  • The importance of voucher service evaluation is increasing with the expansion of voucher, but the previous studies on performance evaluation could not reflect the characteristics of voucher. But there is no study on the factors affecting voucher performance. Thus, this study focuses on the empirical analysis of voucher program performance and analysed the factors affecting voucher satisfaction. Data used in this study is collected form 70 social service agencies that deliver voucher service and 1445 service users in Community-Development voucher service in Community Service Investment Program. The methods applied in this study are Hierarchial Linear Model(HLM) using service user variables(level 1) and service agency variables(level 2). These variables are extracted from the previous studies on performance of social welfare service and voucher service. The findings show that user's satisfaction is influenced by level 1 variables such as sex, need and also influenced by level 2 variables of service type and area* organization type. On these analysis, this study gives policy implication.

A survey was conducted to collect data from foodservice managers (N=231). Statistical analyses were completed using SPSS Win (16.0) for descriptive analysis, reliability analysis, factor analysis, t-test, correlation analysis, cluster analysis and AMOS (16.0) for confirmatory factor analysis and structural equation modeling. The concept of emotional intelligence (EI) has been on the radar screens of many leaders and managers over the last several decades. The emotional intelligence is generally accepted to be a combination of emotional and interpersonal competencies that influence behavior, thinking and interaction with others. The main results of this study were as follows. The four EI (Emotional Intelligence) dimensions correlated significantly with age. The means of job satisfaction score were above the midpoint (3.04 point) scale. The organizational commitment score was above the midpoint (3.41 point) scale and was higher at 'loyalty' factor than 'commitment' factor. The means of organizational performance score were above the midpoint (3.34) scale. The correlations among the four EI (emotional intelligence) factors were significant with job satisfaction; organizational commitment, organizational performance and turnover intention. The test of hypothesis using structural equation modeling found that emotional intelligence produced positive effects on job attitude and job performance. Emotional intelligence enhanced organizational commitment, and in turn, managers' attitude produced positive effects on organizational performance; emotional intelligence also had a direct impact on organizational performance. As a result of the analysis, the causal condition is 'the security threat of the insider', the contextual condition is 'the specificity of the military organization', the central phenomenon is 'the conflict of values as a soldier', the arbitrary condition is 'the security consciousness', Strategy is 'the responds to security threats', and the result was 'security level change'. The core categories can be presented as 'the degree of conflict of values on insider security threats' and two hypotheses have been derived. First, the members of the military organization strongly felt the conflict of values about security threat as the tendency to emphasize security was strong, and they helped to develop the security level of organization by responding strongly. Second, the stronger the tendency to focus on colleagues, respond weakly to security threats. And it undermines the security level of the organization. Finally, in order to improve the security level of the organization, it is necessary to establish a solid security consciousness and to make institutional development to support it.

  • As the development of information communication technology and thus the growth of security incidents, there has been increasing demand on developing methodologies and tools for measuring the information security level of organizations for the efficient security management. However, most works from foreign countries are not realistic in constructing the checklists, moreover their tools provide neither the ease of use nor the inexpensiveness, and most domestic works are not properly considering the characteristics of the organizations when measuring the information security level. In this study, an efficient information security levelling tool is suggested, which applies the multiple variable weights for security levelling according to the characteristics of organizations and the fuzzy technique to reduce the user's subjectivity and the genetic algorithm to establish the security countermeasure.
