A Study on Residents' Acceptance of Unutilized Heat in District Heating (미활용 열에너지의 집단에너지 주민 수용성에 관한 연구)

  • This study focuses on evaluating and comparing residents' acceptance of unutilized heat such as hydrothermal energy and waste heat from waste incineration and data centers in the case that they are used as district heat sources. This is because securing residents' acceptance is significantly important in order for unutilized heat to be considered as a heat source of district heating and cooling to achieve neutrality in the heating and cooling sector. A survey of heating consumers' perception on unutilized heat energy is conducted and a conjoint model is used to analyze the willingness to pay of heating consumers on incineration heat, water heat, and data center waste heat and to compare them with existing gas heat sources. As a result of the analysis, it is confirmed that district heating using hydrothermal energy and data center waste heat is preferred to district heating from heat from a natural gas plant or waste incineration.

Investigation of Perception of Nuclear Power by the Local Residents Adjacent to Nuclear Installations (원자력 시설 주변 지역주민의 원자력에 대한 인식 조사)

  • The smooth construction and operation of nuclear facilities requires understanding and support of both the local residents and the national people. It is essential that our country, which should maintain using nuclear energy for national energy security and economic growth, shall improve the social acceptance of nuclear energy. In order to identify the level of social acceptance of nuclear energy, this study investigated the perception of the local residents in Gyeongju and the public in other areas on a nuclear power plant and a low- and intermediate-level radioactive waste disposal facility through an individual interview. The subjects of the investigation were 450 persons. This study identified that perceptions of the respondents were somewhat dependent on the residential area, and derived the implications to be reflected in establishing the customized public-relation strategies.

Local Residents' Perception Analysis of Nuclear Power after the Thyroid Cancer Damage Lawsuit Adjacent to the Nuclear Plant (원전주변 갑상선암 발병 피해 소송 사건 이후 원자력에 대한 지역주민 인식 분석)

  • The subjects in this study are the residents of Busan, analyzing the perception gap between the residents adjacent to the nuclear plant and living in town, about the lawsuit of thyroid cancer damage nearby the nuclear plant, to distinguish the citizen's acceptance level about the nuclear power. 551 people(269 people adjacent to nuclear plant, 282 people in town) were face-to-face surveyed and the result showed that people's perceptions of the nuclear power has changed after the thyroid cancer damage lawsuit. In the case of the residents adjacent to the nuclear plant, it became clear that the negative perception of nuclear power became stronger due to increasing distrust and anxiety about nuclear power after the lawsuit of thyroid cancer damage nearby the nuclear plant. On the other hand, people living in town showed their positive perceptions of nuclear power despite the thyroid cancer damage lawsuit. However, two-sided perception was shown compared to the acceptance of nuclear power, since the safety and reliability of the nuclear power was analyzed as negative perception. Therefore, for the constant increased use of nuclear power in the future, national understanding and credibility, including the communication with the nation or the residents in the neighboring area of nuclear power plant, will be necessary.

The Effects of Contact with North Korean Residents on Trust and Acceptance by South Koreans (북한이탈주민과의 접촉이 남한 사람들의 신뢰와 수용에 미치는 영향)

  • This study investigated the factors that influence the attitude, trust, and acceptance toward the North Korean residents by South Koreans. Three hundred and ninety-two South Koreans, including 222 with no contact experience with North Korean residents and 170 with contact experience, answered a questionnaire. The experience group included police officers who provide protection and settlement service, labor counsellors, social workers, church people, college classmates and tutors, and teachers in alternative schools for North Korean youths. The results indicated that protecting police officers have highly negative attitudes in both cognitive and affective dimensions and also show low trust and acceptance. Teachers in alternative schools, on the other hand, were found to have both positive and negative cognitive evaluations of North Korean residents, but still maintained positive affect and high trust and acceptance. People with no contact experience had negative affect along with pity, and showed medium level trust and acceptance. The distinctive difference between the police officers and teachers were attributed to the individual characteristics such as authoritarian personality and uncertainty avoidance rather than to the frequency or depth of contact. The most important determinant of trust and acceptance were found to be the affective component. The implications of these findings on the selection and training of interface personnel and peace education were discussed.

