공공도서관이 지역주민들의 정부 교육, 문화센터로서의 기능을 충실히 수행하기 위해서 지역주민들이 자유롭게 방문하여 아무런 불편함이 없이 정보문화활동을 전개해야 한다. 이를 위해서는 현재 지역주민들이 가지고 있는 도서관불안을 해소할 수 있는 체계적인 프로그램이나 방안을 마련하는 것이 필요하다. 이러한 관점에서 본 연구는 공동도서관을 이용하는 다양한 계층의 지역주민들을 대상으로 LAS(Library Anxiety Scale)를 사용하여 도서관불안의 정도를 측정하고, 이를 해소할 수 있는 방안을 제시하였다. 대체로 지역주민들의 도서관 불안은 높게 나타났으며, 계층별, 연령별, 학력별, 도서관방문휫수별, 도서관교육프로그램 참여 여부에 따라 도서관불안의 정도 차이가 매우 높았다.

This study was to define the possibilities for the community resource development. Focused on the community organization this study analized 3 cases of the community organization. Based on the theoretical concepts and the analized case studies this study concluded some scheme as follows : 1. For the effective community organization the Healthy Families Center has to give emphasis on the establishment of the concrete objects, the system of communication and decision-making. 2. The professionals of the Healthy Families Center have to possess the knowlegement of the organization management. And this point porposed the necessities for enlargement of family resource management.

The purpose of this study was to establish the housing welfare delivery system in Incheon. Documentary research and content analysis methods and survey were used in this study. Data drawn from internet homepage of each community center, gu-office and city hall in Incheon. The major results of this study are as follows. 1) Related works of housing welfare are housing welfare facility management, self helf center, support service of housing life, residential environment management 2) Housing welfare delivery system consists of city, gu-office, community center order. There are many problems that the lack of experts and department of housing welfare and inconsistent works. 3) There should be optimize the related works of housing welfare in order to increase of efficiency of works and to prevent overload to public servant. 4) Housing welfare delivery system needs to co-work through collaborative network in order to realize welfare society. And each main groups have to establish their horizontal relationships.

The aim of the research is to find out facility types and chracteristics of the community center in Seoul. To do so, we picked up 40 examples of a densely populated and low resident district in Seoul and then analyzed to find out the typical types and characteristics. The result of this study can be summarized as follows : By classifying community center complexs largely into a complex type with similar facilities and a complex type with different facilities, 8 types were derived. Depending on 4 characteristics, such as spatial composition, entrance type, circulation form, and complex facility type, 12 types of community center complexes were derived, and the characteristics of each type are presented.

농촌지역개발정책은 기존 하향식 개발방식에서 상향식 개발방식으로 변화가 이루어지고 있다. 이에 따라 주민의 적극적인 개발에 대한 참여가 농촌지역개발정책 추진에 있어서 매우 중요한 요소로 작용하고 있다. 농촌활성화지원센터는 지역인적원의 육성, 정보교류, 네트워크 구축 등과 같은 주민역량강화 측면의 업무와 함께 정책지원, 조사연구, 현장포럼 지원과 같은 농촌지역개발정책의 중간지원 기능을 수행한다. 이 연구는 AHP분석방법을 활용하여 농촌활성화지원센터가 수행하는 업무의 중요도를 판단하여, 효율적 운영을 도모하는데 있다. 분석결과, 현장포럼 지원과 인적자원 개발 및 운영이 센터의 중요 업무로 분석되었다. 따라서 농촌지역개발정책의 효과적인 추진을 위해서는 센터의 기능의 효율적 집중과 더불어 지역내의 유관기관과의 거버넌스체제 구축이 필요하며, 또한 각 지역의 센터들이 서로 보유 인력이나 처한 상황이 다르기 때문에, 이를 통합관리 할 수 있는 상위조직이 필요하다.

황강댐은 임진강 상류 군사분계선으로부터 약 42km떨어진 위치에 존재하며 약 3~4억톤의 규모로 추정된다. 이에 우리나라는 약 7천만톤 규모의 군남홍수조절지를 건설하여 임진강 상류로부터 기인하는 홍수를 방어하고 황강댐의 무단방류에 대비하고 있다. 과거 2009년 9월 6일 임진강 상류 황강댐에서의 대규모 방류로 인해 경기도 연천군 일대에 홍수가 발생하여 이로 인한 인명 및 재산피해가 발생한 바 있으며, 2020년 8월 5일에는 장마전선으로 인한 폭우와 더불어 임진강 필승교 수위관측소의 수위가 급상승하면서 관측 이래 역대 최고수위가 발생하여 홍수경보가 발령되고 인근 주민이 대피하는 사례가 발생하였다. 또한, 2022년 6월 27일부터 발생한 장마전선 및 집중호우로 인해 임진강 필승교 수위관측소의 수위가 급상승하면서 홍수주의보가 발령되고 인근 주민이 대피하는 사례가 발생하였으며, 7월에는 비가 내리지 않는 상황에서 황강댐의 방류로 추정되는 유입량이 필승교 수위관측소와 군남홍수조절지에서 관측되었다. 이에 본 연구에서는 인공위성 영상에서 추출한 황강댐의 수위를 이용하여 수문모형과 저수지 운영 알고리즘을 구축하고 당시 발생한 홍수사례를 분석하여 황강댐의 운영방식을 추정하였다. 분석결과, 2020년 8월 5~7일 사이에 발생한 유입량의 경우 자체 유역 유입량은 전체 유입량대비 약 33%이나 북한 황강댐으로부터 추가로 방류된 양은 약 67%로 군남홍수조절지 유입량의 3/2 가량이 북한 황강댐의 방류량으로부터 발생된 것으로 보이며 2021년 6월에도 유사한 양상을 보였다. 하지만, 북한 황강댐의 운영방식이 용수공급을 위한 고수위 유지 운영방식에서 홍수기에 댐 월류 및 파괴를 방지하기 위한 사전방류를 수행하는 것으로 추정되었다.
