject area with a master's degree or higher, and in order to have a subject area background, it is proposed that a bachelor's degree or a master's degree must absolutely be acquired in the corresponding subject area. Third, in order to improve the treatment of such Subject specialized librarians, the Subject specialized librarians in the administrative service group could be organized into a research librarian (or library and information science) series and types as a subordinate literary series under the researcher position. That is, it is proposed to differentiate the librarians and the Subject specialized librarians by reorganizing series and types of the Subject specialized librarians while maintaining the current librarian series.

  • Recently in Korea, the need has increased for the systematization of the qualifications of subject specialist librarians who have both knowledge and work experience on specific subject. The purpose of this study is to analyze the domestic situation of subject special library services as well as the education backgrounds or work experience of current subject librarians in Korea. At the end, the study attempts to suggest an appropriate framework for the qualification system establishment and operation in Korea based on the supply and demand analysis of domestic subject specialist librarians.

A study on the reorganization of training programs for professionals in family-friendly workplaces (가족친화 전문인력 교육과정 개편을 위한 기초연구: 가족친화 전문인력을 대상으로)

  • The purpose of this research was to examine the experiences of three types of family-friendly workplace professionals (professionals here after) including consultants, certification auditors, and professional instructors, and to provide suggestions for the improvement of training programs aimed at such professionals. Ten professionals participated in focus group interviews. Two themes were identified: the competencies of the professionals and ways to improve the training system and the curriculums of training programs. Competencies are dependent on job type. Therefore, different training programs should be provided to the three types of professionals. To make training programs more comprehensive, most participants agreed that training program curriculums for the three types of professionals should link together. Participants also suggested increasing training time and differentiating training programs between new and experienced specialists. In terms of improving the training system, professional networking and the creation of a database for family-friendly programs were discussed. The findings suggest that training programs need to be restructured in line with the competencies required by the professionals and professionals' needs.

Developmental of Curriculum for Training Professional Librarians Specializing in the Field of Mental Health (주제전문사서로서의 정신보건사서 양성 교육과정 개발)

  • There is a strong need to develop a training program for specialized personnel called mental health librarian. The study examines the necessity of ongoing education as series of steps to be considered in actual curriculum development, by looking at the features of bibliotherapy through a literature review and through an analysis to the requirements of a qualified mental health librarian and its training system. The result shows that, in order to train librarian in mental health, it is necessary to establish courses corresponding to the bibliotherapy field within the subject of library and information sciences and to strengthen the specialization in the its curriculum. It is desirable to establish the mental health librarian educational programs in library and information science graduate programs in Korea. The results of this study, as fundamental data for future research, will promote the role of the specialized mental health librarian and guidelines for developing and expanding the qualities and training of specialized librarian to resolve the immediate problem of the Korean library scene and academia.

Primary Study on the Development of Training Program Content to Cultivate Professional Workers of Support Organizations for Sexual Violence Survivors (성폭력피해자 지원기관 전문인력 양성 교육 콘텐츠 개발을 위한 기초 연구)

  • Considering the recent increase in the number of sexual violence survivors, there is an urgent need to develop content for the training of professional workers to support victims. The purposes of this research are: (1) to investigate the status of existing training programs designed to produce workers to support sexual violence victims; (2) to conduct focus group interviews with 19 workers regarding their training needs; (3) to conduct a national-wide survey with 800 workers; and (4) to carry out a delphi study with 20 sexual violence professionals in regard to the topics and methods of training. According to the survey of practice workers, the areas of greatest need include the understanding of client characteristics, multidisciplinary approaches in training, and strengthening of basic training. The delphi study of professionals revealed the need for counseling skills, understanding the psychology of sexual violence victims, and skills to provide emotional support for victims. Based on these findings, this research suggests training content designed to provide support services customized to the types and characteristics of individual survivors.

A Study on the Development Direction of Library Specialization Based on Case Analysis (도서관의 특성화 사례 분석을 기반으로 한 도서관 특화방향 모색에 관한 연구)

  • The purpose of this study is to investigate and analyze actual cases of specialized libraries which are increasing in number due to the influence of the local government policy and the specialization-oriented social atmosphere and to explore the development direction of specialized libraries in the future. In order to do that, the distributions, collections, facilities, professional manpower, programs, and services of the libraries providing specialized services were investigated and analyzed. A total of 55 libraries were analyzed and the implications and proposed policy directions based on the analysis are as follows. First, when selecting a specialized subject, the library should consider the local resources, local identity, local brands and demand of local residents. Second, specialized collections should be related to the specialized topic, and the number of specialized collections should be more than 10,000, but the proportion of specialized collections compared to the total collections should also be considered. Third, the design of space should consider the specialized subject, taking into account that required spaces and types are different depending on the type of specialized subject. Fourth, Specialized libraries should have specialists from the specialized area and the role of universities and librarian education institutes seem to be critical for cultivating specialized personnel. Fifth, the program type implemented by specialized libraries should be appropriately selected and operated from the program types of view-type, event-type, lecture-tepe, experience-type and contest-type, based on the specialized subject.

