Analyzing Mortality Rate and Social Costs of Climate Vulnerable Groups caused by Heat Waves in Korea (폭염 발생에 따른 취약계층의 사망률 변화와 사회적 비용 추정: 7대 광역시의 65세 이상 고령층을 중심으로)

  • The critical temperature and the rate of increase in excess death caused by heat waves in the age group of 65 years and older are derived. The value of statistical life method was used to quantify economic damages, and the willingness to pay after 71 years of age for 10 years was measured based on the dichotomous choice contingent valuation method survey. The result shows about KRW 481,110,000 is required annually to reduce the possibility of death by climate change to 1/1000.

  • There has been some debates about zero willingness to pay in contingent valuation method research. Therefore, this paper tries to estimate and compare the results of various models to handle zero willingness to pay responses. For this purpose, we have employed parametric estimation such as the mixed model and the spike model, as well as non-parametric estimations. As a result, these models derived WTP estimate different from conventional model, but they also show some weakness. Therefore, in future research, more conservative estimate of the model should be to use rather than specific model.

Measurement of the Public Value of Conserving Green Turtles (푸른바다거북 보전의 공익적 가치 추정)

  • This paper attempts to quantitatively assess the public value that has been assigned to this government plan by employing a contingent valuation technique. Data gathering performed that professional research firm administrated a face-to-face national survey of 1,000 randomly-selected households. A one-and-one-half-bound model was adopted to elicit willingness to pay (WTP) responses, and the payment vehicle used was income tax. The WTP model used in this study is based on a utility difference approach and the spike model. The results showed that the public value of conserving green turtles was estimated to be 2,570 Korean Won per household over the next 10 years as of 2016, statistically significant at the 1% level. Expanding the values considered to include the national population gives a public value of 48.7 billion Korean Won. Thus, the public value of rescuing, rehabilitating, and releasing green turtles that have been caught by fishermen, collided with fishing boats, and died in nets through the government program is not small.

  • In the benefits of ITS, there are intangible gains from real-time traffic information as well as classical gains such as travel time saving. These intangible gains are difficult to be estimated by existing transportation investment appraisal commonly used in SOC investment. The major reason is not because of the absence of methodology but because of the absence of generalized values of particular benefits from real time traffic information. This research explores the value of real-time traffic information on VMS that is the most representative of ITS services, by using CVM with Double Bounded Dichotomous Choice Question. Willingness-To-Pay (WTP) functions of drivers are built with survival functions using various types of probability distribution functions such as Exponential, Log-logistic, and Weibull functions. The results reveal that Log-logistic distribution is the most appropriate distribution model to estimate WTP, and the estimated coefficients are stable through LR (Likelihood Ratio) test. For the further study, it is recommended to perform statistical tests of temporal and spatial transferability that is not examined in this research due to the lack of data.

The external benefit of combustible waste-to-energy: A contingent valuation study (가연성 폐기물 에너지화의 외부편익 : 조건부 가치측정법의 적용)

  • Combustible waste into energy policy is an effective method to respond to climate change and depletion of fossil fuels. Combustible waste into energy is the process of generating energy in the form of electricity and/or heat from the combustible waste such as vinyl, paper and plastic. This study tries to estimate the external benefit of enhancing the ratio of combustible waste into energy to primary energy from 1.89% to 5% using contingent valuation(CV) method. To this end, we report the results from a CV survey to elicit the willingness to pay (WTP) for combustible waste into energy. A CV survey of 500 households was conducted in the Seoul by using person-to-person interviews. Thus, the procedures of applying and the findings from the one-and-one-half bounded dichotomous choice spike model used to deal with the zero WTP responses are provided in the paper. The results show that the average WTP is estimated to be 2,724 won per household per month and statistically significant at the 5% level. Expanding the value to the Seoul gives us an aggregate value of 13.7 billion won per year.

The Conservation Value of Coral Communities in Moonseom Ecosystem Protected Area (문섬 등 주변해역 생태계보호구역 내 산호군락지의 보전가치)

  • The Korean government has been trying to conserve a marine ecosystem that has been shifting due to climate change. As part of this effort, the government designated seventy-seven marine species that have been disappearing and deserve to be protected as endangered managing them specially. To generate basic data to guide policy for these endangered species, their value must be measured. OOf the species declared endangered, coral is particularly threatened by climate change, and its management is important. Accordingly, understanding the potential value of reefs, can be an effective way of proving the benefits of continuous management to decision makers and the general public alike. To this end, we have applied the contingent valuation method (CVM), an economic technique of for valuing a environmental and non-market goods such as a coral reef. A national face-to-face survey of 1,000 randomly selected households was conducted in order to determine the public's willingness to pay (WTP) for conserving coral reefs. A one-and-one-half-bound (OOHB) model was adopted to interpret WTP responses, and a spike model was employed to deal with zero WTP responses. The results show that the conservation value of a coral reef can be estimated at 3,016 won per household per year, statistically significant at the 1 % level. Expanding values to the national population gives an annual value of 58.9 billion won. We can conclude that the public is willing to pay a significant amount to conserve coral reefs.