A Comparative Study on Residents' Acceptance of Offshore Wind Farms: Focusing on a Text Network Analysis of Interviews with Local Representatives in Gunsan and Jeju (해상풍력 주민수용성 비교 연구: 군산 및 제주도 주민대표 인터뷰의 텍스트 네트워크 분석을 중심으로)

  • According to the "Offshore Wind Development Plan," large-scale project-oriented supply expansion is necessary to achieve 12 GW by 2030. But implementation may be delayed due to difficulty in securing the acceptance of residents. This study looked at residents' acceptance by comparing the perceptions of local representatives in Gunsan and Jeju. To this end, six in-depth interviews were conducted and the entire contents of the interviews were converted to text files. By using text network analysis (Netminer 4.4), the cognitive structure of local representatives was analyzed and compared. Based on the analysis results, Maldo, Myeongdo and Bangchukdo in Gunsan are promoting offshore wind farms in fishing license areas of the three islands in order to respond to opposition from other fishing village fraternities. In Dumo-ri, Jeju, important discussions and decisions related to offshore wind farms were decided in meetings (offshore wind power promotion committee, village assembly).

A Research on the Relationship between the Perception of Administrative Regulation and Odor Acceptance among Residents who live in Ochang Industrial Complex Area (오창산업단지 주변지역 주민의 행정규제에 대한 인식과 악취수용성의 상관성 연구)

  • It would be the most effective way to have government take care of social problems and hazardous material danger due to odor. It is also well known that odor acceptance and their willingness to pay for resolving the odor problem vary person by person. This is why public sector's intervention is required to get ride of any possibility of market failure resulted from negative external effect of human. This paper has tried to do empirical research based on survey of residents who are currently living in the area of Ochang industrial complex in North Chong-chung province. According to the empirical research results, first of all, it was proven residents' perception of legal regulation has a negative effect on odor acceptance. That is, the more residents are aware of law and regulation, the less they tend to accept odor. In addition, resident's perception on need to improve odor regulation has a positive impact on their odor acceptance. Finally, residents' satisfaction on the legal complaints to local government has an interaction effect to causative relationship between the perception of improving odor regulation and odor acceptance.

On the Social Acceptance of Site Selection for a LNG Power Plant (LNG발전소 입지선정에 관한 주민 수용성 제고연구)

  • Recently, LNG power plants are increasing drastically and the desire of an improvement in the quality of life is growing. The delay of power plant construction can hinder the stability of power supply and increase the cost. So this study was conducted to help power plant construction progressing from now on by studying on the social acceptance of a LNG power plant. On this study I limited the scope of the study to the stage of Site Selection which is the most conflict stage and can interrupt the project. To conduct this study I researched the recently constructed power plants which have been delayed, in particular Eumseong Natural Power Plant and Daegu LNG Power Plant which are under bitter conflicts with local residents and have difficulty in construction progressing. So I found out that it is very important to collect the opinions of the residents in the stage of Site Selection and it is necessary to change ACT ON ASSISTANCE TO ELECTRIC POWER PLANTS- NEIGHBORING AREAS. Lastly it is very important to adapt the state-of-the-art facilities to increase the social acceptance of a LNG power plant.

Suggestion of Risk Assessment Methodology by Chemical Accident Based on the Environmental and Residential Receptors (화학사고로 인한 영향범위 내 환경수용체와 공공수용체를 고려한 위험도 분석방법론)

  • The Off-site Risk Assessment (ORA) for preventing chemical accidents estimates the chemical accident risk at chemical plants. The method of estimating the risk is made by multiplying the number of residents within the effect area of the chemical accident and the frequency of accidents at a chemical plant. At present, the ORA does not quantitatively consider environmental receptors when the damage types within the scope of the accident are environmental receptors. In order to solve this problem, this study proposes a method of estimating the risk considering resident and environmental receptors. Through these studies, it was confirmed that the ORA impact for the prevention of chemical accidents requires risk analysis considering environmental receptors in the medium and long term.

  • 본 연구는 대표적인 혐오시설로 지역주민들에 의하여 기피되고 있는 방사성폐기물처분시설에 대한 주민들의 '수용의지'를 시스템 역학 모델을 통하여 분석하고, 개별요인들의 상대적 영향력의 크기를 규명하고자 하였다. 본 연구는 지역주민들의 정책수용거부에 대한 단선적이고 편협한 이해가 오히려 합리적인 시설입지전략의 구성을 어렵게 만들 수 있다는 인식 아래, 도넛효과(Doughnut-effect)가 발생하고 있는 울진원전 주변지역에 대한 실증분석을 통하여 지역사회의 정책결정과정 참여가 가장 중요한 문제해결요인임을 밝혔으며, 향후 사업추진측의 입지노력이 집중되어야 할 전략적 정책수행요인들을 제시하였다.