Development of Evaluation Indicators for Research Libraries (전문도서관 운영평가를 위한 평가지표 개발)

  • Evaluation indicators reflecting recent digital environments are needed as a tool to increase research library's competitiveness and productivity. Especially, research libraries have different subject backgrounds and there are many one-person libraries. In this study, we developed new evaluation indicators based on the draft indicators made in 2007 considering these environmental elements so that it may be used easily and applicable to various research libraries. In developing the new indicators, we reviewed other library type's indicators and listened carefully to the comments from expert librarians in the research libraries through several meetings. After developing the indicators, we made a survey in order to verify its validity as well as its effectiveness and also made a test evaluation for research libraries. The proposed indicators will contribute in evaluating the current level of Korean research libraries and promoting them to the future-oriented libraries.

A Study on the Library Director's Perception on Public Library Specialization Service (공공도서관의 특성화 방향에 대한 도서관 관장의 인식조사 연구)

  • The purpose of this study is to discuss the developmental direction of public library specialization by investigating the library specialization and the perception and opinions on the theme specialized librarians. A total of 69 directors have responded to the survey, and the main result was that while there are difficulties in terms of manpower and budget in providing the specialization services, they have been fully aware of the need and value of the libraries' specialized services and were willing to maintain and develop the services in the future. In addition, more than half of the respondents said that the provision of specialized services and the placement of theme specialized librarians at the public libraries are essential. The qualification for the theme specialized librarians was said to be higher than a master's degree and 4 to 7 years or longer of relevant work experience and must be managed as a national qualification system. Based on these results, suggestions were made that the discussions of the specialization service comprised of the training system for specialized librarians, the establishment and operation of the theme specialized librarian qualification system, and the cooperation with the theme related organizations for the qualitative improvement of the specialization service, among others.

An Study of Operational Strategy for Special Libraries on Social Network Service (SNS) (전문도서관의 소셜네트워크서비스 운영방안 연구 - 해양과학도서관 사례를 중심으로 -)

  • This study proposes a customized SNS operational strategy for special libraries based on a case study on the Ocean Science Library (OSL) of South Korea. The study conducted an in-depth analysis on an organizational structure, manpower, contents, and promotion. The outcome of SNS operational strategy deducted from this study can be categorized into several items, including: (1) a selection of an appropriate SNS channel, which meets the objective of the operation; (2) a formal division of works for SNS operation; (3) a designation of full-time managers and an establishment of a task force team; (4) a specialization of contents according to specific subjects; (5) on/off-line promotions focused on events, which encourage participations; (6) an improvement of contents through regular log analyses; and (7) a promotion of library website access through SNS, and so on. This research also suggested the strategies for the development of SNS operation: strengthening of communication and cooperation among librarians; distribution of academic and research outcomes of the umbrella organization; enhancement of a role as a communication channel between librarians and users, and carry out a role as a 'social curator.'

  • 정부는 이미 차세대 성장동력 10대 과제로 디지털콘텐츠 산업을 선정, 2007년까지 세계 5대 디지털콘텐츠 강국으로 부강하겠다는 야심찬 포부를 밝혔다. 2003년 627억달러의 세계시장 규모에서 2007년 1,267억달러, 2012년 2,563억달러로 급증할 것으로 예상되면서 정부는 디지털콘텐츠 관련 분야를 집중 육성하겠다고 선언한 바 있다. 디지털콘텐츠 강국이 되기 위해서는‘사람이 경쟁력’이라는 것에 누구나 동의하고 있다. 디지털 지식경제사회가 진전할수록 뛰어난 한 사람이 평범한 1만명을 먹여 살리는 구조가 정착되고 있다. 이에 본지는‘사람’의 중요성을 일깨우고자 대학 ·기업 ·연구소 등 각계각층의 인력현황과 구조적 문제점, 그리고 나아갈 방향 등을 제시하는‘사람이 경쟁력이다’라는 주제로 지난 1월호부터 기획 연재를 진행하고 있다. 이번 호에는 국내 디지털콘텐츠 관련 대학의 전반적인 현황 및 각 지역에서 디지털콘텐츠 관련 전문 인력을 배출하고 있는 우수대학을 소개한다.