The Conservation Value of Endangered Marine Species: The Case of the Ellobium Chinense (보호대상해양생물의 보전가치 추정: 대추귀고둥을 대상으로)

  • This paper attempts to quantitatively assess the conservation value of Ellobium chinense (EC), which belongs to the endangered marine species designated by Ministry of Oceans and Fisheries. To this end, we apply the contingent valuation (CV) method, an economic technique of valuing a non-market goods such as EC. A national survey of randomly selected 1,000 households was administered in order to derive the public's willingness to pay (WTP) for conserving EC. One-and-one-half-bound model was adopted to elicit the WTP responses and a spike model was employed to deal with the zero WTP responses. The results show that the conservation value of EC is estimated to be 2,346 won per household per year that is statistically significant at the 1% level. Expanding the value to the national population gives us an annual value of 43.8 billion won. We can judge that the Korean people are willing to pay a significant amount to conserve EC.

An Economic Valuation Analysis of Building the Second Ice-Breaking Research Ship in Korea with Using Bayesian Approach (베이지안 접근법을 활용한 제2쇄빙연구선 건조사업의 경제적 편익 산정연구)

  • The need for ice-breaking research ships is growing as interest in the Arctic grows. In Korea the 7,500 ton ship Araon, launched in 2009, is the only icebreaker, and difficulty remains when conducting research at the North and South Pole. Thus, the Ministry of Maritime Affairs and Fisheries is pushing for the construction of a second icebreaker, and an economic valuation of a second icebreaker is needed. Such a study will help reduce controversy about the construction of a second icebreaker and help ensure reasonable decisions. The economic benefits of a second icebreaker were calculated using a contingent valuation method. In this study, a Bayesian Approach was applied, in contrast to previous methodology utilizing the maximum likelihood estimation method. According to this analysis, the average WTP per household was estimated at 1,999 won per year, and the total benefit from the construction of a second icebreaker was estimated at 373.9 billion won per year.

  • In implementing transportation projects, benefits have been estimated using conventional benefit components. However, these components have a lot of assumptions and limitations for benefit estimations and thus it seems to be difficult to obtain values of parameters as well as to overlook benefits of non-market goods in calculation process. In other words, current benefit estimations are considered that can be solely measured by directly depending on traffic volumes. Existing economic analysis do not reflect the full benefits, including direct and indirect of the project implementations. To illustrate this fact, bicycle road construction can result in various functional benefits, including improved quality of life, balanced regional development, and good scenery composition. These benefits can not be explained with conventional economic analysis. The objective of this research is to estimate valuation of bicycle road construction using Contingent Valuation Method (CVM). CVM can evaluate user's direct willingness-to-pay as well as maximize bicycle utilization with balanced regional development. This research used the coastline bicycle road construction project for example. The proposed method can be well calculated or estimated benefits for non-market goods of bicycle road constructions using CVM.

Value Evaluation on the Experience Space of the Age-friendly Product (고령친화용품 체험공간에 대한 가치 평가)

  • The purpose of this study is to evaluate the value of the center of age-friendly goods to confirm the public value of the center. 152 elderly participants, either who have utilized the center themselves or who have experienced the center indirectly through the image have participated in the study. The experience of age-friendly product center was evaluated by the contingent valuation method, which is widely used in the public services. A double-bounded dichotomous choice (DB-DC) log-logistic model and a log-normal model were conducted. As the result of the estimation, the truncated mean of the log-logistic model was 3,401 Korean won, with the mean of 4,937 won. In addition, the truncated mean of the log-normal model was 3,433 won, with the mean of 4,144 won. Elderly who have not experienced the center placed a higher value on the center, compared to the experienced elderly. The results imply the necessity to enlarge the opportunity for future suppliers to experience the center for age-friendly products, in order to improve their objective understandings. In addition, the necessity of expanding exhibition products and applying age-friendly designs is proposed, to offer various attractive experiences to elderly.
